Royal Decree 929/1993 of June 18, which approves the Organic Regulation of the Institutes of Secondary Education, regulates in its fundamental features the organization and functioning of the Institutes of Education. Secondary and authorizes, in its final disposition, the Minister of Education and Science to develop the provisions of the same.

In this sense, the instructions that are approved by this Order come to concretize and develop the regulation of the organization and operation of the centers established by that Organic Regulation. The procedures and time limits for the tasks of the teaching coordination bodies are set out in the first place. Next, in the chapter devoted to the operating system, the calendar of actions for the elaboration, development and evaluation of the educational project, the curriculum projects and the annual general programming is fixed. The circumstances and limits to which the general schedule of the institute should be based and the criteria to be used for the preparation of the time of students, teachers and staff of administration and services are dealt with. Finally, certain aspects of the organization and functioning of the Institutes with residence are regulated.

These Instructions have, like those adopted by the Order of 9 June 1989, relating to the Institutes of Baccalaureate and Vocational Training, a permanence character and provide a stable reference framework for the the organization and operation of the new Institutes of Secondary Education.

In its virtue, this Ministry has arranged:

First.

The Instructions governing the organization and functioning of the Secondary Education Institutes are approved.

Second.

This Order replaces, for the Institutes providing secondary education, to 9 June 1989, for which the Instructions governing the organisation and operation of the educational institutions of the European Union are approved. Baccalaureate and Vocational Training, supported by public funds and dependent on the Ministry of Education and Science.

This Order will also be applicable to the Institutes of Baccalaureate and Institutes of Vocational Training, except in those aspects which refer to the didactic coordination bodies of which the These centres, or in matters directly linked to the implementation of the new teachings provided for in the Organic Law 1/1990 of 3 October, of General Management of the Educational System, do not provide them. As not provided for in this Order, the provisions of the Order of 9 June 1989 shall continue to apply to them.

Third.

The Directorates-General of School Centres, Coordination and High Inspection, Vocational Training and Educational Promotion, Pedagogical Renewal and Personnel and Services are authorised to clarify and adapt the Instructions which are approved by this Order, within the scope of their respective powers.

Fourth.

Any provisions of equal or lower rank are repealed to be opposed to this Order.

Fifth.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".

INSTRUCTIONS GOVERNING THE ORGANIZATION AND FUNCTIONING OF SECONDARY EDUCATION INSTITUTES

1. The organisation and operation of the secondary education institutes shall be in accordance with the provisions of the Organic Regulation of these institutions, approved by Royal Decree 929/1993 of 18 June (Official Gazette of the State of 13 July), and to what is set forth in these Instructions.

I. Teaching coordination bodies

Departments

2. The secondary education institutes shall have the departments laid down in Article 75 of that Regulation. The composition, organisation and powers of those departments are those covered by Articles 76 to 89 of Title III of that Regulation.

3. The departments will hold weekly meetings which will be required for all their members to attend. At least once a month, the meetings of the departments shall be aimed at assessing the development of the didactic programming and establishing the corrective measures that such assessment advises. The minutes of the meetings shall be drawn up in the corresponding minutes drawn up by the Head of the department. The heads of the single-person departments will evaluate the development of the didactic programming and will establish the appropriate modifications, all of which will be collected in a monthly report.

4. In order to enable these tasks to be carried out and to facilitate regular meetings between the components of the same department, the heads of study, when drawing up the schedules, will reserve an additional hour for the week in which the Members of the same department are free from other activities. This time will appear in the respective individual schedules.

5. At the end of the course, the departments will collect in a memory the evaluation of the development of the didactic programming and the obtained results. The memory written by the Head of Department shall be submitted to the Director by 30 June, and shall be taken into account in the preparation and, where appropriate, in the review of the curriculum and the programming of the following course.

Pedagogical Coordination Commission

6. The composition, organisation and powers of the Pedagogical Coordination Commission are those set out in Chapter IV of Title III of the Organic Regulation.

7. The Pedagogical Coordination Commission shall meet at least once a month and shall hold an extraordinary session at the beginning of the course, one at the end of the course and the others deemed necessary.

8. The Commission for Pedagogical Coordination shall have established the general guidelines for the drawing up and review of the curriculum and the didactic programmes, including in the latter, before the start of the preparation of such programmes. schedules. The Commission will also have to establish during the month of September, and before the start of the activities, a timetable for the follow-up and evaluation of the stage curriculum projects and the possible modifications of the programme. the same, which may occur as a result of the assessment and will request from the Provincial Directorate the advice and external support it deems appropriate.

9. During the month of September and before the start of the teaching activities, the Pedagogical Coordination Commission will propose to the Faculty of Teachers, according to the Head of Studies, the general planning of the evaluation sessions and qualification of the students, as well as the timing of the examinations or extraordinary tests, for approval. This schedule will be included in the Tutorial Action Plan.

10. At least three evaluation sessions will be held, coinciding with each of the quarters of the course. The assessment session for the last quarter shall record the cycle or course ratings that correspond to each student. This evaluation session will be held at the end of the reading activities in the month of June.

11. Notwithstanding the above, joint sessions of the tutor may be held with the teachers of the group of students which the Head of Studies and the tutors themselves consider necessary and all those that are included in the Plan of tutorial action.

Mentoring

12. The appointment of the guardians shall be made in accordance with Article 91 of the Organic Regulation, the functions of which are those set out in Article 92 of that Regulation.

13. For the designation of the tutors, account shall be taken of:

(a) Tutoring will preferably be assigned to Teachers who deliver an area, subject or common vocational training module to all pupils.

