The Organic Law 2/2006, of 3 May, of Education, establishes in its first provision the first that the Government, after consulting the Autonomous Communities, will approve its calendar of implementation. According to the provision cited above, this timetable will have a temporal scope of five years from the entry into force of the Law and the implementation of the curricula of the corresponding teachings will be established. To this end, the timetable also includes the gradual extinction of the existing curricula and the equivalence of academic qualifications.

The timetable gives priority to the implementation of the educational stages that constitute basic education (primary education and compulsory secondary education) and the measures provided for in the Organic Law 2/2006, of 3 of In order to improve the results in these educational stages, reduce school failure and promote the equity of the system. For the same purpose, the timetable includes a reasonable margin of flexibility for educational administrations to anticipate the introduction of the first cycle of early childhood education and initial vocational qualification programmes. In addition, the calendar links to the academic management of the new teachings the implementation of the provisions of the Law in the field of evaluation, promotion and obtaining of the degree of graduate in compulsory secondary education and anticipates the requirements for the incorporation of students into the curriculum diversification programmes.

The timetable aims, at last, to provide the various sectors of the school community with a clear reference on which to guide their expectations and plan their management over the five-year time horizon in which they are is raised.

In the process of drawing up this royal decree, the autonomous communities have been consulted and the State School Council has issued an opinion.

In its virtue, on the proposal of the Minister of Education and Science, in agreement with the Council of State and after deliberation of the Council of Ministers at its meeting on June 30, 2006,

D I S P O N G O:

CHAPTER I

General provisions

Article 1. Object.

The implementation of the Organic Law 2/2006, of 3 May, of Education, which will have a five-year temporary scope, will be governed by the provisions of this royal decree.

Article 2. Scope.

The implementation of the new teachings, the gradual extinction of the plans of studies in force and the equivalence, for academic purposes, of the teachings will be adjusted to the calendar that establishes this royal decree.

CHAPTER II

Child education

Article 3. Minimum teaching and implementation.

1. Before 31 December 2006, the Government shall lay down the minimum lessons referred to in Article 6.2 of the Organic Law 2/2006 of 3 May of Education in relation to the second cycle of child education. Before the date of implementation of the first cycle of early childhood education and, in any case, by 31 December 2007, educational administrations will determine the educational content of the first cycle of child education. Article 14 (7) of the Organic Law 2/2006 of 3 May of Education.

2. In the 2008-2009 academic year, the educational administrations will implement the lessons of the first and second cycle of childhood education and will no longer be taught the lessons of the first and second cycles of the Children's education defined by the Organic Law 1/1990 of 3 October, of General Ordination of the Educational System and the teaching of preschool defined by the Organic Law 10/2002, of 23 December, of Quality of Education, in those cases in accordance with Article 2.2 of Royal Decree 827/2003 of 27 June, establishing the The timetable for the implementation of the new system of education system set out in the Organic Law 10/2002 of 23 December, of Quality of Education, would have been implemented in advance by the educational administrations.

3. Educational administrations will be able to anticipate the implementation of the lessons for the first cycle of early childhood education for the academic year 2007-2008.

Article 4. Requirements of first-cycle child education centres.

Before the date of implementation of the first cycle of child education and, in any case, by 31 December 2007, the requirements to be met by the centres providing for children under three years of age will be established. years, in accordance with Article 14.7 of Organic Law 2/2006, of 3 May, of Education.

CHAPTER III

Primary Education

Article 5. Minimum teaching and implementation.

1. Before 31 December 2006, the minimum teaching referred to in Article 6.2 of the Organic Law 2/2006 of 3 May of Education in relation to primary education shall be laid down.

2. In the academic year 2007-2008, the teaching corresponding to the courses 1 and 2. of the primary education regulated by the Organic Law 2/2006, of 3 May, of Education will be implemented and the teachings will no longer be taught. corresponding to courses 1 and 2. of primary education regulated by the Organic Law 1/1990 of 3 October of General Ordination of the Educational System.

3. In the 2008-2009 academic year, the teaching of courses 3 and 4. of primary education regulated by the Organic Law 2/2006 of 3 May, of Education, will be implemented and the teaching will no longer be taught. corresponding to courses 3 and 4. of primary education regulated by the Organic Law 1/1990 of 3 October of General Ordination of the Educational System.

4. In the academic year 2009-2010, the teaching corresponding to the courses 5 and 6. of the primary education regulated by the Organic Law 2/2006, of 3 May, of Education, will be introduced, and the teachings will no longer be taught. corresponding to courses 5 and 6. of primary education regulated by the Organic Law 1/1990 of 3 October of General Ordination of the Educational System.

