IN ACCORDANCE WITH THE PROVISIONS OF ARTICLES 99 AND 203 OF THE REGULATION OF LOCAL ADMINISTRATION OFFICIALS OF 30 MAY 1952, AND ON A PROPOSAL FROM THE NATIONAL COLLEGE OF SECRETARIES, FINANCIAL CONTROLLERS AND DEPOSITARIES LOCAL, THIS GENERAL DIRECTORATE HAS AGREED TO AMEND THE REGULATIONS OF THE COLLEGES OF OFFICIALS OF THE AFOREMENTIONED BODIES, ADOPTED BY RESOLUTION OF 31 JULY 1953 AND TO PUBLISH THE NEW TEXT OF THE REGULATION THAT IS INSERTED BELOW.

REGULATION OF THE COLLEGES OF SECRETARIES, INTERVENTORS AND LOCAL ADMINISTRATION DEPOSITARIES

CHAPTER FIRST

OF COLLEGES AND THEIR MEMBERS

FIRST SECTION

COLLEGES

ARTICLE 1 1. IN EACH SPANISH PROVINCE, AND BASED IN ITS CAPITAL, THERE WILL BE A COLLEGE OF SECRETARIES, INTERVENTORS AND LOCAL ADMINISTRATION DEPOSITARIES, WHICH WILL HOLD THE REPRESENTATION OF THE THREE BODIES.

2. THE PROVINCIAL COLLEGES MAY CONSTITUTE FEDERATIONS OR COMMUNITIES OF SUPRA-PROVINCIAL OR REGIONAL LEVEL, WHICH MAY ALSO HAVE THE CONSIDERATION OF CORPORATIONS GOVERNED BY PUBLIC LAW.

ART. 2 1.AS THE ORGAN OF THE HIGHEST PROFESSIONAL HIERARCHY, IN RESPECT OF THE COLLEGES AND THE COLLEGIATE, THERE WILL BE A NATIONAL COLLEGE BASED IN THE CAPITAL OF SPAIN.

2. THE NATIONAL COLLEGE WILL BE TREATED FOR ILLUSTRIOUS.

ART.3 1. THE NATIONAL AND PROVINCIAL SCHOOLS WILL HAVE THE CHARACTER OF CORPORATIONS GOVERNED BY PUBLIC LAW, WITH FULL LEGAL CAPACITY AND ACTING TO FULFILL THEIR AIMS. THEIR POWERS WILL NOT LIMIT TRADE UNION FREEDOM.

2. CONSEQUENTLY, UNDER THE LAWS AND REGULATIONS, THEY MAY ACQUIRE, POSSESS, CLAIM, EXCHANGE, TAX AND DISPOSE OF ALL KINDS OF GOODS AND RIGHTS, CONCLUDE CONTRACTS, FORCE THEMSELVES, EXERCISE ACTIONS AND INSTITUTE RESOURCES FOR THE FULFILMENT OF ITS FINES.

ART.4. ALL THE SCHOOLS WILL BE UNDER THE VOCATION OF THE BLESSED VIRGIN OF THE PILLAR, PATRON SAINT OF THE BODIES.

SECOND SECTION

MEMBERS OF SCHOOLS

ART. 5 1. THE COLLEGES WILL PROFESSIONALLY INTEGRATE THE OFFICIALS OF THE THREE NATIONAL CORPS OF SECRETARIES, INTERVENTORS AND LOCAL ADMINISTRATION DEPOSITARIES.

2. THE FEE SHALL BE COMPULSORY, WHATEVER THE ADMINISTRATIVE SITUATION IN WHICH THE OFFICIAL IS SITUATED, EXCEPT ON A VOLUNTARY BASIS, WHATEVER THE CORPORATION, CENTRE OR ENTITY IN WHICH HE OR SHE SERVES, PROVIDED THAT HIS OR HER SERVICES EMPLOYMENT OR SERVICE LINKAGE CORRESPONDS TO YOUR STATUS AS A MEMBER OF SUCH BODIES.

3. THE OBLIGATION TO BELONG TO THE SCHOOL DOES NOT PREVENT THE UNION OF THE MEMBERS OF THE COLLEGE, ON A VOLUNTARY BASIS.

ART. 6 1. MEMBERS OF HONOUR, AUTHORITIES, CORPORATIONS, ENTITIES AND INDIVIDUALS WHO HAVE CONTRACTED RELEVANT MERITS IN RESPECT OF THE NATIONAL SCHOOLS OR BODIES MAY BE APPOINTED.

2. THE DESIGNATION OF MEMBER OF HONOR OF THE NATIONAL COLLEGE SHALL BE THE RESPONSIBILITY OF THE GENERAL COUNCIL; THE MEMBER OF HONOR OF A PROVINCIAL COLLEGE, THE PROVINCIAL ASSEMBLY, AND BOTH IN ONE AND ANOTHER CASE, UNANIMITY OR ACCLAMATION SHALL BE AGREED UPON.

3. MEMBERS OF HONOUR SHALL BE ISSUED WITH A CORRESPONDING CARD, AND MAY ATTEND THE SOLEMN ACTS HELD BY THE RESPECTIVE COLLEGE IN PREFERENCE.

THIRD SECTION

COLLEGIAL RIGHTS AND OBLIGATIONS

ART. 7. THE RIGHTS OF THE SCHOOLGIRLS:

1. TO ATTEND, WITH VOICE AND VOTE, TO THE ASSEMBLIES.

2. AUDIT THE PERFORMANCE OF THE GOVERNING BODIES.

3. BE CHOSEN FOR MANAGERIAL POSITIONS, UNDER THE CONDITIONS THAT PREVENT THIS REGULATION.

4. ATTEND THE SOLEMN ACTS HELD BY THE COLLEGE.

5. USE COLEGATE BADGES AND BODY UNIFORM IN OFFICIAL ACTS.

6. REQUIRE THE INTERVENTION OF THE COLLEGE, OR ITS REPORT, WHERE APPROPRIATE.

7. BE COVERED BY THE NATIONAL AND PROVINCIAL COLLEGES AS SOON AS IT AFFECTS THEIR OFFICIAL STATUS.

8. ENJOY THE CONCESSIONS, BENEFITS, RIGHTS AND ADVANTAGES GRANTED TO THE COLLEGIATE IN GENERAL, FOR THEMSELVES OR FOR THEIR FAMILIES.

ART. 8. SPECIAL OBLIGATIONS OF THE COLLEGIATE:

1. BE ENROLLED IN THE COLLEGE.

2. PAY THE ORDINARY OR EXTRAORDINARY FEES ON TIME.

3. TO DECLARE IN DUE FORM THEIR ADMINISTRATIVE SITUATION, CONSOLIDATED SALARY AND THE VARIATIONS THAT OCCUR IN THEM, THE REWARDS AND PENALTIES FOR WHICH THEY ARE SUBJECT AND THE OTHER DATA REQUIRED.

4. ACCOUNT FOR THE CASES OF INTRUSIVE THAT COMES TO YOUR KNOWLEDGE.

5. ATTEND WITH PUNCTUALITY TO THE ASSEMBLIES AND CONSCIOUSLY ISSUE THEIR VOTE IN THE ASSEMBLIES AND IN THE ELECTIONS FOR MANAGERIAL POSITIONS.

6. TO CARRY OUT WITH ZEAL THE DIRECTIVES OR DELEGATED FUNCTIONS ENTRUSTED TO IT.

7. ABIDE BY AND COMPLY WITH THE DISCIPLINE OF THE AGREEMENTS WHICH THE BODIES OF THE SCHOOLS ADOPT IN THEIR SPHERE OF COMPETENCE.

ART-9. WILL BE GENERAL DUTIES OF THE COLLEGIATE:

1. TO OBSERVE IN ALL TIMES AND CIRCUMSTANCES AN EXEMPLARY CONDUCT WORTHY OF HIS CONDITION AND RANK AND OF THE POSITION HE EXERCISES, AND TO PERFORM THIS WITH AUSTERITY, HONESTY, ZEAL AND COMPETENCE, QUALITIES THAT CONDENSE THE CREED OF THE BODIES.

