In the exercise of the powers conferred by Article 10.2 (b) of Law 10/1990 of 15 October of the Sport, the Commission of the Council of Sports of the High Council of Sports has definitively adopted the Statutes of the Federation Spanish Sports for the Blind, and authorized its registration in the Register of Sports Associations.

In compliance with the provisions of Article 31.7 of the Law of Sport and Article 12.3 of Royal Decree 1835/1991 of 20 December 1991 on Spanish sports federations, the publication in the Official Journal of the Status > of the Statutes of the same and their modifications.

By virtue of the above, this Secretary of State agrees:

Arrange the publication of the Statutes of the Spanish Federation of Sports for the Blind contained in the Annex to this Resolution.

STATUTES OF THE SPANISH FEDERATION OF SPORTS FOR THE BLIND

TITLE FIRST

General provisions

Article 1. Title and associative object. -The Spanish Federation of Sports for the Blind (FEDC) is a sports federation of state-wide, whose object is to promote and manage sport for the blind and to exercise by delegation public functions of character In this case, acting as a contributing agent of the Public Administration.

The modalities and sports specialties grouped in this Federation are the following: Chess, athletics, swimming, cycling in tamdem, football-room, ski, judo, goalball, torball and all those, meeting the requirements to be established, to be approved by the FEDC.

The Spanish Federation of Sports for the Blind has legal personality and full capacity to act for the fulfillment of its purposes and is governed by the Law of Sport 10/1990, of October 15; by the Royal Decree of Federations Sports 1835/1991 of 20 December; by Royal Decree 1591/1992 of 23 December 1992 on Sports Discipline; by the Order of 28 April 1992 and other State provisions which may be issued in the future by amending or supplementing the foregoing, by the present Statutes, by the Regulations of the Federation and other rules of internal order which is validly dictated in the exercise of its powers.

In accordance with the Spanish Constitution and International Standards, the Spanish Federation of Sports for the Blind will not allow discrimination on grounds of sex or social position, religious or ideological politics. In the same way, it will not allow foreign interference of a sporting nature in the field of its competence.

Art. 2. Representation in Spain. -The FEDC represents in Spain, with exclusive character, the following international organizations:

International Blind Sports Association (IBSA).

International Paralimpic Committes (IPC). In everything related to sports for the blind. International Braille Chess Association (IBCA), and how many other organizations could be created, assuming the Spanish representation of the sport for the blind in all events of national and international character, prior to the corresponding Authorisation of the High Council of Sport.

Art. 3. The registered office of the FEDC is located in Madrid, on the street Prado, 24.

Art. 4. Powers. -It is the responsibility of the FEDC the government, management, administration and regulation of the modalities and sports specialties that are contemplated in its Statutes. It is also the responsibility of the FEDC to select the individual athletes and national teams that must represent Spain in international competitions, as well as to ensure the approval of the national records, to make the and register and disclose European and world records which may occur in competitions held in Spain.

Also, under the coordination and tutelage of the Superior Council of Sports the following administrative functions of an administrative nature:

(a) Qualify and organise, where appropriate, official activities and competitions at the State level.

For these purposes, the organization of such competitions is understood to be related to the regulation of the general framework of the same, as established in the corresponding federal rules.

b) Ensure the general promotion of sports modalities throughout the national territory.

c) Design, develop and implement the plans for the preparation of the high level athletes in their respective sports modalities, as well as participate in the elaboration of the annual lists of the same.

d) Collaborate with the State Administration and the Autonomous Communities in the training of sports technicians and in the prevention, control and repression of the use of prohibited substances and pharmacological groups and methods regulations in sport.

e) Organize and protect the official international competitions held in the territory of the State. In accordance with the provisions of article 39 of the Law of Sport, the Spanish Federation of Sports for the Blind must obtain authorization from the Superior Council of Sports to request, commit or organize activities and competitions International official sports.

f) Exercise the disciplinary authority of sport, in the terms established in the Law of Sport, its specific provisions of development and its Statutes and Regulations.

g) Exercise the control of the grants assigned to the Associations and Sports Entities under the conditions set by the Superior Council of Sports.

h) To execute, as appropriate, the resolutions of the Spanish Committee for Sports Discipline.

TITLE II

Of Federation members

Art 5. Of the members. -They will be members of the FEDC the sportsmen and technicians of the sports modalities practiced by the Federation, duly registered in it, the sports clubs legally constituted for the practice of all or some of the sports and sports specialties for blind persons duly registered in the Federation, the Federations of the Autonomous Community and the ONCE, as an interested collective.

