Royal Decree 758/1996, of 5 May, of Restructuring of the Ministry of Justice, abolished the Ministry of Justice and Interior, creating again the Ministry of the Interior, which has been endowed with basic organization through Royal Decree 1885/1996 of 2 August 1996, the additional provision of which entitles the holder of the department to order, by way of order, to regulate, amend or abolish the collective organs of the department, the composition and function of which are Strictly ministerial scope.

Consequently, through this Order, it is necessary to determine the affiliation, the composition and functions of these collegiate bodies, in order to adapt them to the structure of the Ministry, at the same time as, for the attention of the similarity in terms of the composition and functions of the Ministerial Committee on Administrative Information, set up by Royal Decree 208/1996 of 9 February, governing the services of administrative information and attention to the The Committee of the European Public, and the Commission for the Coordination of Advertising, set up by Order of 21 December 1992, the recasting of both bodies was carried out in a single one, called the Ministerial Committee on Administrative Information and the Coordination of Advertising.

In its virtue, after the approval of the Minister of Public Administrations, I have:

First. Scope of application.

1. The purpose of this Order is to regulate the composition and functions of the following collegiate bodies of the Ministry of the Interior, attached to the Department's Secretariat:

The Budget Committee.

The Remuneration Commission.

The Computer and Communications Commission.

The Publications Advisory Commission.

The Committee on Administrative Information and Coordination of Advertising.

2. The regulation of the Statistical Commission, attached to the General Technical Secretariat, is also the subject of this Order.

Second. Budgetary Committee.

1. It is up to the budgetary committee to raise the proposals to the Minister regarding:

a) The approval of the preprojects of the budgets of the department and its autonomous agencies.

b) The formulation of priority criteria in the preparation and implementation of budgets.

c) Review of existing programs.

d) Monitoring the execution of the programs.

2. The budgetary committee, in plenary session, shall be composed of the following members:

President: The Deputy Secretary of the Interior.

Vice President: The Technical Secretary General.

Vocals:

The Director General of the Police.

The Director General of the Civil Guard.

The Government Delegate for the National Drug Plan.

The Director General of Prison Institutions.

The Director General of Interior Policy.

The Director General of Civil Protection.

The Director General of Traffic.

The Director General of Security Administration.

The Manager of the Autonomous Body Work and Penitentiary Benefits.

Will act as Secretary the Head of the Department's Budget Office.

3. The Standing Committee of the Budget Committee of the Department, as a delegated body ensuring the continuity of its actions, shall perform the following tasks:

a) Report the preliminary draft budgets of the department and its autonomous agencies.

b) Inform the investment programmes of the various management centres and agencies of the Ministry, as well as the modifications thereof.

c) To carry out as many studies and projects as appropriate in the field of the previous paragraphs.

(d) Any other functions entrusted to it by the Minister, the Deputy Secretary or the Budget Committee, in plenary.

4. The Standing Committee of the Budget Committee shall be composed of the following members:

President: The technical secretary general.

Vice President: The Head of the Budget Office.

Vocals:

The Deputy Director General for Economic and Heritage Management.

The Deputy Director General of Economic and Financial Management of Security.

The Deputy Director General of Personnel.

A representative, at the level of the Deputy Director-General, appointed by each of the higher bodies and management centres represented in the Commission's plenary session.

The Manager of the Autonomous Body Work and Penitentiary Benefits.

Secretary: An official who holds a post office of the Budget Office, appointed by the President.

5. In order to achieve uniform contractual criteria, the Purchasing Board may, in the field of its duties, instruct the Purchasing Boards of the autonomous bodies attached to the Ministry.

Third. Commission of Remuneration.

1. The Remuneration Commission will perform its duties in accordance with the provisions of Royal Decree 469/1987 of 3 April, establishing the Inter-Ministerial and Ministerial Commissions for Remuneration and in particular the following:

(a) Submit to the Inter-Ministerial Commission of Remuneration and to its Executive Committee the proposals which must be considered, in accordance with the provisions of Article 1 (3) and (4) of the Royal Decree 469/1987 of 3 April and relating to both the department and the autonomous bodies of the department.

b) To study and approve, where appropriate, the proposals for the gratification of special or extraordinary services to the official personnel developed by the higher bodies, management centers and autonomous agencies of the department.

c) Develop the general criteria for the application of the productivity supplement in the department and its autonomous agencies.

d) The study, treatment and resolution of any other issues in the field of remuneration, the competence of which is not expressly attributed to other bodies.

e) The exercise of those functions entrusted to it by the Minister or the Undersecretary, relating to the personnel policy of the department.

2. The Remuneration Committee shall be composed of the following members:

President: The Deputy Secretary of the Interior.

Vocals:

The Government Delegate for the National Drug Plan.

The Directors-General of the Department and the Technical Secretary-General of the Department.

