In the year 1852 the work of the Basic Geodetic Network began by the Commission of the Map of Spain, which they had to serve as a basis for the formation of the National Map at scale 1:50,000. It was adopted as a reference ellipsoid of Struve, datum Madrid and origin of longitude the meridian of Madrid (National Astronomical Observatory). The cartographic projection chosen was the polyhedral, which established a local reference system adapted to the Iberian Peninsula, on which the first cartographic series were carried out. Subsequently, and until the year 1934, the Geographic Institute proceeded to densification of the Fundamental Network, with the networks of second and third order. The geodesic observations made, together with the geodesic observations of the rest of the European countries, led to the creation of the ED50 reference system whose ellipsoid is the international Hayford 1924, datum in Potsdam, Germany, 1950, and the meridian origin of lengths that of Greenwich, system of reference currently in force in Spain since 1970 along with the system of cartographic representation UTM, Universal Transversa Mercator, according to Decree 2303/1970, of 16 July, and on which all basic and derived cartography is currently developed official in Spain. From the launch of the first artificial satellites for the primitive navigation and positioning systems, TRANSIT, LORAN, etc., to the satellite navigation systems (GNSS), such as GPS, GLONASS and the future system Galileo, the modern global geodetic reference systems have been developed, which allow high precision and homogeneity for positioning and navigation. The reference system ETRS89 (European Terrestrial Reference System 1989), European Land Reference System 1989, linked to the stable part of the European continental plate, is consistent with modern satellite navigation systems. GPS, GLONASS and the European GALILEO. Its origin dates back to the 1990 resolution adopted by EUREF (Subcommittee of the International Geodesy Association, AIG, for the European Framework of Reference) and moved to the European Commission in 1999, so it is being adopted successively. for all European countries. Moreover, in 1995 the compensation of the geodesic network of the Canary Islands, within the framework of the National Geodesic Network by Space Techniques, REGENT, assumed the materialization of the system called REGCAN95, completely compatible with the ETRS89 system. The object of this royal decree is the adoption in Spain of the global geodetic reference system, ETRS89, replacing the geodetic regional reference system ED50 on which is currently compiling all the official cartography in the field of the Iberian Peninsula and the Balearic Islands, and the REGCAN95 system in the area of the Canary Islands, allowing a complete integration of the official Spanish cartography with the navigation systems and the cartography of other European countries. In addition, and in correspondence with the above, the adoption of the coordinate representation systems to be used to compile and publish the official mapping and geographical information according to its characteristics is also available. This royal decree is dictated by the provisions of article 149.1.13. of the Constitution, which attributes to the State the competence on bases and coordination of the general planning of economic activity. The Constitutional Court's doctrine endorses the existence of state rules that guarantee technical unity and coordination, and also that the rule's range, exceptionally, is sufficient given its markedly technical character. In the process of drawing up this royal decree, the Autonomous Communities have been heard, as well as the Geographic Superior Council, which has evacuated its favorable report at the meeting held on May 17, 2007. In its virtue, on a joint proposal from the Minister for Development and the Minister of Defence, and after deliberation by the Council of Ministers at its meeting on 27 July 2007,

D I S P O N G O:

CHAPTER I

General provisions and reference systems

Article 1. Object.

This royal decree regulates the geodetic reference system on which all geographic information and official cartography must be compiled, allowing for a complete integration of geographic information and cartography. Spanish official with that of other European countries and with the navigation systems.

Article 2. subjective scope of application.

This royal decree will apply to the cartographic production and official geographical information referred to all or part of the Spanish territory.

Article 3. Geodetic Reference System.

The ETRS89 (European Terrestrial Reference System 1989) system is adopted as an official geodetic reference system in Spain for geographical and cartographic reference in the area of the Iberian Peninsula and the Balearic Islands. In the case of the Canary Islands, the REGCAN95 system is adopted. Both systems are associated with the GRS80 ellipsoid and are embodied by the framework that defines the National Geodesic Network by Space Techniques, REGENT, and its densifications.

Article 4. Altimetric Reference System.

1. The average sea level registers in Alicante for the Peninsula and the local geographical references for each of the islands will be taken as a reference of altitudes. The origins of the altimetric references will be defined and published by the General Directorate of the National Geographic Institute.

