The actual decree-law aims, on the one hand, to proceed to the granting of extraordinary credits and credit supplements in the budgets of various ministerial departments for the total amount of EUR 259,754,106,32 and, on the other hand, several actions were approved concerning the collaboration between the Directorate-General of the Police and the General Intervention of the State Administration in respect of the National Grant Database, to the Council of Transparency and Good Government funding and the adequacy of the rate of replacement of effective during 2014.

Extraordinary credits and credit supplements are intended to cover the needs and financing of the actions specified below:

1) Extraordinary appropriations and a credit supplement amounting to EUR 15,000,000 in the budget of the Ministry of Agriculture, Food and the Environment to finance the calls and management of the Plan to Boost the Environment "PIMA Air 4" and the Environment Action Plan in the Transport Sector "PIMA Transport".

The Environment Action Plan "PIMA Aire 4" provides for the direct grant of aid for the purchase of commercial vehicles and gas vehicles and aims to achieve a reduction of CO2 emissions from transport and associated costs for transport, and therefore an improvement in the competitiveness of businesses and an improvement in air quality, with average reductions per vehicle replaced by 94 per 100 in particulate emissions and a reduction in air quality. fuel consumption and CO2 emissions of between 10 and 15 per 100 per year.

It is anticipated that with the implementation of the Plan "PIMA Aire 4" an estimated production growth of 40,000,000 euros will be generated.

The development of these Plans aligns with the objectives of the implementation of Law 34/2007, of 15 November, of air quality and protection of the atmosphere, which aims to lay the foundations for prevention, monitoring and reduction of air pollution, for which it provides that, for each of the major pollutants, either limit values or target values must be met, which must not be exceeded. In addition, both the "PIMA Air 4" Plan and the "PIMA Transport" Plan are among the measures foreseen in the National Plan for Air Quality and Protection of the Atmosphere, 2013-2016, approved by the Council of Ministers in April 2013 with the objective of improving air quality in Spain.

On the other hand, Decision No 406 /2009/EC of the European Parliament and of the Council of 23 April 2009 sets out the Member States ' efforts to reduce their greenhouse gas emissions in order to comply with the requirements laid down in this Decision. Global commitments acquired by the Community up to 2020. In the case of Spain, a reduction of 10 per 100 emissions from the so-called diffuse sectors (transport, construction, waste and small and medium-sized industries, among others) is set for 2005. For the fulfilment of this objective, Member States should implement additional policies and measures to reduce emissions from sources not regulated by the emission rights market.

The reasons for urgency and necessity that justify the allocation of the extraordinary credits and the credit supplement for the development of the Environment Action Plan "PIMA Aire 4" and the Environment Action Plan In the Transport Sector "PIMA Transport" are based on the beneficial effects that these Plans have on the recovery of the economy, affecting sectors with great influence in other sectors and in the creation of employment.

2) Extraordinary credits and credit supplements, in various ministerial departments, amounting to EUR 13,853,815,33, to address the needs arising from the outbreak of Ebola in Spain.

The recent outbreak of Ebola virus disease in West Africa, considered a Public Health Emergency of International Importance by the World Health Organization, is testing the system of alerts and their ability to ensure a response not only immediate but ongoing in their diagnosis.

In recent times, Spain has been affected by a case of Ebola virus contagion to a healthcare professional, with the capacity of the National Health System and the ministerial departments involved. for the attention of health alerts and emergencies, which is appropriate in terms of knowledge, agility and effectiveness in the implementation of the hygienic and sanitary measures required.

However, the urgent need to strengthen this capacity for response has also been highlighted, reinforcing the means currently available in the departments of Health, Social Services and Equality, Finance and Public administrations, Economy and Competitiveness and Defence so that it can coordinate in coordination with a possible emergence of new infections, especially if the epidemiological situation in West Africa is prolonged in time, or combines with other health alarms.

For this purpose, special credits and credit supplements are granted in the budget of the Ministries of Health, Social Services and Equality, Finance and Public Administrations, Economy and Competitiveness and Defence, with the essential aim of tackling, without delay and in a coordinated and efficient manner, the needs for care which have been presented and which could be presented as a result of the onset of the disease by the Ebola virus in our country.