The Presidents, Directors or Managers of their autonomous organizations.

The Director of the Cabinet of the Minister, the Director of the Cabinet of the Secretary of State for Security and the Chief of the Technical Cabinet of the Undersecretary.

The Head of the Budget Office.

The Services Inspector General.

The Deputy Director General for Economic and Heritage Management.

The Financial Controller of the General Intervention of the State Administration in the Ministry.

Deputy Director-General of Staff, who will act as the Secretary of the Commission.

3. Under the immediate dependence of the Ministerial Committee on Remuneration, a Standing Committee shall act in which it may delegate the exercise of the functions expressly determined by it.

4. The composition of the Standing Committee shall be as follows:

President: The Deputy Secretary of the Interior.

Vocals:

The Deputy Director General of Personnel.

The Head of the Budget Office.

The Services Inspector General.

The Deputy Director General for Economic and Heritage Management.

The Financial Controller of the General Intervention of the State Administration in the Ministry.

A representative, with the category of Assistant Director General, in charge of personnel management in the different higher bodies and management centers.

Secretary: An official who holds a job position of the General Staff Subdirectorate, appointed by the President.

Fourth. Commission of Informatics and Communications.

1. The Information and Communications Commission shall perform the following tasks:

a) Inform the information and communications plans of the various management centers and agencies of the department, as well as monitor their compliance.

b) Service of liaison and technical cooperation body of the High Council of Informatics and its specialised committees, in accordance with the provisions of Royal Decree 2291/1983 of 28 July 1983 establishing the Council Superior of Informatics.

c) Monitor the inventory of computer resources of the department and its agencies, in accordance with the guidelines of the Superior Council of Informatics.

(d) Inform projects for the acquisition and leasing of equipment, and procurement projects with service offices, advisory and technical assistance companies on issues related to the processing of information and communications.

e) Promote and encourage the training of personnel in information and communications technologies in the field of the department.

2. The Information and Communications Commission shall be composed of the following members:

President: The Deputy Secretary of the Interior.

First Vice President: The Deputy Director-General for Planning and Materials at the General Administration of Security Administration.

Second Vice President: The Deputy Director General of the General Staff and Information Systems Center.

Vocals:

The Chief of the Economic and Technical Coordination Division of the Police General Directorate.

Deputy Director General of Support of the Directorate General of the Civil Guard.

A representative of the Government Delegation for the National Drug Plan.

The Services Inspector General.

Deputy Director-General of Informatics of the General Directorate of Traffic.

Deputy Director-General for Interior Policy and Electoral Processes.

The Deputy Director General of Penitentiary Services and Planning.

The Deputy Director General for Citizen Care and Assistance to Victims of Terrorism.

The Deputy Director General of Civil Protection Plans and Operations.

A representative of the Cabinet for Coordination and Studies (Schengen Area), of the Secretariat of State for Security.

Secretary: A senior official of a job position of the General Staff and Information Systems Center, appointed by the President.

Fifth. Publications Advisory Committee.

1. It is for the Publications Advisory Committee to carry out the tasks set out in Royal Decree 379/1993 of 12 March 1993 for the Management of Official Publications, in particular:

(a) Inform, prior to their referral to the Board of Coordination of Official Publications, the department's proposals for the General Plan for Official Publications, as well as the proposals for editing that must integrate the Editorial Program of the department.

b) Report or propose the draft standards for publications relating to the department.

c) Orienting the editorial and dissemination activities of the same, providing advice on all matters related to those activities.

d) Track the Editorial Program and report the department's annual publications.

e) Advising the department's senior organs in the field of official publications.

f) To know the inclusions in the Editorial Programme of publications that for reasons of urgency have been approved by the Minister, on a proposal from the President of the Commission.

2. The Publications Advisory Committee shall be composed of the following members:

President: The Deputy Secretary of the Interior or, by delegation of the Interior, the Technical Secretary General.

Vice President: The Deputy Secretary-General.

Vocals:

The Head of the Budget Office.

The Deputy Director General for Citizen Care and Assistance to Victims of Terrorism.

A representative of each of the higher bodies, management centres and autonomous bodies of the department, in charge of the functions related to the publications which are the subject of the Commission's actions.

Secretary: An official who holds a job with the Technical General Secretariat, in charge of the Publications Area, appointed by the President.

3. The Members of the Publications Advisory Committee shall be appointed by the holders of the higher bodies or management centres among officials carrying out tasks relating to the Commission's competence.

4. The Secretariat of the Commission shall perform its duties in accordance with the provisions of Royal Decree 379/1993 of 12 March 1993.

Sixth. Commission of Statistics.

1. The Statistical Commission shall perform the following tasks:

(a) Propose or inform the necessary standards, criteria and actions in order to coordinate the statistical coordination of the different units of the Ministry, as well as to carry out the data transfers between this and other bodies and public entities.

b) To disseminate and coordinate among the different management centers the standards and criteria of the National Statistics Institute.