Article 6. Learning report.

1. From the academic year 2009-2010, each student will have at the end of the primary education a report on his/her learning, the objectives achieved and the basic skills acquired, according to the educational administrations, according to the with the provisions of Article 20.5 of the Organic Law 2/2006, of 3 May, of Education.

2. From the academic year 2006-2007 and up to the academic year 2008-2009 inclusive, the educational administrations will refer the report to the learning and the objectives achieved by each student.

Article 7. Diagnostic evaluation.

From the 2008-2009 academic year, a diagnostic evaluation will be carried out in all schools at the end of the second cycle of primary education, in accordance with what is established by the educational administrations. This evaluation will be related to the basic competencies achieved by its students and will be of a formative and guiding nature for the centers and information for the families and for the whole of the educational community, in accordance with the provisions of the Article 21 of the Organic Law 2/2006, of 3 May, of Education.

CHAPTER IV

Required secondary education

Article 8. Minimum teaching and implementation.

1. The minimum lessons referred to in Article 6.2 of the Organic Law 2/2006 of 3 May of Education in relation to compulsory secondary education shall be laid down before 31 December 2006.

2. In the academic year 2007-2008, the teaching corresponding to the courses 1 and 3. of the compulsory secondary education regulated by the Organic Law 2/2006, of 3 May, of Education, will be introduced, and will no longer be taught. the teaching corresponding to the courses 1 and 3. of the compulsory secondary education regulated by the Organic Law 1/1990, of 3 October, of General Ordination of the Educational System.

3. In the academic year 2008-2009 the teaching of courses 2. º and 4. of compulsory secondary education regulated by the Organic Law 2/2006, of 3 May, of Education, will be implemented and will cease to be taught. the teaching corresponding to the courses 2. º and 4. of the compulsory secondary education regulated by the Organic Law 1/1990, of 3 October, of General Ordination of the Educational System.

Article 9. Implementation of assessment and promotion in compulsory secondary education.

1. The assessment and promotion of pupils in compulsory secondary education covered by Article 28 of the Organic Law 2/2006 of 3 May of Education shall apply from the academic year 2007-2008.

2. Until the end of the 2006-2007 academic year, the assessment and promotion of pupils in compulsory secondary education will be carried out in accordance with Articles 13 and 15 of Royal Decree 831/2003 of 27 June 2003, which establishes the general management and common teaching of compulsory secondary education.

Article 10. Implementation of the requirements for obtaining the degree of graduate in compulsory secondary education.

1. The requirements for obtaining the degree of graduate in compulsory secondary education laid down in Article 31 of the Organic Law 2/2006 of 3 May of Education shall apply from the academic year 2007-2008.

2. For the purposes of the preceding paragraph, and until the final implementation of the teaching of compulsory secondary education regulated by the Organic Law 2/2006 of 3 May of Education, the reference to the basic competences and the objectives of the the stage shall be understood as referring only to the latter.

3. Until the end of the academic year 2006-2007, students who at the end of compulsory secondary education have achieved the objectives of the stage will obtain the degree of graduate in compulsory secondary education under the conditions laid down in Article 18.2 and 3 of Royal Decree 831/2003 of 27 June 2003 establishing the general management and common teaching of compulsory secondary education.

Article 11. Anticipation of requirements for curriculum diversification programs.

1. Until the end of the academic year 2006-2007, students who have completed the course 2. of compulsory secondary education, are not in a position to promote third and have repeated once in this educational stage, they will be able to join a curriculum diversification programme.

2. Until the end of the academic year 2006-2007, the curricular diversification provided for in the compulsory secondary education regulated in the Organic Law 2/2006 of 3 May of Education will be carried out in accordance with the provisions of the teaching of compulsory secondary education laid down in Organic Law 1/1990 of 3 October of General Management of the Educational System.

Article 12. Initial vocational qualification programmes.

In the academic year 2008-2009 the initial vocational qualification programmes will be implemented and the social guarantee programmes regulated in the Organic Law 1/1990 of 3 October, of General Management of the Educational System. However, educational administrations will be able to anticipate the implementation of these initial vocational qualification programmes for the academic year 2007-2008.

Article 13. Diagnostic evaluation.

From the 2008-2009 academic year, a diagnostic evaluation will be carried out in all the educational institutions at the end of the course 2. of the compulsory secondary education, according to what the administrations establish. education. Article 14. Title equivalences.

The degree of graduate in secondary education established in Organic Law 1/1990 of 3 October of General Ordination of the Educational System will be equivalent, for all purposes, to the degree of graduate in secondary education. mandatory set out in Organic Law 2/2006, of 3 May, of Education.