Art. 6. Athletes. -They may register as members of the Spanish Federation of Sports for the Blind athletes who participate in official national competitions.

According to the Statutes of the International Blind Sports Association (International Blind Sports Association), blindness is defined as the condition in which the acuity of the vision of the best of the eyes, after its correction, do not exceed 6/60 or the visual field of the best eye is at an angle of 20 degrees or less.

The athletes will be classified according to the categories in force in the International Association of Sports for the Blind, which are the following:

B. 1. No perception of light in both eyes or perception of light but impossibility of distinguishing the shape of a hand at any distance or in any direction.

B. 2. From ability to distinguish the shape of a hand to a visual acuity of 2/60 and/or a visual field of less than five degrees.

B. 3. From visual acuity above 2/60 to a acuity of 6/60 and/or a visual field of more than five degrees and less than 20 degrees.

All these classifications are done with measurements in the best eye and after the best possible correction.

Art. 7. Technicians. -They may register as members of the Spanish Federation of Sports for Technical Blind who intervene in competitions at national level or are in the service of teams or athletes participating in these competitions.

Art. 8. Clubs. -They will be members of the Federation the sports clubs duly constituted for the practice of all or some of the sports modalities that constitute the object of the Federation that participate as such in the official competitions of national scope.

Art. 9. Federations of the Autonomous Community. -1. For the participation of its members in official or international sports activities or competitions, the sports federations of regional autonomy must be integrated into the Spanish Federation of Sports for the Blind.

2. The Autonomous Federations shall retain their legal personality, their own and differentiated assets, their budget and their particular legal status, and may apply for their integration into the Spanish Federation of Sports for the Blind by means of the agreement adopted to that effect by the competent body of the same.

3. The Presidents of the Federal Federations will be part of the General Assembly of the Spanish Federation of Sports for the Blind. In the event that the Autonomous Federation collects all or several disabilities within its Statute, the representative valid for the Assembly shall be the person representing in that Federation this disability or the person appointed for that purpose by The Federation. In any case, only one representative may exist for each Autonomous Federation.

4. The sports disciplinary regime, in the case of official state-wide competitions, will be, in any case, provided for in the Statutes and Regulations of the Spanish Federation of Sports for the Blind, regardless of the disciplinary regime. content of the provisions in force in the respective autonomous areas.

5. The sports federations of autonomy, integrated in the Spanish Federation of Sports for the Blind, will have the representation of it in the respective Autonomous Community.

6. No Territorial Delegation of the Spanish Federation of Sports for the Blind in the territorial territorial scope can exist when the Sports Federation of regional autonomy is integrated in the Spanish Federation of Sports for the Blind.

7. Where in an Autonomous Community there is no autonomous sports federation or has not been integrated into the Spanish Federation of Sports for the Blind, the latter may establish in that Community, in coordination with the Sports Administration of the a territorial unit or delegation, respecting in any case the autonomous organization of the State.

Representatives of these Units or Delegations shall be elected in that Community on the basis of democratic and representative criteria. These criteria should be included in the corresponding Rules of Procedure, prior to the report of the Sports Administration of the Autonomous Community.

Art. 10. Rights of members. -They will be rights of the members of the Federation:

(a) Participate as elector and eligible in the election of the members of the General Assembly, under the conditions laid down in these Statutes and in the corresponding Electoral Regulations.

b) Participate in the competitions and events organized by the Federation.

c) Exercise the federal charges for which they have been appointed.

d) Contribute to the fulfilment of the specific purposes of the FEDC.

(e) Use the facilities and services of the FEDC, in accordance with the rules of use and economic arrangements to be established.

f) Require that the performance of the FEDC be adjusted in accordance with the laws in force.

g) Know the activities of the Federation and examine its documentation.

Art. 11. Obligations of the members. -They will be obligations of the members of the Federation:

(a) Abonar the quotas which, if any, are established by the Federation.

b) Fulfill the Statutes and agreements validly agreed upon by the organs of the Government of the Federation.

c) Meet the conditions set out in the corresponding Electoral Regulations.

TITLE III

Organic structure

CHAPTER FIRST

Art. 12. Composition of the General Assembly. -The General Assembly is the upper governing body of the FEDC.

It shall consist of members chosen from among the various bodies represented in the Assembly in accordance with the following allocation.

