Article 4. Royal Decree 986/1991 of 14 June ('Official State Gazette' of 26), approving the timetable for the implementation of the new system of the education system, provides that in the academic year 1991-1992 the educational administrations begin the gradual implementation of the second cycle of childhood education established by the Organic Law 1/1990 of 3 October, of General Ordination of the Educational System.

The Royal Decree 1333/1991 of 6 September ("Official State Gazette" of 9) has established the curriculum for the education of children, for the educational center located in the management field of the Ministry of Education and Science, integrating the provisions of Royal Decree 1330/1991, of 6 September ("Official State Gazette" of 7), which establishes the basic aspects of the curriculum of children's education. In this context, the implementation of child education entails quality requirements regarding the material conditions of the Centers, the specialization of teachers and the maximum number of students per group. These conditions have been defined in Royal Decree 1004/1991 of 14 June ("Official State Gazette" of 16), which lays down the minimum requirements of the centres providing general non-university teaching.

The Order of September 12, 1991 ("Official State Gazette" of 14) established the procedure for the beginning of the gradual implementation of the second cycle of childhood education during the course 1991-1992, and designated the which should take effect in this school year.

It is therefore appropriate to regulate the implementation for the academic year 1992-1993, maintaining the balance between the need to extend this cycle to the system as a whole and the fulfilment of certain quality that are inseparable from the new configuration of this stage.

In its virtue, this Ministry, in use of the attribution that gives it the final disposition of Royal Decree 986/1991, of 14 June, for which the calendar of application of the new ordination of the system is approved education, has provided:

First. In the course of 1992-1993, the second cycle of child education will be introduced by the Public Centres listed in the Annex to this Order.

Second. The centres which implement the second cycle of child education will incorporate the term "child education" into their name.

Third. In the public centres which implement the second cycle of early childhood education, this implementation will take place simultaneously in the whole cycle.

Fourth. 1. With a view to making it possible to adapt the public centres listed in the Annex to this Order to the needs arising from child education, the Ministry of Education and Science will take the necessary steps to ensure that the improvement of the material conditions of the Centres.

2. In addition, the provincial teachers ' training plans will pay particular attention to the training of teachers in these centres.

Fifth. 1. In the Public Centres that implement the second cycle of Child Education, the maximum number of children per classroom will be 20 for the three-year units and 25 for those aged four and five.

2. By way of derogation from the previous paragraph and pursuant to Article 17.3 of Royal Decree 986/1991 of 14 June 1991 adopting the timetable for the implementation of the new system of the education system, compliance may be postponed. the obligation to register a maximum number of pupils per child education unit, depending on the planning carried out.

Sixth. 1. The Centers that implement the second cycle of child education will comply with the provisions of the Resolution of 5 March 1992 ("Official State Gazette" of 23) of the Secretary of State for Education, which regulates the development of projects. curriculum for early childhood education.

2. The validity of the Resolution of 20 September 1991 ("Official State Gazette" of 12 October 1991), of the Directorate-General for Pedagogical Renewal, which gives instructions on management, is extended during the course of 1992-1993. academic of the second cycle of early childhood education for 1991-1992. In addition, the centres implementing child education will be in line with the rules of development which, in curricular matters, will be given by the Directorate-General for Pedagogical Renewal for the 1992-1993 course.

FINAL PROVISIONS

First. The Secretary of State for Education is hereby authorised to lay down detailed rules for the implementation of the provisions of this Order. Second. This Order shall enter into force on the day following its publication in the Official Journal of the State.