(b) The tutoring of groups in the first cycle of compulsory secondary education shall be assigned, preferably, to the Masters who teach such groups.

c) The tutors of the compulsory secondary education diversification groups will, preferably, be teachers of the guidance department and will coordinate with the rest of their pupils ' tutors.

14. The tutor teacher's schedule will include a weekly teaching time for the development of mentoring activities with the entire group of pupils, whether it is an ordinary group or a group of diversification. This time will be included in the teacher's teaching time and in that of the corresponding group of students. It will also have to include two additional hours a week for parental care, collaboration with the Head of Studies, guidance departments and complementary and extra-school activities and for other tasks related to tutoring. These tutoring hours will be communicated to parents and students at the beginning of the academic year.

15. In accordance with Article 45.2 (d) of the Organic Law 8/1985 of 3 July, the Law on Education, the Claustro de Professors will coordinate the orientation and mentoring of the students. To facilitate this task, the guidance department will support the work of the tutors in accordance with the tutorial action plan and under the direction of the Head of Studies.

16. The Head of Studies shall convene the tutors ' meetings and, in order to facilitate them, ensure that the guardians of the same course have at their individual time a common supplementary time.

Other coordination functions

17. The Head of Studies may also assign to the Teachers without tutoring of ordinary group other coordination tasks which he considers necessary for the proper functioning of the Institute, including the coordination of the tutors of the same course or cycle, coordination of the computer and audiovisual media or the coordination of the complementary and after-school activities referred to in the following point. In each case, the Head of Studies shall determine the specific tasks to be performed by each of these Teachers and the responsibilities they shall assume.

18. For the attention of the library service or when an Institute is organized, in extraordinary time, sports, artistic and cultural activities in general, of a stable nature, may be appointed Professors responsible for these activities among those who express their interest in participating in the same. These teachers will work closely with the head of the department of complementary and after-school activities. One of the teaching hours of the individual hours of these teachers and the additional hours considered by the Head of Studies, except the department's meeting, shall correspond to these activities.

19. In accordance with the above point, the Director may entrust one of these teachers, who will work under the department head of complementary and after-school activities, the responsibility for the use of the documentary resources and the operation of the library in order to ensure compliance with the following functions:

a) Ensure the organization, maintenance, and proper utilization of the center's library and documentary resources.

b) To support students using the library with the help of teachers who have assigned hours of care to them, providing them with access to different sources of information and guiding them on their use.

c) Spread, among teachers and students, administrative, pedagogical and cultural information.

d) Collaborate in the promotion of reading as a means of information, entertainment and leisure.

e) Advise on the purchase of new materials and funds for the library.

f) Any other entrusted to you by the Head of Studies, from those collected in the annual general programming.

20. In institutes which develop programmes for the incorporation of computer or audiovisual media into the teaching activity, each of these programmes may be entrusted to a teacher, appointed by the Director and acting under the responsibility of the Head of studies, to coordinate, whose functions will be as follows:

(a) Encourage the use, by the rest of the teachers, of the computer or audiovisual technologies in their teaching activity.

b) Coordinate the activities that are performed at the center regarding the use of these means.

c) Develop at the beginning of the course a project of activities related to the incorporation of these means, which will be included in the annual general programming, as well as an annual memory of the activities carried out.

d) Facilitate and coordinate the use of audiovisual or computer media in the training of teachers.

e) Call and coordinate the work sessions of the Teacher teams participating in the programs.

f) Any other entrusted to him by the Head of Studies concerning the use of audiovisual media or new technologies as a teaching resource.

21. At the first regular meeting of the Cloister, of each academic year, the representative will be elected in the Center of Teachers and Resources, who will have the following functions:

(a) Make it to the Council of the Teachers ' Centre and its Director the training needs and suggestions on the organisation of the activities, agreed by the Faculty of Teachers or by each of the departments.

b) Participate in meetings that the Director of the Teachers ' Center or the Head of Studies of the institute may convene.

c) Inform the Cloister and disseminate training activities among the teachers.

d) Collaborate with the Head of Studies in coordinating the participation of Teachers in the activities of the Teachers ' Center, when it is done collectively.

e) Any other entrusted to you by the Head of Studies in relation to your field of competence.

II. Operating system

22. Decisions affecting the organisation and functioning of the institutes, adopted by the institutions in each academic year, shall be collected in the respective annual general programmes in accordance with the terms set out in Title IV, Chapter III of that Regulation. The annual general programming shall ensure the coordinated development of all educational activities, the correct exercise of the powers of the various governing bodies and the coordination of teachers and the participation of all sectors of education. the school community.

23. The Director of the Institute shall draw up the schedule of actions for the preparation by the management team of the annual general programming, taking into account the deliberations and agreements of the Cloister and the School Board. The approval of the same by the School Board shall be carried out within 20 days from the date of commencement of the school activities.

24. Once the annual general programme has been approved, a copy of the annual general programme shall be made available to the members of the educational community and the other shall be sent to the provincial director by 31 October, without prejudice to the respect the dates that are set for each particular component of this programming. The consignment shall be accompanied by a copy of the minutes of the session of the School Board in which it has been approved.

25. The Technical Inspection Service shall monitor the annual general programming to check its compliance with the provisions in force, make any suggestions it deems appropriate and indicate the corrections to be made. The Provincial Directorate will provide the institutes with the necessary support for their proper implementation.