-In the budget of the Ministry of Health, Social Services and Equality, on the one hand, an extraordinary credit is granted to the National Institute of Health Management (INGESA) for the acquisition of individual protection, and, on the other hand, credit supplements to strengthen the Center for Health Alerts and Emergencies, point of entry of all health alerts in Spain, both those that originate in the autonomous communities as at international level, for the total amount of EUR 4,971,301.40.

-In the budget of the Ministry of Finance and Public Administrations, extraordinary credit and credit supplements are granted for the total amount of EUR 540,510.55, aimed at strengthening the medical services of the areas and Health dependencies integrated into Government Delegations and Subdelegations.

These services have a very important role in this health alert for Ebola virus, since they are the competent ones for the implementation of the external health measures consisting of all those activities to be carried out in the field of surveillance and control of the possible health risks arising from the import, export or transit of goods and international passenger traffic.

The health alert marks a significant increase in the activity of these services, in particular those relating to international passenger traffic, and therefore the immediate adoption of the following measures is required: the appointment of interim officials to strengthen the units in which controls are to be increased in international passenger traffic, the allocation of extraordinary rewards to compensate for the increase in workload developed since the declaration of the health alert in August this year and realization of extraordinary training activities on the performance of this disease.

These immediate measures must be accompanied by other urgent measures to enable the service to be provided on a permanent basis. Among these is the coverage of the estimated jobs as necessary according to the characteristics of the ports or airports where the service is provided by the incorporation of interim officials, the preparation of an instruction on days and schedules setting out homogeneous criteria in all units and the formalisation of a system of remuneration for objectives that allows the performance to be paid in a differentiated manner.

-In the budget of the Ministry of Economy and Competitiveness, an extraordinary credit is granted for an amount of EUR 870,000.00 for the National Center for Microbiology, which is dependent on the Carlos III Health Institute.

The National Center for Microbiology is the national center of reference for infectious diseases and participates in the control of the alerts associated with this type of disease, as is the case at present in the Ebola outbreak. To date, it has made the laboratory diagnosis of all suspected cases of Ebola virus disease in our country, making urgent analytical determinations to discard or confirm them.

This center, as a reference laboratory, therefore has an essential role in the early detection and confirmation of imported cases, which allows the patients to be adequately isolated, avoiding the spread of the disease. Also, in negative cases, quickly discarding the infection helps to disable the health alert and to lower the alarm that is being created with every suspected contagion.

To do this, it has a specific protocol for the analysis of samples suspected of being infected by the Ebola virus, which collects all the necessary measures to ensure the protection of the workers they carry out. analyses, including the use of individual protective equipment according to international standards and recommended facilities for handling clinical samples from patients with suspected infection.

The importance of continuing to carry out these key functions for the public health of our country, and even to strengthen them due to the increase in the last years of these types of alerts and epidemics, makes it imperative and urgent increase the economic and human resources of the Carlos III Health Institute.

-In the budget of the Ministry of Defense, extraordinary credits and credit supplements are granted for the total amount of EUR 7,472,003.38 for the financing of the equipment for emergency care. highly infectious diseases.

In this regard, among other actions, it is intended to carry out the remodeling of the plant 22 of the Central Hospital of the Defense "Gomez Ulla" as a unit of hospital isolation of a high level, consisting in rethinking the distribution of the rooms and spaces available to achieve a maximum of 16 rooms that meet the conditions to accommodate infectious patients. Correlatively, it is necessary to provide this plant with the necessary means for its operation.

Also, through these budgetary modifications, the equipment of the three Armies is intended to be strengthened. In particular, the Army of the Earth intends to continue training in the National School of Health, to acquire individual isolation chambers and for ambulances, individual protective equipment, bags of waste, disinfection material, Thermometers, material for training activities to civil organisms, equipment and material for practices.

The Navy intends to address the needs related to the rescue of migrants at sea; to the operations of visits and the registration of potentially dangerous ships carrying personnel infected by Ebola; to the forecast of The landing of immigrants on the island of Alboran where there is a Navy detachment; the flight line personnel of the Naval Base of Rota from where support can be given to the aircraft involved in shipments of Ebola patients; and An Ebola-infected personnel transfer forecast in the city of Ceuta where a plane cannot land. For these actions, it is necessary to provide the units involved with individual protective equipment, disinfection material and sanitary containers for the collection and removal of waste and contaminated material, and to carry out the tests installation of the isolation capsules on helicopters.

The Air Force intends to address the costs incurred in the two repatriation operations of the nationals infected by the Ebola virus and the provision of four additional flights in the air evacuation missions. medical and material transport. Also the acquisition of various sanitary and protective equipment, chemical and pharmaceutical products for the aeroevacuations.

-The total cost of the measures adopted amounts to EUR 20,818,863.95, of which EUR 13,853,815,33 are covered by the appropriations provided by this Royal Decree-Law and the remainder, EUR 6,965,048,62 will be paid in implementation of the 2015 budget.

The reasons explained above justify the extraordinary and urgent need for the granting of the extraordinary credits and credit supplements provided for in this royal decree-law, so that it will be provided immediately. to the ministerial departments involved in the tools and resources to enable them to react as quickly as possible to the alerts that can be produced by possible contagion of the Ebola virus, avoiding putting the population at risk and the generation of social alarm.

3) Credit supplement in the Ministry of Foreign Affairs and Cooperation Ministry Budget of EUR 7,000,000 to finance prevention projects in countries affected by the Ebola outbreak and in their border areas.

On March 21, 2014 the Ministry of Health of the Republic of Guinea notified the World Health Organization (WHO) of the rapid evolution of an epidemic of Ebola virus, the first cases occurred in Gueckedou, Macenta and Kissidougou, in the forest region and later in Conakry, the capital of the country.

Since the beginning of the epidemic there has been a significant increase in cases, following three main transmission circuits: rural communities, urban and peri-urban areas of Conakry in Guinea and Monrovia in Liberia. as border areas of Guinea, Liberia and Sierra Leone. In recent weeks the situation in Liberia has become the most worrying, while the evolution of cases in Sierra Leone seems equally unstoppable.

The large geographical spread of the pandemic as well as the porosity of the borders makes it very possible for the bordering countries to soon confirm cases within their borders. Some of these countries are priorities and strategic for Spanish Cooperation. Trade and human flows with some of them, such as Senegal or Nigeria, with direct air links, make this crisis an obvious risk to national security. Other states such as Guinea-Bissau, with virtually non-existent health structures, pose a very serious risk of the spread and the pandemic.

To address this epidemic, various measures have been taken at international level.

The World Health Organization issued an appeal on August 27, 2014 to curb the outbreak developed in the Roadmap presented with an estimated cost of 430 million US dollars and a duration of 6 months. Other UN agencies such as the World Food Programme or UNICEF have also strengthened their strategies and response plans.

As for the European Union's response, the European Commission's Office of Humanitarian Action has raised its contribution to 11.9 million euros to combat the epidemic. The Directorate-General for Development and Cooperation has announced a package of regional measures for the Ebola Response of 140 million euros to strengthen national health systems and strengthen the capacity of regional governments to deal with the crisis.

Since the beginning of the outbreak Spain has been following the situation very closely from the Ministry of Foreign Affairs and Cooperation and the Spanish Agency for International Cooperation for Development, as well as from the embassies. and technical offices for cooperation in Africa. From the first phase of the outbreak, it was identified as a crisis that had been difficult to evolve in a complex way, and efforts were made with humanitarian organizations with the capacity to act on the ground.

The Spanish Agency for International Development Cooperation has so far approved support for interventions worth 505,000 euros, highlighting the sending of two complete batches of medical equipment, protective material and disinfection, rehydration and specific medicines amounting to 160,000 euros to the San Jose Hospital in Monrovia managed by the NGO Juan Ciudad.

The international and Spanish response needs to be strengthened as the forecast is that this crisis needs, today, a 20 times greater operation than the current one. An appeal of $1 billion has been made by the United Nations system.

