The Director General of Foreign Trade and the Government Delegate in the Autonomous Community of the Canary Islands signed an Agreement on January 14, 1998, pursuant to Article 15 of Law 30/1992 of 26 November 1998. conferring on the Director-General of the General Administration of the State on the island of La Palma the material management of the import, exemption and aid certificates referred to in Regulation (EC) No 2790/94 of 16 December 1994. November 1994.

The publication of this Agreement is available for general knowledge, as an annex to this Resolution.

ANNEX

Agreement between the Ministry of Economy and Finance and the Ministry of Public Administrations on the assignment of certain activities to the island director of the General Administration of the State on the island of La Palm

First. -Reunited the Director General of Foreign Trade and the Government Delegate in the Autonomous Community of the Canary Islands agrees, within the framework of the provisions of Article 15 of Law 30/1992, of 26 November, of Regime Legal of the Public Administrations and the Common Administrative Procedure, to sign an Agreement of Management to the Island Director of the General Administration of the State on the island of La Palma.

Second. -The reasons for its formalization lie in the absence of a trade administration body on the island of La Palma, which, together with geographical remoteness, makes it advisable to establish the mechanism that ensures the agility in the management and processing of licences issued under the specific supply arrangements governed by Regulation (EC) No 2790/94 of 16 November 1994.

Third. -The material management that is entrusted will be realized in the following activities, with the scope that is stated:

(a) Reception and signature, subject to the authorization of the Territorial Directorate of Trade in Santa Cruz de Tenerife, of the applications and certificates, respectively, of import, exemption and aid provided for in the Regulation (EC) Commission Regulation (EEC) No 2790/94 of 16 November 1994 laying down detailed rules for the application of Council Regulation (EEC) No 1601/92 in favour of the Canary Islands relating to certain agricultural products.

b) The Territorial Directorate of Trade in Santa Cruz de Tenerife, under the powers delegated by Resolution of 7 March 1994, of the Directorate-General for Foreign Trade, will exercise control at all times and monitoring of the activities entrusted to it (reception via fax of the documentation submitted, recording of data and communication of authorisation).

(c) The term of validity shall be one year, from the date of publication of this Agreement in the "Official State Gazette", and shall be automatically extended from year to year, unless the departments agree affected.

(d) The management mandate does not imply the transfer of ownership of the powers conferred on the Directorate General of Foreign Trade.

e) It is the responsibility of the Directorate-General for Foreign Trade to dictate the acts or resolutions of a legal nature that support or integrate the specific material activity that is the subject of the management mandate.

f) This management mandate shall enter into force on the day following its publication in the "Official State Gazette".