26. Annual general programming will be enforced for all members of the school community. All teachers with responsibilities in the teaching coordination shall ensure that the programme is carried out in their field of responsibility and shall inform the Head of Studies of any non-compliance with the provisions of the programming. The Director shall immediately initiate the relevant actions and, where appropriate, communicate this circumstance to the School Board or the Technical Inspection Service, if appropriate.

27. At the end of the course, the School Board, the Cloister and the management team will evaluate the annual general programming and its degree of compliance. The most relevant conclusions will be collected by the management team in a memory that will be transmitted before July 10 to the Provincial Directorate, to be analyzed by the Technical Inspection Service.

Institute educational project

28. The preparation and content of the Institute's educational project shall be in accordance with the provisions of Chapter I of Title IV of the Organic Regulation of Secondary Education Institutes.

29. Article 94 of the Organic Regulation of the Institutes of Secondary Education contains the five paragraphs to be included in the educational project. As regards the general organisation of the Institute, as referred to in paragraph (a) of that Article, the following aspects shall be

:

The characteristics of the school environment and the educational needs that the Institute has to meet.

The teachings that are taught and the optional subjects that the Institute offers, along with the determination of the department that assumes them, in accordance with what is established in the Curriculum Project.

Other activities carried out by the Institute, such as complementary and after-school activities and school exchanges that are organized.

Participation in institutional programs, such as integration, educational compensation for inequalities, in Atenea and Mercurio projects or in other cooperation programs.

Sports, musical and cultural activities in general or related to the operation of the library that have been planned.

Specialized language sections or special regime teachings combined with those of a general regime, if authorized.

Any other circumstance that characterises the educational offer of the institute.

30. With regard to the decisions on coordination with the social and educational services of the municipality and the relations provided for with public and private institutions, as referred to in Article 94 (e) of the Organic Regulation the secondary education institutes, details of the following aspects:

Primary Education centers that are attached to the institute.

Other centers that the institute was related to.

The university departments with which the institute collaborates and the University to which the institution is attached to the effect of their students ' access to university studies.

The enterprises or institutions in which the students of vocational training courses will be able to carry out training in workplaces.

The criteria for the possible use of the institute's facilities by other institutions, in accordance with the provisions of Royal Decree 2274/1993 of 22 December 1993, as well as the decisions taken by other institutions a stable use of such facilities.

31. The Rules of Procedure of the Institute shall, in any case, be adjusted to the provisions of the Rules of Procedure of the Institutes of Secondary Education, Royal Decree 1543/1988, on the rights and duties of the students and on the rules Established statutory regulations for civil servants and public employees in general. It may contain, inter alia, the following details:

a) The practical organization of the participation of all members of the educational community.

b) The norms of coexistence that favor the relations between the different members of the educational community and between the organs of government and the didactic coordination.

c) The organization and distribution of responsibilities not defined by the current regulations.

(d) The procedures for the action of the School Board and, where appropriate, the Commissions which are set up to speed up its operation.

e) The organization of the spaces of the institute.

f) The functioning of educational services.

g) The standards for the use of the institute's facilities, resources and educational services.

32. The Director of the Institute shall take appropriate measures to enable the educational project to be known and consulted by all members of the educational community. Also, the project may be consulted by the teachers, parents and students interested in the institute, even without being a part of it.

33. When the educational project is first developed, the institute will have three academic courses to undertake this task, for the first time the secondary education is to be taught. Where this is the case, the School Board shall analyse and, where appropriate, approve the aspects already drawn up of the educational project for incorporation into the annual general programme before 20 days from the beginning. of the teaching activities, and will include a calendar of actions to continue its preparation during the course started.

34. Where changes in the educational project are deemed necessary, the proposed modifications may be made by the management team, by the Cloister, by any of the other sectors represented in the School Board or by a third of the members of this body. Once the proposal has been submitted, the Director shall set a deadline of at least one month for his study by all members of the School Board. The proposed amendment may be approved by the Council in the third quarter of the year and shall enter into force at the beginning of the following year.

Stage curricular project

35. The processing procedure and the content of the stage curricular project shall be in accordance with the provisions of Title IV, Chapter II of the Organic Regulation of Secondary Education Institutes.

36. In the preparation, monitoring and evaluation of the curriculum project, special attention will be given to the coordination between the different stages and training cycles that are taught in the institute.

37. When the first cycle of compulsory secondary education is delivered on a transitional basis in a primary school attached to the institute, the curriculum project will cover the entire stage and its preparation, monitoring and evaluation. will participate all the teachers that deliver class in the stage. The Secretary of State for Education shall provide the appropriate instructions for the coordination of the institutions involved.

38. Once prepared or modified, the Curriculum Project shall be submitted to the approval of the Cloister before 15 days after the start of the school activities, when approved, shall be incorporated into the annual general programming.

39. Curriculum Projects will be evaluated annually by the Cloister. The proposals for evaluation and modifications of the curriculum project, if any, will be presented by the Pedagogical Coordination Commission to the Cloister in September, for discussion and approval. Where amendments are made, decisions affecting the organisation of the content followed by pupils who have started their studies in the past shall be respected.

40. The Technical Inspection Service shall supervise the curricular project in order to check its compliance with the provisions in force, make any suggestions it deems appropriate and indicate any corrections that may be made. The Provincial Directorate will provide the centres with the necessary support for their proper implementation.

41. When the first stage of the curriculum is to be drawn up for the first time to implement compulsory secondary education or to be a newly established institute, the process of drawing up and reviewing the curriculum projects it must be carried out in accordance with the instructions and deadlines laid down by the Secretary of State for Education.