CHAPTER V

Baccalaureate

Article 15. Minimum teaching and implementation.

1. Before 31 December 2006, the minimum teaching referred to in Article 6.2 of the Organic Law No 2/2006 of 3 May of Education in relation to the baccalaureate, as well as the detailed rules, shall be laid down. and the number of these that will be in this educational stage.

2. In the course of the academic year 2008-2009, the lessons of the course 1. of the Baccalaureate, governed by the Organic Law 2/2006, of 3 May, of Education, will be introduced and the teaching of the teaching corresponding to the 1. high school year 1, which is regulated by the Organic Law 1/1990 of 3 October of General Ordination of the Educational System.

3. In the academic year 2009-2010 there will be, in general, the teaching corresponding to the course 2. of the baccalaureate regulated by the Organic Law 2/2006, of 3 May, of Education, and the teaching corresponding to the 2. Bachelor's degree regulated by the Organic Law 1/1990, of 3 October, of General Ordination of the Educational System.

Article 16. Title of Bachiller.

The bachelor's degree established in Organic Law 1/1990, of 3 October, of General Ordination of the Educational System will be equivalent, for all intents and purposes, to the bachelor's degree established in Organic Law 2/2006, of 3 of May, Education.

Article 17. Proof of access to the university.

1. Before the end of the academic year 2006-2007, the Government will establish the basic characteristics of the test of access to the university, after consulting the Autonomous Communities and prior report of the Council of University and University Coordination. State School Board, in the field of its competencies.

2. The educational administrations will organize the test of access to the university established in the Organic Law 2/2006, of May 3, of Education, from the academic year 2009-2010 for the students who have completed the high school teaching regulated by the Organic Law 2/2006, of 3 May, of Education.

3. From 1 June 2007 they will be able to access the university, without the need to carry out the access test, students from educational systems of States that are not members of the European Union and who have signed Agreements (i) international agreements on the subject, on the basis of reciprocity, as well as students from education systems in the Member States of the European Union. In both cases, students will have to meet the required academic requirements in their education systems to access their universities.

4. Until 30 September 2009, students who have completed the high school education provided by the Organic Law 1/1990 of 3 October on the General Management of the Educational System shall carry out the tests for access to the university. in accordance with the regulations that were applicable on the date of entry into force of the Organic Law 2/2006, of 3 May, of Education, as established by the transitional provision of that law.

5. Until 30 September 2007, access tests for pupils who have completed foreign studies approved for the bachelor's degree and who come from education systems of States which are not members of the European Union or with the which international agreements have been concluded on the basis of reciprocity, shall be governed by the provisions of the Order of 12 June 1992 governing the testing of aptitude for access to Faculties, High Technical Schools and University Schools of students with convalidable foreign studies, modified by the Order of 13 May 1993 and the Order of 4 May 1994. From the academic year 2007-2008 the tests of access to the university for these students will be governed by the provisions of article 38 of the Organic Law 2/2006, of May 3, of Education.

CHAPTER VI

Professional training

Article 18. Curricula and implementation of qualifications.

1. The general management of vocational training in the education system shall be regulated by 31 December 2006, in accordance with the provisions of the Organic Law No 2/2006 of 3 May of Education and in accordance with the provisions of the The Organic Law of 19 June, of the Qualifications and Vocational Training.

2. The implementation of the qualifications corresponding to the vocational training studies and the respective new curricula will begin in the academic year 2007-2008 and must be completed within the period of application of the Organic Law 2/2006, 3 May, Education, without prejudice to its permanent updating in accordance with the requirements of the National System of Qualifications and Vocational Training.

3. As long as the implementation of the above paragraph does not occur, the degrees and curricula derived from the Organic Law 1/1990 of 3 October of General Ordination of the Educational System will remain in force. In the regulation of qualifications and the basic aspects of the respective curricula, the correlation between the new teachings and the teachings that are extinguished will be included.

Article 19. Access tests.

The evidence to be organised by the educational administrations for access in the academic year 2007-2008 and following the vocational training courses will be governed by the provisions of Article 41 of the Organic Law 2/2006 of 3 May, Education.

CHAPTER VII

Artistic Teachings

Article 20. Introduction of the elementary teachings of music and dance.

1. In the academic year 2007-2008 the elementary teaching of music and dance will be introduced in general. Educational administrations will be able to anticipate such an implementation in the academic year 2006-2007 and, in any case, will regulate the process of replacing the current teaching.

2. The certificates of the elementary degree of music and dance that are extinguished will have the same effects as those of the certifications that the educational administrations could establish for the new elementary teachings.

Article 21. Implementation of professional artistic teachings.

