Royal Decree 797/1995 of 19 May, establishing guidelines on certificates of professionalism and the corresponding minimum contents of occupational vocational training, has instituted and demarcated the framework of the to which the certificates of professionalism must conform by reference to their formal and material characteristics, to the par which has defined their essential nature, their meaning, their scope and territorial validity, and, inter alia, forecasts, the paths for getting it

The establishment of certain rules of law finds its reason to be in the need to guarantee, in respect of all occupations that are capable of certification, the objectives that are demanded of the certificates of professional. In substance, these objectives could be considered as referring to the implementation of an effective active employment policy, in support of the placement and satisfaction of the demand for qualifications by enterprises, as a support for the planning of and management of human resources in any productive field, as a means of ensuring a level of acceptable and uniform quality of occupational vocational training, consistent with the situation and requirements of the labour market, and, for last, to foster the best coordination and integration between the teachings and knowledge acquired through regulated vocational training, occupational vocational training and work practice.

Royal Decree 797/1995 also conceives the standard of creating the certificate of professionalism as an act of the Government of the Nation and resulting from its regulatory authority, in accordance with its national scope and validity, and, respecting the division of competences, allows the minimum training contents to be adapted to the socio-productive reality of each Autonomous Community competent in occupational vocational training, without prejudice, in any case, to the unit of the the system in relation to professional qualifications and state competence in the field of emanation of the certificates of professionalism.

This Royal Decree regulates the certificate of professionalism corresponding to the occupation of heavy truck driver, belonging to the professional family of Transports and Communications and contains the terms (i) the establishment of the employment relationship, such as the units of competence which make up their professional profile, and the minimum content of training suitable for the acquisition of the professional competence of the same occupation, together with the specifications needed for the development of the training action, all according to the Royal Decree 797/1995, several times cited.

By virtue of Article 1 (2) of Royal Decree 797/1995 of 19 May 1995, following a report by the Autonomous Communities which have received the transfer of the management of occupational and occupational training General of Vocational Training, on a proposal from the Minister for Labour and Social Affairs, and after deliberation by the Council of Ministers at its meeting on 6 September 1996

D I S P O N G O:

Article 1. Establishment.

The certificate of professionalism corresponding to the occupation of heavy truck driver, of the professional family of Transports and Communications is established, which will have official character and validity throughout the territory national.

Article 2. Specifications of the certificate of professionalism.

1. The general data for the occupation and its professional profile are set out in Annex 1.

2. The training itinerary, its duration and the relationship of the modules that make up the route, as well as the fundamental characteristics of each of the modules are set out in Annex II, paragraphs 1 and 2.

3. The requirements of the teacher and the access requirements of the students to the modules of the training itinerary are set out in Annex II, paragraph 3.

4. The basic requirements for installations, equipment and machinery, tools and tools are set out in Annex II, paragraph 4.

Article 3. Accreditation of the apprenticeship contract.

The professional skills acquired through the apprenticeship contract will be credited in relation to one, several or all the units of competence that make up the occupational profile of the occupation, to which the Royal Decree, according to the scope of the agreed labour supply constituting the subject matter of the contract, in accordance with Articles 3.3 and 4.2 of Royal Decree 797/1995 of 19 May 1995.

Single transient arrangement. Adaptation to the National Plan for Vocational Training and Insertion.

The centres authorised to dispense occupational vocational training through the National Plan of Vocational Training and Insertion, which is regulated by Royal Decree 631/1993 of 3 May, will have to adapt the Training courses approved to the requirements of installations, materials and equipment, listed in Annex II, paragraph 4 of this Royal Decree, within one year, immediately communicating it to the competent authority.

Final disposition first. Faculty of development.

The Minister of Labour and Social Affairs is hereby authorized to make any precise provisions for the development of this Royal Decree.

Final disposition second. Entry into force.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".

ANNEX I

OCCUPATIONAL REFERENT

1. Data from the occupation

a) Denomination: Heavy truck driver.

b) Professional family of: Transportation and Communications.

2. Professional profile of the occupation

(a) General competition: carries out the carriage of goods by road in a safe, responsible and economic manner, respecting the rules in force and the instructions/service programme; and monitors or performs the operations of loading/unloading and handling of goods. Prepares and applies the preventive maintenance plan of the vehicle and auxiliary equipment, repairing in case necessary breakdowns or simple dysfunctions. Acts in the event of accidents or accidents in accordance with the procedures defined.

b) Competition units:

Perform preventive preparation and maintenance of the vehicle and its auxiliary equipment.

Perform operations related to freight services.

Monitor, and in your case, the processes of loading and unloading of goods.

c) Professional realizations and execution criteria.

Competition Unit 1: Perform the preparation and preventive maintenance of the vehicle and its auxiliary equipment

PROFESSIONAL REALIZATIONS/EXECUTION CRITERIA

Prepare and verify the technical status of the vehicle and its auxiliary equipment, by performing frequent security checks, in order to ensure optimum safety and performance conditions. /Performing in an orderly and careful manner, and adjusting in their case to the control sheets or forms established, the basic safety inspections, at the beginning of the service and/or working day, the operation and good condition of the vehicle.

Accurately checking that the different equipment and auxiliary systems of the vehicle are operating correctly, performing the appropriate test, verification and commissioning operations.

Personally resolving the possible disfunctions detected, or where appropriate, by giving party to appropriate technical services or services.

Carefully monitoring that the truck has the regulated envelope, and the necessary materials and instruments according to the characteristics of the service and the regulations in force.

Before you leave, completing correctly and legibly, and if you proceed by giving the person or department responsible, the forms or control sheets of the checks made.

