Royal Decree 1487/1994, of 1 July, amending and supplementing Royal Decree 986/1991 of 14 June, approving the timetable for the implementation of the new management system of the education system, sets out the dates in which the teaching of the compulsory secondary education stage is to be introduced, in general, and the teaching of the seventh and eighth courses of basic general education shall no longer be taught; and First and second of the Unified and Polivalent Baccalaureate and the first vocational training grade.

At the same time, the basic conditions and characteristics to be met by the programmes of curricular diversification that are put in place in the centres as a measure of attention to the diversity of educational needs of the students are established.

By virtue of the above, this Ministry, in the exercise of the authorization granted to it by the final disposition of Royal Decree 1487/1994, of July 1, and the final disposition of Royal Decree 1345/1991, of 6 of September, and prior report of the State School Council, has arranged:

First. This Order will be applied in the centers where the teaching of compulsory secondary education is taught, within the scope of the Ministry of Education and Science.

CHAPTER I

Pupils access

CHAPTER II

Evaluation, promotion, and certification

Fifth. -1. CHAPTER III

Schedules

Sixth. -1. The weekly schedule for each of the courses of the first cycle of compulsory secondary education will be twenty-eight periods, except in the Autonomous Community of the Balearic Islands, where it will be thirty and a half periods.

3. CHAPTER IV

Optives

Ninth. -1. The provision of optional subjects at the Centres should be used to develop the general skills referred to in the objectives of the stage, to facilitate the transition of young people into active and adult life, and to extend the educational and educational provision of young people. 2. The number of optional subjects to be cured will be one in each of the first and third courses, and two in the fourth. However, for certain pupils, and depending on the conditions laid down in point 1 (2) of this Order, there may be the possibility of two optional subjects on the third course.

11th. -1. During the first cycle, the student will preferably take the Second Foreign Language as an optional subject. However, at the request of the parents or the Tutor of the group and, in any event, after consultation with the Department of Guidance, the Director of the Centre may authorise the student to take a different optional subject, which shall be offered by the Centre. of the following:

A matter of the field of technology-plastic.

These subjects will enable us to strengthen or deepen, as appropriate, the capabilities set out in the general objectives which, for this cycle, will establish the Stage Curricular Project.

To this end, the optional subjects of Communication, Mathematics Workshop and Craft Workshop can be used, for which the teachers will adapt the curriculum of these subjects, established in the Resolution of the Directorate-General for Pedagogical Renewal of 10 June 1992 (Official Journal of the State of 19), in particular as regards the subject matter of the Communication, to the particular conditions of the centres.

2. Students who in the third course of the study as an optional subject of the Second Foreign Language will be able to combine their study, on a voluntary basis, with that of another optional subject matter, provided that the organisation of the Centre so permit. This second optional subject will, for all intents and purposes, have the same consideration as the other optional subjects.

3. In the fourth year, the student will have to take at least one of the required fields as an optional subject.

12th. -1. The planning of the optional Second Foreign Language will be a stage. However, in order for pupils to be able to start studies of a second foreign language at the beginning of the second stage of the stage, the centres will programme the teaching of this subject at two different levels; one for those pupils who come from the first cycle of the stage and the other for those who are incorporated for the first time, in the second cycle, to the teachings of that foreign language.

6. The other optional subjects shall be programmed for development along a course. However, the centres may offer the same optional subject matter in different courses for those pupils who have not previously attended the courses.

13th. -1. The optional subjects of professional initiation, which may be submitted by the students in the second cycle, will have the specific objective of facilitating their transition to active life and their professional orientation through a content offering. (a) basic training and activities for the introduction of specific vocational training courses.

2. Professional initiation subjects shall be developed by the centres as practical subjects whose contents shall be related to the supply of training cycles in the middle grade of the centre itself or with the socio-economic characteristics and production of the environment. In the case of centres which do not teach specific vocational training courses, the subjects of professional initiation may develop content related to medium-grade training courses which are provided in nearby centres. The planning and development of these subjects will be carried out with the collaboration of the Department of Guidance and in accordance with the plan of academic and professional orientation.

3. The institutions shall develop a maximum of professional initiation subjects related to the average degree of training courses given to the number of different professional families with which those training cycles are related, and a maximum of a subject in relation to the socio-economic and productive environment of the centre.

4. In any case, the optional subjects of professional initiation must be authorized by the General Directorate of Pedagogical Renewal according to the Directorate General of Professional Training Reglado and Educational Promotion. The application for authorisation shall be in accordance with the provisions of point 14 of this Order. For the design of the curriculum of these subjects, the centres may use the general framework set out in Annex II to the Resolution of 10 June 1992, from the Directorate-General for Pedagogical Renewal.

14th. -1. The offer of optional subjects whose curriculum has been established by the General Directorate of Pedagogical Renewal, which are listed in Annex III to this Order, will not require prior authorization.

2. The Directorate-General for Pedagogical Renewal will be able to modify and expand the repertoire of optional subjects, mainly from the contributions and suggestions that the centers themselves make, as the experience advises. The Directorate-General for Pedagogical Renewal may also issue instructions for the development of the provisions on optional matters in this Order.

3. Applications for the authorisation of the optional subjects which so require must be processed, on a proposal from the Southern Ccloister, through the respective Provincial Directorates or Territorial Sub-Directorates before 15 February preceding the year. the commencement of the course in which the delivery of these materials is proposed, for supervision by the Educational Inspection Service. Applications shall be accompanied by:

(a) The curriculum of the optional subject in which the basic objectives and content are at least presented.

b) Materials and educational means available for the development of the proposed material.

c) Qualification of teachers to be taught, as well as, in the Institutes of Secondary Education, Department of the Center that will be responsible for their development and availability of teachers.