2. ESTABLISH, MAINTAIN AND STRENGTHEN THE UNION AND FELLOWSHIP RELATIONS THAT MUST EXIST AMONG ALL THE OFFICIALS WHO FORM THE NATIONAL BODIES.

SECTION FOURTH

COLLEGIATE DOCUMENTS

ART. 10. 1. THE COLLEGIATE CARD SHALL BE THE MANDATORY OFFICIAL DOCUMENT CERTIFYING THE STATUS OF SUCH, AND ITS POSITION SHALL BE INDISPENSABLE FOR THE EXERCISE OF THE CORRESPONDING RIGHTS.

2. IT SHALL BE ISSUED BY THE SECRETARY OF THE NATIONAL COLLEGE, WITH THE APPROVAL OF THE PRESIDENT, AND SHALL HAVE A NORMAL VALIDITY OF FIVE YEARS.

3. ITS FORMAT, DATA TO CONTAIN, REASONS AND MODE OF RENEWAL, RIGHT TO PAY AND OTHER DETAILS, WILL BE APPROVED BY THE GOVERNING BOARD OF THE NATIONAL COLLEGE.

ART. 11. THE SCHOOLS SHALL KEEP THE RECORDS OR FILES CORRESPONDING TO THE SITUATION AND ANTECEDENTS OF ANY COLLEGIAL, ADJUSTING TO UNIFORM TYPES AND MECHANICS TO BE AGREED BY THE NATIONAL COLLEGE.

CHAPTER II

OF THE ORGANIZATION OF SCHOOLS

FIRST SECTION

ORGANS OF THE NATIONAL COLLEGE

ART. 12. 1. THEY SHALL BE THE GOVERNING AND ADMINISTRATION BODIES OF THE NATIONAL COLLEGE:

A) THE PRESIDENT.

B) THE GOVERNING BOARD, AND

C) THE GENERAL COUNCIL.

2. THE PLENARY ASSEMBLY WILL BE AN EXTRAORDINARY ORGAN.

ART. 13. THE PRESIDENT SHALL BE FROM THE GOVERNING BOARD, THE GENERAL COUNCIL AND THE PLENARY ASSEMBLY, AND SHALL BE REPLACED IN HIS ABSENCE BY THE VICE-PRESIDENT.

ART. 14. 1. THE GOVERNING BOARD SHALL BE COMPOSED OF 15 MEMBERS, REPRESENTATIVE OF THE THREE BODIES:

A) NINE OF THE BODY OF SECRETARIES, THREE OF FIRST CATEGORY, THREE OF SECOND AND THREE OF THIRD.

B) THREE OF THE CONTROLLER BODY, AND

C) THREE OF THE BODY OF DEPOSITARIES.

2. THE BOARD SHALL ELECT FROM ITS SEAT: SECRETARY AND DEPUTY SECRETARY, INTERVENTOR AND VICE-FINANCIAL OFFICER, DEPOSITARY AND ALTERNATE DEPOSITARY.

3. THE SECRETARY SHALL ACT AS SUCH IN RESPECT OF ALL THE ORGANS OF THE NATIONAL COLLEGE AND SHALL BE REPLACED IN HIS ABSENCES FROM THE DEPUTY SECRETARY.

ART. 15. THE GENERAL COUNCIL SHALL BE CONSTITUTED BY THE MEMBERS OF THE GOVERNING BOARD OF THE NATIONAL COLLEGE AND BY THOSE WHO HOLD THE PRESIDENCY OF THE PROVINCIAL COLLEGES.

ART.16. THE PLENARY ASSEMBLY WILL BE COMPOSED OF THE MEMBERS OF ALL OF SPAIN.

SECOND SECTION

ORGANS OF PROVINCIAL COLLEGES

ART. 17. 1. THEY WILL BE GOVERNING BODIES AND ADMINISTRATION OF PROVINCIAL COLLEGES:

A) THE PRESIDENT.

B) THE GOVERNING BOARD, AND

C) THE PROVINCIAL ASSEMBLY.

2. THE SCHOOLS OF THE ISLAND PROVINCES MAY APPOINT A DELEGATE ON EACH ISLAND TO FACILITATE THE RELATIONSHIP WITH THE COLLEGIATE.

ART. 18. THE PRESIDENT OF THE PROVINCIAL COLLEGE SHALL BE THE CHAIRMAN OF THE GOVERNING BOARD AND THE PROVINCIAL ASSEMBLY, AND SHALL BE REPLACED IN HIS ABSENCE BY THE VICE-PRESIDENT.

ART. 19. 1. THE GOVERNING BOARD OF EACH PROVINCIAL COLLEGE SHALL CONSIST OF TEN MEMBERS, REPRESENTATIVE OF THE THREE BODIES:

A) SIX OF THE BODY OF SECRETARIES, TWO FOR EACH CATEGORY.

B) TWO OF THE INTERSALES BODY, AND

C) TWO OF THE DEPOSITORY BODY.

2. THE BOARD SHALL ELECT FROM ITS SEAT: SECRETARY AND DEPUTY SECRETARY, FINANCIAL CONTROLLER AND DEPOSITARY.

3. THE SECRETARY SHALL ACT AS SUCH IN RESPECT OF ALL THE ORGANS OF THE PROVINCIAL COLLEGE, AND SHALL BE REPLACED IN HIS ABSENCE BY THE DEPUTY SECRETARY.

ART. 20. THE PROVINCIAL ASSEMBLY WILL BE COMPOSED OF ALL THE COLLEGIATE MEMBERS OF THE PROVINCE.

ART. 21. THE ISLAND DELEGATES SHALL BE THE PRESIDENT AND THE GOVERNING BOARD OF THE PROVINCIAL COLLEGE.

THIRD SECTION

DESIGNATION OF MANAGEMENT MEMBERS

ART. 22. 1. THE PRESIDENT AND VICE-PRESIDENT OF THE NATIONAL COLLEGE AND THE PRESIDENTS AND VICE-PRESIDENTS OF THE PROVINCIAL COLLEGES SHALL BE ELECTED.

2. THE PRESIDENTS AND VICE-PRESIDENTS OF THE PROVINCIAL COLLEGES SHALL BE ELECTED BY THE RESPECTIVE ASSEMBLIES, FROM AMONG THEIR MEMBERS IN ACTIVE MEMBER STATES.

3. THE PRESIDENT AND VICE-PRESIDENT OF THE NATIONAL COLLEGE SHALL BE CHOSEN BY COMPROMISARIES FROM EACH BODY AND CATEGORY REPRESENTATIVES OF THE PROVINCIAL COLLEGES. THEY WILL BE ELECTORS, THE VOWELS OF EACH BODY AND CATEGORY THAT MORE VOTES GET TO ACCESS THE PROVINCIAL COLLEGE GOVERNING BOARD. IN EQUAL VOTES HE WILL BE THE OLDEST.

4. ALL COLLEGIAL MEMBERS SHALL BE ELIGIBLE WITHOUT AN UNFAVOURABLE NOTE IN THEIR PERSONAL FILE WHICH HAS AT LEAST TEN YEARS OF SERVICE IN THE NATIONAL BODIES. TO BE PROCLAIMED CANDIDATES WILL BE REQUIRED TO BE PRESENTED BY FIFTY COLLEGIATE. WHERE NO CANDIDATES ARE SUBMITTED, THE MEMBERS OF THE GOVERNING BOARD OF THE NATIONAL COLLEGE SHALL BE CONSIDERED AS SUCH.