1. In the academic year 2007-2008 the first four courses of professional music and dance courses will be implemented and the first two courses of the medium-grade teachings will be extinguished until that time.

2. In the 2008-2009 academic year, the fifth and sixth courses of professional music and dance teaching will be implemented and the third cycle of the medium-grade teachings will be extinguished so far.

3. The implementation of the professional teaching of plastic arts and medium-grade design will be initiated in the academic year 2007-2008 and the teaching of higher grade in the academic year 2008-2009. From these dates, the respective first course of the teachings in force will be discontinued until the moment, and the extinction of the same will be progressively carried out. However, the students who have completed all the courses and have pending the completion of the final work or the final project for obtaining the corresponding title may end the training cycle according to the curriculum. initiated, in the two academic years following the extinction of the last course.

4. The incorporation of the students from the system that is extinguished to the different courses of the professional artistic teachings regulated by the Organic Law 2/2006, of May 3, of Education, will be done according to the table of equivalences which is accompanied by Annexes I, II and III to this royal decree.

Article 22. Higher Council Of Artistic Teachings.

The Higher Council of Artistic Teachings shall be constituted before 30 April 2007.

Article 23. Structure and contents of studies of higher artistic teachings.

The basic structure and content of the different studies of higher artistic teachings, in the terms set out in Articles 46 and 58 of the Organic Law 2/2006, of 3 May, of Education, must be defined in such a way that its progressive implementation has been completed within the time limit laid down in the first provision of the Organic Law 2/2006, of 3 May, of Education.

CHAPTER VIII

Language Teachings

Article 24. Implementation of language teaching.

1. The minimum teaching of language teaching and the effects of certificates issued shall be laid down before 31 December 2006.

2. In the academic year 2007-2008 the basic level of language teaching, with the characteristics and the organisation that educational administrations will determine, will be introduced in general.

3. The intermediate level of language teaching will be implemented in the academic year 2007-2008 and the advanced level in the academic year 2008-2009. The incorporation of the students from the teachings that are extinguished to the new system will be done according to the table of equivalences that establishes the royal decree that establishes the minimum teachings of the language teachings.

Article 25. Language teaching during the academic year 2006-2007.

1. During the 2006-2007 academic year, the Administrations will be able to provide the teachings regulated in Royal Decree 423/2005 of 18 April, which sets out the common lessons of the basic level of the language teaching of special arrangements and the regulated in Royal Decree 1523/1989 of 1 December 1989 laying down the minimum content of the first level of specialized language teaching and in Royal Decree 47/1992 of 24 January establishing the minimum content of the specialised teaching of the Spanish languages.

1. Also, the administrations in whose field were being taught during the academic year 2005-2006 teaching of the basic level regulated by Royal Decree 423/2005, of 18 April, which sets the common teachings of the basic level of the teaching of special-regime languages, may introduce in the academic year 2006-2007 an interim curriculum of intermediate-level teachings which, at the time, should be replaced by the one established in the implementation of the Organic Law 2/2006, of 3 May, of Education.

CHAPTER IX

Sports Teachings

Article 26. General management of sports teaching.

Before 30 April 2007, the Government will regulate the general management of sports teaching, which will replace the ordination set out in Royal Decree 1913/1997 of 19 December, which is set up as (a) the general guidelines for diplomas and for the corresponding minimum teachings are approved by special arrangements for the purpose of obtaining qualifications for sports technicians.

Article 27. Introduction of new degrees of sport teaching.

1. Before 31 December 2007, the Government shall initiate the establishment of the new degrees corresponding to the studies of sports teaching, as well as the basic aspects of the curriculum for each of them and the minimum requirements of the centres in which the respective teachings are given.

2. The regulation of the respective degrees shall include the correlation, for all purposes, between the new teachings and those that are extinguished.

CHAPTER X

Adult Education

Article 28. Evidence for obtaining the degree of graduate in compulsory secondary education, baccalaureate and vocational training.

1. From the 2008-2009 academic year, the educational authorities, in organising the tests so that people over the age of 18 can directly obtain the degree of graduate in compulsory secondary education, will refer to these evidence, in any case, of the objectives and the minimum lessons for compulsory secondary education regulated by the Organic Law 2/2006 of 3 May of Education.

Until the end of the 2007-2008 academic year, educational administrations will convene tests to obtain the degree of graduate in compulsory secondary education for people over the age of eighteen, according to the report. system established in Royal Decree 135/2002, of 1 February, which lays down the basic conditions governing the tests provided for in Article 52.3 of the Organic Law 1/1990 of 3 October of General Ordination of the Educational System for the Graduate degree in secondary education for persons over 18 years of age years.