Academic and professional guidance plan and tutorial action plan

42. The proposals for the organization of educational, psychopedagogical and professional orientation and those of the tutorial action plan will be elaborated by the department of orientation, according to the criteria established by the Cloister, the contributions of the tutors and guidelines of the Pedagogical Coordination Commission, as set out in Articles 77 and 90 of the Organic Regulation. Once the proposals have been drawn up, they will be elevated to the Commission, before the start of the reading activities, for discussion and inclusion in the curriculum.

43. The academic and professional guidance plan shall include the criteria for organising such guidance.

44. The tutorial action plan will include the planning of the activities that correspond to the tutors. Once appointed, the tutors will be able to make the proposals they consider appropriate for their corresponding discussion and inclusion in the tutorial action plan.

Didactic departments of the departments

45. In accordance with Article 86 of the Organic Regulation, the teaching departments shall draw up, under the coordination and direction of the Head of the Department and before the start of the educational activities, the didactic programming of the teaching of the areas, subjects and modules integrated in the department, in accordance with the official curriculum and with the general guidelines established by the Pedagogical Coordination Commission.

46. The Commission for Pedagogical Coordination shall verify that the teaching programmes are in accordance with the guidelines of the Commission and in accordance with Article 99 of the Rules of Procedure of the Institutes. Otherwise, the Director shall return to the department the didactic programming for reworking. Once elaborated, the didactic programs of the departments will be incorporated into the curriculum.

47. When drawing up the didactic programmes, the departments may, for compulsory secondary education, take the guidelines for the distribution of objectives, contents and evaluation criteria set out in the Annex to the Directive. Resolution of 5 March 1992 by the Secretary of State for Education.

48. The Technical Inspection Service will review the schedules to check their compliance with the provisions of the Organic Regulations of the Institutes and in these instructions. It will also check the correct development and implementation of the programmes throughout the course.

Annual programme of complementary and extra-school activities

49. In accordance with Article 83 of the Organic Regulation, the annual programme of complementary and extra-school activities shall be drawn up by the Head of the department of supplementary and after-school activities and shall collect the proposals from the Cloister, the other departments, the Board of Delegates of students and the representatives of parents. This annual programme shall be drawn up in accordance with the guidelines of the School Board, to which it shall be approved.

50. Complementary and extra-school activities will be voluntary for students and teachers, will not constitute discrimination for any member of the educational community and will not be for profit.

51. The organisation of complementary and extra-school activities included in the annual programme may be carried out by the same institute, through collaborative partnerships or with the City Council. In addition, other entities may provide their own funds to cover the costs arising from such activities.

52. The annual programme of complementary and after-school activities shall include:

a) The complementary activities to be performed.

(b) Non-school activities of a cultural nature that are carried out in collaboration with the various sectors of the educational community or in the implementation of agreements with other entities.

c) Study trips and school exchanges that are intended to be performed.

d) Sports and artistic activities to be held inside and outside the school grounds.

e) The organization, operation, and schedule of the library.

f) In residences, the organization of leisure and leisure time.

g) How many others are considered convenient.

53. Once developed, the programme of complementary and extra-school activities will be included in the annual general programming.

54. At the end of the course, the Head of the Department of Complementary and Extra-School Activities shall draw up the Evaluation Report for the activities carried out, which shall be included in the Address Memory.

Administrative memory

55. The management team shall draw up the Administrative Memory to be incorporated into the annual general programming.

56. The Administrative Memory shall include the following data relating to the human and material resources of the Institute:

(a) The organisation document of the centre, which has been submitted by the Technical Inspection Service.

b) The base document for the proposal of approval of the templates, submitted by the Directorate General of School Centers.

c) The student enrollment data collection form, submitted by the Directorate General of School Centers.

(d) The official statistics printed by the Planning Office of the Ministry of Education and Science.

e) The institute's draft budget.

f) The report on the situation of the material resources and the needs to be covered throughout the course.

g) The economic memory of all complementary and extra-school activities.

h) The report on the works of reform, conditioning and improvement that are requested for the institute that, in case of not being able to be carried out with the budget of the institute, will be transmitted to the Provincial Direction.

III. General hours of institute

57. Taking into account the particularities of each center and the best use of the teaching activities, the management team, heard the Cloister, will propose the distribution of the school day and the general schedule to the School Board for approval. The school day will allow the realization of all the educational and complementary activities that are programmed to comply with the educational project, the curriculum projects and the annual general programming. This day may be different for the different stages or cycles, in order to facilitate a better organization of the optativity, the higher performance of the students according to their age and the best use of the spaces and resources of the institute.

58. When an institute decides to modify the general schedule for the next course, the approval of the new schedule proposal will be held at the last school board session of the current academic year.

59. The general schedule of the school approved by the School Board shall specify:

(a) The hours and conditions in which the centre will remain open, at the disposal of the educational community, outside the school timetable.

(b) The hours at which the normal reading activities will be carried out for each of the stages or cycles.

c) The hours and conditions in which each of the institute's services and facilities will be available to students.

60. The Director of the Institute shall communicate to the Provincial Director, before 10 July, the general timetable and the school day approved by the School Board for the following year. The provincial director shall check, through the Technical Inspection Service, that the timetable allows all scheduled activities to be carried out and that the criteria laid down in these instructions are respected. Otherwise, the provincial director shall return the general timetable for review to the centre and take appropriate action.

61. In institutes where the School Board is not constituted, the Director, heard by the Cloister, shall request the Provincial Director, before 10 September, for the approval of the school day and the general schedule of the institute.

62. The meetings of the Faculty and the School Board and the evaluation sessions shall be held after the end of the school year, in which all the components of the steering or coordination bodies may attend. respective.

