The final provision 2 of Royal Decree 1475/1987 of 27 November ("Official State Gazette" of 2 December), for which the Diplomatic School is reorganized, authorizes the Minister of Foreign Affairs to approve the Regulations of the Diplomatic School and other general provisions necessary for the development of the Royal Decree.

In his virtue, and after the Minister for Public Administrations, I have:

Article 1.

The Diplomatic School Regulation that is inserted below is approved.

Art. 2.

According to the provisions of article 15 of Law 30/1984, of 2 August, of Measures for the Reform of the Civil Service and of Article 45 of Law 33/1987 of 23 December 1987, of General Budget of the State 1988, the name and characteristics of the jobs of the School of Diplomacy shall be those resulting from the corresponding employment relationship.

FINAL PROVISIONS

First.

This Order will enter into force on the day following its publication in the "Official State Gazette".

Second.

Following the publication of this Regulation, the final provision of Royal Decree 1475/1987 will have effect and will be repealed by Royal Decree 63/1977 of 13 January ("Official State Gazette" of 25).

DIPLOMATIC SCHOOL REGULATION

CHAPTER FIRST

Functions and Activities

Article 1. °

One. The Diplomatic School is a Centre for Studies of the Ministry of Foreign Affairs, which is governed by Royal Decree 1475/1987 of 27 November 1987 and by this Regulation.

Two. The Diplomatic School exercises its teaching activities in the framework of the objectives and in accordance with the privileges that the current legislation confers on the National Institute of Public Administration.

Art. 2. °

One. It is up to the Diplomatic School to perform the following functions:

1. The training of candidates for the Diplomatic Career.

2. The improvement of the officials with a foreign destination.

3. The preparation of candidates for the International Civil Service.

4. The organization of courses and seminars for university, Spanish and foreign postgraduate graduates in matters concerning international relations and the foreign activity of the State.

5. The implementation of research programs in the field of international studies.

6. Collaboration with the organs of the State Administration responsible for the convening and organization of the evidence of access to the Civil Service, in respect of the selection of officials of Corps attached to the Ministry of Foreign Affairs.

7. The implementation of any other complementary training activities of officials.

Two. For the performance of its functions, the Diplomatic School has four Departments:

1. Department of Diplomatic Studies.

2. Department of Specialization of Studies.

3. Department of International Studies.

4. Department of Cultural Action.

Art. 3. °

One. The Department of Diplomatic Studies organizes the training courses of the candidates for the Diplomatic Career who have passed the corresponding entrance tests. The programme of the courses includes the systematic study of international relations and the practical learning of the techniques of diplomatic and consular functions.

Two. The Department will also support the conduct of studies concerning diplomacy in all its aspects.

Art. 4. °

One. The Department of Specialization of Studies: organizes the courses, seminars and conferences for the improvement and specialization of the officials of the Diplomatic Career and those of any Corps or Scales of the Administration of the State, in order to the most effective performance of the functions that it will have to exercise in the framework of the action of the State in the exterior.

Two. The Department will also organize courses on particular aspects of international activity and promote research on matters concerning the State's external action and in general on diplomatic activity. The courses will be able to cover:

a) Monographic aspects of international activity, European integration and the Spanish projection in the world.

b) International civil service.

c) Business activities at the international level.

Three. The School Management will develop the program of these courses and, if necessary, request the collaboration of the organs of the Administration concerned, in order to adapt them to their eventual needs and requirements.

Art. 5. °

One. The Department of International Studies organizes the Course of International Studies and any courses and research programs open to Spanish and foreign candidates who are Doctors or Licensas in University faculties, Higher Technical Schools or Equated Centers, the content of which is international relations in the legal, political, economic, cultural or linguistic fields and the presence of Spain in the world.

Two. The International Studies course will be the subject of an annual call, which will determine the basis for the admission of candidates and the curriculum. The Diploma of International Studies shall be awarded on completion and, upon completion of the relevant tests.

Three. This Department can organise interdisciplinary discussions on international relations and supports research and analysis on international affairs and Spain's foreign policy.

