Among the functions attributed to the Center for Sociological Research of Law 39/1995 of 15 December, and Royal Decree 1214/1997 of 18 July, of the organization of the CIS, the promotion and encouragement of the The Commission has also been involved in the field of research and development in the field of research and technological development.

Consequently, it is appropriate for the Center for Sociological Research to convene annually, by means of public competition on competitive competition, scholarships for young postgraduates who wish to start in the methods and techniques used in applied social research. To this end, the successful recipients of the scholarships will participate in the research tasks and in the training activities that will be established in the various programs that the Center for Sociological Research will develop annually.

Therefore, this Ministry has considered it appropriate to draw up an Order establishing the general regulatory bases for the award of scholarships to Young Researchers in Social Sciences, in accordance with the established in Articles 81 and 82 of the recast text of the General Budget Law and the Rules of Procedure for the granting of Public Aid and Grants, approved by Royal Decree 2225/1993 of 17 December 1993.

In its virtue, prior to the Department's Legal Service report, I have:

Article 1. Object.

The purpose of the grants that are regulated in this Order is the promotion and promotion of applied social research, through the training of young postgraduates in the techniques of sociological research. empirical.

Article 2. Requirements for applicants.

May be beneficiaries of the grants provided for in this Order, those natural persons who meet the following conditions:

a) Poseer of Spanish nationality or national of a member country of the European Union, resident in Spain at the time of joining the scholarship, possessing full capacity to act.

b) Be in possession of the degree of Bachelor of Science in Political Science or Sociology, which must have been obtained during the last four years from the publication of the call for scholarships.

(c) Titles obtained abroad or in non-State Spanish centres must be validated or recognised, or it must be documented that such validation or recognition is pending at the time of the apply for the grant.

d) Find yourself a day in compliance with all your tax and social security obligations.

Article 3. Calls.

In accordance with the provisions of Article 4.3 of Royal Decree 2225/1993 of 17 December 1993 on the Rules of Procedure for the granting of State aid and grants, the call for grants referred to in this Order shall be initiated ex officio by Resolution of the President of the Center for Sociological Research, published in the "Official Gazette of the State" and shall be in accordance with the provisions of this Order, being completed at the ends following:

a) The Authority to which applications should be addressed.

b) Determination that the award is made in a competitive competition regime, by means of the appropriate competition.

(c) Deadline for submission of applications, which shall not be less than 15 days from the date of publication of the resolution.

d) Complementary requirements and documentation.

e) Budget credit to which the scholarships are charged.

f) Composition of the study and assessment committee.

g) Form and means in which communications and notifications will be made, in particular awards.

(h) Indications that the decision which agrees or refuses to grant the grants ends the administrative route and that the corresponding administrative-administrative action may be brought against it, subject to the application of replacement, where appropriate, within the meaning of Article 116 of Law No 30/1992 of 26 November 1992, of the Legal Regime of Public Administrations and of the Common Administrative Procedure.

Article 4. Commission of study and assessment.

The applications and documentation submitted will be studied and evaluated by a Commission, chaired by the President of the Sociological Research Centre or a person to whom the delegation will be appointed for each call.

The functioning of the Commission will be in accordance with the Collegiate Organs regime established in the Law of Legal Regime of Public Administrations and the Common Administrative Procedure.

This Commission will also act as the manager of all acts arising from the convening, its development and resolution of incidents that may arise, including the proposal for a resolution of the grants to be granted.

Article 5. Grant of scholarships.

The grants referred to in this Order shall be granted, by administrative decision, by the President of the Center for Sociological Research, in accordance with the provisions of Article 81.3 of the recast text of the General Budget Law, subject to budgetary entry for this purpose.

The grant of the scholarships will be notified to each of the beneficiaries and the resolution of the call will be published in the "Official State Gazette".

Article 6. Obligations of the beneficiaries and conditions for granting.

1. The enjoyment of the scholarships referred to in this Order shall be of an annual nature and shall be incompatible with any other grant of similar characteristics granted by public or private bodies, Spanish or foreign, on a temporary basis with the award.

2. It follows from the obligation to use the subsidy for the performance of the activity, for which it has been granted, that the recipient is obliged to carry out the activity which is the basis for the grant of the subsidy.

3. The granting and enjoyment of the scholarships does not imply a work or statutory relationship with the institution.

4. The beneficiary will be obliged to provide information as requested by the Court of Auditors on the grant awarded.

Article 7. Realization of the payment.

The payment will be made in twelve natural monthly payments for an amount equal to the total of the total of the grant each monthly, amount to which the discounts and retentions that proceed according to the provisions will be applied Tax

Article 8. Measures to ensure the good end of scholarships.

1. Amendment of the grant resolution of the grant. Any alteration of the conditions taken into account for the grant of the grant, and, in any event, the concurrent obtaining of other scholarships, in the field of sociology or political science, granted by other administrations or entities, public or private, national or international, will lead to the amendment of the award resolution, the beneficiary being required to recover the sums received.

2. Refund of the amount of the grant. The reimbursement of the amounts received shall be carried out by the system laid down in Article 8 of the Rules of Procedure for the granting of State aid and grants, approved by Royal Decree 2225/1993 of 17 December 1993.

The recovery of the amounts received in respect of grants or public aid and, consequently, the decision to grant and the requirement of interest for late payment from the time of payment of the grant will proceed. the amount fixed in Article 36 of the recast text of the General Budget Law, where one of the circumstances laid down in Article 81 (9) of that Law is present.

3. Incorporation of alternates. The assessment committee shall raise with the proposal for the award a supplementary list of alternates, by

order of precedence, for the event that waivers or revocations between the successful recipients of the scholarships were produced.

Article 9. Responsibility and sanctioning regime.

The beneficiaries of the grants provided for in this Order are subject to the regime of administrative infringements and penalties provided for in Article 82 of the recast text of the General Budget Law.

Single additional disposition.

The President of the Center for Sociological Research is empowered to dictate how many resolutions he deems necessary in the development and application of this Order.

Final disposition first.

For all those extremes not provided for in this Order, it will be applied, with an extra character, as provided for in Articles 81 and 82 of the General Budget Law and in Royal Decree 2225/1993 of 17 December 1993.

Final disposition second.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
