By Royal Decree 589/2005 of 20 May, the collegiate bodies responsible for the Electronic Administration have been restructured in the field of the General Administration of the State. According to the provisions contained in the aforementioned Royal Decree, it is necessary to regulate the Ministerial Commission of Electronic Administration of the Ministry of the Interior that will replace the Ministerial Commission of Informatics and Communications. First. Second. Functions. The Ministerial Committee of Electronic Administration shall perform the following functions:

a) Act as a liaison and technical collaboration organ of the Superior Council of Electronic Administration, in accordance with the provisions of Royal Decree 589/2005 of 20 May.

b) Develop the Strategic Plan for Information Technology and Electronic Administration of the Ministry of the Interior, based on the proposals of the various Directive Centres and Autonomous Bodies of the Department, and elevate it to the Full Board of Electronic Management Board for its report, as well as oversee its compliance. The plans for systems affecting the defence, political consultation, crisis situations and security of the State are excluded. c) To monitor, in the field of the Department, the implementation of the guidelines and the follow-up of the guidelines of action agreed upon by the plenary of the Superior Council of Electronic Administration. (g) Inform, in a prescriptive manner, proposals for the resolution of supply, service and consultancy contracts and assistance in the field of information and communications technologies, if the causes of the resolution are related to the technical content of the contracts. (h) to issue, in a prescriptive manner, the technical report of agreements for the extension of supply, service and consultancy contracts and assistance in the field of information and communications technologies. (i) to process and to send to the Standing Committee of the Board of Directors of Electronic Management for its mandatory report on the procurement files referred to in Article 10.3.a) of Royal Decree 589/2005 of 20 May, prior to study and Agreement of the plenary session of the Ministerial Committee. Third. Operation. The Ministerial Committee of Electronic Administration may act in plenary, in the Permanent Commission and in the Working Groups.

Fourth. Composition of the plenary session. The Ministerial Committee on Electronic Administration, in its plenary operation, will be composed of the following members:

President: The Undersecretary of the Interior Ministry.

First Vice President: The Director General of Infrastructure and Security Material. Second Vice President: The Deputy Director General of the Information Systems Center of the Secretariat. Vowels:

Deputy Director General of Human Resources and Management of the Directorate General of Police and Civil Guard.

Deputy Director General of Support of the Directorate General of Police and Civil Guard. The Deputy Director General of Penitentiary Services of the General Directorate of Prison Institutions. The Director of the Cabinet for Internal Security Studies (GESI) of the Secretariat of State for Security. Deputy Director General of Personnel and Inspection of the Secretariat. The Deputy Director General of Traffic Management and Mobility of the General Directorate of Traffic. The Deputy Director General of Information Systems and Procedures Organization of the General Directorate of Traffic. The Deputy Director General of Planning, Operations and Emergencies of the Directorate General for Civil Protection and Emergencies. The Deputy Director General of Information and Communications Systems for the Security of the General Directorate of Infrastructure and Security. The Deputy Director General for Victims of Terrorism and Citizen Attention of the General Directorate of Support for Victims of Terrorism. Deputy Director-General of the Information Systems Center of the Secretariat.

Secretary: An official of the General Subdirectorate of the Information Systems Center, appointed by the President, who will attend the meetings with a voice but without a vote. The President may delegate or be replaced in the case of vacancy, absence or illness, by the First Vice-President or, where appropriate, by the Second Vice-President.

The members of the Commission, in the event of a justified absence, will have to be replaced by their alternates, who will be appointed by the Head of the Steering Centre who will attribute the representation to them. The President of the Commission may, on a proposal from the Office of the Directorate-General for Direct Centres, access to the meeting, with a voice but without a vote, technical or specialist officials in the subject matter of the procurement. Fifth. Special composition of the plenary in certain contracts. -In the case of contracts declared secret or reserved, or where their execution must be accompanied by special security measures, or where the protection of interests so requires State security essential, the Ministerial Commission of Electronic Administration will act in plenary and will have the following special composition:

President: The Undersecretary of the Interior Ministry.

President: First Vice President of the Electronic Administration Commission.

Vice President: The Second Vice President of the Electronic Administration Commission. Vowels: The Vocals representatives of the Directive Centers to which the subjects to be dealt are concerned. Secretary: An official, appointed by the President, with a voice but without a vote.

The Permanent Commission shall be responsible for the technical study and the formulation of the relevant observations, on the documentation relating to the functions conferred on the plenary session of the Ministerial Committee of Administration. The Ministerial Commission of Electronic Administration may entrust its own functions to the Standing Committee, in order to deal with the issues that require it in an agile and effective manner. Single repeal provision. Regulatory repeal.

Order INT/1465/2003, of 29 May, is repealed, regulating the composition and functions of the Ministry of the Interior's Information and Information Commission, as well as the provisions of equal or lower rank in what is object to the provisions of this order.