2. From the 2008-2009 academic year, the educational authorities, in organising the tests so that people over the age of 20 can obtain the bachelor's degree directly, will refer to the objectives and the minimum teaching of the baccalaureate regulated by the Organic Law 2/2006, of 3 May, of Education.

3. In the case of tests for the acquisition of technical qualifications and of higher technical vocational training, the educational authorities shall refer these tests to the new qualifications and curricula as they are implemented in the function of the provisions of Article 18 of this royal decree.

Additional disposition first. Certificate of Pedagogical Aptitude.

The educational administrations will be able to continue to organize the teachings leading to the Certificate of Pedagogical Aptitude, which will be equivalent to the pedagogical training established in Article 100.2 of the Law of Organic Law 2/2006, of 3 May, of Education, until such time is regulated for each teaching.

Additional provision second. Access to the university without testing.

The Ministry of Education and Science shall, in sufficient time, regulate the conditions necessary to apply the provisions of Article 17 (3) of this royal decree.

Additional provision third. Equivalence of specific vocational training and initial vocational training.

The specific vocational training of a medium and higher level regulated by the Organic Law 1/1990 of 3 October of General Ordination of the Educational System is equivalent to all the effects of initial vocational training. Middle grade and upper grade regulated by Organic Law 2/2006, of 3 May, of Education.

Additional provision fourth. Adaptation of the first cycle centres for children to the new requirements.

Centers that serve children under three years of age and who are not licensed as child education centers, or are as preschool education centers, will have three years to adapt to the requirements that establish from the entry into force of their specific regulation.

Additional provision fifth. Promotion of a system course that is extinguished to another from the new system.

The Ministry of Education and Science shall regulate the conditions of promotion from one course of the system that is extinguished to another of the new system, when that system has not been completely exceeded.

First transient disposition. Validity of Royal Decree 831/2003, of 27 June, establishing the general ordination and common teaching of compulsory secondary education.

Until the end of the academic year 2006-2007, the assessment, promotion and conditions for obtaining the degree of graduate in compulsory secondary education shall be governed by the provisions of Articles 13, 15 and 18.2 and 3 of the Royal Decree 831/2003 of 27 June establishing the general ordination and common teaching of compulsory secondary education.

Second transient disposition. Modification of the concerts.

1. The concerts, conventions or grants applicable to preschool education institutions and children's education centres will refer to the first cycle of early childhood education and the second cycle of child education. respectively from the date of implementation of these teachings.

2. Concerts, conventions or grants for the social security programmes shall relate to programmes of initial vocational qualification from the date of implementation of those programmes.

Single repeal provision. Regulatory repeal.

The following provisions are repealed:

Royal Decree 827/2003, of 27 June, establishing the timetable for the implementation of the new management of the education system, established by the Organic Law 10/2002, of 23 December, of Quality of Education.

Royal Decree 1318/2004, of 28 May, amending Royal Decree 827/2003 establishing the timetable for the implementation of the new management of the education system, established by the Organic Law 10/2002, of 23 of December, Quality of Education.

Royal Decree 829/2003, of June 27, establishing the common teaching of Child Education.

Royal Decree 830/2003 of 27 June establishing the common teaching of primary education.

Royal Decree 831/2003, of 27 June, establishing the general ordination and common teaching of compulsory secondary education, in accordance with the provisions of the first transitional provision of this royal decree.

Royal Decree 832/2003 of 27 June establishing the general ordination and common teaching of the Baccalaureate.

Royal Decree 1741/2003, dated December 19, which regulates the general test of Baccalaureate.

Royal Decree 118/2004, of 23 January, for which the Title of Didactic Specialization is regulated.

Royal Decree 1538/2003 of 5 December establishing the basic specialties of educational inspection.

Royal Decree 1472/2004, of 18 June, extending the period laid down in the second provision of Royal Decree 1538/2003 establishing the basic specialties of educational inspection.

Equally, how many provisions of equal or lower rank are opposed to the provisions of this royal decree.

Final disposition first. Competence title.

This royal decree, which is issued in accordance with the provisions of Article 149.1.1. and the 30th of the Spanish Constitution, the additional provision of Law 8/1985 of 3 July 1985 on the Law of Education, by virtue of the habilitation that confers on the Government the Organic Law 2/2006, of May 3, of Education, in its additional provision first, it has a basic norm character.

Final disposition second. Enablement for regulatory development.

It is for the Ministry of Education and Science, without prejudice to what the Autonomous Communities have in the field of their competences, to dictate how many provisions are necessary for the development and implementation of the provisions in this royal decree.

Final disposition third. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