63. The provincial director shall ensure that the distribution and the fulfillment of the schedules of the staff of the Administration and the Services allows the institute to remain open and at the disposal of the school community in the morning and in the afternoon, Monday to Friday, as provided in point 108 of these instructions.

64. In the event that such schedules do not permit this availability, the Director of the Provincial Director shall urge the Director of the Institute to take appropriate measures to ensure the proper distribution of the schedules of the staff of the Administration and Services. The relevant amendments shall be made to the general timetable and the school day before the start of the school activities.

65. Where there are urgent needs for schooling requiring the establishment of specific timetables, the Provincial Directorate shall inform the Director of the institute in order to ensure that the general timetable of the school is adapted to the circumstance.

IV. Pupils ' schedules

66. At the first meeting of the Cloister, at the beginning of the course, the Head of Studies will present the tuition data and propose the pedagogical criteria for the elaboration of the students ' schedules, which will be submitted to the approval of the Cloister.

67. For the elaboration of these schedules, the proposals of the Board of Delegates will be taken into account, which will be presented before the end of the previous course. In any case, the following criteria shall be respected:

a) No group of students may have more than seven daily reading periods.

(b) Each reading period shall be at least fifty minutes.

c) After each reading period, there shall be a five-minute break, at least, to effect the class changes.

d) After every two or three reading periods there will be a break of at least fifteen minutes.

e) In no case can there be free hours interspersed in the pupils ' teaching time.

f) The distribution of the areas and subjects in each day, and throughout the week, will be performed based on exclusively pedagogical reasons.

g) In no case shall the time preferences of the Teachers or the right of the teachers to be chosen, as set out in these instructions, hinder the application of the criteria set out above or those which it may establish the Cloister.

68. For the distribution of the hours between the different departments, the Head of Studies shall take into account, in addition to the general schedule for each of the areas, subjects and modules, the following: criteria:

(a) Where there are students with negative evaluation in an area of the previous course, or with pending subjects, and whenever groups with a minimum of twenty students can be set up, the schedules will include one hour of the week of attention to the same. Once these groups have been established, students ' attendance at these classes will be compulsory throughout the course.

b) Once the Institute's faculty staff has been established, if there are teachers with hourly availability in the respective department, the minimum number of students set out in the previous section may be reduced.

c) The departments of Foreign Language, Natural Sciences and Physics and Chemistry may establish a work plan and a program of specific conversation or laboratory practices, which will be included in the programming of the department. In this case, once the faculty staff of the Institute has been established, if there are teachers with hourly availability in the respective department, the groups of more than 25 students will be able to double one hour a week in the areas or areas of these departments to carry out such conversation or laboratory practices, as long as it is necessary for the development of the said plan. These groups will be attended by the corresponding Professor and another from the department. Both Teachers will be counted this hour as a reader. The Technical Inspection Service will assess the use of these practices at the end of each quarter.

V. Teachers ' schedules

69. The working day of teaching staff shall be established in general for civil servants, appropriate to the characteristics of the tasks to be performed.

70. Teachers will remain at the Institute thirty hours a week. These hours will be taken into account for reading, complementary to the individual and complementary hours computed monthly. The rest, up to thirty-seven and a half hours a week, will be freely available to the teachers for the preparation of the teaching activities, the professional improvement or any other complementary pedagogical activity.

71. The sum of the length of the periods and the additional hours required to remain in the Institute, collected in the individual hours of each Teacher, shall be twenty-five hours per week. Even if the periods of reading are less than sixty minutes, the total number of hours of dedication to the centre may not be altered.

72. The additional hours shall be assigned by the Head of Studies and shall be collected in the individual schedules and in the general schedule, as well as the periods of reading.

73. The remaining hours until the end of the thirty years of dedication to the Institute, will be computed monthly to each Teacher by the Head of Studies and will understand the following activities:

a) Attendance at Claustro meetings.

b) Assistance to evaluation sessions.

c) Students ' recreation periods.

d) Other complementary and extra-school activities.

74. Within twenty-five hours of the weekly computation, collected in the individual hours, the minimum permanence of a Teacher at the Institute may not be any day, Monday to Friday, less than four hours.

75. Teachers must provide a minimum of two daily reading periods and a maximum of five. Technical vocational training teachers will deliver a maximum of six daily reading periods.

When a Teacher performs more than one count or function of those referred to in these Instructions, the teaching schedule corresponding to those with the highest allocation of special teaching time will be given or, in addition, the periods of reading. corresponding to the charge or function not being able, in this case, to exceed six reading periods.

Time Distribution

76. The teachers will be required to join the centres on 1 September, and to meet the day set out in these instructions from that date until 30 June, to carry out the tasks entrusted to them, to attend the planned meetings and to draw up the programmes, memories and projects covered by the Organic Regulation. When the reading activities are started, the schedule will be distributed as specified in the following points:

A) Secondary school teachers and technical vocational training teachers.

77. Teachers of Secondary Education and Technical Teachers of Vocational Training will teach at least 18 weekly school periods, and may exceptionally reach 21 when the department's time distribution demands it and always within the same. The part of the time between 18 and 21 reading periods shall be compensated by the additional hours established by the Head of Studies, at the rate of two additional hours for each teaching period.

