Improving the quality of education is the main objective of the Organic Law 1/1990 of 3 October, of General Ordination of the Educational System (LOGSE), and of the Organic Law 9/1995, of November 20, of the Participation, the Evaluation and the Government of the Teaching Centres (LOPEG). The LOGSE regulates in its title a set of factors directly related to the progress of education, including the evaluation of the educational system. Article 62.1 states that such an assessment will be geared to the permanent adequacy of the same to social demands and educational needs and will be applied to students, teachers, schools, educational processes and Administration. In coherence with this approach, the Royal Decrees that have established the curriculum of the various levels, stages and educational cycles have stressed the importance of the teachers evaluating the curriculum project undertaken, the programming teacher and the actual development of the curriculum in relation to their suitability for the educational needs of the centre and the specific characteristics of the students. In order to achieve this objective, the corresponding assessment orders, given in the development of the respective curricula, indicate that the Pedagogical Coordination Commission will propose to the Cloister, for its approval, the Plan of Evaluation of the The European Parliament's Committee of the European Parliament, the Committee of the European Parliament and the Committee of the European

The factors associated with the progress of education, mentioned in the LOGSE, especially those related to the evaluation of the teaching centers, have been developed later in the LOPEG. This law reinforces the pedagogical and management autonomy of the educational institutions and establishes that all the centers must prepare and approve their own educational project in which the objectives, priorities and procedures of the action, on which they must inform the educational community. Consequently, with this approach, Article 29 of this Law requires the educational authorities to develop and implement evaluation plans on the publicly funded teaching centres, while the difference between the two external evaluation and the other internal evaluation to be carried out by all the centres on their operation at the end of each school year. For this reason, the Royal Decrees 82/1996 and 83/1996, of 26 January, in which the Organic Regulations of the Schools of Child Education and the Colleges of Primary Education, and of the Institutes of Secondary Education, have been established, have collected, in Titles V and VI respectively, as well as in the additional provisions, the necessary and periodic assessment to be carried out by each centre and have indicated the level of participation in the same of the collegiate and single-person bodies Government.

Under this already established regulatory framework, this order is formulated on the assessment of the educational institutions with the aim of improving the quality of the teaching and as a necessary instrument to detect the successes and errors and to achieve, in this way, to deepen the first and rectify the latter. The evaluation of the educational institutions should also encourage the educational administration to take the necessary measures to ensure equal opportunities for all students. The results obtained should be used as a reference to develop an improvement plan for the centre, which will help to ensure that all pupils receive higher education.

In its virtue and previous State School Board report, I have:

I. Internal evaluation of the teaching centres

First.-The schools will evaluate their own functioning and the results achieved at the end of each school year.

Second. The assessment will be mainly about planning and development of:

The educational project of the center.

The curricular projects of each of the stages and cycles that are delivered in the center.

Annual general programming and in particular complementary and extra-school activities.

The teaching process.

The evolution of students ' school performance.

Third. -1. The School Board will evaluate, at the end of each course, the educational project of the school as well as the annual general programming, the development of the complementary school activities, the evolution of the school performance of the students and the effectiveness in the management of human and material resources, while respecting, in any case, the teaching aspects of the faculty.

2. This evaluation will take particular account of the specific objectives which the centre intends to develop, the participation of the various sectors of the school community, the educational and co-existence environment in the centre and the study climate created in it, attention to the diversity of the students, the educational results achieved by the students and the relations of the center with its social and cultural environment.

3. In order to carry out a more thorough assessment, the School Board may, through the Director, seek advice or reports from the single-personal bodies of the Centre and the teaching coordination bodies, as well as the inspector of education assigned to it. It shall also take into account the results of the assessment carried out by the cloister.

4. The members of the School Board will produce a report on the results of the evaluation carried out that will make it possible to reach the different sectors of the educational community of which they are representatives. The main lines of this report, which reflect the progress made on the previous course, as well as the educational project, will be available to parents who request it, in order to provide them with more complete information. on the center that allows them to become involved in the educational line of the same with greater knowledge and commitment.

Fourth. -1. The faculty of teachers shall evaluate, at the end of each school year, the curriculum projects of each of the stages and cycles which are provided at the centre, the teaching process and the evolution of the school performance of the centre through the the results of the students ' evaluations. It will also evaluate all the teaching aspects included in the educational project and in the annual general programming of the center.

