The Organic Law 1/1990 of 3 October of General Management of the Educational System establishes, in Article 23.2 and 3, that the educational administrations will guarantee a sufficient supply of specific programmes of guarantee Social, aimed at those students who have left the stage of compulsory secondary education without achieving the corresponding objectives. It also provides that the purpose of these programmes is to provide these pupils with basic and vocational training which enables them to enter into active life or to pursue their studies, especially in the specific vocational training the average degree, through the test of access to the corresponding training cycles. This Law indicates the possibility that the Local Administration may collaborate in the development of these programs.

Likewise, Royal Decree 1345/1991 of 6 September ("Official State Gazette" of 13) provides that the specific programmes of Social Guarantee shall be regulated by the Ministry of Education and Science, in its territory of management, establishing that the Ministry will promote the implementation of these programs with other public or private administrations and institutions.

To this end, and in order to facilitate the reintegration into the education system of young people who want it, or to enable the constitutional principle of access to a job in the best possible conditions for those who decide to enter into active life, and taking into account Royal Decree 1007/1991 of 14 June on the minimum teaching of compulsory secondary education, the Ministry of Education and Science publishes the Order of 12 January 1993 (Official Journal of the State of 19) which regulates the Social Guarantee programmes, during the period of Early implementation of the second cycle of compulsory secondary education, which will be implemented in the territorial area of management that corresponds to it, through different modalities adapted to the needs of the students, in the centres The Ministry of Education and Science with other administrations or public or private institutions will be in collaboration or agreement with the Ministry of Education and Science.

In Royal Decree 696/1995, of 28 April, of the Education of Students with Special Educational Needs, it is established that students whose special educational needs are associated with personal conditions (a) the social security programmes may be used for integration into the ordinary groups or in a form specifically organised for them, in order to provide them with basic and vocational training, facilitate their access to the world of work.

On the other hand, Royal Decree 229/1996 of 28 February regulates aspects related to the management of educational compensation actions aimed at preventing and compensating inequalities of access, permanence and promotion in the educational system of persons, groups or territories at a disadvantage due to social, economic, geographical, ethnic or any other personal or social factors.

With the completion of these Programs, this Ministry has been willing to:

First. -Authorize the implementation and development of the Social Guarantee programs in its management field, during the course of 1.999-2,000, related in the accompanying annexes.

Second. The development of the programmes must comply with the provisions of the Order of 12 January 1993 ("Official State Gazette" of 19), which regulates the Social Guarantee programmes during the implementation period. of the second cycle of compulsory secondary education, and the following rules:

A) Modes developed in centres supported by public funds under the Ministry of Education, Culture and Sport:

Professional Initiation and for Alumni with Special Educational Needs:

Instructions of 29 June 1999 of the Directorates-General for Vocational Training and Educational Promotion and of Educational Centres relating to the Social Guarantee programmes, in the form of Vocational Initiation and for Students with special educational needs that are developed in centres supported by public funds for the 1999/2000 course.

Circular of 2 August 1999 from the Directorate-General for Vocational Training and Educational Promotion, giving instructions to the educational institutions to provide vocational training during the academic year 1999 = 2000.

B) Modes developed with other entities:

Professional initiation in private centres to provide vocational training or with non-profit entities authorised to provide vocational training, training and employment with local authorities and associations Nonprofit business, Professional Workshops with private non-profit entities, and for Alumni with Special Educational Needs with private non-profit entities with disabilities:

Order of 8 June 1999 of the Ministry of Education and Culture ("Official State Gazette" of 25), which calls for grants for the development of Social Guarantee programmes, to be initiated during 1999, in the various modalities.

Order of 20 October 1999 from the Ministry of Education and Culture ("Official State Gazette" of 23), which resolves the call for grants for the development of Social Guarantee programmes, to start during 1999, in the various modalities.

Third. -Against this Order it will be filed for administrative-administrative action before the Chamber of the Administrative-Administrative of the National Court, within two months to count from the day following its publication in the "Official State Gazette".

In addition, it may be appealed for in replacement within one month, before the same organ as the dicte, in accordance with the provisions of Articles 116.1 and 117 of Law 30/1992, of 26 November, of Legal Regime of the General Administration and the Common Administrative Procedure, in the wording given by Law 4/1999 of 13 January.

Fourth. This Order shall enter into force on the day following that of its publication in the "Official Gazette of the State".