National Organization of the Blind 5

The presidents of the autonomous regional sports federations, as established in Article 9, will also be part of the General Assembly. of these Statutes.

Art. 13. Mandate. The term of office of the members of the Assembly shall be four years. Your choice will occur coinciding with the Olympic year as follows:

(a) The representatives of the ONCE shall be appointed by the General Council of the ONCE, among members of the Organization.

b) The representatives of sports clubs shall be elected by direct and secret universal suffrage, by and between them, under the conditions laid down in law.

(c) The representatives of the athletes shall be appointed by direct and secret universal suffrage, by and among the athletes who are licensed in force and who have had it in the previous year, provided that they have participated in competitions or activities of the respective sports modality, official and state-wide, in the conditions of regulation established.

(d) The representatives of the technicians shall be appointed, by and between them, in the same manner and conditions as indicated in the preceding letter.

The electoral district for sports clubs, technicians and sportsmen will be state, understanding for this one that comprises all the Spanish territory.

Art. 14. Powers of the General Assembly.-orresponds to the General Assembly:

a) The approval of the annual budget and its liquidation.

b) The approval of the sports calendar.

c) The approval and modification of the Statutes.

d) The election and the end of the President.

e) The election of the members of the delegated Commission.

f) Approve the internal regulations, both technical and competitive, and their modifications.

g) Choose the members of the Sports Discipline Commission.

Art. 15. Ordinary General Assembly. The General Assembly shall meet once a year in ordinary session for the approval of the annual budget and its liquidation, as well as for the approval of the sports calendar.

Art. 16. Extraordinary General Assembly. -All other meetings of the General Assembly shall be considered extraordinary and may be convened at the initiative of the President, the Commission delegated, by a majority or a number of members of the Assembly not less than one third of the same.

Art. 17. Convocation of the General Assembly.-at the request of the General Assembly it must be notified to its members with a minimum of fifteen days in advance, accompanied by the corresponding order of the day and the documentation of the matters to be debated in the same.

Art. 18. Constitution of the General Assembly and adoption of agreements. The validity of the meetings of the Assembly will require that one half of the members and, on the second call, one-third of its components, will participate in the first convocation.

The agreements shall be adopted by a majority of those present, except in cases where the present Statutes and other implementing rules require a different majority.

CHAPTER II

From The President

Art. 19. The President of the FEDC will have the executive power of the same, as well as its legal representation. It convenes and presides the governing and representation bodies, and executes the agreements of the same, in addition to ordering the expenses and payments.

The President of the FEDC is also a member of the General Assembly and the delegated Commission, with a vote of quality in the event of a tie in the adoption of agreements.

Art. 20. Election of the President.-The President is elected every four years, coinciding with the years of the Summer Olympic Games, by free, direct, equal and secret suffrage, by the members of the General Assembly. The candidates, who may not be members of the General Assembly, shall be endorsed by at least 15 per 100 of the members of the Assembly.

The candidate who obtains the absolute majority of the members of the Assembly will be elected. If no candidate obtains an absolute majority, a second or successive votes shall be held, in which the candidate who obtains the highest number of votes shall be elected.

Art. 21. Remuneration. The office of the President of the FEDC may be remunerated if the other half of the members present in the General Assembly so agree. It shall be subject to the incompatibilities laid down in the law and, in particular, where the remuneration is agreed, to which it is laid down in the applicable legislation. The General Assembly may fix additional incompatibilities.

Art. 22. Reelections. It may not be re-elected President who would have been for the three periods immediately preceding it, whatever the effective duration of the term.

Art. 23. Revocation.-The General Assembly may revoke the President of the Federation by submitting and approving a motion of censure.

The motion shall be submitted by 25 to 100 of the members of the Assembly or by the majority of the delegated Commission and shall be accompanied by a candidate for President.

A motion of censure shall be tabled, the President shall convene the General Assembly within a maximum of seventy-two hours, the Assembly scheduled for its discussion and, where appropriate, approval between the fifteen to thirty days after the date of the call. Alternative motions may be submitted, with the same requirements, in the first 10 days from the date of convocation.

The approval of the motion of censure will require the vote of the absolute majority of the members of the Assembly and will entail the immediate cessation of the previous President and the nomination of the proposal. The President thus appointed shall exercise his term of office for the remainder of his term of office.

If the motion of censure does not prosper, its signatories will not be able to submit new motions of censure until one year.

Art. 24. Of the Vice-President. The President shall appoint among the members of the Assembly a Vice-President, who shall replace him in the exercise of his duties in cases of illness, absence or impossibility.