2. The cloister will present to the School Board, through the director of the center, the results of this evaluation.

3. In order to carry out these evaluations, the Commission for Pedagogical Coordination will propose to the faculty of teachers the corresponding evaluation plan, in which the criteria set out in the corresponding orders of the evaluation of the different educational stages.

4. Among the means which may be used for the assessment of the aspects subject to evaluation may include, inter alia, the reports of the education inspection and the contributions of the unipersonal organs of government and of the organs of teacher coordination.

5. The reports on the results of the various aspects of the internal evaluation, carried out by the School Board and the cloister, will be incorporated into the annual report which will be forwarded to the Provincial Directorate.

6. The Ministry of Education and Science will develop evaluation models and indicators and provide them with the teaching centres to facilitate the evaluation of their own functioning. The results of the evaluation carried out by the National Institute of Quality and Evaluation on the various aspects of the educational system, the results of which will be public, may serve as a reference framework for the institution itself. assess their situation with regard to the general situation. II. External evaluation of teaching centres

Fifth. -1. The Ministry of Education and Science will carry out the evaluation of all schools at least every four years.

2. Without prejudice to the above, the educational institutions may request the educational administration to carry out the external evaluation before the expected deadline. This request may be made by the School Board or the faculty member, in a decision taken by the absolute majority of its members.

Sixth. -1. It is up to the educational inspection to evaluate the external evaluation of the centers and to collaborate with the unipersonal and collegial organs of government, the didactic coordinating bodies and the different sectors of the educational community.

2. The educational inspection may include as a member of the assessment team a centre for a director of another teaching centre with a minimum age of two years in office.

Seventh.-The successive evaluations of the centres will have to take into account the conclusions obtained in the previous ones as well as the results of the internal evaluation carried out by the center itself, which will allow to highlight the changes and more accurately the general evolution of the centre.

Eighth. -1. The assessment of the centres shall take into account the socio-economic context of the centres and the resources available to them, and shall be carried out on the educational processes and on the results obtained, both as regards the organisation, management and operation, as well as all of the teaching and learning activities.

2. The model to be established for the evaluation of educational processes should include at least indicators on the following aspects: the work of the director and the rest of the management team, the participation of the responsible sectors in the development of the educational and curricular projects of the centre and the quality of the school, the preparation of teachers and their involvement in training and innovation processes, the educational environment and the climate of study in the centre and the capacity of the centre to cater for the diversity of pupils.

3. The model to be established for the evaluation of the results obtained should include indicators on the following aspects: educational outcomes of the students according to their possibilities, level of satisfaction of the functioning of the center of the different sectors of the educational community, relations of the center with its social and cultural environment and amplitude and adequacy of the educational offer.

4. The Ministry of Education and Science will develop these indicators with more precise criteria. These criteria, as well as the procedures used for the assessment of the centres, will be made public and must be known by the centres in advance for their assessment.

Ninth. -The results of the evaluation will be communicated to the School Board of each center, for which a specific meeting will be convened. The director of the centre shall also bring them to the knowledge of the cloister.

Tenth. -1. The director of the centre will promote and coordinate the development of an improvement plan for the centre based on the results of the internal and external evaluation carried out. In the preparation and approval of this plan, the collegiate and unipersonal organs of government will participate as well as the organs of teaching coordination in accordance with their respective competences.

2. The centre's improvement plan must be geared to the improvement of the processes or results which have had a less positive assessment. Its objectives may relate to the general operation of the centre or to a specific aspect of the centre.

Eleventh. -The Ministry of Education and Science will collaborate with the centers in the elaboration and implementation of the improvement plan of the center.

12th. -1. The Ministry of Education and Science will draw up a four-year plan for the evaluation of the educational institutions in which it will establish the academic year in which each center will be evaluated, as well as the specific procedures to be used. The first plan will start the course 1996-1997.

2. For the elaboration of this plan, the Ministry of Education and Science will request the collaboration of the National Institute of Quality and Evaluation.

Additional disposition.

1. In the teaching centres whose characteristics so require, the Ministry of Education may adapt the periodicity laid down in general in Article 5 (1).

2. The evaluation will also apply to the schools of teachers and resources and to the educational and psychopedagogical guidance teams, adapting both the aspects of the evaluation and the periodicity of the same to the specific characteristics. of the same.

Final disposition first.

This Order will be implemented in the field of management of the Ministry of Education and Science for the publicly funded teaching centers.

Final disposition second.

The Secretary of State for Education will adopt the necessary measures for the implementation of the provisions of this Order.

Final disposition third.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