5. BEFORE THE ANNOUNCEMENT OF THE CALL FOR ELECTIONS, THEY SHALL BE GIVEN THE SAME GENERAL DIRECTION OF LOCAL ADMINISTRATION OR THE RESPECTIVE CIVIL GOVERNMENT AS THE NATIONAL COLLEGE OR THE PROVINCIAL COLLEGES. IN TURN, THE CIVIL GOVERNORS WILL BRING IT TO THE ATTENTION OF THE GENERAL DIRECTORATE.

ART. 23. 1. THE MEMBERS OF THE GOVERNING BOARD OF THE NATIONAL COLLEGE SHALL BE ELECTED, BY MEANS OF A VOTE, BY THE COMPROMISARIES APPOINTED BY THE GOVERNING BOARDS OF THE PROVINCIAL COLLEGES.

2. IN ORDER TO BE ELECTED, IT WILL BE NECESSARY TO BE IN ACTIVE SERVICE IN THE BODY WHOSE REPRESENTATION IS TO BE HELD, TO ADD MORE THAN FIVE YEARS OF COMPUTER SERVICES IN THE BODY AND TO LACK AN UNFAVORABLE NOTE.

3. THEY SHALL BE ELECTORS: AN ENGAGEMENT FOR EACH BODY, AND FOR THE SECRETARIES, ONE FOR EACH CATEGORY.

4. EACH ELECTED ' S TERM OF OFFICE WILL LAST SIX YEARS, WITH THE BOARD BEING RENEWED FOR HALF EVERY THREE YEARS.

ART. 24. 1. MEMBERS OF THE GOVERNING BOARD OF EACH PROVINCIAL COLLEGE WILL BE ELECTED BY THE PROVINCE ' S COLLEGIANS.

2. IN ORDER TO BE ELECTED, IT WILL BE NECESSARY TO BE IN ACTIVE SERVICE IN THE BODY, WHOSE REPRESENTATION IS TO BE HELD; TO ADD MORE THAN TWO YEARS OF SERVICES TO THE SAME, AND TO LACK AN UNFAVORABLE NOTE.

3. EACH BODY SHALL ELECT THEIR RESPECTIVE REPRESENTATIVES, AND AMONG THE SECRETARIES OF EACH CATEGORY SHALL VOTE FOR THEIR REPRESENTATIVES, WITH ABSOLUTE INDEPENDENCE.

4. THEY WILL BE ELECTORS OF THE REPRESENTATION OF EACH BODY BELONGING TO IT, COLLEGIATE IN THE PROVINCE.

5. EACH ELECTED ' S TERM OF OFFICE WILL LAST FOR SIX YEARS, WITH THE BOARD BEING RENEWED FOR HALF, EVERY THREE YEARS.

6. THE DECLINE IN THE ACTIVE SERVICE, AS WELL AS THE CHANGE OF CATEGORY IN THE BODY OF SECRETARIES, WILL AUTOMATICALLY BRING DOWN THE DISCHARGE AND REPRESENTATION ON THE BOARDS.

7. AT THE TIME THE DISCHARGE OF ANY OF THE MEMBERS OF THE PROVINCIAL OR GENERAL BOARDS OCCURS, PARTIAL ELECTION SHALL BE AUTOMATICALLY CALLED TO COVER IT.

ART. 25. 1. THE ELECTIONS OF MEMBERS OF THE GOVERNING BOARD OF THE NATIONAL COLLEGE SHALL BE CONVENED THIRTY DAYS IN ADVANCE, AT LEAST, IN THE "OFFICIAL STATE BULLETIN"; THE MEMBERS OF THE GOVERNING BOARDS OF THE PROVINCIAL COLLEGES, WITH FIFTEEN MEMBERS. DAYS IN ADVANCE, AT LEAST, IN THE "OFFICIAL BULLETIN" OF THE PROVINCE.

2. THE CALLS SHALL BE DISPLAYED, TOGETHER WITH THE CENSUS OF VOTERS, AT THE HEADQUARTERS OF THE RESPECTIVE COLLEGE.

3. A COPY OF THE CALL AND THE CENSUS OF VOTERS WILL BE SENT TO THE NATIONAL COLLEGE, WITHIN THE FIRST THREE DAYS OF THE PUBLICATION OF THIS IN THE "OFFICIAL BULLETIN" OF THE PROVINCE.

4. WITHIN THE FIFTEEN WORKING DAYS FOLLOWING THE CALL, CANDIDATES MUST BE PRESENTED TO THE ELECTION, WHICH SHALL BE PROCLAIMED BY THE RESPECTIVE GOVERNING BOARD ON THE EIGHTH DAY, COUNTED FROM THE DATE OF THE END OF THE DAY PRESENTATION OF CANDIDATES, VERIFYING THE ELECTION ON THE THIRD SUNDAY FOLLOWING THE DATE OF THE PROCLAMATION.

ART. 26. 1. ONLY THOSE MEMBERS OF THE GOVERNING BOARD MAY BE VALIDLY ELECTED THOSE WHO, PREVIOUSLY, HAVE BEEN PROCLAIMED CANDIDATES IN THEIR RESPECTIVE REPRESENTATIONS AND APPEAR TO BE INCLUDED WITH SUCH A CHARACTER IN THE CORRESPONDING LISTS, WHICH MUST FORM THE BOARD IN THE SAME PROCLAMATION SESSION.

THEY SHALL BE VOID, AND NO EFFECT SHALL BE TAKEN ON THEM, THE VOTES CAST IN FAVOUR OF THOSE WHO DO NOT APPEAR IN THE RESPECTIVE LISTS.

2. EACH VOTER OR COMMITTER MAY VOTE, BY ENTERING INTO EFFECT ON THE CORRESPONDING BALLOT, SO MANY NAMES FROM THE RESPECTIVE LIST OF PROCLAIMED CANDIDATES, AS MANY AS THE MEMBERS OF THE BOARD TO BE ELECTED.

3. IN THE TIME THAT I MEDIATE FROM THE CALL OF THE ELECTIONS UNTIL THE TWELVE HOURS OF THE DAY BEFORE THE ONE MARKED FOR ITS CELEBRATION, CANDIDATES SHALL BE PROCLAIMED TO MEMBERS OF THE GOVERNING BOARD, FOR EACH GROUP, WHICH SHALL MEET THE CONDITIONS. REGULATIONS OF ELIGIBILITY, HAVE BEEN PROPOSED BY A NUMBER NOT LESS THAN FIVE, OF ELECTORS OR COMPROMISARIES, PROPOSAL THAT WILL BE FORMULATED IN WRITING, DULY SIGNED BY THE PROPONENTS.

4. THE PROCLAMATION OF CANDIDATES SHALL BE VERIFIED BY THE GOVERNING BOARD IN PUBLIC SESSION, HELD ON THE AFTERNOON OF THE DAY BEFORE THE DATE FOR THE ELECTIONS, AFTER EXAMINATION AND VERIFICATION OF THE DOCUMENTS PRESENTED FOR THE PURPOSE, AS WELL AS THE QUALITY OF THE CANDIDATES. CONSTITUENTS OR COMPROMISARIES OF THE COMPONENTS, ISSUING THE SECRETARIAT AND GIVING THE CANDIDATES PROCLAIMED, ACCREDITATIVE CERTIFICATIONS OF THEIR CHARACTER.

IN THE SAME ACT, THE LISTS OF ALL THE CANDIDATES PROCLAIMED, RELATED IN ALPHABETICAL ORDER OF FIRST SURNAMES, SHALL BE DRAWN UP, WHICH SHALL REMAIN EXPOSED TO THE PUBLIC AT THE REGISTERED OFFICE AND AT THE PLACE WHERE THEY ARE HELD THE ELECTIONS SO FAR TO BEGIN THESE.

5. THE PROCLAIMED CANDIDATES SHALL HAVE THE RIGHT TO WITNESS ALL ELECTORAL OPERATIONS, BY THEMSELVES OR BY PROXY; TO APPOINT AN INTERVENER AND AN ALTERNATE, AND TO MAKE THE CLAIMS AND TO DEDUCT THE CORRESPONDING RESOURCES.