Art. 6. °

One. The Department of Cultural Action corresponds:

1. The organization of conferences, the information and dissemination of the school's own tasks, as well as its publications.

2. The management of scholarships for Spanish and foreign students, as well as the relations and exchange with other Centers, from Spain or from other countries, counterparts to the Diplomatic School.

3. The organization of foreign language courses.

4. The organization of trips and visits related to the activities of the School of cultural character.

Two. This department will have a culture classroom for holding conferences and courses.

CHAPTER II

Organization

Art. 7. °

One. The governing bodies of the Diplomatic School are the Governing Board and the Centre's Directorate.

Two. The Governing Board, chaired by the Director of the Diplomatic School, shall be composed of:

A representative, with an organic level of Subdirector general, of each of the following Direct Centers;

General Administration of the Civil Service.

External Service General Address.

General Directorate of Cultural Relations.

Technical General Secretariat of the Ministry of Foreign Affairs.

A representative, with an organic level of Subdirector general, of each of the following Autonomous Bodies:

Instituto de Cooperación Iberoamericana.

National Institute of Public Administration.

Deputy Director General of Personnel at the Ministry of Foreign Affairs.

The Head of the Technical Cabinet of the Undersecretary of Foreign Affairs. Three University Professors.

Seven senior management positions at the Diplomatic School: The Director, Deputy Director, Deputy Director and the four Heads of Study, one of whom will act as Board Secretary.

Three. The three University Catedratics will be proposed by the Governing Board to the Undersecretary of the Ministry of Foreign Affairs for their appointment, after hearing the Council of Universities. The duration of his post in the Governing Board will be three years renewable for the same period.

Art. 8. °

One. Corresponds to the Governing Board:

a) The approval of the Center's activity plans.

b) The prior report of the Study and Research Conventions to be signed by the Ministry of Foreign Affairs.

c) The grant of the Center's Honorary Professor status.

d) The award of the School Medal.

e) The report on those matters which the Ministry or the School Directorate shall submit to their consideration.

f) Raise the knowledge and resolution of all projects and initiatives to the Under-Secretary of Foreign Affairs to consider appropriate for the improvement of services or better compliance with the objectives of the School.

g) The approval, on a proposal from the Head of the School, of the Academic Disciplinary Regime.

h) Develop the report prior to accepting donations that may be received in favor of the School.

i) The resolution of those issues that the Head of the School may subject to its deliberation and decision.

Two. As not provided for in this Regulation, for the functioning of the Governing Board, the provisions of the Administrative Procedure Act of 17 July 1958 on the subject of collective bodies shall be governed by the provisions of this Regulation.

Art. 9. °

One. The Directorate of the Diplomatic School, with the organic level of Subdirección General, is the permanent executive organ of the Center.

Your holder is the hierarchical superior of all the staff of the School and, as long as he exercises his function, holds the rank of Extraordinary Ambassador.

Art. 10.

One. The Deputy Director, the Deputy Director and the four Heads of Study are the senior management staff of the School and are the Director's immediate advisers.

Two. 1. The Deputy Director, where appropriate, exercises the functions of the Director in cases of express delegation of functions, absence, vacancy or illness.

2. It also corresponds to the direction and coordination of the two Study Departments identified in Articles 3 and 4 of this Regulation, in which two Heads of Study will be assisted.

Three. 1. The Deputy Director may eventually replace the Director and the Deputy Director. He will be responsible for the conservation and management tasks of the Centre and the control of expenditure.

2. It is also for the management and coordination of the two Study Departments identified in Articles 5 and 6 of this Regulation, in which two Heads of Study will be assisted.

Four. 1. Four Heads of Study will attend the address at the School's functions.

Each will have one of the Departments of Study, in respect of which it is up to them to supervise the development of the courses and to guide the students.

They will also exercise the specific functions that the Director entrusts them.

2. The Governing Board shall appoint one of the Heads of Study as its Secretary. He will assist the Assistant Director of the School in matters concerning the administration of the Center.

CHAPTER III

Teaching Regime

Art. 11.

One. The teachings of the School will be taught, within the Departments already indicated, according to the plans of study, schedule, schedule and teachers that the Directorate of the School establishes, in the framework of the plan of activities approved by the Governing Board.

