The Royal Decree 1600/2004 of 2 July, for which the basic organic structure of the Ministry of Labour and Social Affairs is developed, establishes, in its article 14.1.k), that it corresponds to the General Technical Secretariat elaboration and implementation of the statistical plan of the Department, as well as the coordination, planning, direction and control of the statistical activity of the Ministry and the relations with the National Statistics Institute. In order to facilitate the implementation of these functions, the Statistical Commission of the Department, which is a collegial organ in which the organs and agencies dependent on it, participate in the performance of the tasks, was established. statistical operations and the purpose of which is to advise the management body responsible for the statistical powers and to facilitate coordination with those bodies and bodies. In its virtue, under the provisions of the Additional Disposition fourth of Royal Decree 1600/2004, of 2 July, for which the basic organic structure of the Ministry of Labour and Social Affairs is developed, and after the Minister's approval Public Administrations, I have:

First. Nature, membership and purposes. -The Statistics Committee of the Ministry of Labour and Social Affairs is a collegiate body attached to the Technical General Secretariat of the Department, whose objective is to advise the indicated management body in the exercise of its powers in statistical matters and to facilitate the coordination of the statistical activity of the various organs of the Department, its autonomous bodies and the management entities and common security services Social dependent or attached to it.

Second. Functions. -The Statistical Commission has the following functions:

a) Develop the Ministry's statistical operations inventory, according to the Department's statistical needs.

b) Contribute to the determination of the statistics of the Inventory that are to be considered statistics for state purposes, and consequently they will be included in the National Statistical Plan and in the annual programs who develop it. (c) To ensure compliance with the provisions of the National Statistical Plan and the annual programmes in the field of the Department and, in particular, with respect to the established timetable for the dissemination of statistics. (d) Vellar for the fulfilment of the provisions of Law 12/1989 of 9 May, of the Public Statistical Office, in particular, by the rules of statistical secrecy, in the compilation of statistics for the State purposes entrusted to the Ministry. (e) Facilitate the coordination of the statistical activities of the Department and the transmission of information concerning commissions and working groups in statistical matters in which the Department is represented. f) Formulate proposals to improve the statistical information available in the Department's own materials and its quality, as well as to promote its implementation. (g) To know the records and information systems of the activities of the Department that may have statistical utility, its implementation, revision or deletion projects, as well as to promote its statistical use. h) Encourage the integration of statistical information systems, homogenizing and normalizing the conceptual and methodological aspects of statistics, especially in terms of definitions, statistical units, classifications, nomenclatures and codes. (i) Establish guidelines and promote the proper dissemination of the results of the ministry's statistics, as well as their corresponding methodologies by ensuring compliance with the timetables. (j) Other duties assigned to him by the holder of the Department in the field of statistics.

Third. Composition. -The Statistical Commission will have the following composition:

President: The head of the Technical General Secretariat.

Vice President: The head of the General Subdirectorate for Social and Labor Statistics. Vowels: A representative of each of the following bodies, agencies and entities of the Department, appointed by the holder of the same:

Cabinet of the Minister.

Cabinet of the Secretary of State for Social Security. Cabinet of the Secretary of State for Immigration and Emigration. Cabinet of the Secretariat of State for Social Services, Families and Disability. Technical Cabinet of the Secretariat. Technical Cabinet of the General Secretariat of Employment. Support Unit of the General Secretariat for Equality Policies. Directorate-General for the Management of Social Security. General Treasury of Social Security. National Social Security Institute. Social Institute of the Navy. Management of Social Security Informatics. Directorate General for Migration. Directorate-General for Immigration. Directorate-General for Integration of Immigrants. Permanent Observatory of Immigration. Directorate-General for Families and Children. Directorate-General for Social Inclusion. Directorate-General for the Coordination of Sectoral Policies on Disability. Real Patronato on Disability. Institute of Older and Social Services. Directorate-General for Work. In addition, due to the specific functions assigned to them in statistical matters, the following units will be represented by voice:

General Data Processing Subdirection, represented by an official of that unit.

Deputy Directorate-General for Social and Labour Statistics, with three members appointed by the Presidency, one of whom will act as the Secretary of the Commission with a voice and vote. A representative of the National Institute of Statistics proposed by the presidency of that body.

Fourth. Operation.

1. The Statistical Commission may act in full or on a permanent basis.

2. The plenary session shall meet as many times as possible, provided that the President or the third party of the members so requests, and at least once a year for the purpose of publicizing the statistical activity carried out in the previous year, and report on what will be developed in the next financial year for incorporation into the annual program of the State Plan of the Department. 3. The standing committee shall be composed of the following members:

President: The head of the Subdirectorate General for Social and Labor Statistics.

Vocals: A representative of each of the following senior and managerial bodies, appointed by the holder of the said organ:

Cabinet of the Minister.

Secretary of State for Social Security. Secretary of State for Immigration and Emigration. Secretary of State for Social Services, Families and Disability. Sub-secretariat. General Secretariat for Employment. Secretary-General for Equality Policies. Secretary: A representative of the Subdirectorate General for Social and Labor Statistics, with voice and vote. Any of the members of the plenary session may attend the meetings of the standing committee, upon convocation of the chairman of the committee.

4. The tasks of the Standing Committee shall be to enable the Commission to carry out its tasks and to carry out any tasks entrusted to it by the plenary.

5. Working groups may also be set up either by the plenary or by the standing committee to carry out the specific work to be dealt with. To this end, the Commission may seek the assistance of professionals or institutions which, through their knowledge or experience, can contribute to the best fulfilment of the aims pursued. 6. Both the President of the Plenary and the Permanent Commission may invite the meetings of the Commission if they consider it appropriate, with a voice but without a vote, to representatives of the INE and other ministerial departments, administrations and institutions, as well as experts, depending on the specific topics of each meeting.

Fifth. The Commission shall be governed by the provisions of Chapter II of Title II of Law No 30/1992 of 26 November 1992 on the Legal Regime of Public Administrations and the Common Administrative Procedure and, where appropriate, by the Commission. rules of internal rules emanating from the Commission itself.

Sixth. Public expenditure. The operation of the Statistical Commission will not increase public expenditure and will be attended by the material and personnel resources already in the Department.

Single repeal provision. Regulatory repeal.

The Order of the Ministry of Labor and Social Security of 14 November 1988 is hereby repealed and the Department of Statistics of the Department is regulated.

Final disposition first. Powers of implementation and development.

The Technical General Secretariat is empowered to issue the precise instructions for the development and implementation of this Order.

Final disposition second. Entry into force.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