6. THE PROCLAMATION OF CANDIDATES IS EQUIVALENT TO THEIR ELECTION AS MEMBERS OF THE GOVERNING BOARD, WHEN THE NUMBER OF THOSE MEMBERS IS NOT SUPERIOR TO THAT OF THESE, IN THEIR RESPECTIVE REPRESENTATIONS.

ART. 27. 1. THE ELECTIONS SHALL BE HELD AT THE HEADQUARTERS OF THE COLLEGE, SEPARATELY FOR EACH BODY (AND CATEGORY, IN THE CASE OF SECRETARIES), AND SHALL BE CHAIRED BY THE RESPECTIVE GOVERNING BOARDS AND A BUREAU COMPOSED OF A PRESIDENT AND TWO TELLERS, WHICH THEY WILL BE: HE, THE OLDEST, AND THESE, THE YOUNGEST, AMONG THE ELECTORS, ACTING AS SECRETARY OF THE COLLEGE.

2. ON THE SAME DAY AS THE ELECTIONS ARE HELD, THE PROVINCIAL COLLEGES SHALL SEND TO THE NATIONAL COLLEGE CERTIFIED COPY OF THE ACT OF THE ELECTION, THE RESULT OF WHICH SHALL BE GIVEN TO THE GENERAL DIRECTORATE OF LOCAL ADMINISTRATION BY THE NATIONAL COLLEGE.

THE NATIONAL COLLEGE SHALL ALSO TAKE ACCOUNT OF THE GENERAL DIRECTION OF THE OUTCOME OF THE ELECTIONS HELD BY THE NATIONAL COLLEGE.

3. IF COMPLAINTS OR PROTESTS ARE FILED AGAINST THE ELECTIONS, THE PRESIDENTS OF THE PROVINCIAL COLLEGES WILL BE SENT TO THE NATIONAL COLLEGE, AND IF THE COMPLAINTS ARE FILED AGAINST THOSE OF THE NATIONAL COLLEGE, THEY WILL BE FILED. TO THE GENERAL COUNCIL OF SCHOOLS, THE POSSESSION OF THE MEMBERS CONCERNED SHALL BE SUSPENDED UNTIL THE NATIONAL COLLEGE OR THE GENERAL COUNCIL, WHERE APPROPRIATE, RESOLVE THE COMPLAINTS OR PROTESTS, AND THE SUBSEQUENT PROCEEDINGS ARE GIVEN IN RELATION TO THE SAME RESOLUTION.

ART. 29. 1. IN THE CASE OF RENEWAL OF MEMBERS, THE END OF THEIR TERM OF OFFICE SHALL BE TO ENSURE THAT THE ELECTIONS ARE HELD ON A DATE WHICH IS APPROXIMATELY THE SAME AS THAT OF THE MEMBER ' S EXTINCTION, IN ORDER TO ACHIEVE THE MAXIMUM CONTINUITY IN OPERATION OF THE BOARD.

ART. 31. 1. THE INAUGURATION OF ALL THE MANAGEMENT POSTS WILL NORMALLY TAKE PLACE AT THE HEADQUARTERS OF THE RESPECTIVE SCHOOL, AT THE MEETING OF THE GOVERNING BOARD.

2. IN ADDITION TO THE CONSTANCY IN MINUTES, THE SECRETARY SHALL EXTEND THE TIMELY DILIGENCE IN EACH HOLDER ' S CREDENTIAL.

3. THE PROVINCIAL COLLEGES WILL GIVE THE NATIONAL COLLEGE OF THE TAKES OF POSSESSION OF THEIR GOVERNING BOARDS, PRESIDENTS, VICE-PRESIDENTS, AND OTHER MANAGEMENT POSITIONS, AND THE NATIONAL COLLEGE, THROUGH ITS PRESIDENT, WILL BRING THEM TO THE ATTENTION OF THE DIRECTORATE GENERAL OF LOCAL ADMINISTRATION, AS WELL AS THOSE OF THE GOVERNING BOARD OF THE SAID COLLEGE.

ART. 32. IT IS UP TO THE NATIONAL AND PROVINCIAL COLLEGES, IN THEIR RESPECTIVE SPHERES:

1. TO ENSURE THE EXACT FULFILMENT OF THE PROFESSIONAL DUTIES OF THE SCHOOLGIRLS AND THE DECORUM AND SOCIAL BEHAVIOR OF THESE.

2. TO PROTECT AND DEFEND THE MORAL AND MATERIAL RIGHTS AND INTERESTS OF THE THREE NATIONAL BODIES AND THE OFFICIALS BELONGING TO THEM; TO HAVE FULL REPRESENTATION OF EACH OTHER AND TO AVOID OR CORRECT ANY ACT OF INTRUSISMO.

3. MAINTAIN AND STRENGTHEN UNION, FELLOWSHIP AND HARMONY AMONG ALL THE COLLEGIANS.

4. TO STIMULATE AND FACILITATE THE PROFESSIONAL DEVELOPMENT OF SECRETARIES, INTERVENTORS AND DEPOSITARIES, THROUGH CULTURAL WORKS AND APPROPRIATE COORDINATION WITH RESEARCH AND STUDY CENTERS.

5. TO CREATE, ORGANIZE AND PROMOTE INSTITUTIONS OF A COOPERATIVE, MUTUAL, BENEFICIAL OR SOCIAL CHARACTER, FOR THE BENEFIT OF THE COLLEGIATE AND THEIR FAMILIES.

6. TO DISCLOSE THE LEGAL PROVISIONS AND ORDERS AND SLOGANS OF THE AUTHORITIES FOR THE BEST KNOWLEDGE AND COMPLIANCE BY THE COLLEGIATE.

7. TO PROMOTE, THROUGH PUBLICATIONS, CONFERENCES AND THE MEDIA, THE STUDY OF THE LAW AFFECTING SECRETARIES, AUDITORS AND DEPOSITARIES.

8. ADVISE AUTHORITIES AND CORPORATIONS ON ISSUES RELATED TO THE THREE BODIES, EVACUATING RELEVANT REPORTS, OPINIONS AND CONSULTATIONS IN EACH CASE.

9. TO INTENSIFY CONTACT WITH ENTITIES THAT ARE RELATED TO THE THREE BODIES OR WITH THE ORBIT OF THEIR FUNCTIONS.

10. TO DO SO MANY OTHER ACTIVITIES TEND TO RAISE THE PRESTIGE AND LEVEL OF THE THREE NATIONAL BODIES AND THE OFFICIALS BELONGING TO THEM AND TO ACHIEVE THE GREATEST SPLENDOR OF THE SPANISH LOCAL LIFE.

ART. 33. THE NATIONAL COLLEGE IS PARTICULARLY RESPONSIBLE:

1. COORDINATE THE ACTIONS OF PROVINCIAL OR SUPRA-PROVINCIAL SCHOOLS, MONITORING AND IGNITING THEIR OPERATION SO THAT THEY CAN ACHIEVE MAXIMUM DEVELOPMENT AND EFFECTIVENESS.

2. PROPOSE TO THE SUPERIORITY THE ADMINISTRATIVE REFORMS THAT IT CONSIDERS BENEFICIAL, AS WELL AS THE LEGISLATIVE ONES THAT IT CONSIDERS CONVENIENT.

3. CONTRIBUTE INITIATIVES AND COLLABORATIONS FOR THE BEST AND MOST TECHNICAL FUNCTIONING OF THE SERVICES OF THE LOCAL ADMINISTRATION, CONCERTING AGREEMENTS WITH PUBLIC OR PRIVATE ENTITIES SPECIALIZED IN THE FIELD.

4. PUBLISH A NEWSLETTER THAT SERVES AS PROFESSIONAL INFORMATION TO THE COLLEGIATE AND STRENGTHENS THE RELATIONSHIPS BETWEEN THEM.

