The Council of Ministers at its meeting on 16 October 2015, on the proposal of the Minister of industry, energy and tourism, has adopted the agreement by which approves the energy planning document. Plan of development of the transport network of electric power 2015-2020.

In accordance with the second paragraph of this agreement, its publication is available in the «Official Gazette» as an annex to this order.

Annex agreement of the Council of Ministers of 16 October 2015, which approves the energy planning document. Plan of development of the transport network of 2015-2020 electricity I La Ley 24/2013, of 26 December, the Electricity Sector, article 4 determines the procedure to be followed in planning. As a general rule, the energy infrastructure planning has to indicative actors. As an exception, the planning of those infrastructures of special relevance to ensure the security of supply, as it is the case of the transport of electricity, has binding agents.

Article 4(2) of the aforementioned law provides electrical planning will be conducted by the Government, with the participation of the autonomous communities and cities of Ceuta and Melilla, will require a report of the National Commission of markets and competition and formality of audience. It will be submitted to the Congress of Deputies, in accordance with the provisions of its rules of procedure, prior to its approval by the Government, and will cover periods of six years.

On the other hand and in accordance with law 9/2006, of April 28, evaluation of the effects of certain plans and programmes on the environment, which transposes directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment, has undergone electrical planning a process of strategic environmental assessment. This environmental assessment is intended to orient the planning from the beginning towards the environmental objectives, integrating these with the planning, to make it more sustainable.

The planning process began with the publication of the order EIT/2598/2012, of 29 November, which starts the procedure for proposals for development of the electric power transmission network.

From that information the electric system operator conducted analyses and relevant calculations aimed to develop a first proposal containing the necessary infrastructure for adequate coverage of the demand provided for in the planning period. List of infrastructure contained in the initial proposal was sent to the different autonomous communities and the cities of Ceuta and Melilla so they could make their respective allegations and, once submitted, they were sent to the system operator so that it prepare a new proposal for development of the transport network.

From the new proposal submitted by the operator of the system, the Ministry of industry, energy and tourism, it produced the draft of the Plan of development of the transport network. This draft was submitted to the report of the National Commission of markets and competition, who issued him with date 16 April 2015.

In parallel, the Ministry of industry, energy and tourism made the preliminary report required under law 9/2006 of 28 April, on assessment of the effects of certain plans and programmes on the environment, have been initiated prior to the entry into force of the law 21/2013, December 9, environmental assessment. This report served as the Ministry of agriculture, food and environment define the scope of the strategic environmental assessment through its reference document approved by resolution of 29 April 2014 of the General Directorate of quality and environmental assessment and Natural environment. The report of environmental sustainability, from the guidelines contained in the reference document, was submitted to public information. After analyzing the allegations to that report, the Ministry of industry, energy and tourism and the Ministry of agriculture, food and environment developed jointly the environmental memory of planning, which was adopted on 22 June 2015.

Finally, and as established in the current legislation, this planning document was submitted to the Congress of Deputies on 29 September 2015, after what has been the planning document that is raised to the Council of Ministers for approval.

II the planning document includes predictions about the future behavior of the demand, the resources needed to meet it, the changing conditions of the market to ensure supply and environmental protection criteria.

Projections of the planning document states that the consumption of final energy in Spain, is the energy that finally reaches the consumer, will grow at an average annual rate of 0.9 percent between 2014 and 2020, reaching a total of 90.788 ktep in the final year of the period. The growth rate of final energy is lower than the primary energy, that which is obtained directly from nature and has not been subjected to any conversion process, which will be of 1 percent on annual average.

This moderate growth in energy demand during the planning exercise corresponds to an annual average reduction of 1.6 per cent in the final energy intensity in Spain (energy consumption final/GDP) in the period of the forecast, a figure consistent with the goals of energy saving and efficiency of the directive 27/2012/EC on energy efficiency.

In relation to the structure of supply, for which planning is merely indicative, the document forecasts are that the observed trend in planning 2008-2016, which implies a significant increase in the weight of renewable energy and natural gas, primarily at the expense of the oil will be maintained in the coming years.

