Attention to students with special educational needs due to disability is one of the main axes of the educational policy of the Ministry of Education, Culture and Sport.

In line with this, Order EDU/2949/2010, of 16 November, created the Forum for Educational Inclusion of the Alumni with Disabilities and established its competencies, structure and operating system.

The changes operated by Royal Decree 1823/2011 of 21 December, restructuring the ministerial departments, and by Royal Decree 1887/2011 of 30 December 2011 establishing the structure of the The basic organic of the ministerial departments, it is necessary to proceed to the modification of the Order EDU/2949/2010, of 16 November.

Among the changes that take place, the forum is attached to the Secretariat of State for Education, Vocational Training and Universities, which also assumes its secretariat, setting up a more appropriate organization with the structure established in the actual organizational decrees.

Single item. Amendment of Order EDU/294972010 of 16 November establishing the Forum for the Educational Inclusion of Students with Disabilities and establishing their competencies, structure and operating system.

Order EDU/294972010 of 16 November establishing the Forum for the Educational Inclusion of the Alumni with Disabilities and establishing its powers, structure and operating system, is amended as follows: form:

One. Article 1 (1) is worded as follows:

" 1. The Forum for the Educational Inclusion of Students with Disabilities is hereby established as a collegiate body of an advisory nature, under the provisions of Articles 38 to 40 of Law 6/1997 of 14 April of the Organization and the Functioning of the General Administration of the State, attached to the Ministry of Education, Culture and Sport through the Secretary of State for Education, Vocational Training and Universities. "

Two. Article 2 (1) (c) and Article 2 (2) shall be worded as follows:

"c) Discuss and raise proposals and recommendations to the Ministry of Education, Culture and Sport to promote the educational and social inclusion of students with disabilities."

" 2. The proposals, agreements or recommendations of the Forum that will be raised to the Government, will be channelled through the Ministry of Education, Vocational Training and Universities of the Ministry of Education, Culture and Sport. "

Three. Article 4 (1) is worded as follows:

" 1. The plenary session of the Disability Alumni Education Forum will be composed of the following members:

a) President: The Presidency will be exercised by the Minister of Education, Culture and Sport

b) Vice-Presidents:

1. Vice-Presidency First: It shall be carried out by the holder of the Secretary of State for Education, Vocational Training and Universities.

2. Deputy Presidency Second: It shall be exercised by the holder of the General Secretariat of Universities.

3. Third Vice-Presidency: It shall be exercised by a person appointed on a proposal from C. E. R. M. I

(c) Vocals: All members of the Education and Vocational Training and Universities Committees, governed by Articles 18 and 19 of this order, shall be members of the Forum.

d) Secretariat: The Secretariat shall be performed by an official assigned to the Secretariat of State of Education, Vocational Training and Universities with administrative level of Deputy Director General, who will act with voice but without vote. "

Four. Article 18 is worded as follows:

" Article 18. Committee on Education and Vocational Training.

The Education and Vocational Training Commission will be composed of the following members:

(a) The President, who shall be the head of the Secretariat of State for Education, Vocational Training and Universities.

b) The Vice President, who will be elected among the vowels appointed on a proposal from C. E. R. M. I

c) The following vowels:

1. Six vowels representing the Ministry of Education, Culture and Sport, chosen from among the staff assigned to the Secretary of State for Education, Vocational Training and Universities.

2. Six vowels representing CERMI or appointed on his proposal.

3. A vowel appointed by the State School Board.

4. A vocal designated by the Sectoral Education Conference, representing the autonomous communities.

Five. Point 1 of Article 19 (c) is amended as follows:

" 1. Four vowels representing the Ministry of Education, Culture and Sport, chosen from among the staff assigned to the General Secretariat of Universities, of which at least one, will have the rank of Director General, who will be appointed by the Head of the General Secretariat of Universities. "

Six. Article 22 is worded as follows:

" Article 22. Headquarters.

The seat of the Forum is set at the Ministry of Education, Culture and Sport, without prejudice to the fact that meetings may exceptionally be held elsewhere in the national territory. Such circumstances shall be expressed in the calls. In any case, the physical environments where the Forum meets should be accessible to people with disabilities. "

Seven. The single additional provision is worded as follows:

The operation of the Forum will not involve an increase in public spending and will be attended by the Ministry of Education, Culture and Sport's material and personal means. The needs arising from its actions will be met with the existing budgetary appropriations. "