SECOND SECTION

POWERS OF THE GOVERNING BODIES OF THE NATIONAL COLLEGE

ART. 34. IT SHALL BE FOR THE PRESIDENT OF THE NATIONAL COLLEGE:

1. CONVENE, OPEN AND RAISE THE ORDINARY AND EXTRAORDINARY SESSIONS OF THE GOVERNING BOARD, THE GENERAL COUNCIL AND THE PLENARY ASSEMBLY, AND PRESIDE OVER THEM WITH A VOTE OF QUALITY TO SETTLE THE TIES; CONVENE AND PRESIDE OVER THE ELECTIONS OF THE MEMBERS OF THE GOVERNING BOARD.

2. IMPLEMENT THE AGREEMENTS THAT THE DELIBERATING BODIES OF THE COLLEGE ADOPT IN THEIR RESPECTIVE SPHERES OF ATTRIBUTIONS.

3. IN CASES OF URGENCY, ADOPT THE NECESSARY RESOLUTIONS, GIVING THE COMPETENT AUTHORITY THE RIGHT TO AGREE ON THEM IN THE FIRST SESSION TO BE HELD.

THIRD SECTION

POWERS OF THE GOVERNING BODIES OF PROVINCIAL COLLEGES

ART. 38. IT SHALL BE FOR THE PRESIDENT OF EACH PROVINCIAL COLLEGE:

1. CONVENE, OPEN AND RAISE THE ORDINARY AND EXTRAORDINARY SESSIONS OF THE GOVERNING BOARD AND THE PROVINCIAL ASSEMBLY AND CHAIR THEM WITH A QUALITY VOTE TO SETTLE THE DRAWS; CONVENE AND PRESIDE OVER THE ELECTIONS OF MEMBERS OF THE GOVERNING BOARD.

2. IMPLEMENT THE AGREEMENTS THAT THE BOARD AND THE ASSEMBLY ADOPT IN THEIR RESPECTIVE SPHERES OF RESPONSIBILITY.

3. TAKE THE NECESSARY PROVISIONAL DECISIONS IN URGENT CASES, TAKING INTO ACCOUNT THE COMPETENT BODY TO AGREE ON THEM IN THE FIRST SESSION IT HOLDS.

5. TO AGREE ON EXTRAORDINARY CONTRIBUTIONS EXCEEDING THE AMOUNT OF AN ORDINARY MONTHLY PAYMENT WITHIN THE FINANCIAL YEAR.

ART. 41. THE ISLAND DELEGATES SHALL HAVE THE FUNCTIONS ENTRUSTED TO THEM BY THE PRESIDENT, THE BOARD AND THE ASSEMBLY OF THE RESPECTIVE PROVINCIAL COLLEGE.

SECTION FOURTH

FUNCTIONS OF SOME PARTICULAR CHARGES

ART. 42. THE SECRETARY OF EACH SCHOOL SHALL BE RESPONSIBLE:

A) TO CARRY THE RECORD BOOKS, WHICH WILL ACCURATELY REFLECT THE MEETINGS OF THE VARIOUS DELIBERATIVE BODIES.

B) RECEIVE AND PROCESS HOW MANY DOCUMENTS ENTER, GIVING THE PRESIDENT.

C) AUTHORIZE, WITH THE APPROVAL OF THE PRESIDENT, THE CREDENTIALS OF THE OFFICIALS AND STAFF OF THE COLLEGE, WITH REFERENCE TO THE CORRESPONDING DESIGNATION AGREEMENTS.

D) ISSUE, WITH THE PRESIDENT ' S APPROVAL, CERTIFICATIONS OF EXTREMES IN DOCUMENTS ENTRUSTED TO THEIR CUSTODY.

E) TO FORMULATE AN ANNUAL MEMORY ON THE DEVELOPMENT OF THE SCHOOL, FOR THE KNOWLEDGE OF THE DIFFERENT ORGANS OF THE SCHOOL.

F) DIRECTING AND MONITORING THE RECORDS AND FILES OF COLLEGIATES, TRYING TO BE FOUND ALWAYS IN THE DAY.

ART. 43. THE INTERventOR SHALL BE:

A) WRITE THE PRELIMINARY DRAFT BUDGET OF THE COLLEGE.

B) ISSUE THE COMMANDMENTS OF PAYMENTS AND REVENUE WHICH, ACCORDING TO THE BUDGET, ADOPTED AGREEMENTS AND THE ORDER OF THE PRESIDENT, PROCEED.

C) PROPOSE TO THE PRESIDENT THE PROJECTS TO ENABLE CREDITS OR SUPPLEMENTS AND INCOME INCREASES, WHERE NECESSARY.

D) CARRY THE CORRESPONDING ACCOUNTING BOOKS.

E) FORMULATE ANNUAL MEMORY ON THE ECONOMIC SITUATION OF THE COLLEGE.

F) ISSUING CERTIFICATIONS WITH REFERENCE TO DOCUMENTS WHOSE CUSTODY IS A MATTER FOR YOU.

G) SIGN THE CURRENT ACCOUNT BOOKS, TOGETHER WITH THE PRESIDENT AND THE DEPOSITARY.

ART. 44. THE DEPOSITARY SHALL BE COMMITTED:

A) GUARDING THE FUNDS ENTRUSTED TO YOU.

B) MAKE PAYMENTS AND CHARGES, WITH DUE REQUIREMENTS.

C) TO VERIFY THE TONNAGE THAT THE PRESIDENT DEEMS NECESSARY.

D) TO CARRY AS MANY BOOKS AS POSSIBLE FOR THE BEST PERFORMANCE OF YOUR FUNCTION.

CHAPTER IV

THE FUNCTIONING OF THE VARIOUS ORGANS

ART. 45. 1. THE PRESIDENTS OF THE SCHOOLS SHALL BE CONSIDERED ON A PERMANENT BASIS FROM THEIR INAUGURATION TO THEIR EESC.

2. IN THE ABSENCE OF PRESIDENT OR IN HIS ABSENCE, HE WILL ASSUME THE PRESIDENCY, WITH THE FULL POWERS, THE VICE-PRESIDENT.

3. IF, BY SPECIAL CIRCUMSTANCES, AT ANY TIME THERE IS NO DULY APPOINTED PRESIDENT OR VICE-PRESIDENT, WHO EXERCISES THE FUNCTION, THE OLDEST MEMBER OF THE RESPECTIVE GOVERNING BOARD SHALL BE EMPOWERED AS A CIRCUMSTANTIAL PRESIDENT.

ART. 46. 1. MEETINGS OF THE GOVERNING BOARDS, THE GENERAL COUNCIL AND THE PROVINCIAL ASSEMBLIES MAY BE ORDINARY OR EXTRAORDINARY.

2. REGULAR MEETING:

A) THE GOVERNING BOARDS, TO BE POSSIBLE EVERY MONTH AND AT LEAST FOUR TIMES A YEAR.

B) THE GENERAL COUNCIL AND THE PROVINCIAL ASSEMBLIES, ONCE A YEAR, AT LEAST.

3. THEY WILL MEET IN EXTRAORDINARY SESSION:

A) WHEN DECIDED BY THE PRESIDENT.

B) AT THE INITIATIVE OF THE THIRD PART OF ITS MEMBERS.

ART. 47. THE PLENARY ASSEMBLY, AS AN EXTRAORDINARY ORGAN, WILL ONLY MEET AT THE PROPOSAL OF A THIRD OF THE PROVINCIAL ASSEMBLIES.

ART. 48. 1. ANY MEETING SHALL BE THE SUBJECT OF A PRIOR CALL, WHICH SHALL CONTAIN AN AGENDA FOR THE MATTERS TO BE DEALT WITH.

2. FOR MEETINGS OF THE GOVERNING BOARDS AND THE GENERAL COUNCIL, THE CALLS SHALL BE SUBMITTED TO THEIR MEMBERS INDIVIDUALLY, 15 DAYS IN ADVANCE.