78. For the purposes of calculating the weekly reading periods set out in the preceding paragraph, the following periods and activities shall be considered to be read:

a) Teaching to groups of students, with complete responsibility for the development of didactic programming and evaluation.

b) Teaching groups of students with negative evaluation in an area of the previous course, or with pending subjects, cited in point 68 (a) of these Instructions.

c) Three periods of time per week for the tasks derived from the headquarters of the departments, including the meetings of the Pedagogical Coordination Commission. In the single-person departments, a teaching period will be established for these tasks, while the remaining two will be devoted to the tasks of collaboration with the department of complementary and after-school activities entrusted by the Head of studies.

d) A period of reading a week for tutoring. The tutors will devote this teaching period to the attention of all the students of the group they are entrusted with. During the first two years of implementation of each cycle or course of compulsory secondary education, the students of the groups of pupils who follow the new teaching will devote another period of time to the week to prepare for the activities of the mentoring and evaluation, updating their training or coordinating with the Guidance Department. This measure will also apply in the course of 1994-95 to the tutors of the Institutes who have already anticipated compulsory secondary education.

e) A reading period a week, at most, for each of the teachers entrusted with the coordination of the tutors of the same course or cycle, for those in charge of the media incorporation programs (a) the use of documentary resources and the use of documentary resources, and the operation of the library and for those responsible for sporting, artistic and cultural activities in the field of education, stable character, to be organized in the institute, in extraordinary time.

f) Shared teaching for specific foreign language conversation practices and laboratory practices of Natural Sciences, Physics and Chemistry. Each Teacher may give a maximum of four lessons per week of shared teaching for conversation or laboratory practice.

g) A teaching period a week, at most, for teachers who are entrusted with teaching to groups of students who have learning problems or groups to deepen.

79. The head of studies will check the exact performance of the teaching assignments for these teaching periods throughout the course.

80. Members of the management team will deliver the following teaching periods with groups of pupils:

a) Director, Head of Studies and, if applicable, Secretary: between 6 and 9 weekly teaching periods, depending on the size and organizational complexity of the centres.

b) Deputy Head of Studies: 9 to 12 weekly reading periods, depending on the size and organizational complexity of the centres.

81. The supplementary timetable, depending on the activities assigned to each Teacher, may include:

(a) Between one and three hours ' guard, depending on the needs of the centre and the judgment of the Head of Studies.

b) Between one and three hours of attention to the library, depending on the needs of the center and the judgment of the Head of Studies.

c) An hour for department meetings.

d) Hours of dispatch and dedicated to coordination tasks for members of the management team.

e) Two hours of tutoring. Tutors who are assigned a full group of students will devote one hour to the parents ' attention and another to the collaboration with the Head of Studies or the Department of Guidance.

g) Two hours for teachers 'representatives in the School Board and in the Teachers' Center.

h) Hours for mentorship of trainee teachers.

i) Hours for the work of the teaching teams of the institutional projects in which the institute participates.

j) Hours of collaboration with the Head of the department of complementary and extra-school activities.

k) Hours of preparation of laboratory practices, workshop practices and the like.

l) Any other, of those established in the annual general programming, which the Director deems appropriate.

82. Where a teacher has no full-time work in his or her centre, he shall have the right to complete it at another institute in his or her place or he shall give the areas, subjects or modules, which the Head of Studies entrust to him, other than those assigned to him. department. In this case, it may be considered as additional hours corresponding to the added workload to prepare such areas or materials.

B) Guidance department teachers.

83. The weekly hours of stay at the Institute of Teachers of Psychology and Pedagogy, integrated in the department of guidance, will be established for the rest of the Teachers in Articles 69, 70 and 71 of these Instructions and will be organized as follows:

(a) Between six and nine reading periods, dedicated to providing optional subjects related to their specialty and to the attention of groups of students following specific programmes, according to the head of studies.

b) Hours of dispatch for the attention of students, parents and teachers and preparation of materials.

c) Hours dedicated to coordination and meetings with the management team and with the tutors.

d) An hour for department meetings.

84. Attention to groups of pupils who follow specific programmes referred to in point (a) of the previous point will be considered to be read as long as it is carried out in a systematic way, with programmes and schedule activities for the students, even if they can change over the course depending on their support needs.

85. Teachers in the field of Psychology and Pedagogy need to carry out part of their duties during two evenings a week for the attention of parents and the orientation of pupils, in accordance with the provisions of the guidance and tutorial action plan.

86. The teachers of this department who attend the diversification groups will also collaborate in the application of the curricular adaptations with the corresponding didactic departments. Once the groups that correspond to them are assigned to perform these functions, these teachers will complete their teaching time with hours of teaching in the department of their specialty. In any case, the time of these teachers will be the general set in these Instructions for Teachers of Secondary Education and Technical Teachers of Vocational Training.

C) Teachers.

87. The working day of the officials of the Teachers ' Corps with a destination in a secondary school will be the same as generally established for those who occupy places in schools of primary education.

D) Teachers with incomplete schedule.

88. Teachers who share their teaching time in more than one institute will share their complementary hours of stay at the school in the same proportion as the teaching hours are distributed. To this end, the Heads of the respective studies must be aware of the time allocated outside their institute in order to complete the supplementary timetable corresponding to their centre. In any case, the teachers must be assigned one hour for the weekly meeting of the departments to which they belong and the corresponding tutoring hours at the Institute in which they are assigned.

89. In addition, the teachers with partial decision-making arrangements for the progressive cessation of activities, in accordance with Article 26 of Law No 22/1993 of 29 December 1993, on the basis of breastfeeding or legal guardian reasons referred to in paragraph (f) of the Article 30 of Law No 30/1984, by trade union or interim appointment, shall cover a number of additional hours in proportion to the number of hours to be delivered, under the same conditions as stated at the point previous.

