The final provision of Royal Decree 1277/2003 of 10 October 2003 laying down the general bases for the authorisation of health centres, services and establishments enables the Minister for Health and Consumer Affairs to for the normative development of its forecasts, including expressly "the updating of the classification and the definitions of the centres, services, establishments and care units referred to in its Annexes". The professional exercise of psychology, which has always had a marked multi-purpose character manifested in its study plans and in the various options and even the specific curricular itineraries of the Bachelor, is found It has, for some time, been immersed in a process of profound changes that in the health field has had its own manifestations, such as those derived from the creation of the specialty of clinical psychology by Royal Decree 2490/1998, of 20 of November, for which the official title of Specialist Psychologist in Clinical Psychology is created and regulated, and the subsequent consideration of this as a "regulated and regulated health profession", in the terms provided for in Article 36 of the Constitution, by Law 44/2003 of 21 November of ordination of the health professions, which, however, does not consider as such a graduate in psychology without such a specialty. This situation advises to incorporate some modifications in the Royal Decree 1277/2003, of October 10, through which it is intended, on the one hand, to adapt some of its definitions to the contents of the Clinical Psychology according to the doctrine (a) to ensure that the rules governing the application of the rules governing the application of the rules governing the application of the rules governing the application of the rules governing the application of the rules of procedure are not applicable. Centres or cabinets where they exercise their profession have the consideration of health centres. This does not prevent the fact that even if they do not take part in the scheme, they can continue to pursue the collegiate profession of "Psychologist" in all its facets, including health-related, as they had previously done before Law 44/2003, 21 of November, without the objective of this rule, as is not the case of Royal Decree 1277/2003, of 10 October, to amend, directly or indirectly, the design of the regulated and entitled health professions which the law makes, but establish quality and safety criteria for health centres which authorise the use of different health administrations to which this competence is legally applicable. The amendments incorporating this order into the Annexes to Royal Decree 1277/2003 of 10 October 2003 have been the subject of a report by the Commission on Human Resources of the National Health System, in addition to the Ministries of Health and Consumer Affairs. Education and Science, among others, are represented by all the health administrations, by the Advisory Board of Health, by the Collegial Organization of Psychologists, by the Conference of Dean of the Faculty of Psychology and by various Scientific and professional associations, whose contributions have been taken into account in the the process of drawing up this rule. This order is issued in accordance with the final provision of Royal Decree 1277/2003 of 10 October 2003. In its virtue, with the prior approval of the Minister of Public Administrations, I have:
