Royal Decree 525/2014, of 20 June, regulates and establishes the procedure for the direct grant of grants from the "Program of Incentives To Efficient Vehicle (PIVE-6)", which is to promote a reduction in consumption National energy policy by providing incentives for the modernisation of the tourism (M1) and commercial (N1) vehicles with high energy efficiency models, with lower fuel consumption and CO2 emissions, all in the framework of the Energy saving and efficiency 2011-2020.

The renewal of transport fleets has been shown as one of the most efficient measures for reducing energy consumption, with additional positive environmental and road safety effects. In this sense, the experiences of the Efficient Vehicle Incentives Program, in its six calls, the last one established by the Royal Decree 524/2014, of June 20, have met its objective of replacing an approximate total of 711,000 old vehicles with the same new vehicle units, depleting their funds in a very short period of time than initially foreseen in them, indicating the excellent reception that this programme has provided.

With date 28 October 2014, the deadline for the activation of the budget reserves of the sixth call for the "Efficient Vehicle Incentives Program (PIVE-6)" has been completed as the last budget reserve has been made available. which totals the amount of EUR 175,000,000, as set out in Article 3 of Royal Decree 525/2014 of 20 June 2014. From this moment on, the sales outlets attached to the programme have the possibility of continuing to provisionally activate the budget reserves in the IT application as provided for in the last subparagraph of paragraph 3 of the Article 3 of Royal Decree 525/2014 of 20 June 2014, which can be met by a strict order of activation, subject to the fact that cancellations have occurred in previous reservations that release the budget.

The experience in the management of the previous calls for the PIVE shows that after the last budget reserve has been produced a significant number of cancellations, which allow the release of a part of the budget, which would be applicable to the current PIVE-6. There are also budgetary remnants of the PIVE-3, PIVE-4 and PIVE-5 which are planned to be incorporated into the PIVE-6, without prejudice to other budgetary allocations that may be decided upon. The above allows to maintain continuity in the provisional activation of reserves that can be met by rigorous order of activation of the same, with charge to these remnants and budget.

By this royal decree, it is therefore necessary to amend certain aspects of Royal Decree 525/2014 of 20 June 2014, which regulates the direct grant of subsidies from the " Program of incentives to efficient vehicle (PIVE 6) ", in order to maintain continuity in the provisional activation of reserves of this program. In particular, a new deadline for the submission of applications for aid is set out on 24 November 2014.

This royal decree is dictated by the state competence in terms of bases and coordination of the general planning of economic activity provided for in Article 149.1.13. of the Constitution.

In its virtue, on the proposal of the Minister of Industry, Energy and Tourism, prior to the report of the Ministry of Finance and Public Administrations and after deliberation of the Council of Ministers, at its meeting of November 28, 2014,

Single item. Amendment of Royal Decree 525/2014 of 20 June, regulating the direct grant of grants from the "Efficient Vehicle Incentives Programme" (PIVE-6)

The Royal Decree 525/2014 of 20 June, which regulates the direct grant of subsidies from the "efficient vehicle incentive programme (PIVE 6)" is amended as follows:

One. The following Article 3a is

:

" Article three bis. Funding.

Provisional reserves which cannot be met by insufficient budget may be incorporated in forthcoming calls for the PIVE programme which may be carried out, provided that this is expressly provided for in the call and meet all required requirements. "

Two. A paragraph is added following the first paragraph of Article 7 (Strokes):

"However, for the purpose of the extension of the PIVE-6, which is regulated in this royal decree, the requests made as of 24 November 2014 shall be valid."

Three. The following Article 7a is

" Article 7a. Time-limits for the activation of provisional reserves

All stocks of vehicles eligible for subsidy collection carried out since 24 November 2014 may activate the corresponding provisional reserve of budget according to the IT application enabled by IDAE in the PIVE -6, and irrespective of whether the applications for provisional reservations requested prior to that date are still being met. '

Final disposition first. Development and application faculties.

The Director General of the Institute for Energy Diversification and Saving (IDAE) is empowered to dictate the procedural rules that require the application of what is established in this royal decree.

Final disposition second. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