90. Where a Teacher is in one of the circumstances referred to in the previous two points, the Head of Studies shall take this into account when drawing up his/her schedule.

Elaboration of the schedules

91. In the first course of the course, the Head of Studies will communicate to the teaching and guidance departments the shifts and the number of pupil groups corresponding to each area and subject, according to the registration data, and the number of Teachers who make up the department, established by the Provincial Directorate, with an indication of the number of teachers to be incorporated in each shift or, if necessary, moving to other centres.

92. Once the pedagogical criteria have been established by the Cloister, in the course of this session, the departments will hold an extraordinary meeting to distribute the subjects and courses among its members. The distribution will be done as follows:

(a) In those institutes where students are taught in two or more shifts, the teachers of each of the departments will agree in which shift they will develop their teaching activity. In the event that some Professor is unable to meet his/her schedule in the desired shift, he/she must complete it in another. If the Teachers of the department do not reach an agreement, the choice of shifts shall be made in the order set out in point 95 of these Instructions.

b) Once the turn is chosen, the members of the department will agree on the distribution of subjects and courses. For this distribution, basic and pedagogical reasons will be taken into account.

(c) Only in cases where no agreement is reached between the members of the department for the distribution of the subjects and courses assigned to it, the following procedure shall be used: the Iranian Professors successive rounds, according to the order of precedence set out in points 95 to 97 of these Instructions, a group of students of the subject and course who wish to impart to the completion of the teaching schedule of the members of the department or to assign all the materials and groups which correspond to the same.

(d) Where there are groups which cannot be assumed by the members of the department and the corresponding teaching of other teachers is to be given, it shall be carried out prior to the distribution referred to in paragraphs (b) and (c) to determine which subjects are most appropriate, depending on the training of the teachers who take care of them. The groups corresponding to these matters shall not enter the intended allocation.

e) When in a department of teachers more than 18 teaching periods are to be taught, the possible excess time will be taken up by other teachers in the department in successive years.

f) Teachers will be given priority to teach in the first cycle of compulsory secondary education.

g) In the choice of schedules for training courses and professional modules, the teachers who have followed the training courses will be given preference for the training courses. specifically for teaching in such cycles and modules, as well as those who have experience in imparting these teachings in previous courses.

(h) The teachers of the institute who are required to complete their time in a matter corresponding to a department other than the one assigned to them shall also be incorporated in this department.

93. Of all the circumstances occurring at this extraordinary meeting, minutes shall be drawn up, signed by all the members of the department, from which the Head of Studies shall be immediately copied.

94. Once the subjects and courses are assigned, they can be distributed among the teachers, until the total of their school day, in this order, the following teaching periods:

a) Those intended for the attention of students with areas or subjects pending other courses.

b) Those corresponding to educational activities and curricular adaptations aimed at students who present learning problems, taught in collaboration with the guidance department.

c) The corresponding to the foreign language and the physics and chemistry and natural sciences laboratories.

d) Those destined for the delves established by the department.

95. The choice referred to in point 92 shall be made in accordance with the following order:

(a) Teachers of Secondary Education who were active in the field at the date of entry into force of the Organic Law 1/1990 of 3 October of General Ordination of the Educational System.

b) Secondary Teaching Teachers, except those mentioned in the previous section, Technical Vocational Training Teachers and Special Teachers of ITEM.

c) Interim teachers.

96. The priority in the choice between the secondary school teachers who were active in the field at the date of entry into force of the Organic Law 1/1990 of 3 October of the General Ordination of the Educational System will be determined by the seniority in the condition of the Professor, understood as such that corresponds to the services effectively provided in the Body of Catedratitics added to that acquired in the mentioned condition. The order of choice will be determined by the application of the following criteria, which are considered to be successive:

Greater seniority in the Secondary Teaching Teachers ' Corps, understood as the time of services effectively provided as a career official of said body.

Older at the institute.

If after the application of the above criteria the match persists, the last criterion of the tie-breaker will be fixed in the call for tender of the transfers of the Ministry of Education and Science, published on the date more Next to the time choice act.

97. The priority of choice between secondary school teachers, except those mentioned in the previous point, technical vocational training teachers and special teachers of ITEM will be determined by the age in the respective teachers. bodies, understood to be the one that corresponds to the actual time of services effectively rendered as career civil servant of the respective body. If it agrees, it will go to antiquity in the institute. If the match is persisted, it will be as expressed in the last tiebreaker criterion listed in the previous point.

98. In the light of the distribution of shifts, subjects and courses carried out by the respective departments, the Head of Studies shall draw up the schedules of the pupils and the teachers, with regard to the pedagogical criteria laid down by the Cloister; these schedules shall be included in the annual general programming.

Approval of schedules

99. The provisional approval of the teachers ' schedules corresponds to the Director of the Institute and the final approval to the Provincial Director, after the Inspection Service, which in any case will verify the application of the established criteria in these Instructions. To this end, the Director of the Institute shall forward the schedules to the Provincial Directorate before the start of the activities. The Provincial Directorate shall decide within 20 days of the receipt of the schedules and, where appropriate, shall take appropriate measures.

Teacher's compliance with schedule

100. The control of the compliance with the teachers ' schedule corresponds to the Head of Studies and the assistance to the Administrator, in the institutes in which this position exists. Otherwise, it shall also be for the Head of Studies. For this task and to ensure the proper functioning of the teaching activity of the institutes, the Head of Studies shall have the collaboration of the Assistant Heads of Studies, if any, and of the Faculty of Guard.