The challenges are enormous and the impact of this crisis, if not to be contained and to be tied in the countries in focus and borders, is unpredictable but will undoubtedly affect the Spanish national security as well as the European security, economic and social development and the political stability of one of the most strategic regions for Spain.

To fight this situation, the Spanish Agency for International Cooperation for Development, within the measures offered by the Spanish humanitarian action to the countries most affected by the epidemic, proposes to develop projects amounting to EUR 7,000,000, mainly aimed at strengthening the capacity for the treatment of the disease, improving the training of local human health resources, strengthening the control of the transmission chains of the disease and support for the transport of personnel and cargo.

4) Extraordinary appropriations in the budget of the Ministry of Economy and Competitiveness in the amount of EUR 160,271,808.41 to pay for contributions to Multilateral Financial Institutions (IFIS).

Multilateral Financial Institutions are specialized financial intermediaries in providing long-term financing and other necessary services to facilitate such financing (credit insurance and arbitration). investments, for example) to developing countries, at regional or global level.

Today its objectives go beyond the fight against poverty, the promotion of universal education, the fight against infectious diseases, the elimination of infrastructure shortages in the least developed countries, or the closing of the digital divide, to mention some of the most repeated objectives, to concentrate equally on areas outside the area of development aid, such as environmental protection and the fight against change. climate, or various issues that affect economic activity and require a regulatory approach global.

Spain, as a developed country, participates in a large number of Multilateral Financial Institutions and helps finance its structures and activities. For Spain it is essential to meet the economic commitments with these institutions and to cancel the outstanding obligations, both in order to avoid damage to them in the pursuit of their objectives, and to avoid the effects negative on Spanish companies in their volume of procurement, the assumption of additional financial costs associated with the delays and the deterioration of the image of Spain in the financial markets.

The obligations arising from the approval of the extraordinary credits originate from the change in the accounting criteria agreed by Eurostat 2012, which assumes that they will only be counted as financial assets. the capital acquisitions of the Multilateral Financial Institutions, leaving out of that chapter the contributions to the funds which support the lending arrangements to the countries of lower income, which is called soft windows of these institutions, which will be accounted for as expenditure with an impact on the public deficit. Since all the contributions to Multilateral Financial Institutions were being financed from a budget item under Chapter 8 'Financial assets' of the General Budget of the State, it was not possible to proceed to the budget. credit, as there are no credits provided in Chapter 4 "Current Transfers", of the Budget of the Ministry of Economy and Competitiveness for the years 2012 and 2013.

The obligations to which payment must be made are as follows:

-International Bank for Reconstruction and Development (World Bank Group): EUR 3,000,000.

-African Development Bank: EUR 80,000,000.

-Asian Development Bank: EUR 20,274,845.

-Global Environment Facility (Global Environment Facility): € 17,810,000.

-Central American Bank for Economic Integration: EUR 916,393.

-Corporación Andina de Fomento (CAF): 8,270,570.41 euros.

-International Bank for Reconstruction and Development (World Bank Group): EUR 30,000,000.

Therefore, the total amount of the obligations to satisfy reaches a total of 160,271,808,41 euros.

Given that sufficient and adequate credit is not available in the current General Budget of the State, it is necessary to enable it by granting extraordinary credits.

The extraordinary credits that are granted for this purpose will not result in a higher public deficit because the indicated obligations are already attributed in National Accounts to 31 December 2013.

The reasons for extraordinary and urgent need to justify the granting of the extraordinary credits by means of law are constituted by the requirement not to delay the cancellation of the outstanding payments for avoid the negative effects that have been referenced.

5) Extraordinary credit and credit supplement in the budget of the Ministry of Economy and Competitiveness for the total amount of 33,628,482.58 to meet the costs of minting and putting into circulation of euro currency.

Article 5 of Law 10/1975, of March 12, of Regulation of the Metal Currency, provides that the coins will be coined on behalf of the State in the National Mint and Timbre-Real Casa de la Moneda, being authorized by the Ministry of Economy to grant advances to cover the respective production costs.