(d) In the case of matters of professional initiation, the time field for which they have been programmes shall be indicated, as well as, in the case of subjects linked to specific vocational training courses, their relationship with the medium-grade training cycles which are provided at the centre or, where appropriate, in nearby centres.

15th. -1. The Educational Inspection Services shall monitor applications for optional subjects from the centres according to the following criteria:

a) Adequation of the teachings of the subject to the characteristics of the center and the needs of the students.

(b) Balance of the supply of optional subjects between the different fields of knowledge, with a view to providing students with a range of possibilities to extend their training and contribute to their academic orientation; and professional.

c) Contribution of these teachings to the achievement of the objectives of the stage.

d) Adequation of the curriculum itself of the optional subject, checking that it addresses contents that develop globalized or functional learning different from those contemplated in the areas of the curriculum or in other subjects optives.

e) Qualification of the faculty that is proposed to develop it and guarantee of continuity in the delivery of the matter.

f) The suitability of the available teaching material.

g) Hourly availability of teachers.

2. In the light of its monitoring, the Education Inspectorate will inform the Directors of the centres of the changes which need to be made in the proposal for an option to meet the criteria and conditions laid down in the Directive. this Order.

3. Once supervised by the Educational Inspection Services, the Provincial Directorates and Territorial Subdirectorates will refer to the Directorate-General for Pedagogical Renewal before April 15 the authorization files accompanied by the report of the Inspectorate.

4. In the case of optional subjects of professional initiation linked to specific vocational training, the report of the Inspection Service on such subjects shall include the professional family and the training cycle/s the average degree to which such an option relates.

5. 16th.-In centres supported by public funds, the teachings of each optional subject can only be given to a minimum number of 15 pupils. Seventeenth. The evaluation of the optional subjects will be carried out in a similar way to the rest of the areas and subjects of the curriculum and according to the provisions of the Order of 12 November 1992 on evaluation in the Compulsory Secondary Education.

CHAPTER V

Curriculum diversification programs

Eighteenth. -1. As set out in Article 18 of Royal Decree 1345/1991 of 6 September establishing the Compulsory Secondary Education Curriculum, it will be possible to establish at this stage the diversification of the curriculum which will be the objective of the students reach, by means of an appropriate methodology and a provision of the contents adapted to their characteristics and needs, the general capabilities of the stage and, therefore, obtain the degree of Graduate in Education Secondary.

CHAPTER VI

Teachings of religion and study activities

Twenty-third. -1. 2. 5. The teachings of the first cycle of compulsory secondary education in the Primary Education Colleges will be taught by Masters, according to the allocation of areas in Annex V of this Order. The distribution of the areas of Technology and of Plastic and Visual Education will be assigned by the Director of the College according to the qualification of the faculty and the organizational needs of the center. In the case of Technology, this designation will preferably fall to Masters with certification of qualification in Mathematics and Nature Sciences.

However, during the process of early implementation of the teaching of compulsory secondary education, where exceptional circumstances arise which prevent a student from pursuing the studies initiated in the secondary education, the Directorates Provincial and Territorial Sub-Directorates of the Department may authorise the incorporation of the pupil into the teaching of the curricula which are extinguished in accordance with the provisions of the Order of 7 September 1994 ("Official Journal of the European Union"). State of the 17) laying down the general framework for access to the teachings regulated by the Law 14/1970, of 4 August, General of Education, as well as the conditions for the issue of the titles to which they conduct, of the students who, during the period of early implementation, are pursuing without completing the teachings derived from the Law Organic 1/1990, of 3 October, of General Management of the Educational System, and in the Resolution of 3 November 1994 ("Official State Gazette" of 26), of the Secretariat of State of Education, which develops it.

Transitional provision fifth. -In addition, in accordance with the provisions of the first transitional provision of Royal Decree 1487/1994 of 1 July 1994, the issue of the degree of School Graduation is authorized to those students who, from the Basic General Education, they would have passed the first cycle of compulsory secondary education and would not be able to obtain the degree of graduate in secondary education, either to continue their studies on another way or because, after their completion schooling at the stage, have not achieved the objectives of the stage. For these purposes, the first cycle shall be understood when the teaching team has decided to promote the second cycle as a result of the result of the assessment and not because it is impossible to stay for one more year in the first one, or well when the student has promoted due to such impossibility, the teaching team, at the end of the third course, would have decided to promote the fourth course of the stage as a result of the evaluation.

Transitional disposition sixth. -1. Throughout the course of 1995/1996 all the centres will adapt their offer of optional subjects so that at the beginning of the course 1996/97 the configuration which of the same will be done in the Project Curricular of Stage is adapted to the provisions in the present Order. Such adequacy shall be supervised by the relevant Education Inspection Service.

2. In order to ensure that the offer of optional subjects for each centre, in the course of 1996/1997, is in line with the provisions of this Order, the time limit for the application for the authorisation of optional subjects by the centres for development in that course end one month after the date of publication of this Order in the "Official State Gazette".

Transitional provision seventh. -In relation to the provisions of point septimo.2 of this Order, the centres which, in the course of the 1995/1996 course, have taught in advance the first cycle of secondary education Compulsory, in the course of 1996/1997 they will program the teaching of the areas of Plastic and Visual Education and Technology in the second course of the cycle in two weekly teaching periods for each one of them.

Repeal provision.-The Order of 8 July 1993 for the provision of instructions for the advance implementation of compulsory secondary education and the provision of equal or lower provisions is hereby repealed. (a) shall be contrary to the provisions of this Order.

Final disposition. -The Secretary of State of Education will dictate how many measures are necessary for the application of the provisions of this Order.

Final disposition second. -This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
