The Interterritorial Commission for Development Cooperation was created by Royal Decree 22/2000 of 14 January, regulating the composition, competences, organization and functions of the Interterritorial Commission of Development cooperation, as set out in article 23.3 of Law 23/1998 of 7 July 1998 on international cooperation for development.

The creation of the Interterritorial Development Cooperation Commission responded to the need for a forum for collaboration and exchange between the General Administration of the State, the Autonomous Communities and the entities This is a very important matter for the European Parliament.

The new ministerial structure established by Royal Decree 553/2004 of 17 April, which restructured the ministerial departments, advises the adequacy of the representation of the General Administration of the State in the Interterritorial Development Cooperation Commission.

So far, the Ministry of Economy and Finance had two representatives without specification of the position. However, it seems appropriate that from now on, it should be the headlines of the Directorates-General for International Financing and of the Budgets that represent the Ministry, with the competence of the subjects with the most impact. in international development cooperation.

It has also been considered appropriate, in view of the relationship between immigration and development cooperation, that the presence in the Commission, as a voice on the basis of the post, of the head of the Secretariat of State Immigration and emigration.

On the other hand, all the ministerial departments, with the exception of those of Defense, the Presidency, and Housing, which were not in the former composition, will be represented. To do this, and to ensure that the balance between the various public administrations is not altered, some changes have been made. Thus, the Ministry of Public Administration will only have one representative, instead of the two with which it currently has. In addition, the representative of the Ministry of Industry, Tourism and Trade has been eliminated, which will already be represented by the head of the Ministry of Tourism and Trade.

In its virtue, on the proposal of the Minister of Foreign Affairs and Cooperation, with the prior approval of the Minister of Public Administration and after deliberation of the Council of Ministers at its meeting on October 29, 2004,

D I S P O N G O:

Single item. Amendment of Royal Decree 22/2000 of 14 January regulating the composition, powers, organisation and functions of the Interterritorial Development Cooperation Commission.

Article 4 of Royal Decree 22/2000, of 14 January, which regulates the composition, powers, organisation and functions of the Interterritorial Development Cooperation Commission, is drawn up in the following terms:

\" Article 4. Composition.

1. The Interterritorial Development Cooperation Commission will act in plenary and in the Permanent Commission.

2. The plenary session shall consist of the president, three vice-presidents, a secretary and the members of the committee, as determined in paragraph 7.

3. He shall be the President of the Minister for Foreign Affairs and Cooperation, who may be replaced by the Vice-President first in cases of absence, disease or any other justified cause.

4. He shall be first vice-president of the Secretariat of State for International Cooperation.

5. He shall be deputy chairman of the autonomous communities elected by and among the members of the committee's representatives.

6. A representative of the local authorities elected by and among the members of the committee's representatives shall be the third vice-president.

7. They will be members of the Commission's plenary session:

(a) The holder of the Secretary of State for Tourism and Trade.

b) The holder of the Secretary of State for Immigration and Emigration.

(c) The holder of the General Secretariat of the Spanish Agency for International Cooperation.

d) The head of the International Finance Directorate of the Ministry of Economy and Finance.

e) The head of the Budget Directorate General of the Ministry of Economy and Finance.

(f) A representative with at least one category of director-general for each of the Ministries of Foreign Affairs and Cooperation; Justice; Interior; Promotion; Education and Science; Labour and Social Affairs; Agriculture, Fisheries and Food; Public Administrations; Culture; Health and Consumer Affairs and the Environment.

g) The holder of the General Secretariat for Planning and Evaluation of Development Policies of the Secretariat of State for International Cooperation.

h) A representative of each of the Autonomous Communities and the Cities of Ceuta and Melilla, which must be a member of the Consejeria or equivalent organ that in each one of those manages the matters related to the development cooperation, with a range of not less than that of the Director-General.

(i) 19 representatives of local authorities who manage funds conceptualised in their respective budgets as official development assistance, or of supra-specific bodies in which they expressly delegate, in particular the cooperation and solidarity funds. They will be chosen by the state-wide association with greater implementation, according to their own internal procedures. \"

Single additional disposition. References.

The references to the Ministry of Foreign Affairs and the Minister of Foreign Affairs contained in Royal Decree 22/2000 of 14 January, will be understood, respectively, to the Ministry of Foreign Affairs and Cooperation and the Minister for Foreign Affairs and Cooperation.

Single end disposition. Entry into force.

This royal decree will take effect the day following its publication in the \" Official State Bulletin \ ".