Based on this legal provision, the Secretary General of the Treasury and Financial Policy of the Ministry of Economy and Competitiveness anticipates funds to the National Mint and Timbre-Real Casa de la Moneda in the amounts sufficient to cover the costs of minting legal tender coins, reflecting these movements in non-budgetary accounts, which are cancelled in the measure received by the National Mint and Timbre-Real Casa of the Currency. The implementation of these non-budgetary operations to the budget of the Ministry of Economy and Competitiveness is carried out at the end of the financial year.

In 2013, an obligation to the Ministry of Economy and Competitiveness for the amount of EUR 883,073.79 was left to be recognized and applied to the budget. In order to meet this need, an extraordinary amount of credit is provided, circumscribing its allocation to meet the needs for the financial year 2013.

In 2014, the initial allocation of the concept also does not allow the application to the budget of the Ministry of Economy and Competitiveness of the cost of coinage, estimated a need of credit for amount of 32.745,408.79 euro, which is served by the credit supplement in the budget of the Ministry of Economy and Competitiveness from which this type of expenditure is addressed.

The reasons for their coverage by means of law-law respond to the need to implement the budget for this exercise of expenditure incurred.

6) Credit Supplement to the Budget of the Ministry of Agriculture, Food and the Environment for the amount of 30,000,000 euros to cover the financing of the Rural Development Programs of the communities standalone.

The Rural Development Programmes of the Autonomous Communities constitute the instrument for implementing the measures provided for in Council Regulation (EC) No 1698/2005 of 20 September 2005 on aid to the rural development through the European Agricultural Fund for Rural Development (EAFRD).

These programmes have a considerable impact on investment and employment, with the consequent impact on GDP growth. The measures included can be qualified as investment measures, which are translated into direct employment creation almost automatically, and in other measures, which are translated into improvements in income in rural areas. In addition, support for investment, in addition to the public expenditure mobilised, has a considerable multiplier effect, with its approval being conditional on the existence of a correlative private expenditure for its financing.

The Rural Development Programmes have the character of co-financed, which implies the need for national funding to be able to receive co-financing from the European Funds, therefore, in order to avoid the loss of at the receipt of Community funds in the Spanish State, it is necessary to have sufficient national funding to implement the expenditure underpinning such co-financing.

Whereas for each euro contributed by the General Administration of the State to the Rural Development Programmes, EUR 3.25 of EAFRD contribution is received, it is derived that the lack of approval of the credit supplement by amount of EUR 30 million to finance the contributions of the General Administration of the State to the Rural Development Programmes would result in a loss of European funding in the financial year 2014 amounting to EUR 119.7 million.

It should also be noted that the non-provision by the autonomous communities of the financing of the General Administration of the State produces the impossibility of paying the aid to the beneficiaries, such as the cessation of (i) the advance of agricultural activity, compensatory allowances and aid to young farmers.

Moreover, in this real decree-law several actions are approved concerning the collaboration between the Directorate General of the Police and the General Intervention of the State Administration regarding the Database National of Grants; to the funding of the Transparency and Good Government Council; and to the adequacy of the effective replacement rate during 2014.

Thus, first, the collaboration between the General Directorate of the Police and the General Intervention of the State Administration is established with respect to the National Grant Database.

With regard to the funding of the Transparency and Good Government Council, it is established that on a transitional basis and until the budget of the Transparency and Good Government Council is approved, the costs of installation and operation as well as the payment of remuneration of the staff shall be borne by the budget of the Ministry of Finance and Public Administrations, subject to the completion, if necessary, of the corresponding credit modifications.

Finally, with respect to the adequacy of the rate of replacement of troops during 2014, Article 21 of Law 22/2013, of 23 December, of the General Budget of the State for 2014 establishes that no incorporation will be made. New staff in public administrations.

However, it is anticipated that, in the case of the Security Forces and Corps, the replacement rate will be 10 percent overall.