2. The system is embodied by the lines of the High Precision Level 3. The hydrographic datum to which the probes are referred, zero hydrographic, will be defined and published by the Hydrographic Institute of the Navy and will represent the altimetric reference for basic nautical mapping.

CHAPTER II

Other Provisions

Article 5. An official mapping of cartography.

1. For terrestrial, basic and derived mapping, at scale equal to or less than 1:500,000, the reference system of the ETRS-Conica coordinates of Lambert is adopted.

2. For terrestrial, basic and derived cartography, at scales greater than 1:500,000, the ETRS-Transverse coordinate reference system of Mercator is adopted. 3. For nautical mapping, the Mercator projection is adopted.

Article 6. Cutting of leaves and numbering of official cartography.

1. For terrestrial planetrical representation, the National Topographic Map at scale 1:50,000 (MTN50) is the fundamental series in which the leaf division refers.

2. The sheets of the MTN50 will have a size of 10 'in latitude and 20' in length following the meridians and parallels. Its distribution shall be as shown in the Annex. 3. The sheets at 1:25,000 scale will have a size of 5 'x 10' which will result from dividing the corresponding MTN50 sheet into four quarters. The sheets at 1:10,000 scale will have a size of 2 '30' 'x 5' ' which will result from dividing the corresponding MTN50 sheet into sixteen parts. The sheets at 1:5,000 scale will be 1 '15' 'x 2' 30 '' which will result in the corresponding MTN50 sheet being divided into sixty-four parts. 4. The numerical designations of the MTN50 sheets of the National Geographic Institute (correlative numbering) and the 1:50,000 series of the Military Mapping of the Earth Army Geographic Center (column-row numbering) will have the same Official consideration, both number and number must be listed in those series.

First transient disposition. Method of transformation.

The Geographical Top Council should provide, through its web page located on the portal www.fomento.es, the method of transformation between new and old reference systems, their way of use and information associated technique.

Second transient disposition. Compilation and publication of mapping and databases of geographic and cartographic information.

All the cartography and databases of geographic and cartographic information produced or updated by the Public Administrations must be compiled and published in accordance with what is available in this royal decree from 1 of January 2015. Until then, the official geographical and cartographic information may be compiled and published in either system, ED50 or ETRS89, in accordance with the needs of each public administration, provided that the production of ED50 contains the reference to ETRS89.

Transitional provision third. Obligation to register in the Central Register of Cartography.

From January 1, 2012, you will not be able to register in the Central Mapping Register or to include in the National Cartographic Plan any new project that does not comply with the specifications of this royal decree.

Single repeal provision. Regulatory repeal.

Decree 2303/1970, of 16 July, is completely repealed, adopting the Universal Transverse Mercator (U.T.M.) projection for the revision and the new edition of the National Topographic Map, and Decree 2992/1968, of November 21, for which the bases for a new regulation of the Military Mapping of the Army of the Earth are approved, in what is opposed to the provisions of the present Royal Decree.

Final disposition first. Competence title.

This royal decree is dictated by the provisions of article 149.1.13. of the Constitution, which attributes to the State the competence on the basis and coordination of the general planning of economic activity.

Final disposition second. Entry into force.

This royal decree will enter into force the day after its publication in the "Official Gazette of the State".

ANNEX

Distribution and determination of MTN50 sheets in the Iberian Peninsula and the Balearic Islands

The calculation of the corners of the sheets of the MTN50 will be performed using a formula that relates the position of the same according to the name "column-row" (CCFF) and a source, as shown below.

The ETRS89 geodetic coordinates of that source correspond to a length of -9º 51 '15' 'and a latitude of 44th 00' 00 ''. The southeast corner is defined with longitude -9th 51 '15' '+ (CC/3) º and latitude 44th 00' 00 ''-(FF/6) º, and the northwest corner subtracting 20 'for length and adding 10' for latitude. The other two corners are obtained from these. The relationship between the correlative numbering and the column-row numbering, as well as the methods for the calculation of corners corresponding to any scale, shall be published on the same web page as referred to in the Transitional Disposition first. Example:

Distribution of the MTN50 sheets in the Canary Islands

In the case of the Canary Islands, in order to maximize the terrestrial surface covered by each leaf, the distribution does not adopt a completely analytical definition of the corners, being the relation of sheets by numbering correlative as set forth below
