Royal Decree 797/1995 of 19 May, establishing guidelines on certificates of professionalism and the corresponding minimum contents of occupational vocational training, has instituted and demarcated the framework of the to which the certificates of professionalism must conform by reference to their formal and material characteristics, to the par which has defined their essential nature, their meaning, their scope and territorial validity, and, inter alia, forecasts, the paths for obtaining them.

The establishment of certain rules of law finds its reason to be in the need to guarantee, in respect of all occupations that are capable of certification, the objectives that are demanded of the certificates of professional. In substance, these objectives could be considered as referring to the implementation of an effective active employment policy, as a support for the placement and satisfaction of the demand for qualifications by enterprises, as support for the planning of and management of human resources in any productive field, as a means of ensuring a level of acceptable and uniform quality of occupational vocational training, consistent with the situation and requirements of the labour market, and, for Finally, to promote the best coordination and integration between the teachings and knowledge acquired through regulated vocational training, occupational vocational training and work practice.

Royal Decree 797/1995 also conceives the standard of creating the certificate of professionalism as an act of the Government of the Nation and resulting from its regulatory authority, in accordance with its national scope and validity, and, respecting the division of competences, allows the minimum training contents to be adapted to the socio-productive reality of each Autonomous Community competent in occupational vocational training, without prejudice, in any case, to the unit of the the system in relation to professional qualifications and state competence in the field of emanation of the certificates of professionalism.

This Royal Decree regulates the certificate of professionalism corresponding to the occupation of transport and extraction mining, belonging to the professional family of Mining and First Transformations and contains the (a) the number of persons who have been employed in the occupation, and the minimum content of training suitable for the acquisition of the professional competence of the same occupation, together with the the specifications necessary for the development of the training action; According to Royal Decree 797/1995, several times cited.

By virtue of Article 1 (2) of Royal Decree 797/1995 of 19 May 1995, following a report by the Autonomous Communities which have received the transfer of the management of occupational and occupational training General of Vocational Training, on a proposal from the Minister for Labour and Social Affairs, and after deliberation by the Council of Ministers at its meeting on 6 September 1996

D I S P O N G O:

Article 1. Establishment.

The certificate of professionalism corresponding to the occupation of mining of transport and extraction, of the professional family of mining and first transformations is established, that will have official character and validity in all the national territory.

Article 2. Specifications of the certificate of professionalism.

1. The general data of the occupation and its professional profile are set out in Annex I.

2. The training itinerary, its duration and the relationship of the modules that make up the route, as well as the fundamental characteristics of each of the modules are set out in Annex II, paragraphs 1 and 2.

3. The requirements of the teacher and the access requirements of the students to the modules of the training itinerary are set out in Annex II, paragraph 3.

4. The basic requirements for installations, equipment and machinery, tools and tools are set out in Annex II, paragraph 4.

Article 3. Accreditation of the apprenticeship contract.

The professional skills acquired through the apprenticeship contract will be credited in relation to one, several or all the units of competence that make up the occupational profile of the occupation, to which the Royal Decree, according to the scope of the agreed labour supply constituting the subject matter of the contract, in accordance with Articles 3.3 and 4.2 of Royal Decree 797/1995 of 19 May 1995.

Single transient arrangement. Adaptation to the National Plan for Vocational Training and Insertion.

The centres authorised to dispense occupational vocational training through the National Plan of Vocational Training and Insertion, which is regulated by Royal Decree 631/1993 of 3 May, will have to adapt the Training courses approved to the requirements of installations, materials and equipment, listed in Annex II (4) of this Royal Decree, within one year, immediately communicating it to the competent authority.

Final disposition first. Faculty of development.

The Minister of Labour and Social Affairs is hereby authorized to make any precise provisions for the development of this Royal Decree.

Final disposition second. Entry into force.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".

