Sabed: That the General Courts have approved and I come to sanction the following law.

EXPLANATORY STATEMENT

The extraordinary credit is intended to provide the necessary resources to pay social support to people with hemophilia or other congenital coagulopathies that have developed hepatitis C as a result. treatment received with concentrates of coagulation factors in the field of the public health system.

Law 55/1999, of 29 December, of fiscal, administrative and social measures, in its article 80 "Social aid to those affected by hepatitis C", provided that the Government within five months will produce a census of persons with haemophilia or other congenital coagulopathies who have developed hepatitis C as a result of having received treatment with coagulation factor concentrates in the field of the public health system, criteria for inclusion in the census shall be determined by a technical committee within the Ministry of Health and Consumer Affairs.

The census should be compiled from the data provided by public health centres and managed by a commission set up for this purpose in the Ministry of Health and Consumer Affairs, which will participate in the and the designated technicians. Once the census was published, a period of two months was available for those persons who did not appear in the census to submit the required documentary contributions.

Article 1. Granting of special credit.

An extraordinary credit is granted, amounting to EUR 19833,396 to Section 26 "Ministry of Health and Consumer Affairs", Service 07 "Directorate-General for Public Health", Programme 413C " External health and planning and coordination Article 48 "For non-profit families and institutions", Concept 484 " For the payment of social aid to patients with hepatitis C for having received treatment with concentrates of coagulation factors in the field of the public health system (Law 14/2002) ".

Article 2. Financing of extraordinary credit.