Additionally, an exception is made to this rate of replacement of ten percent, as it is then contemplated that in the case of the places corresponding to the staff of the local police, it will be possible to reach 100 percent (a) 100 of the rate of replacement of staff provided that they are local entities that meet or do not exceed the limits laid down by the legislation of the local authorities or, where appropriate, the General Budget Laws of the State; for the authorisation of debt transactions. In addition, they shall comply with the principle of stability referred to in Article 11.4 of the Organic Law 2/2012 of 27 April 2012 on budgetary stability and financial sustainability in the settlement of the budget for the immediate financial year. previous as in the current budget.

Local entities that meet their budgetary stability and public debt objectives can achieve a 100 percent replacement rate for police officers.

on the contrary, the autonomous communities that have their own Autonomous Police Corps in their territory and are in that same situation of fulfilling their objectives of stability, see the possibility of 10% of the police's replacement for those local authorities who are in a situation of non-compliance with these stability objectives.

Having shown this difference in treatment and no reason for it to be justified, it is necessary to adjust the rule that so far supports it, in such a way that the treatment of situations which they are comparable, equally, the same.

The brevity of the time limits with which it is possible to carry out the corresponding offers of employment and calls within the exercise, taking into account the progress of the exercise, is what justifies the urgency enough to regulate the matter by the figure of the decree-law.

The time limits for the ordinary legislative process, even if they were short, would determine the impossibility of having the calls within the exercise in which the rule is applicable, it would be a clear injury to the authorities concerned totally unjustified.

In its virtue, in use of the authorization contained in Article 86 of the Constitution, on the proposal of the Minister of Finance and Public Administrations, in agreement with the Council of State, and after deliberation of the Council of Ministers at their meeting on 7 November 2014,

DISPONGO:

Article 1. Granting of an extraordinary credit for the Environmental Impulment Plan "PIMA Aire 4".

To finance the granting of the aid provided for in the Environment Action Plan "PIMA Aire 4", an extraordinary appropriation is granted in the budget of Section 23 "Ministry of Agriculture, Food and the Environment". Article 2. Concession of an Extraordinary Credit for the Environment in the Transport Sector "PIMA Transport".

Article 3. Grant of a credit supplement for the management of the Plans.

For the management of the Plans referred to in the previous two articles, a credit supplement is granted in the budget of Section 23 "Ministry of Agriculture, Food and Environment", Service 01 " Ministry, Sub-Secretariat and General Services ", Programme 451O" Directorate and General Services for Agriculture, Food and the Environment ", Chapter 2" Current expenditure on goods and services ", Article 22" Material, supplies and others ", Concept 227" Jobs carried out by other companies and professionals ", Subconcept 227.06" Studies and work technical ", amounting to EUR 700,000.

Article 4. Grant of extraordinary credits and credit supplements to address the needs arising from the outbreak of Ebola in Spain.

To address the needs arising from the outbreak of Ebola in Spain, extraordinary credits and credit supplements are granted for the total amount of EUR 13,853,815,33, in the budgets of the Ministries of Defence, Finance and Public Administrations, Health, Social Services and Equality and Economic and Competitiveness, in accordance with the detail set out in Annex I.

Article 5. Amendment of the budget of the autonomous body "Health Institute Carlos III".

To meet the needs arising from the outbreak of Ebola in Spain, extraordinary credits and credit supplements are approved in the budget of the autonomous agency "Instituto de Salud Carlos III" for the amount of 870,000 euros, in the terms set out in Annex I.

Such extraordinary and additional appropriations will be financed by the extraordinary credit which, for the same amount, is granted in the budget of the Ministry of State for Research, Development and Innovation of the Ministry of Education Economics and Competitiveness.

Article 6. Grant of a credit supplement to finance prevention projects in countries affected by the Ebola outbreak and in their border areas.

To fund prevention projects in countries affected by the Ebola outbreak and in their border areas, a credit supplement is granted in the current budget of Section 12 " Ministry of Foreign Affairs and Cooperation ", Service 03" Secretariat of State for International Cooperation and for Latin America ", Program 000X" Internal Transfers ", Chapter 4" Current Transfers ", Article 43" To State Agencies and Other Public Bodies ", Concept 430 " To the Spanish Agency of International Cooperation for Development, to attend expenditure arising from projects of Official Development Assistance, including those proposed or to be implemented by non-governmental organisations, for developing countries ", in the amount of EUR 7,000,000.00.