101. The teachers of the guard will be responsible for the groups of students who are without a Teacher for any circumstance will guide their activities and will ensure the order and good functioning of the institute. After his period of duty, the Teacher shall record in the relevant part the absences and delays of the Teachers and any other incidents that have occurred.

102. Any absence to be produced shall be notified by the Teacher concerned to the Head of Studies and, where appropriate, to the Administrator as soon as possible. Regardless of the processing of the prescriptive medical discharge parts, the Professor shall complete and deliver to the Administrator, or, where appropriate, the Head of Studies, the corresponding supporting documents on the same day of his/her reinstatement to the institute. For these purposes, the teachers ' models of supporting evidence shall be made available to the Institute Secretariat.

103. Without prejudice to the provisions of subsequent paragraphs, the Directors of the institutes shall forward to the Technical Inspection Service before the fifth day of each month the parts of faults relating to the preceding month, drawn up by the Head of Studies or, where appropriate, by the Administrator. In the models which the effect is drawn up by the Provincial Directorates, the absences or delays relating to the hours of stay at the institute, according to the personal schedule, will be included, regardless of whether or not the absence is justified.

104. Together with the part of the faults, the documents completed and signed by the corresponding teachers will be submitted. It will also include a list of the complementary activities carried out by the teachers, which are not included in their individual schedules. In each of the activities, the participating teachers and the hours spent will be related.

105. A copy of the part of the offence and the other of the list of complementary activities referred to the Technical Inspection Service shall be made public, in a visible place, in the Chamber of Teachers. Another copy will be made available to the School Board of the Institute.

106. The Director of the Institute shall inform the Director of the Office within three days of any absence or delay of a Professor which is unjustified, in order to make the appropriate deduction of assets or, in the case of a serious misconduct, to initiate the processing of the appropriate file. Such communication shall be given in writing, at the same time, to the relevant Professor.

107. Where the Inspection Service finds any breach by the management team of the responsibilities provided by these Instructions in the control of the assistance of the Teacher, be it not to send the (a) for failure to do so, for the purpose of doing so, or for failure to make the relevant notifications referred to in the preceding paragraphs, the Inspection Service shall inform the Director-General to take appropriate action.

VI. Schedule of Administration and Services staff

108. The working day, permits and holidays of the official personnel carrying out administrative or subaltern tasks shall be established in general for the civil servants. Such a day must be fulfilled in its entirety in the institute itself, with an hourly distribution of seven and a half hours, Monday to Friday, on a continuous day or departure, according to the needs of each center.

109. The working staff will have the day, permits and holidays set out in their Collective Agreement.

110. The Administrator or the Registrar shall, where appropriate, ensure that the staff of the Administration and the Services are complied with and shall immediately inform the Director of any non-compliance. The procedure to be followed will be the same as for the teaching staff. If the non-compliance concerns the staff employed at the institute, the Order of 2 March 1988 ("Official State Gazette" of 4), and its existing Labour Convention, will be in force.

VII. Institutes with residence

111. In the Institutes where there is residence, the general schedule shall include the development of all academic, training or other activities of residence, with a distinction between teaching and non-teaching days.

112. The residences will close on weekends, to allow pupils to integrate into family life, except for exceptional situations. However, those students who have been admitted to a residence without the conditioning of closure at the end of the week, and when the distance to their homes is excessive, will remain open at the end of the week until the end of the week. permanently leave the same.

113. The schedules of the internal students in residences will provide for hours of study, hours of leisure and free hours, both in school and non-school days. In public holidays and on weekends, when the residence remains open, cultural, sports and after-school activities will be intensified in the days of tomorrow. In any case, the residence schedule will set a night time limit of entry for the students.

114. In order to develop the didactic programming of the activities of the residence, the proposals of the teaching staff providing services in the residence will be taken into account.

115. The preparation of the teaching staff schedules in the residences will be adapted to the needs of the students of the same and will contemplate:

Hours dedicated to the study of students.

Hours dedicated to attending leisure and leisure time.

Hours of assistance to cloisters.

Hours of collaboration with the department of complementary and after-school activities.

Tutoring hours for parents 'and student groups' care of the residence.

How many others establish the Director, according to what is set in the annual general schedule.

116. The working hours of the teaching staff and the services provided in the residences will be adapted to the needs of the same, with 150 per 100 hours spent on public holidays.

VIII. Other provisions

117. In the institutes of 16 to 25 units, the Director may appoint a Head of Assistant Studies and two in the institutes from 26 to 35 units. In the institutes of 36 units or more, three assistant heads of study may be appointed, provided that vocational training is provided in addition to compulsory secondary education and baccalaureate. The Heads of Assistant Studies shall be responsible for assisting the Head of Studies in the tasks and stages assigned to him. In any case, where two or more professional families are given training courses in an institute, one of the assistant heads of study shall be responsible for these lessons.

118. A Head of Studies responsible for the same shall be appointed in the institutes with night or time studies in double shifts.

119. In order to take care of the complementary and extra-school activities, in the current high school institutions that do not have Vice-Director, the creation of the corresponding department, for whose organization, operation and The constitution will be provided for in the Organic Regulation of secondary education institutes and in these Instructions.

120. The teachers ' tutors of groups of vocational training courses, responsible for training in work centres, will devote one third of the day to the development of the activities covered by Articles 4 and 20. Royal Decree 676/1993 of 7 May 1993 laying down general guidelines on diplomas and corresponding minimum training courses.

121. The centres covered by the Convention of the Ministry of Education and Science with the Ministry of Defence situated in the field of Autonomous Communities with full powers in the field of education, will understand all the references made to them.