The President may delegate to the Vice-President the exercise of some of his duties, communicating that delegation to the Commission delegated to the Assembly.

CHAPTER III

From the delegated Commission

Art. 25. Commission delegated to the General Assembly. -Within the General Assembly a delegated Commission of assistance shall be constituted.

Art. 26. Powers of the delegated Commission. -Corresponds to the Commission delegated to the Assembly:

a) The modification of the sports calendar.

b) The preparation of a report prior to the approval of the Budgets.

c) The modification of the Budgets.

d) The approval and modification of both technical and competition regulations.

e) The monitoring of the management by drawing up an annual report to the General Assembly, on the Memory of Activities and the Settlement of the Budget.

(f) The functions entrusted to it by the General Assembly, except those provided for in points (a), (b), (c) and (d) of Article 15 of Royal Decree 1835/1991 which are inselectable.

In the case of the functions set out in points (a), (c) and (d) of this Article, the amendments shall not exceed the limits and criteria which the General Assembly itself establishes. The proposals on these issues will be the responsibility of the President of the Federation or two thirds of the members of the Commission.

Art. 27. Election of the members of the delegated Commission. -It will be composed of nine members plus the President, distributed as follows:

Three representatives of the Autonomous Sports Federations.

Three representatives of the sports clubs.

A representative of the athletes.

A representative of the technicians.

A representative of the ONCE.

The members of the delegated Commission shall be elected every four years by free, direct, equal and secret suffrage, for each of the Assembly's interested Stages and Collective Members and among its members, taking into account that, in the case of sports clubs, those corresponding to the same Autonomous Community may not have more than 50 per 100 of the representation.

Art. 28. Vacancies. -Vacancies will be covered by the various Staments represented following the same procedure established for their choice.

Art. 29. Meetings of the delegated Commission. The delegated Commission shall meet at least once every four months on a proposal from the President, and its mandate shall coincide with that of the General Assembly.

CHAPTER IV

From the Board

Art. 30. Composition. -The Board of Directors of the FEDC is the collegiate body of management of the same. It is also composed of the President, a Vice President, a Secretary, a Treasurer and a Vocal. All of them will be freely appointed and revoked by the President of the Federation who will preside over it.

Members of the Board of Directors, who are not members of the General Assembly, will have access to the Assembly's sessions with a voice, but without a vote.

CHAPTER V

From The Manager

Art. 31. Functions of the Manager. -The Manager is the administrative organ of the Federation.

These are the Manager's own functions:

a) Take the accounting of the FEDC.

b) Exercise the economic inspection of all the organs of the FEDC.

c) How many administrative functions the President entrusts.

CHAPTER VI

From the Secretary of the Federation

Art. 32. Duties of the Secretary.-The Secretary shall exercise the functions of fedatary and Advisor, and more specifically:

Raise minutes of the Federation's collegiate bodies.

Issuing the appropriate certifications of the acts of the governing and representation bodies.

How many functions are entrusted to the Federation's regulatory standards.

TITLE IV

Technical Organs

CHAPTER FIRST

Of the technical bodies

Art. 33. Committees. -The following will be created:

Technical Committee.

Sports Medicine Committee.

Sports Discipline Committee.

Technical Committee of Judges or Referees.

The President of the Federation will be able to agree to the creation of all other committees.

CHAPTER II

From The Technical Committee

Art. 34. Composition. The Technical Committee shall consist of:

President: The President of the FEDC or person to whom you delegate.

Secretary: The Secretary of the FEDC with a voice but without a vote.

Vocals: A technician for each of the sports modes of sports for the blind.

Art. 35. Appointments. -FEDC Sports Technicians will be appointed by the President of the FEDC.

Art. 36. Meetings. The Technical Committee shall meet at least once a month. The Secretary of the Committee shall draw up the minutes of all the agreements reached by this Committee.

Art. 37. Duties. The functions of the Technical Committee shall be:

(a) Constituted as a technical body whose main purpose is the advice and execution of the opinions of the Board of Directors.

b) Propose short, medium and long-term objectives.

c) Dictate and report on Projects and Sports Programs.

d) To report on all competitions to which a representation of blind athletes is present.

e) Propose technical regulations, national and international sports calendars and all projects, programs and activities conducive to the dissemination of sport.

f) Propose the criteria for participation in the state-wide championships.

g) Propose and organize courses for Monitors and Sports Coaches for the Blind.

h) To record records, better marks and, in general, sports statistics.

i) To advise, when required to collaborate, in the acquisition of sports equipment and design of sports facilities.

j) Collaborate and advise in the organization of championships, when requested by the Board of Directors.

k) Propose selected athletes to participate in competitions.

l) How many other functions are entrusted to you by the Board.