The credit supplement granted in the previous paragraph will finance a credit variation in the Spanish Agency for International Development Cooperation's budget in the terms that are collected continuation:

Article 8. Grant of an extraordinary credit and a credit supplement to meet the cost of minting and putting into circulation euro coins.

1. In order to allow the application to the budget of the accounting balances resulting from the minting of euro coins and the putting into circulation of the metallic coin, a special credit is granted in the current budget of the euro for 2013. Section 27 "Ministry of Economy and Competitiveness", Service 04 "General Secretariat of the Treasury and Financial Policy", program 923O "Management of the Debt and the Treasury of the State", concept 358 " Expenses derived from minting and putting into circulation of euro coins for the year 2013 ", in the amount of EUR 883,073,79.

2. In order to cover the costs of the minting and putting into circulation of euro coins, corresponding to 2014, a credit supplement is granted in the current budget of Section 27 "Ministry of Economy and Competitiveness", Service 04 "General Secretariat of the Treasury and Financial Policy", program 923O "Management of the Debt and the Treasury of the State", concept 357 "Expenditure arising from the coinage and the putting into circulation of the euro coins", amounting to 32,745,408,79 euro.

Article 9. Grant of a credit supplement to finance the Rural Development Programs of the Autonomous Communities.

To finance the Rural Development Programs of the Autonomous Communities, a credit supplement is granted in the current budget of Section 23 "Ministry of Agriculture, Food and Environment", Service 18 "Directorate-General for Rural Development and Forestry Policy", Programme 000X "Internal Transfers", Chapter 7 "Capital Transfers", Article 71 "To Autonomous Bodies", Concept 718 " To the Spanish Agricultural Guarantee Fund (FEGA) for co-financing Rural Development Programmes ", in the amount of EUR 30,000,000.00.

Article 10. Funding.

Extraordinary credits and credit supplements that are granted in the State Budget will be financed with Public Debt.

Article 11. Embedding of Remainers.

The remaining credit balances that may occur at the end of the financial year 2014 in the extraordinary appropriations provided for in Article 4 of this Royal Decree-Law, corresponding to Chapter 2 " Current expenditure on goods and services "and Chapter 6" Real investments ", may be incorporated into the budget for 2015.

Article 12. Recruitment scheme.

For the purposes of Article 113 of the recast text of the Law on Public Sector Contracts, approved by Royal Legislative Decree 3/2011 of 14 November, will have the consideration of works, services or emergency supplies to deal with as many needs arise from the emergence of the Ebola virus in Spain, in execution of the appropriations entered in this standard, whatever their value.

Additional disposition first. Collaboration of the Directorate General of the Police with the General Intervention of the State Administration.

The Identity Data Verification System will provide the National Grant Database, establishing appropriate security measures, consultation and verification of the data of grant beneficiaries and public aid, providing the corresponding filiation data, without requiring the authorisation of the data subjects to be required.

Additional provision second. Transparency and Good Government advice.

Until the budget of the Transparency and Good Government Council is approved, the expenses of installation and operation as well as the payment of salaries of the staff will be attended by the budget of the Ministry of Finance and public administrations, their bodies and public entities linked or dependent upon completion, if necessary, of the corresponding credit modifications.

Final disposition first. Amendment of Law 22/2013 of 23 December 2014 on General State Budgets for 2014.

With effect from 1 January 2014, a new paragraph is added to point 2 (C) of Article 21 (1) with the following wording:

" In the case of the positions corresponding to the personnel of the Autonomous Police, one hundred percent of the rate of replacement of personnel will be possible, provided that they are autonomous communities that meet the objectives of the budgetary stability and public debt established in accordance with the Organic Law 2/2012 of 27 April 2012 on budgetary stability and financial sustainability, both in the settlement of the budget for the previous year and in the current budget. "

Final disposition second. Entry into force.

This royal decree-law will enter into force on the day of its publication in the "Official State Gazette".
