The Royal Legislative Decree 3/2011 of 14 November, approving the recast of the Law on Public Sector Contracts (hereinafter TRLCSP) in its article 320 and the Royal Decree 817/2009 of 8 May, for which it is partially develops Law 30/2007, of October 30, of Public Sector Contracts, in its article 21 and following regulate the regime of operation and composition of the tables of recruitment.

Chapter II of Title II of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and of the Common Administrative Procedure establishes the regime of the collegiate bodies.

By virtue of the disconcentric faculties attributed to the Director of Economic Affairs of the Navy, under the terms of the Royal Decree 1011/2013 of 20 December 2013, of deconcentration of powers in the field of contracts, technical agreements and other onerous legal businesses in the field of the Ministry of Defence and, of the powers delegated to the Head of the Contracting Unit of the Directorate for Supply and Transport by Order DEF/244/2014, February 10, by which powers are delegated in the field of contracts, technical agreements and other Legal business in the field of the Ministry of Defense, I have:

First. Permanent Contracting Table.

1. It is constituted, in the Contracting Unit of the Directorate of Supply and Transport, the Bureau of Contracting with permanent character that will act, with the functions that are assigned in the Royal Legislative Decree 3/2011, of 14 November, The Recast Text of the Law of Public Sector Contracts and Royal Decree 817/2009, of May 8, for which the Law 30/2007, of October 30, of Contracts of the Public Sector is partially developed, as well as how many others provisions for the development of the above shall be laid down for the procedures laid down in Article 4 (1). 320 of the TRLCSP.

2. The Contracting Bureau shall be attached to the Contracting Unit of the Directorate for Supply and Transport.

Second. Composition.

1. The Contracting Bureau of the Contracting Unit of the Supply and Transport Directorate shall have the following composition:

President: An Officer of the Supply and Transportation Directorate's Intrend Corps.

Vocals:

Vocals First and Second: Two officers from the Supply and Transportation Directorate's Intrend Corps. In the event that circumstances advise, one of the vowels may be an Officer of the Corps of Specialists or General Body, provided that they possess the fundamental specialty of Administration and belong to the Directorate of Supply and Transport.

Vocal Third: A Military Legal Body Officer.

Vocal Fourth: An Officer of the Military Intervention Corps.

Secretary: An Intrend Officer for the Supply and Transportation Directorate. If there is no official of Intendence who can exercise these functions, he may be replaced by a subsidiary of the Corps of Specialists or the General Body, provided that he is in possession of the essential specialty. Administration and belong to the Directorate for Supply and Transport.

2. All members of the Recruitment Board shall have a voice and vote, with the exception of the Secretary who will have only a voice.

3. A technical adviser or specialist representing the body concerned by the subject of the contract to be dealt with shall be able to attend the calls and at the request of the President of the Bureau, who shall act with a voice but without a vote.

4. For the valid constitution of the bureau, the absolute majority of its members must be present and, in any case, the president, the secretary and the two Vocals who have assigned the functions corresponding to the legal advice and the control economic-budget of the body.

Third. Functions.

1. The Recruitment Bureau shall be responsible for assisting the Head of the Contracting Unit of the Supply and Transport Directorate, the contracting authority with delegated powers, as provided for in the legislation in force.

Fourth. Entry into force.

This Resolution shall enter into force on the day following its publication in the "Official State Gazette".
