Article 10 of Royal Decree 487/1980, of 18 February, in conjunction with Article 10.2 of Royal Decree 102/1983, of 25 January, entrusts the Inspectorate General of Services of the Ministry of the inspection of the organization and the operation of all the Services, Organ and Centers dependent on the Department, as well as the direction and coordination of the internal inspection services that, if any, have the aforementioned Entities and Agencies.

For its part, the General Inspection of Public Administration Services, in its function of promoting and coordinating the inspection activities of the various ministerial areas, has established the study and review of the operation and effectiveness of the various Services Inspections of the Departments and of their Agencies and Entities, in order to promote appropriate regulation and the adoption of appropriate measures for the best functionality and the effectiveness of the internal control missions which are being given to them by the (i)

For the best compliance with the above, it is deemed necessary to establish the rules that must regulate in greater detail and clarity the function of direction, impulse, supervision and coordination of the General Inspection of Services of the Ministry of Labour and Social Security in relation to the internal Inspections of the Autonomous Bodies, Management Entities and the Common Services of Social Security.

In its virtue, this Ministry, after the approval of the Presidency of the Government, has had to agree:

1. Under the top management of the Minister and the Undersecretary's office, through the Directorate General of Services, the General Inspectorate of Services of the Ministry of Labour and Social Security will be responsible for the inspection of the organization. and the functioning of all the Management Centres, Dependencies, Autonomous Bodies, Management Entities and Common Services of Social Security dependent or assigned to the Department, whatever their nature and territorial scope.

2. The General Inspection of Services in its action of direction, impulse and supervision of the operation of the internal inspection services of the Agencies and Entities of the Department, as well as in the functions of internal control that on them exercise by itself, shall comply with the guidelines and objectives assigned to it by the Minister, the Deputy Secretary or the Secretary-General for Social Security and those from the General Inspectorate of Services of the Public Administration.

3. The General Inspectorate of Services to carry out the coordinating action of the internal Inspections shall establish common guidelines, design joint actions, promote the exchange of experience and inspection techniques and, in general, promote the better knowledge and control of the Department, without prejudice to the general coordination that may be established by the General Inspection of Public Administration Services according to groups of organizations, or thematic areas within the Administration of the State.

4. The General Inspectorate of Services shall periodically prepare a summary report of the performance of all the Department's Services Inspections for elevation to the Deputy Secretary of Labor and Social Security and, if applicable, the Secretary-General. for Social Security.

5. In order to ensure the function of coordination of inspections of the Department, it was created by Royal Decree 487/1980, the Board of Inspection of the same, with functions of planning, monitoring and proposal of measures for the best efficiency of the Inspection actions. The Board of Inspection may act in plenary or in working papers.

6. The plenary session shall be chaired by the Deputy Secretary of the Department or by delegation of the Department, by the Director-General of Services, Vice-President, the Inspector General of Services, forming part of the Service Inspections Chiefs. Internal to the aforementioned Autonomous Bodies, Management Entities and Common Services of the Social Security, and the Inspectors of Services of the Ministry that is deemed necessary, as well as a member of the General Inspection of the Services of the Public Administration. He shall act as Secretary of the Department of the Department of Services.

7. The Board of Inspection shall have the following powers:

7.1 Preparation and elaboration for presentation to the Minister of the annual program of basic action of all the Inspections of Services that develop their activity in the field of the Ministry.

7.2 Carry out regular monitoring, evaluation and control of the inspection activities.

7.3 Plan joint actions in a particular territorial area or in homogeneous areas, without prejudice to the powers of the General Inspection of Services for the management and execution of such actions.

7.4 Propose the general corrective measures that would advise the results of the inspections.

7.5 Propose how many other measures are appropriate in order to achieve more effective coordination of the inspector's performance in the various agencies and entities of the Department.

7.6 Approve and raise the Annual Report of the performance of the programmed objectives and the performances and results obtained in the set of the inspector activity carried out.

8. As many working papers as Organisms and Entes may be established, the Department will be attached to it.

9. The papers shall be chaired by the Inspector-General of Services or the person to whom he delegates, and shall be composed of the Inspectors of the General Inspectorate and the Head of the Internal Inspectorate of each Agency. be assisted by the officials of his/her unit which he considers appropriate.

10. Each presentation shall have the following tasks:

10.1 Study and preparation of the proposal of the annual plan of actions of the Inspections in their field of action, in order to raise it to the Plano of the Inspection Board.

10.2 Propose specific joint and coordinated action programmes for the Inspections of various bodies to the plenary.

10.3 Perform the monitoring and evaluation of the inspection actions within its scope.

10.4 Develop an annual report on compliance with the marked objectives, actions and results obtained, for elevation to the plenary and integration into the Annual Report of the Inspection Board, if applicable.

11. In order to ensure the correct execution of the number of inspection missions, the General Inspection of the Department of Services should be carried out either at the request of the higher organs of the Department or the General Administration of Services. Public, either on its own initiative of internal control, the inspection bodies of the different Agencies and Entities, will facilitate to that the information and the specific data to be collected, as well as to carry out the inspection actions that entrusts that General Inspection of Services in the field of its competence.