OCCUPATIONAL REFERENT

2. Occupational profile of the occupation:

(a) General competition: to carry out the transport of personnel, minerals, debris and materials, using continuous and discontinuous means of transport, as well as the extraction of personnel, wagons and materials by vertical wells and (a) inclined planes, complying with the rules and safety provisions relating to these works.

b) Competition units:

Carry out the transportation of personnel, ore, debris and materials, using continuous means of transport.

Carry out the transportation of personnel, ore, debris, and materials, using discontinuous means of transportation.

Competition Unit 1: Transport of personnel, ore, debris and materials, using continuous means of transport

PROFESSIONAL REALIZATIONS/EXECUTION CRITERIA

Control the operation of conveyor belts, correcting anomalies, by performing appropriate maintenance operations to prevent accidents or damage to installations. /Performing first-level maintenance, checking that the security devices are working properly.

By monitoring that when personnel are transported on the tapes, it is performed according to the security provisions made.

Monitoring that material discharge is performed in a regular and continuous manner:

By controlling that the material in the hopper does not fall below a certain limit.

Removing jams.

Removing foreign objects.

By controlling the proper operation of the guides, self-aligning stations and tensioning heads, as well as the band and their splices, noting the observed anomalies and repairing them with the stop tape.

Observing, in underground coal mines, anomalies that can affect safety:

Smell of burnt.

Presence of smoke.

The band's patinate.

Deviation from the band.

Alarms in the detectors.

Correcting the above mentioned points of your competence, communicating the rest in writing to the immediate responsible.

Helping maintenance personnel in second-level tasks:

Changing reducing oils.

Changing defective rollers.

Changing load guides and scrapers.

Cleaning drums, rollers, and self-centering stations.

Tightening screws.

Adjusting load guides.

Regulating the tension of the band.

Helping the mining electromechanical in the elongation of conveyor belts.

PROFESSIONAL REALIZATIONS/EXECUTION CRITERIA

Form the train, hooking the wagons in the parking lot or boarding, for putting into circulation. /Performing the first level maintenance of the locomotive, checking especially: brakes, lighting, acoustic signal, power-off and gas scrubber.

Module 1: Continuous transport of personnel, ore, debris and materials (associated with UC number 1: carrying out personnel, mineral, debris and materials, using continuous means of transport)

General objective of the module: to carry out the necessary operations for the transport of personnel, ore, debris and materials by continuous means.

Duration: 200 hours.

SPECIFIC OBJECTIVES/EVALUATION CRITERIA

Perform transport with conveyor belts. /Inspect the conveyor belts, checking that they meet the regulatory specifications.

Perform first-level maintenance of the conveyor belts according to instructions in the maintenance manual.

Rigorously apply internal security provisions regarding the transportation of personnel.

Control the smooth operation of the different elements of the installation by recording the observed failures.

Conveniently graduate the feed from the tape, avoiding misalignments and material spill.

Detect the symptoms, in the underground coal mines, of possible incidents that may cause fires in the conveyor belts.

Describe the risks that may occur in transporting personnel with conveyor belts and how to avoid them.

Perform transport with armored carriers. /Perform the first level maintenance of the armored carriers according to instructions in the maintenance manual.

Determine the maximum length that an armored carrier must have according to its characteristics.

Control power according to the capacity of the armored carrier.

Control that the temperature of reducers and motors, the voltage of the chain and the tightening of the screws are kept within the set limits.

Describe different track change systems and how they operate.

3. Personal requirements

a) Teacher requirements:

Academic level: university degree, preferably: Mines Engineer, Technical Engineer of Mines.

In the event of not being able to hire people with the indicated qualification, it will be possible to select those professionals with sufficient professional capacity in the occupation related to the course.

Professional experience: you must have five years of experience in the occupation.

Pedagogical level: methodological training or teaching experience will be required.

b) Student access requirements:

Academic level: school graduate, basic mining training course (Mining assistant).

Professional experience: no prior professional experience required.

Physical conditions: None in particular, except those that impede the normal development of the profession.
