Technical Regulation of Control and Certification of Seeds of forage plants, approved by Order of July 1, 1986, provides in paragraph VIII.1 seeds of species subject to it may be submitted only to the official sealed containers to be contained in conform to certain standard weights. For its part, paragraph VIII.2 of that regulation, also provides for certain packages of seed of fodder plants used after authorized repackaging pesos.
The current rules on weights of packages of seed of fodder plants not adapted to the needs of producers, who need more flexibility in this regard in order to meet market demands. Moreover, they authorized for packaging weights vary according to the species, which adds confusion to the system and increases the costs of producing and selling prices of seeds. Should therefore be amended Technical Regulations Control and Certification herbage seed to allow the use of containers of a wider range of weights.
In preparing this provision they have been consulted the Autonomous Regions and the entities representing the sectors concerned.
By virtue of this, I have:
Sole Article. Amendment of Technical Regulations Control and Certification of Seeds of forage plants, approved by Order of July 1, 1986.
Technical Regulation of Control and Certification of Seeds of forage plants, approved by Order of July 1, 1986, as follows amendments:
1. VIII.1 paragraph is deleted.
2. VIII.2 paragraph is replaced by the following:
"VIII. 2. Repackaging seed.
Repackaging zulla seed, alfalfa, vetch, lupine, sainfoin, pea, fenugreek, vetch, vetch, carob bean and will not be admitted, regardless of their category and type of packaging used, not to proceed to a new official seal.
Producers may repackage
fodder plant seeds of different species to those in the preceding paragraph, for different categories of seed, without proceed to a new official seal. The container weights to be allowed to be marketed after authorized repackaging, including mixtures of seed will be a maximum of ten kilograms.
Fodder plant seeds for exclusive use of lawn can be repackaged by producers in containers of any size up to a maximum weight of two kilograms.
Producers, under its responsibility, should be placed on the back of the labels accompanying each container producer, a newsletter numbered facilitated by official control services. The number of bulletins
used in repackaged will be justified by the producer by delivering the official labels of the original seal, which shall remain in power until they are requested by the inspector of the official service personnel corresponding control.
The closure system of packaging shall be such that, once opened, can not be used again. For containers of transparent material it may be used, if desired by the producer, only an inner label affixed so that it can be read externally as well. In the latter case and when the text label producer figure printed on the packaging, the newsletter will be placed directly on it. "
Single final provision. Entry into force.
This provision shall enter into force on the day following its publication in the "Official Gazette" day.