3. THE CALLS FOR PROVINCIAL ASSEMBLIES WILL BE PUBLISHED IN THE "OFFICIAL BULLETIN" OF THE PROVINCE, 15 DAYS IN ADVANCE.

4. THE PLENARY ASSEMBLY SHALL BE CONVENED IN THE "OFFICIAL GAZETTE OF THE STATE", ONE MONTH IN ADVANCE.

5. IN THE PLENARY ASSEMBLY AND IN THE EXTRAORDINARY SESSIONS OF THE OTHER BODIES, ONLY THE CASES ON THE AGENDA MAY BE DEALT WITH.

ART. 49. 1. THE ATTENDANCE OF THE PRESIDENT AND THE SECRETARY, OR THOSE LEGALLY REPLACING THEM, WILL BE REQUIRED FOR A SESSION.

2. MATTERS WILL BE DISCUSSED FIRST AND THEN VOTED ON.

3. IN THE DISCUSSIONS, AT LEAST TWO SHIFTS IN FAVOUR AND TWO AGAINST, BUT THE SPEECHES BY THE PRESIDENT AND THE RAPPORTEUR, IF ANY, WILL NOT BE TAKEN UP IN TURN.

4. THE AGREEMENTS SHALL BE ADOPTED BY AN ABSOLUTE MAJORITY, LEGAL, AT FIRST VOTE, AND BY A SIMPLE MAJORITY ON THE SECOND VOTE, WHICH SHALL BE FOLLOWED, UNLESS UNANIMITY OR A GIVEN QUORUM IS NECESSARY.

5. THE VOTES MAY BE ORDINARY, NOMINAL OR SECRET; THEY SHALL BE NOMINAL AT THE REQUEST OF ANY OF THE ASSISTANTS, AND SECRET WHEN THE LEGAL PROVISIONS ARE PREVENTED, THE PRESIDENT MAY HAVE IT OR THE SIMPLE MAJORITY SHALL AGREE.

6. THE PRESIDENT SHALL DIRECT THE DISCUSSIONS, GRANT, REFUSE OR WITHDRAW THE USE OF THE WORD, CALL ON THE SPEAKERS AND ADOPT, IN ACCORDANCE WITH HIS PRUDENT CRITERIA, HOW MANY MEASURES HE DEEMS NECESSARY FOR THE ORDER AND EFFECTIVENESS OF THE MEETINGS.

ART. 50. THE CORRESPONDING MINUTES SHALL BE LIFTED FROM ANY MEETING, WHICH SHALL BE AUTHORIZED WITH THE SIGNATURE OF THE SECRETARY AND THE APPROVAL OF THE PRESIDENT.

ART. 51. 1. THE MEMBERS OF THE GOVERNING BOARDS SHALL BE ENTITLED TO ALLOWANCES AND TO THE PAYMENT OF TRAVEL EXPENSES, FROM THE FUNDS OF THE COLLEGE WHERE, AS A RESULT OF THEIR CONDITION, THEY MUST MOVE FROM THE LOCALITY WHERE THEY RESIDE.

2. WHEN THEY ARE NO LONGER ABLE TO ATTEND SIX CONSECUTIVE SESSIONS, THEY WILL AUTOMATICALLY LOSE THE POSITION.

CHAPTER V

OF THE STAFF OF THE COLLEGES

ART. 52. 1. SCHOOLS MAY BE ASSIGNED TO THEIR PAID STAFF IN ANY OF THE PROCEDURES LAID DOWN FOR LOCAL AUTHORITIES.

2. THE STAFF ARRANGEMENTS, THEIR APPOINTMENT, SANCTION AND SEPARATION, IN ACCORDANCE WITH THE PROVISIONS IN FORCE, SHALL BE THE RESPONSIBILITY OF THE RESPECTIVE GOVERNING BOARD; HOWEVER, THE PRESIDENTS MAY ORDER, WHERE APPROPRIATE, TO INITIATE THE PROCEDURE. DISCIPLINARY PROCEEDINGS, DECREE THE PREVENTIVE SUSPENSION AND IMPOSE THE SANCTION OF WARNING.

3. STAFF ASSIGNED WITH THE STATUS OF OFFICIAL SHALL BE GOVERNED BY THE RULES IN FORCE FOR LOCAL ADMINISTRATION OFFICIALS.

4. THEY SHALL BE DECIDED BY THE RESPECTIVE COLLEGES, AFTER HEARING THE PERSON CONCERNED, AND AGAINST SUCH DECISIONS, THE LATTER MAY MAKE USE OF THE JUDICIAL REMEDIES.

CHAPTER VI

OF THE ECONOMIC SYSTEM

FIRST SECTION

REVENUE IN GENERAL

ART. 53. THE NATIONAL COLLEGE WILL BE NURTURED WITH THE FOLLOWING RESOURCES:

A) THE INCOME, PRODUCTS AND INTERESTS OF GOODS, TITLE AND INSCRIPTIONS AND RIGHTS OF THE SAME.

B) DONATIONS, LEGACIES AND GRANTS.

C) CONTRIBUTIONS FROM PUBLIC ENTITIES.

D) THE LIQUID PERFORMANCE OF THE ADMINISTRATION OF THE "NEWSLETTER" OR SERVICES PROVIDED BY THE COLLEGE, THE BENEFITS IN ITS CONTRACTS OR CONCERTS WITH ENTITIES OR INDIVIDUALS.

E) THE LIQUID REMNANT OF THE RIGHTS OF ISSUE OF THE COLEGATE CARDS.

F) 20 PER 100 OF THE ORDINARY QUOTAS TO BE MET BY THE COLLEGIATES OF EACH PROVINCE.

G) THE AMOUNT OF EXTRAORDINARY FEES TO BE AGREED BY THE GOVERNING BOARD OR THE GENERAL COUNCIL.

H) THE FINES THAT THE GOVERNING BOARD IMPOSES ON THE COLLEGIATE.

ART. 54. PROVINCIAL COLLEGES WILL BE NURTURED WITH THE FOLLOWING RESOURCES:

A) THE INCOME, PRODUCTS AND INTERESTS OF GOODS, TITLES, INSCRIPTIONS AND RIGHTS OF THE SAME.

B) DONATIONS, LEGACIES AND GRANTS.

C) CONTRIBUTIONS FROM PUBLIC ENTITIES.

D) THE LIQUID PERFORMANCE THEY OBTAIN FOR THE PROVISION OF SERVICES AND THE BENEFITS IN CONTRACTS OR CONCERTS WITH ENTITIES OR INDIVIDUALS.

E) THE AMOUNT OF THE ORDINARY SHARES.

F) THE AMOUNT OF EXTRAORDINARY FEES TO BE AGREED BY THE GOVERNING BOARD OR THE PROVINCIAL ASSEMBLY, AND

G) THE FINES THAT THE GOVERNING BOARD IMPOSES ON THE COLLEGIATE.

SECOND SECTION

TUITION FEES

ART. 55. 1. THE COMPULSORY FEES OF THE SCHOOLGIRLS SHALL BE TWO CLASSES: ORDINARY AND EXTRAORDINARY.

2. THE AMOUNT OF THE ORDINARY MONTHLY INSTALMENTS SHALL BE THE AMOUNT INDICATED IN THE FOLLOWING ARTICLE.

3. THE EXTRAORDINARY QUOTAS SHALL BE GOVERNED BY ARTICLE 58.

ART. 56. 1. THE MONTHLY ORDINARY SHARES ARE ENCRYPTED AT THE FOLLOWING AMOUNT:

(A) FOR COLLEGIATE MEMBERS WHO ARE IN POSSESSION, INTERIM OR SURPLUS, 1 PER 100 OF THE MONTHLY PAYMENT THEY RECEIVE, INCLUDING, IN THEIR CASE, THE BONUS THEY ENJOY.

