The Order of the Ministry of Education, Culture and Sport of 1 February 2001 (Official Journal of the State of 9 February 2001) came to collect, in an integrative way, the set of delegations of competences arranged by both sides. from the head of the Department as well as other senior officials and managers. Since then, this Order has been subject to specific changes and it is now appropriate to adapt some of the cases of delegation or to extend such delegations in different areas of those in which the Ministry projects its activity.

Thus, in the first place, a delegation is included in the Technical Secretary General for the application of certain grant credits, in matters whose management corresponds to him.

The exercise of the powers currently delegated to the Director-General for Education, Vocational Training and Educational Innovation for the resolution of the validation procedures is also amended. statement of equivalence of studies and titles of artistic teachings.

Such competencies remain delegated to that governing body as regards the teachings of Plastic Arts and Design, while those corresponding to the teachings of Music, Dance and Dramatic Art are now delegated to the Director-General for Territorial Cooperation and High Inspection.

It is also necessary to speed up the management of the important number of procedures generated by the resolution of different situations concerning the academic records of students of non-university teaching and the recognition of equivalences, for work purposes, of various studies with the School Graduate Titles, Undergraduate in Secondary Education and Baccalaureate, entrusted to the General Secretariat of Education and Vocational Training. It therefore seems appropriate to use the formula of the delegation of powers in these cases, not explicitly referred to in the Order of 1 February 2001.

On the other hand, the development of Royal Decree 1913/1997 of 19 December (BOE of 23 January 1998) on teaching and qualifications of sports technicians, as well as the consequent implementation of the teaching of different (a) the use of the formula of the delegation to speed up the processing and resolution of the type-approval, validation, professional equivalence and training correspondence, provided for in the collectives in the aforementioned Royal Decree.

Therefore, in accordance with the provisions of Articles 13 and concordant of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and of the Common Administrative Procedure, and according to provided for in the additional provision of Law 6/1997, of 14 April, of the Organization and the Functioning of the General Administration of the State, as well as Article 20 of Law 50/1997 of 27 November of the Government, available:

First. -A new point 6 is added to the first paragraph of the Order of 1 February 2001, of delegation of powers of the Ministry of Education, Culture and Sport, in the following terms:

" 6. The Technical Secretary-General is delegated the powers conferred on him by public subsidies, in respect of grants, grants and individual grants and to non-profit institutions, collected in the respective credits of the respective budget service, as well as how many other actions are derived from them ".

Second. -1. Point 4 of the fourth paragraph of the Order of 1 February 2001, of the delegation of powers of the Ministry of Education, Culture and Sport, is worded as follows, divided into two paragraphs:

" 4. (a) The powers for the resolution of procedures for the validation and declaration of equivalence of studies and titles of the teaching of the Arts are delegated to the Director-General for Education, Vocational Training and Educational Innovation Plastic and Design.

(b) The Director-General for Territorial Cooperation and High Inspectorate are delegated the powers for the resolution of procedures for the validation and declaration of equivalence of studies and titles of Music, Dance and Art Dramatic. "

2. The following points are added to the order of 1 February 2001 in the Order of the Ministry of Education, Culture and Sport:

" 6. It is the responsibility of the Director-General for Education, Vocational Training and Educational Innovation for the decision of incidental irregular situations in the academic files of the vocational training students and students of the Plastic and Design Arts ".

" 7. The powers for the resolution of incidental irregular situations in the academic records of the pupils of

students are delegated to the Director-General for Territorial Cooperation and High Inspection.

Children's Education, Primary Education, Compulsory Secondary Education, Baccalaureate and Teachings of Music, Dance and Dramatic Art. "

" 8. They are delegated to the Deputy Director-General for Academic Management, the Directorate-General for Territorial Cooperation and High Inspection, the powers on the resolution of equivalences for the purposes of work of various studies with the degrees of Undergraduate School, Graduate in Secondary Education and Baccalaureate. "

Third. -A new point is added, with number 9, to the twenty-fourth section of the Order of 1 February 2001, with the following content:

" 9. The Secretary of State-President of the High Council of Sport is delegated the powers for the resolution of the procedures in respect of studies and titles of special-regime sports teaching, referred to:

(a) The approval, validation, professional equivalence and training correspondence referred to in point 3 of Article 46 and the first transitional provision of Royal Decree 1913/1997 of 19 December 1997.

b) The validation of the official teaching of physical education and teaching in military teaching centers, referred to in the third provision of Royal Decree 1913/1997, of December 19.

c) The validation of the aforementioned teachings when other official Spanish studies, not specific to physical education, are accredited. "

Fourth. This Order shall have effect from the day following that of its publication in the Official Gazette of the State.
