EXPLANATORY STATEMENT
The extraordinary credit is intended to enable the necessary resources so that the Segura Hydrographic Confederation can pay the debt that has to be paid with "Unión Electrica Fenosa, Sociedad Anonima", and the interest.
The Superior Court of Justice of Murcia, Sala de lo Contencio-Administrative, Section II, in its judgment of 31 March 1999, resolved the administrative-administrative appeal brought by " Unión Electrica Fenosa, Company Anonymous '.
The company requested in its application that the acts and resolutions of the Segura Hydrographic Confederation be annulled for being contrary to the law, by which it was agreed not to pay the invoices in full to his position. since January 1990 by "Unión Eléctrica Fenosa, Sociedad Anonima", for the provision of the service of raising the flow of the Tajo-Segura Aqueduct.
Paragraph 2 of the judgment considers the judicial-administrative action annulling and leaving without effect the contested act, as well as that approved by the President of the Segura Hydrographic Confederation on 3 June 1991, deciding partially pay the bills.
Paragraph 1 of the judgment does not estimate a series of invoices for the years 1993, 1994 and 1995 relating to the raising of water at the head of the Tajo-Segura Aqueduct, as soon as the demand for the bills is extended for subsequent years not included in the initial claim.
However, these invoices are in the same situation as those set out in paragraph 2 of the judgment, and therefore the amount of the outstanding amount must be paid to the company.
In order to meet the aforementioned obligations, this extraordinary credit is dealt with in agreement with the State Council, after a favourable report from the Directorate-General for Budgets.
Article 1. Granting of special credit.
An extraordinary credit is granted, amounting to 52,771,736,84 euros to Section 23 "Ministry of the Environment", Service 05 "Directorate General of Water and Water Quality", "Transfers between sub-sectors", Chapter 4 "Current Transfers", Article 41 "To Autonomous Bodies", Concept 413 "To the Segura Hydrographic Confederation for the payment of the debt with" Union Electric Fenosa, Company Anonymous ".
The extraordinary credit referred to in the preceding paragraph shall be reflected in the Budget of the Autonomous Body 23,232 "Segura Hydrographic Confederation", in the following terms:

Article 2. Financing of extraordinary credit.
The extraordinary credit that is granted in the previous article will be financed with Public Debt, according to the agreement
with the provisions of Article 101 of the recast text of the General Budget Law.
Article 3. Authorization to extend the extraordinary credit.
The Minister of Finance is authorized to extend the credit that is granted, in the amount necessary to pay the excess interest that occurs until the date on which the payment is made.
Single end disposition. Entry into force.
This Law shall enter into force on the day following that of its publication in the "Official Gazette of the State".
Therefore, I command all Spaniards, individuals and authorities, to keep and keep this Law.