B) FOR SURPLUS AND VOLUNTARY SURPLUS, 10 PESETAS THE SECRETARIES OF THE FIRST AND SECOND SPECIAL CATEGORIES, FIRST, SECOND AND THIRD, AND FIVE PESETAS THE THIRD-RATE SECRETARIES AND THE INTERVENTORS AND DEPOSITARIES OF FOURTH AND FIFTH CATEGORY.

C) FOR THOSE WHO ARE IN EXPECTATION OF FATE, DISMISSED OR SUFFERING PUNISHMENT OR PENALTY OF SUSPENSION, FIVE PESETAS.

2. CHANGES IN THE ORDINARY MONTHLY QUOTA SHALL TAKE EFFECT FROM THE DAY ON WHICH THE OFFICIAL HAS CHANGED TO A DIFFERENT ADMINISTRATIVE SITUATION OR TO A NEW SALARY.

ART. 57. THE EXTRAORDINARY FEES SHALL ALWAYS BE IMPOSED AS ADDITIONAL TO A GIVEN MONTHLY ORDINARY, AND SHALL BE AGREED UPON BY THE GOVERNING BOARD OR THE GENERAL COUNCIL, FOR THE NATIONAL COLLEGE, AND BY THE RESPECTIVE GOVERNING BOARDS OR THE PROVINCIAL ASSEMBLY, FOR EACH PROVINCIAL COLLEGE.

ART. 58. 1. THE COLLECTION OF ORDINARY MONTHLY INSTALMENTS SHALL TAKE PLACE FOR MONTHS DUE, AT THE HEADQUARTERS OF THE RESPECTIVE PROVINCIAL COLLEGE, UNLESS THE GOVERNING BOARD OF THE SAME SHALL AGREE TO ANOTHER PERIODICITY OR FORM OF PAYMENT.

2. THE EXTRAORDINARY FEES WILL BE RAISED WITH THE MONTHLY ORDINARY TO WHICH YOU ADD.

3. IF ANY COLEGATE INCURS IN ARREARS, THE PRESIDENT OF THE PROVINCIAL COLLEGE WILL INVITE HIM TO SATISFY HIS DEBT WITHIN THE MAXIMUM PERIOD OF ONE MONTH AFTER WHICH, WITHOUT HAVING DONE SO, THE GOVERNING BOARD WILL AGREE TO THE AWARD, REQUIRING THE DEPOSITARY OF FUNDS OF THE RESPECTIVE CORPORATION TO RETAIN, AT THE DISPOSAL OF THE COLLEGE, THE AMOUNT DUE, OR FOLLOWING THE ADMINISTRATIVE PROCEDURE OF THE AWARD, FOR ITS EFFECTIVENESS.

4. THE PROVINCIAL COLLEGES MAY REQUIRE THE DEBITS TAKEN BY THE COLLEGIAL FEES BY MEANS OF REGULATORY FEES FROM OTHER PROVINCIAL COLLEGES AND USING, THROUGH THESE, THE AWARD PROCEDURE REFERRED TO IN PARAGRAPH 3 OF THIS SAME ARTICLE.

THIRD SECTION

BUDGETS AND ACCOUNTS

ART. 59. 1. DURING THE THIRD QUARTER OF EACH YEAR, THE GOVERNING BOARDS WILL FORM AND APPROVE THE BUDGETS FOR THE FOLLOWING YEAR, WHICH WILL CONFORM TO THE USUAL NORMS IN THIS FIELD AND WILL RESPOND TO PRINCIPLES OF GOOD ADMINISTRATION AND ECONOMY.

2. ALL BUDGETS WILL BE EXPLAINING WITH A BRIEF AND CLEAR REPORT FROM THE BOARD ' S CONTROLLER.

3. THE PROVINCIAL COLLEGES WILL SEND CERTIFIED VERBATIM COPIES OF THEIR BUDGETS TO THE NATIONAL COLLEGE.

ART. 60. 1. THE ACCOUNTS SHALL BE KEPT IN ACCORDANCE WITH THE CURRENT ACCOUNTING RULES, WITH THE UTMOST CLARITY AND THE APPROPRIATE SUPPORTING DOCUMENTS FOR THEIR BEST AND QUICKEST AUDIT.

2. ALL THE ACCOUNTS WILL BE EXPLAINED IN MEMORY WRITTEN BY THE FINANCIAL CONTROLLER OF THE RESPECTIVE GOVERNING BOARD, WITH AN EXPLANATION OF HOW MANY ASPECTS AND CONCEPTS REQUIRE IT.

3. THE PROVINCIAL COLLEGES SHALL SEND CERTIFIED VERBATIM COPIES OF THEIR GENERAL ACCOUNTS TO THE NATIONAL COLLEGE.

CHAPTER VII

OF HONOR COURTS

ART. 61. THE COLLEGIAL WHO COMMITTED A DISHONORABLE ACT THAT WOULD MAKE HIM DEMERLESS IN THE PUBLIC CONCEPT AND UNWORTHY TO PERFORM HIS DUTIES AND CAUSE THE DISREPUTE OF HIS BODY, WILL BE SUBMITTED TO THE COURT OF HONOR, ALTHOUGH HE WILL ALSO FIND HIMSELF INCOURTED IN OTHERS. I WOULD HAVE TO DO SO.

ART. 62. 1. THE FORMATION OF THE COURT OF HONOR SHALL BE AGREED UPON BY THE GOVERNING BOARD OF THE NATIONAL COLLEGE ON ITS OWN INITIATIVE OR ON THE BASIS OF A SPECIFIC COMPLAINT OR COMPLAINT BY A PROVINCIAL COLLEGE OR A SUBSTANTIATED AND CONCRETE COMPLAINT OF TEN OFFICIALS OF EQUAL STATUS OR SUPERIOR TO THE DEFENDANT.

3. THE AGREEMENT TO FORM A COURT OF HONOUR FOR ANY COLLEGIATE SHALL ALWAYS BE COMMUNICATED TO THE GENERAL MANAGEMENT OF THE LOCAL ADMINISTRATION AND, IF THE PERSON CONCERNED IS ACTIVE, TO THE CORPORATION IN WHICH IT PROVIDES ITS SERVICES.

ART. 63. 1. THE AGREEMENT TO FORM A COURT OF HONOUR SHALL INDICATE THE TIME LIMITS FOR THE CHOICE OF THE COMPONENTS OF THE COURT, THE PLACE IN WHICH THE COURT IS TO OPERATE AND THE TIME AT WHICH IT SHALL ACT AND FAIL.

2. THE MEETINGS SHALL NORMALLY BE HELD AT THE PLACE OF RESIDENCE OF THE PERSON CONCERNED OR WHERE THE DISHONOURABLE ACT HAS BEEN COMMITTED.

ART. 64. 1. THE COURT SHALL CONSTITUTE SEVEN MEMBERS APPOINTED BY LOT FROM AMONG WHOM, BELONGING TO THE SAME BODY AND CATEGORY AS THE DEFENDANT AND WITH THE BEST NUMBER OF ESCALAFON, THEY LACK AN UNFAVOURABLE NOTE AND PERFORM IN A PLACE OF CLASS NOT LESS THAN THE ONE WHO OCCUPIES, WITHIN THE PROVINCES TO EXTEND THE JURISDICTION OF THE RESPECTIVE TERRITORIAL AUDIENCE; IF THE TRIAL WILL NOT OCCUPY ANY PLACE, THE PLACE IN WHICH THE COURT IS TO MEET WILL BE TAKEN INTO ACCOUNT.

2. IN THE ABSENCE OF SUFFICIENT SUITABLE OFFICIALS OF THE SAME CATEGORY, THE COURT SHALL BE COMPLETED BY DRAWING AMONG THOSE OF IMMEDIATE SUPERIOR CATEGORY, AND, IN THE FINAL ANALYSIS, AMONG THOSE OF OTHER HIGHER CATEGORIES.

