The Organic Law of 19 June, of the Qualifications and Vocational Training, in its article 11.7, provides that the programming and implementation of the actions of the network of national centres of reference will be carried out by means of collaboration agreements between the State Administration and the Autonomous Communities, in any event at the level of their respective powers.

Royal Decree 229/2008 of 15 February, which regulates the National Focal Points in the field of vocational training, in Article 5.4, provides that the creation of the national centres of reference or the (a) the qualification of existing ones, in the field of the National System of Qualifications and Vocational Training, will be carried out by means of a collaboration agreement with the autonomous community in which they are to be or are located, General Council of Vocational Training, and will take the form of a royal decree on a proposal from the Ministers The Committee on Employment and Social Affairs and Education and Science, at present, on Employment and Social Security and Education, Culture and Sport.

Five collaboration agreements have been signed between the Public Service of State Employment, the Ministry of Education, Culture and Sport and the Community of Madrid, dated October 14, 2014. Four of them qualify, respectively, as National Focal Points to the National Centre for Occupational Vocational Training of Getafe in the professional area Development and in the professional area Communications of the professional family Informatics and Communications; to the National Centre for Occupational Vocational Training of Paracuellos del Jarama in the professional area of Masonry and Finished, in the professional area Structures, in the professional area Colocation and Montage, in the area Professional Projects and Monitoring of Works and in the professional area of Construction Machinery, of the complete professional family Building and Civil Work; the National Centre of Occupational Vocational Training of Moratalaz in the professional area Frio and Climatization of the professional family Installation and Maintenance; and the National Center of Occupational Vocational Training of Leganes in the professional area of Electromechanical Machines of the professional family of Electricity and Electronics. The fifth creates as National Reference Center the Training Center in Administration, Insurance and Finance of Fuencarral in the professional area Administration and Audit and in the professional area Finance and Insurance of the professional family Administration and management in the field of vocational training.

This royal decree is approved under the terms of Article 5.4 of Royal Decree 229/2008 of 15 February.

The General Council of Vocational Training has issued a report for the qualification of these four Centers and for the creation of the fifth.

Under its virtue, on a joint proposal from the Minister for Employment and Social Security and the Minister for Education, Culture and Sport and after deliberation by the Council of Ministers at its meeting on 2 October 2015,

DISPONGO:

Article 1. Qualification and creation of National Focal Points.

1. It is described as the National Reference Center to the National Center for Occupational Vocational Training of Getafe in the professional area Development and in the professional area Communications of the professional family Informatics and Communications, in the the scope of the vocational training, in accordance with the provisions of the Convention of Collaboration between the State Employment Public Service, the Ministry of Education, Culture and Sport and the Madrid Community signed on 14 October 2014 and published by Resolution of 25 May 2015, from the Undersecretary of the Ministry of the Presidency, in the 'Official Gazette of the State' dated 3 June 2015.

2. The National Center for Occupational Vocational Training of the Jarama in the professional area of Masonry and Finished, in the professional area Structures, in the professional area Colocation and Assembly, in the professional area Projects and Monitoring of Works and in the professional area Machinery of Construction, of the complete professional family Building and Civil Work, in the field of vocational training, according to the established in the Partnership Agreement between the State Employment Public Service, the Ministry of Education, Culture and Sport and the Community Madrid, signed on 14 October 2014 and published by Resolution of 25 May 2015, of the Undersecretary of the Ministry of the Presidency, in the "Official State Gazette" dated June 3, 2015.

3. The National Centre for Occupational Vocational Training of Moratalaz in the professional area Frio and Climatization of the professional family Installation and Maintenance, in the field of training, is qualified as National Reference Center professional in accordance with the provisions of the Partnership Agreement between the State Employment Public Service, the Ministry of Education, Culture and Sport and the Community of Madrid, signed on 14 October 2014 and published by Resolution of 25 May 2015, by the Deputy Secretary of the Ministry of the Presidency, in the Official Journal of the Status " dated June 3, 2015.

4. The National Centre for Occupational Vocational Training of Leganes in the professional area Electromechanical machines of the professional family Electricity and Electronics in the field of training is qualified as National Reference Centre The Ministry of Education, Culture and Sport and the Community of Madrid, signed on 14 October 2014 and published by the Ministry of Education, the Ministry of Education, Culture and Sport and the Community of Madrid, signed on 14 October 2014. Resolution of 25 May 2015, by the Deputy Secretary of the Ministry of the Presidency, in the Official Journal of the Status " dated June 3, 2015.

5. The Training Center for Administration, Insurance and Finance of Fuencarral, in the professional area of Administration and Audit and in the professional area of Finance and Insurance of the professional family of Management, in the field of vocational training, when acquiring such a condition, in accordance with the provisions of the Convention of Collaboration between the Public Service of State Employment, the Ministry of Education, Culture and Sport and the Community of Madrid, signed on 14 October 2014 and published by Resolution of 25 May 2015, of the Secretariat of the Ministry of the Presidency, in the "Official State Gazette" dated 3 June 2015.

Article 2. Legal framework of the National Focal Points.

The legal regime of the National Focal Points provided for in the previous article will be established in the Organic Law of 19 June, of the Qualifications and Vocational Training and the Royal Decree. 229/2008, of 15 February, for which the National Focal Points are regulated in the field of vocational training, as well as in the collaboration agreements mentioned.

Single additional disposition. No increase in public spending.

The qualification as National Reference Centers of the National Center for Occupational Vocational Training of Getafe, of the National Center for Occupational Vocational Training of Paracuellos del Jarama, of the National Center of Occupational Vocational Training of Moratalaz, National Centre for Occupational Vocational Training of Leganes and the creation as National Reference Centre of the Training Centre in Administration, Insurance and Finance of Fuencarral will not involve increase in the personal means of remuneration and other staff costs.

Final disposition first. Competence title.

This royal decree is dictated by the powers conferred on the State by Article 149.1.7. and the 30th of the Constitution.

Final disposition second. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