With regard to the fulfilment of the objectives of penetration of renewable energies for 2020 laid down by the directive 2009/28/EU of renewable energies, the planning document provides a share of renewable energy of 20 per cent on the gross final energy and of 10 per cent on the energy consumption of the transport sector.

III in terms of electricity demand final (on consumption), the planning document envisages an average annual growth of 2 per cent for the period 2014-2020, higher than the growth of final demand and the primary demand.

This singular behavior of electricity demand is that many energy efficiency measures correspond to the measures of electrification, being remarkable the gradual conversion of transport to electric vehicle or rail transport.

In terms of demand in central (in generation) bars, the upper stage of the system operator provides 284,9 TWh electricity demand in peninsular system by 2020, representing a 15.7 per cent higher than in 2013, with a capacity of 49,000 MW tip.

Also, the planning document provides a change in the structure of the generator Park, with a fall in the weight of coal, petroleum products and natural gas and an increase in the weight of renewable energy, according to the objectives in the field of renewable by 2020. In this regard, the planning document provides power generation with renewable energies to reach 36.7 percent in 2020.

The projects referred to in the planning horizon are 1,517 km of new lines in 400 kV and 220 kV 1.747 km. It is attached to this the repowering of 2.676 km 400 kV lines and 3.512 km of 220 kV.

The estimated cost of the actions foreseen in the Horizon 2015-2020 is 4.554 m €, which must be deducted 143 M€ for ERDF, respecting this amount limit to the volume of investment provided for in the planning established in current legislation (Royal Decree 1047 / 2013, December 27).

Electrical systems, 2,806 M€ is going to invest in the Mainland system, 628 M€ are for Balearic systems, 991 M€ to Canaries systems and 129 M€ to the integration of the Ceuta system with the Mainland.

On the other hand, there are noteworthy as a novelty of this planning, the inclusion of an annex document II with performances whose need is expected for after 2020, the object that can move forward in administrative processing without in any case to be considered as planned infrastructure.

This annex includes, in particular, several projects of interconnection with France needed to reach the target of 10 per cent of electrical interconnection of the States members of the European Union. These projects may include on the Horizon 2015-2020 modified once the legislation current (currently in the pipeline), so that its cost does not compute for the purposes of the calculation of the investment limit.

Finally, new developments in the electricity transport network for the period 2015-2020 mainly respond to the following needs: peninsular system:
• Development of the network of 400 kV and 220 kV to increase safety and security of supply and the development of the 220 kV network to increase support to the distribution networks.

• New railway lines for the high-speed train from the 400 / 220 kV transmission network.

• Development of the network of 400 kV and 220 kV that will facilitate the integration of generation and, in particular, of generation from renewable sources.

Balearic systems: • interconnections between systems that allow increased security of supply and reduce generation costs.

• Development of the network of 66 kV and 220 kV in Mallorca and 132 kV in Ibiza to ensure security of supply.

Canary systems: • interconnections between systems in order to increase security of supply and reduce generation costs.

• Performances of network for the integration of the planned wind and photovoltaic installations.

• New axis of 132 kV in Lanzarote-Fuerteventura and reinforcement of networks of 220 kV in Gran Canaria and Tenerife to guarantee the supply of main areas of demand.

Ceuta system: • integration with the Mainland system via a underwater interconnection.

In accordance with article 4.2 of the law 24/2013, of 26 December, the Electricity Sector, refers to the Government approve electrical planning.

Taking into account the above, the Council of Ministers, at its meeting of October 16, 2015, agrees: first.

Approve the energy planning document. Plan of development of the transport network of electric power 2015-2020, which is then inserted.

Second.

This agreement will be published in the «Official Gazette», except with the document "energy planning. Development plan 2015-2020 electricity transport network», which will be published on the website of the Ministry of industry, energy and tourism, at the following address: http://www.minetur.gob.es/energia/planificacion/Planificacionelectricidadygas/desarrollo2015-2020/Paginas/desarrollo.aspx third.

The planning document that is approved is subject to revisions and modifications provided for in article 4.4 of the law 24/2013, on December 26, in the Electricity Sector.