3. IF THE DEFENDANT HOLDS THE MAXIMUM CATEGORY AND NO SEVEN OFFICIALS CAN MEET THE REQUIRED CONDITIONS, THE INTERIOR MINISTER SHALL APPOINT THE MEMBERS DISCRETIONALLY, SEEKING TO BE OF A SIMILAR CATEGORY TO THAT OF THE DEFENDANT.

4. THE COURT SHALL PRESIDE OVER THE MEMBER WHO HAS THE HIGHEST NUMBER ON THE LADDER, AND SHALL ACT AS SECRETARY WITH THE HIGHEST NUMBER.

ART. 65. 1. THE COMPOSITION OF THE COURT MUST BE NOTIFIED TO THE DEFENDANT, WHO, WITHIN EIGHT DAYS, MAY PROMOTE RECUSAL AGAINST ANY MEMBER BECAUSE OF KINSHIP, INTIMATE FRIENDSHIP OR MANIFEST ENMITY OR FOR HAVING PERSONAL INTEREST.

2. THE GROUNDS FOR RECUSAL SHALL ALSO BE GROUNDS FOR THE GROUNDS OF THE APPOINTEES, WHO MAY NOT, IN OTHER CASES, GIVE UP THE APPOINTMENT.

ART. 66. 1. THE PROCEDURE WILL BE SIMPLE AND THE ACTIONS WILL BE CARRIED OUT WITH THE POSSIBLE RESERVATION, AVOIDING UNNECESSARY PUBLICITY.

2. A STATEMENT OF OBJECTIONS WILL BE PASSED TO THE COURT SO THAT IT CAN BE ANSWERED ORALLY OR IN WRITING.

3. THE DEFENDANT SHALL BE ENTITLED TO APPEAR PERSONALLY OR THROUGH A REPRESENTATIVE WHICH THE COURT ACCEPTS, AND MAY, IN ANY EVENT, PROPOSE THE EVIDENCE WHICH HE CONSIDERS RELEVANT TO HIS RIGHT.

4. THE COURT SHALL ACCEPT OR REJECT THE EVIDENCE PROPOSED, AGREE TO THE PRACTICE OF THE ADMISSIBLE EVIDENCE AND TO ANY OTHER RELEVANT OPINION.

5. WHERE THE COURT CONSIDERS THAT IT HAS SUFFICIENT EVIDENCE, IT SHALL ADOPT A RESOLUTION ON THE BASIS OF CONSCIENCE AND HONOUR, BY AN ABSOLUTE MAJORITY OF VOTES, WITHOUT ANY MEMBER BEING ABLE TO ABSTAIN FROM VOTING IN PARTICULAR.

ART. 67. 1. THE COURT WILL AGREE:

A) THE ABSOLUTION.

B) THE DEFINITIVE SEPARATION OF THE BODY, WITHOUT PREJUDICE TO THE PASSIVE RIGHTS.

2. THERE IS NO RECOURSE TO THE RULING.

ART. 68. 1. MINUTES WILL BE LIFTED FROM ALL SESSIONS, WHICH WILL BE AUTHORIZED WITH THE SECRETARY 'S SIGNATURE AND THE PRESIDENT' S APPROVAL.

2. HOWEVER, THE MINUTES OF THE SITTING AT WHICH THE RESOLUTION IS ADOPTED SHALL BE AUTHORISED WITH THE SIGNATURE OF ALL THE MEMBERS IN ATTENDANCE.

ART. 69. 1. WHERE A JUDGMENT IS GIVEN, IT SHALL BE FORWARDED TO THE COUNCIL OF THE STATE, THE FILE FORMED BY THE MINUTES OF THE COURT, BY THE GENERAL MANAGEMENT OF THE LOCAL ADMINISTRATION, TO GIVE AN OPINION ON THE OBSERVANCE OF THE REQUIREMENTS. SUBSTANTIAL IN FORM FOR THIS SPECIAL PROCEDURE.

2. IF IT DOES NOT APPEAR TO BE A DEFECT THAT MAY VITIATE THE FILE, ON A PROPOSAL FROM THE DIRECTORATE GENERAL OF LOCAL ADMINISTRATION, AND IN ACCORDANCE WITH THE RULING, THE INTERIOR MINISTER SHALL DECREE THE OFFICIAL SEPARATION OF THE OFFICIAL.

3. IF THERE HAS BEEN A BREACH OF FORM, THE MINISTER SHALL RETURN THE PROCEEDINGS TO THE TIME WHEN THE PROCEEDINGS OCCURRED, WITHOUT PREJUDICE TO THE LIABILITY OF THE MEMBERS OF THE COURT.

ADDITIONAL DISPOSITION

THE DIRECTORATE GENERAL OF LOCAL ADMINISTRATION WILL DICTATE THE RULES UNDER WHICH OFFICIALS OF NATIONAL BODIES ATTACHED TO THE CORPORATE ADVISORY AND INSPECTION SERVICE WILL BE INCORPORATED INTO THE SCHOOLS. LOCALS.

FINAL PROVISIONS

1. THIS REVISED REGULATION SHALL ENTER INTO FORCE FROM THE TWENTIETH DAY FOLLOWING THE DATE OF ITS APPROVAL BY THE SUPERIORITY.

2. THE PROVISIONS OF THIS REGULATION SHALL NOT APPLY IN NAVARRA, THE COLLEGE OF WHICH MAY, HOWEVER, APPOINT A REPRESENTATIVE TO THE GOVERNING BOARD OF THE NATIONAL COLLEGE, IN ORDER TO COORDINATE THE ACTION OF THE TWO.

TRANSIENT PROVISIONS

1. 1. WITHIN THREE MONTHS, FROM THE DATE OF ENTRY INTO FORCE OF THIS REGULATION, THE TOTAL ELECTION OF THE NEW GOVERNMENT BOARDS WILL BE CARRIED OUT.

2. THE GOVERNING BOARDS OF THE PROVINCIAL COLLEGES AND THEN THE NATIONAL COLLEGE WILL BE ELECTED.

2. 1. THE FIRST THREE-YEAR RENEWAL WILL AFFECT HALF OF THE MEMBERS WHO ARE APPOINTED IN THE GENERAL ELECTIONS, FOR WHOM THE MANDATE WILL BE, THIS TIME, THREE YEARS, IN THE FOLLOWING FORM:

A) AT THE GOVERNING BOARD OF THE NATIONAL COLLEGE, FOUR SECRETARIES, TWO AUDITORS AND ONE DEPOSITARY.

B) IN THE GOVERNING BOARDS OF THE PROVINCIAL COLLEGES, THREE SECRETARIES, ONE FINANCIAL CONTROLLER AND ONE DEPOSITARY.

2. THE INDIVIDUAL DETERMINATION OF MEMBERS WITH A TERM OF OFFICE OF THREE YEARS AND, THEREFORE, SUBJECT TO THE FIRST RENEWAL, SHALL BE CARRIED OUT ON THE BASIS OF THE LOWER NUMBER OF VOTES OBTAINED IN THE REPRESENTATION OF EACH BODY, AND IN EQUAL VOTES, AT THE HIGHEST AGE.

3. AS LONG AS THE TOTAL ELECTION OF THE NEW GOVERNMENT BOARDS IS NOT CARRIED OUT, THE CURRENT ONES WILL CONTINUE TO BE AT THE FRONT OF THEIR RESPECTIVE SCHOOLS, WITH FULL FUNCTIONS.

4. THE CURRENT OFFICIALS OF THE SCHOOLS MAY BE CONSOLIDATED, PROVIDED THAT THEY CARRY MORE THAN TWO YEARS OF SERVICES WITHOUT AN UNFAVOURABLE NOTE AND THEIR COMPETENCE AND CAPACITY WITH SUMMARY RECORD ARE ACCREDITED WHICH WILL REFLECT THE PERFORMANCE OF THE SAME DURING THE TIME THEY HAVE PERFORMED THEIR DUTIES.
