By Agreement of the Council of Ministers, of 22 June 2012, the National and Integral Plan of the Spanish Tourism (PNIT) 2012-2015 has been approved that provides for the modernization and restructuring of the network of the Ministry of Tourism in the exterior. In recent years there has been an important growth potential in certain markets where there is a strong presence of our main competing countries; this contrasts with the absence of Spain with or with the small presence of our country with an insufficient network of Consejeries for the dimension of those. In the United Arab Emirates (UAE) it is particularly necessary to open a Tourism Department not only to prevent Spain from losing its market share but also to respond adequately to the progressive demand that has been made. recording not only in the UAE but also in the other issuing markets of the Arabian Peninsula (Saudi Arabia, Kuwait, Qatar, Bahrain and Oman) and also from Iran.

Since the current circumstances require a policy of moderation and containment of public spending so that there is no uncontrolled increase in public sector costs, the creation of this new Tourism Department is part of the process of modernisation and restructuring of the network of Tourism Councils abroad which led to the abolition of the Tourism Board of the Spanish Permanent Diplomatic Mission in Germany, based in Düsseldorf, by Royal Decree 726/2014 of 29 August 2014.

The processing of this royal decree is carried out in accordance with the provisions of article 42.6 of Law 2/2014, of 25 March, of the Action and of the Foreign Service of the State and in Article 5 of Royal Decree 810/2006, of 30 of June of 27 March, as amended by Royal Decree 217/2015, of 27 March,

the organization, functions and supply of jobs of the Ministry of Tourism in the Spanish Diplomatic Missions.

This royal decree has been reported by the Ministry of Foreign Affairs and Cooperation, and also at its meeting of 16 December 2015, by the Executive Council of Foreign Policy.

For all this, at the initiative of the Minister of Industry, Energy and Tourism, on the proposal of the Minister of Finance and Public Administrations and after deliberation of the Council of Ministers, at their meeting of the day 15 January 2016,

DISPONGO:

Article 1. Creation of the Tourism Board of the Permanent Diplomatic Mission of Spain in the United Arab Emirates.

The Tourism Board of the Permanent Diplomatic Mission of Spain is hereby established in the United Arab Emirates (UAE), based in Abu Dhabi.

Article 2. Functional, administrative and budgetary dependence.

The Tourism Board of the Permanent Diplomatic Mission of Spain in the United Arab Emirates will depend hierarchically on the Ambassador, without prejudice to his organic dependence of the Secretary of State of Tourism through the Institute of Tourism of Spain (Turespana) and its functional dependency, through the Director General of the agency, of the President of the Institute.

Article 3. Organic structure.

The organic structure of the Tourism Board of the Permanent Diplomatic Mission of Spain in the UAE will be determined in the corresponding relations of positions of staff and staff. without this implying increased budgeted spending.

Article 4. Cost of opening, installation and operation.

The costs arising from the opening, installation and operation of the Tourism Board of the Permanent Diplomatic Mission of Spain in the UAE will be covered by the existing appropriations in the budget of the Spain's self-governing body, the Institute of Tourism of Spain, including staff, so there will be no increase in budgeted expenditure.

Single additional disposition. Increase in public spending.

The implementation of this royal decree will not increase spending. The measures included in this royal decree will be met with the ordinary budget allocations and will not be able to generate increases in appropriations or salaries or other personnel costs.

Final disposition first. Amendment to the Annex to Royal Decree 810/2006 of 30 June 2006 on the organisation, functions and provision of posts of the Ministry of Tourism at the Spanish Diplomatic Missions, as amended by Royal Decree 217/2015, of 27 September March.

In the Annex to Royal Decree 810/2006 of 30 June 2006 on the organization, functions and the provision of jobs of the Ministry of Tourism in the Diplomatic Missions of Spain, as amended by Royal Decree 217/2015, of 27 March, in which the Tourism Councils are related, the Ministry of Tourism is added in Abu Dhabi.

Consequently, this Annex is amended by the inclusion of the Tourism Board in Abu Dhabi, which will be included in the list of the Ministry of Tourism in Copenhagen and the Department of Tourism. in New York.

Final disposition second. Development and application.

the Ministers of Finance and Public Administrations and Industry, Energy and Tourism will dictate, in the field of their respective competences, the necessary provisions for the development of what is foreseen in this royal decree and promote the remaining measures for the implementation of the provisions of the same.

Final disposition third. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