Two. The curricula will cover legal, political, historical, economic, cultural, linguistic, and, in general, international relations as well as diplomatic and consular functions.

Art. 12.

One. The Teachers shall be part of the Examining Courts in the manner in which the School Directorate is available. Each Teacher may propose Auxiliary for their practical classes.

Two. Teachers shall present at the beginning of the course to the School Directorate a programme or script of the course and the bibliographic and support material that will be of use to the students.

Art. 13.

It will be up to the School Directorate assisted by its management staff:

a) Approve the curricula of the four Study Departments, the programs and calendars of the courses and the students ' qualifications.

(b) agree to issue certificates or diplomas of assistance at the end of the courses in which it is appropriate.

c) Call the courses that the School organizes within its functions.

d) Approve the list of candidates selected for the courses called by the School.

e) Select annually the master and auxiliary teachers of the School who are to be employed under the provisions of Article 4. of Royal Decree 1475/1987 of 27 November.

f) Grant assistance to courses in justified cases.

g) Understand the disciplinary faults that students may incur and adopt or propose appropriate measures.

h) Propose to the Governing Board the Academic Disciplinary Regime of the Escueta.

i) Propose the draft annual budget of the Diplomatic School.

j) Resolve how many issues affect the best functioning of the School and its courses.

Art. 14.

One. The granting of the status of Honorary Professor corresponds to the Governing Board and may be placed on the faculty members of the School, as well as on those persons who have participated in their teaching work in a highly deserving manner.

Two. The Honorary Professor holder empowers you to:

a) To teach courses or lessons in the Diplomatic School prior to the assignment of the Directorate.

b) Advise the School Address when requested to do so.

c) Participate in the academic acts of the Diplomatic School.

Art. 15.

The Governing Board will regulate the award and use of the Diplomatic School Medal.

CHAPTER IV

Alumni

Art. 16.

It is understood by students of the Diplomatic School the participants in different courses that it organizes, according to the functions and activities that it corresponds to.

Art. 17.

One. Students will have to abide by the rules that the Directorate establishes for the follow-up of the courses in which it participates.

Two. The School Directorate may dispense with courses to students who claim a justified reason, provided that it does not exceed the time considered to be the minimum necessary for the completion of the courses in their programmes. corresponding.

Art. 18.

In the School's Academic Disciplinary Regime Regulation, it may be possible to include the expulsion of the students, when the seriousness of the absence so requires. Where the expelled pupil has the status of an official, the School Board shall give an account to the authority of the Administration that the official is dependent.

CHAPTER V

Exams

Art. 19.

The students who are candidates for the Diplomatic Career will, at the end of the course of the School's training, carry out the tests to be determined. The result and the qualifications will be raised by the Head of the School to the Secretary of State for Public Administration, through the Under-Secretary for Foreign Affairs, so that those who have passed the final tests will be appointed officials in practice.

Art. 20.

One. Students of the International Studies Course shall carry out the tests to be established for the subject matter at the end of the course.

The tests will be judged by the evaluation commissions chaired by the Head of the School and made up of members of the school's management staff and teachers of each subject. Those students who pass the tests, for which they will require an average note of sufficient, will receive the Diploma of the Course of International Studies.

Two. Students who have not obtained the final qualification for approval or have not carried out the examinations may request the issue of a certificate of assistance to be granted if the Directorate considers it appropriate, taking into account the degree of of assistance and use.

Art. 21.

Courses, seminars, special courses, etc., which are organised by the Departments of Study, will, if deemed appropriate by the School Directorate, have a system of their own qualification and may be subject to certificates or diplomas of assistance with the use of credit for teaching taught.

CHAPTER VI

Library

Art. 22.

One. All the teachers, students and staff of the Diplomatic School will have access to the Library of the Diplomatic School, as well as the persons expressly authorized by the Directorate both for the consultation of the own funds and for the publications of the publications of the United Nations of which it is a depository.

Two. The rules governing the use of the Library's funds and the book lending service shall be determined by the Management Board.