CHAPTER III

From the Sports Medicine Committee

Art. 38. Composition. The Sports Medicine Committee will be constituted by:

President: The President of the Federation or person to whom you delegate.

Secretary: The Secretary of the FEDC with a voice but without a vote.

Vocals: A medical doctor and a doctor who specializes in ophthalmology.

Art. 39. Functions. -They are functions of the Sports Medicine Committee:

a) Analyzing the risks involved in the practice of each of the sports modalities, advising which, among them, are more accessible to the blind.

b) Make the ophthalmological classification of the athletes.

c) Medically controlling sportsmen.

d) Investigate and improve security techniques.

e) Organising and encouraging conferences, courses and meetings on Sport Medicine for the blind.

f) Develop and publish manuals and brochures on sports medicine.

g) Track the anti-doping controls.

CHAPTER IV

From The Sports Discipline Committee

Art. 40. Composition. The Sports Discipline Committee will be constituted by a President and two Vocals elected by the General Assembly. He will act as Secretary, with voice and no vote, the Secretary of the FEDC.

Art. 41. Functions.-The Sports Discipline Committee will judge the violations that are committed, both in the rules of the game, and in the sports rules established by the Law of Sport 10/1990, of October 15, and other legislation in force.

Art. 42. Advice. -In order to make your decisions, the Sports Discipline Committee will be advised by the Technicians who make it convenient.

Art. 43. Consultations.-The Sports Discipline Committee may call for consultation of how many people could help to clarify the facts that are being judged.

Art. 44. Resources.-The Sports Discipline Committee, in the subject matter that it regulates, is independent of all effects. His actions and decisions will be made available to the Spanish Sports Discipline Committee.

TITLE V

Documentary Regime

Art. 45. Books.-The FEDC documentary regime will comprise the following books:

(a) Book of Register of Members, in which the name and registered office, name of the President and other members of the Board of Directors, if any, date of inauguration, shall be recorded in the case of the Clubs. and cease the aforementioned charges. It will be the obligation of the Clubs to notify the FEDC of any changes in the above data. And in the case of other members, their name, address and in their case Club to which it is attached.

(b) Book of Acts to record meetings held by all the collective bodies of the FEDC.

c) Official accounting books.

The Sports Council will have the power to inspect the official books of the Federation in the terms laid down in the Law of Sport.

Members of the Federation shall have access to the official books of the Federation, when they prove legitimate interest, under the conditions laid down in the Regulations of the Federation.

TITLE VI

Economic Regime

Art. 46. Economic resources. The equity of the FEDC shall be composed of the assets that correspond to it.

The following FEDC resources are:

(a) The grants that the Public Entities can grant to them.

(b) The grants that the ONCE may grant to it.

c) The benefits of the sports activities and competitions that you organize, as well as the derivatives of the contracts you make.

d) The amount of the shares of its members.

e) The fruits of your heritage.

f) Loans or loans they obtain.

g) Any other items that may be attributed to you by legal provision, or under the Convention.

Art. 47. Budget.-The Spanish Federation of Sports for the Blind will not be able to approve budget deficit, except express authorization of the Superior Council of Sports.

Art. 48. Administration and Management of its Heritage and Budget. -According to the provisions of Articles 36 of the Law of Sport and 29 of the Regulations of Federations, the Administration and Management of the Heritage and Budget of the Spanish Federation of Sports for the Blind will take into account the following rules:

(a) The Spanish Federation of Sports for the Blind can promote and organize sports activities and competitions aimed at the public, and must apply the economic benefits, if any, to the development of its social object.

(b) They may tax and dispose of their immovable property, take money on loan and issue securities representing debt or equity, provided that such legal businesses do not irreversibly commit the the assets of the institution or its social object. In any event, the charge or disposal of his immovable property shall require the authorization of the Delegation of the General Assembly by an absolute majority of its members. Where the amount of the operation is equal to or greater than 10 per 100 of its budget or 50 million pesetas, it shall require the approval of the General Assembly by the same majority. In the case of immovable property which has been financed, in whole or in part, with public funds from the State, the authorization of the High Council of Sports shall be required for its lien or disposal.

c) They may exercise, in addition, industrial, commercial, professional or service activities and allocate their assets and resources to the same sporting objectives, but in no case will it be able to distribute profits between its members.