2. The Statistical Commission shall be composed of the following members:

President: The technical secretary general.

Vice President: The Deputy Secretary-General.

Vocals:

A representative of the Technical Cabinet of the Assistant Secretary of the Interior.

The Heads of the Charged Units of the Statistics of each higher organ or executive center of the Ministry.

The Deputy Director General of the General Staff and Information Systems Center.

Secretary: The Director of Statistical Programs of the Technical General VicesecolecGeneral.

Seventh. Ministerial Committee on Administrative Information and Coordination of Advertising.

1. It is up to the Ministerial Committee on Administrative Information and Advertising Coordination to develop the following functions:

a) Determine the common lines of action that guide the information activity of the department, following the criteria and guidelines set by the Inter-Ministerial Commission on Administrative Information.

b) Monitor and coordinate the information activities carried out by the department's information units, its management centers and related or dependent public law entities, including the offices of territorial character, enhancing the exchange of information available to each of them, through the connection of their databases or through any other existing means and by promoting concrete actions that improve quality of the citizen's attention.

c) Design and propose a training program for the staff assigned to the department's information units.

d) Inform and propose regulatory projects that directly affect information within the department.

e) Monitor the design of communication strategies, establish general objectives and criteria for advertising dissemination, on issues related to the department and collaborate in the programming processes of the campaigns Advertising of the higher organs and management centers of the department.

f) Tracking the realization and dissemination of each advertising action.

2. The Ministerial Committee on Administrative Information and Advertising Coordination will operate in plenary and in the Standing Committee.

3. The plenary session shall be composed of the following members:

President: The Deputy Secretary of the Interior or, by delegation of the Interior, the Technical Secretary General.

First Vice President: The Assistant Director General for Citizen Care and Assistance to Victims of Terrorism.

Second Vice President: The Director of the Office for Information and Social Relations.

Vocal: A representative, with the rank of Subdirector general, for each of the higher organs, the management centers and the autonomous agencies of the department.

Representatives of the territorial bodies of the department may be designated as representatives of the Commission in a number not exceeding three.

The Assistant Secretary of the Interior may be interested in attending to the sessions of the same, with the character of Vocals, those officials whose assistance is advisable for the purposes of the subjects to be dealt with.

Secretary: An official who holds a job position of the General Subdirectorate General for Citizen Attention and Assistance to the Victims of the Territory, designated by the President.

4. The Standing Committee shall exercise the functions delegated to it by the Plenary Session and shall be composed of the following members:

President: The Assistant Director General for Citizen Care and Assistance to Victims of Terrorism.

Vowels: Five Members of the Commission appointed by the plenary, on a proposal from the president.

Secretary: The Secretary of the plenary session of the Commission.

In addition, when the Standing Committee is to deal with specific advertising initiatives, the representative of the appropriate higher body or management center will participate in the sessions.

Transitional disposition.

Until the Board of Contracting of the Ministry of the Interior is regulated, in accordance with Law 13/1995, of 18 May, and the Royal Decree 390/1996, of March 1, will subsidize the Board of Purchasing, maintaining the powers it has attributed, with the following composition:

President: The Undersecretary of the Interior or, by delegation of the Interior, the Deputy Director General of Economic and Heritage Management.

Vocals:

The Deputy Director General of the General Staff and Information Systems Center.

A representative for each of the department's senior organs and management centers, whose acquisitions are to be proposed or made at each meeting that is called.

Secretary: An official who holds a post of the Deputy Director General of Economic and Heritage Management, appointed by the President.

When the Board acts as a Contracting Board, in addition, a lawyer from the State of the Legal Service and the Interventor Delegate of the General Intervention of the State Administration in the department will be part of it.

Repeal provision.

The Order of 21 December 1992 was repealed and the Commission for the Coordination of Advertising is set up and the powers of the Directorate-General for Information and Social Relations are developed in the field of The order of 21 March 1995, which regulates the composition and functions of certain collegiate bodies, in so far as they are contrary to the provisions of this Order.

Final disposition first.

In the cases in which of the collegiate bodies regulated in this Order do not form part of the representative of any of the higher organs, managerial centers or autonomous agencies of the department, to the meetings of The representatives of such bodies, centres or agencies shall be called upon, subject to the condition of Vocals, when they are to be heard from files dealt with by their respective units, or from matters whose competence corresponds to them. or specifically affect them. Similarly, officials and advisers may be called upon to be deemed suitable.

Final disposition second.

Within the regulated collegiate bodies, working groups may be set up for the study of specific issues or the development of specific programmes.

Final disposition third.

The collegiate bodies governed by this Order shall be governed by the provisions of Articles 22 to 27 of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and of the Administrative Procedure. Common, as well as the rules and instructions of internal character emanated from the organs themselves.

Final disposition fourth.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