Collaborate in the preservation and preventive maintenance of the vehicle, applying the established procedures and instructions, in order to obtain its maximum performance and to perform the services in a safe manner. /Organising in an orderly and secure way the space for the performance of the different operations of maintenance and preservation of the vehicle; preparing the appropriate materials and tools.

In accordance with the appropriate stages and sequences of performance, and following in its case the established programs, carrying out in a responsible manner, the maintenance and regular maintenance of the vehicle and equipment.

Periodically cleaning and interior and exterior of the truck that affect your safety, using the materials and products.

Collecting, sorting and cleaning the workspace as well as the tools and materials used, ensuring the replacement of the spare parts used.

Carrying the vehicle, if applicable, to the appropriate technical services for review in accordance with the deadlines laid down in the regulations.

Accurately and legibly fill in the established maintenance control documents (maintenance tabs).

Detect and locate the faults en route, applying the precise techniques and procedures, in order to proceed to repair and ensure the correct operational condition of the vehicle. /To promptly identify possible breakdowns or failures; parking if the vehicle is in a safe place, in order not to hinder the circulation.

Immediately stopping the engine, immobilizing the vehicle by means of the braking or quiet organs themselves, and tilting the wheels correctly in case of ramps or slopes; and, if necessary, disconnecting the batteries.

Immediately placing hazard presenalization devices and turning on position or fault signaling.

Rapidly determining the origin and causes of breakdowns or failures, accurately performing the appropriate tests and inspections.

Thoroughly and accurately repair any breakdowns or dysfunctions that are in your field of intervention; or by promptly giving part of them to the relevant responsible or mechanical services.

Competition Unit 2: Carry out operations related to freight services

PROFESSIONAL REALIZATIONS/EXECUTION CRITERIA

Prepare the services by obtaining and/or understanding all the necessary information and documents, and in your case planning the service, in order to develop it efficiently and in accordance with the current rules. /Collecting and understanding accurately and accurately all information and documentation on the planned travel and/or transport services, as well as the appropriate instructions transmitted by the company.

Making, if necessary, the transport plan-itineraries, routes, stages-guaranteeing an optimization of the times and the compliance with the current regulations.

By consulting, if appropriate, appropriate internal or external sources of information for the purpose of knowing and assessing the road network of the area of action (road typologies, plotted, circulation intensities).

Observing and maintaining in a regular manner the dropper in the economic zone of work, making the necessary corrective speed changes; maintaining uniform average speeds, optimal and avoiding speeds high.

Maintaining a permanent concentration in order to anticipate traffic situations, and thus perform moderate accelerations, decelerations or braking.

Permanently observing the vehicle's indicators during the journey, in order to control its correct operation and detect/correct possible dysfunctions.

Rigorous control and monitoring of driving times, breaks, and interruptions.

Rigorously ensuring the correct condition and safety of the goods by carrying out the necessary checks during the course of the journey; taking appropriate corrective measures as appropriate.

Maintaining regular communication with the company, obtaining and providing detailed and up-to-date information on the state and development of the transport service, in accordance with the defined systems and procedures.

Ordering and recording clearly and in detail the documents relating to the transport service, in accordance with the procedures and rules established in the company; preparing and presenting the report if appropriate corresponding.

To carry out the customs transit, following the procedures defined according to the type of operation and regulations in force, in order to ensure its correct realization. /Properly performing the necessary operations and procedures to carry out the customs traffic control.

Rigorously checking that the loading spaces, accessories and fastening materials to be used are adapted to the nature and typology of the load and are in good condition.

Participate and/or perform the loading/unloading, handling of goods and ancillary tasks, applying the appropriate techniques and procedures and respecting the current regulations, in order to ensure the physical protection of the the goods and the safety of transport. /Positioning and immobilizing correctly the truck, and if necessary carrying out the activities of loading/unloading of goods, watching with attention not to hinder the circulation nor to affect the road safety; strictly complying with the schedules load/discharge and other existing rules.

Participating and/or carefully performing the loading/unloading and handling operations of the goods, in accordance with the nature and type of loads carried, applying the appropriate means and materials, to the object of to avoid possible damage and to increase the safety of transport.

In case of loads that protrude from the vehicle, correctly signaling the same by means of lights or relevant reflective devices.

Rigorously and thoroughly perform appropriate checks and controls to ensure the safety of goods and transport, and compliance with current regulations.

In case of partial downloads, redistributing after each operation the load to maintain the balance of the set.

Performing and controlling the correct reading, interpretation, fulfillment and delivery of the different documents used and/or elaborated in the loading and unloading process.

Duration: 25 hours.

Apply procedures for the preparation of loading/unloading or stow/desestiba operations. /To define basically the characteristics of the different types of goods or the usual loads in the transport of goods by road.

Identify the compatibility or incompatibility of different commons in common.

Check the conformity of the goods with the conditions of the transport service by applying different control modes.

Determine the proper distribution of the goods in the cargo spaces of the vehicles according to criteria of safety, balance and uniformity.

3. Personal requirements

a) Teacher requirements.

1. º Academic level: university/technical qualification or equivalent professional training in the occupation related to the course.

2. Professional experience: three years of experience in the sector or in activities related to it.

3. Teaching level: teaching experience or methodological training will be necessary.

b) Access requirements for students.

1. Academic Level: EGB.

2. Professional experience: no professional experience required.

3. Physical Conditions: none in particular, except those that impede the normal development of the profession.

4. Material requirements

a) Installations:

1. Classics Classroom. Area: the classroom will have to have a minimum of 45 square meters for groups of 15 students (3 square meters per pupil). Furniture: it will be equipped with furniture for teachers and 15 students, in addition to the auxiliary elements. The classroom of theoretical classes will be used in the realization of some practices.