(d) It shall not commit expenditure of a multiannual nature without prior authorisation of the High Council of Sport, where the committed annual expenditure exceeds 10 per 100 of its budget and exceeds the term of office of the President.

e) The budget administration will respond to the single cash principle, with its own revenue being allocated as a priority to its structural expenditure.

a.

(f) Accounting shall be in accordance with the rules for the adaptation of the General Accounting Plan to the Spanish Sports Federations, which are developed by the Accounting and Audit Institute of the Ministry of Economy and Finance.

g) Financial audits, and in the case of management, as well as limited review reports, should be submitted annually for all expenditure. These actions may be commissioned and supported by the Higher Sports Council.

(h) The amounts and percentages set out in this Article shall be construed as referring to those annually set by the Superior Council of Sports, in the event that it exercises the power granted to it by Article 29, paragraph 4. of Royal Decree 1835/1991, on Spanish Sports Federations.

TITLE VII

Extinction

Art. 49. Causes of extinction. -The FEDC will be extinguished for the following reasons:

(a) By agreement of the General Assembly of the Federation adopted by absolute majority and ratified by the Superior Council of Sports.

b) By the revocation of their recognition.

c) By judicial resolution.

d) By integration into other Federations.

e) For non-ratification within two years of registration.

(f) For the other reasons provided for in the general legal order.

Art. 50. Liquidation.-Once the liquidation has been completed, the net worth, if any, shall apply to the carrying out of similar activities by the Superior Council of Sports.

TITLE VIII

Modification of Bylaws

Art. 51. Amendment of Statutes.-modification of Statutes shall be carried out by the General Assembly on a proposal from the President or 15 per 100 of its members. The approval of the amendment shall require the absolute majority of the members of the Assembly.

TITLE IX

Disciplinary regime

Art. 52. Disciplinary regime.

1. The offences committed and the sanction that comes from their consideration and the cases where they occur will be fixed in accordance with Articles 76 and 79 of the Law of Sport 10/1990 of 15 October and concordant with Royal Decree 1591/1992 of 23 December on Sports Discipline.

2. For the resolution of possible incidents, to correct and to punish, if there is a place, the violations that may occur in the different competitions or championships, the Spanish Federation of Sports for the Blind will adapt the present statutes to the legal implementing provisions, within the time limit set out in the third transitional provision, but in general, and as such an adaptation occurs, the disciplinary rules of the various Spanish Federations of valid.

ADDITIONAL DISPOSITION

Unica. -All the mentions contained in these Statutes to the Federations of the Autonomous Community, must be understood as referring not only to those that integrate exclusively the blind, but to those who understand all or some of the (a) the value of the assets referred to in Article 1 (1) (5) of Royal Decree 1835/1991 of 20 December 1991 on Spanish Sports Federations, in which the integration and representativeness shall be limited to the collective of blind persons.

TRANSIENT PROVISIONS

First. -Within three months of the entry into force of these Statutes, the Commission of the Spanish Federation of Sports for the Blind, will draft the corresponding Rules of Elections, with the mentioned mentions in these statutes and in accordance with the Order dated April 28, 1992, which he will present for approval to the Board of Directors of the Superior Council of Sports. Exceptionally for these first elections they will have the status of electors and electors, Sports Clubs, Sportsmen and Technicians. With the only requirement to be attached or to be in possession of the license of the Spanish Federation of Sports for the Year of the year of the call of elections.

Second. -This Spanish Federation of Sports for the Blind collects the possibility of creating together with the remaining Spanish Federations of Sports of the Disabled, as specified in article 1. Point 5. of Royal Decree 1835/1991, a Confederation of National Scope to be able to coordinate the activities common to them and to contribute to the measure that corresponds to the elaboration and presentation of the Statutes of this Confederation, for their approval by the Board of Directors of the High Council for Sport.

Third. -Within six months, from the end of the electoral elections mentioned in the first provision, the General Assembly must present a new Statute to the Commission of the Council of the European Union. Sports, adapted to the Law 10/1990, of 15 October, of the Sport, Royal Decree 1591/1992, of 23 December, on Sports Discipline and other legal provisions of application.

FINAL DISPOSITION

This Statute shall enter into force on the day following the notification of its approval by the Board of Directors of the Superior Sports Council without prejudice to its subsequent publication in the Official Journal of the State.
