The Royal Decree-Law 10/2007 of 19 October, adopting urgent measures to repair the damage caused by the intense storms of rain and wind and floods that have affected the Valencian Community during the On 11-19 October 2007, it adopted a set of actions of an urgent nature to alleviate the consequences of these events, which produced serious and substantial damage of all kinds. Since this rule was adopted at the time immediately following the events causing the disaster, in order to implement as soon as possible those measures which were urgently needed, the Commission decided to amend the regulatory development of those fields of action where it was necessary to know in greater detail the extent of the damage produced, because at the time of its approval it was impossible to carry out an assessment of the damage. This was intended to enable the State Administration to enable the appropriate appropriations and the amount necessary to finance these actions, as well as to establish the cooperation procedures with other administrations which will be more effective in order to restore normalcy in the affected areas. Also, Article 1 of the Royal Decree-Law 10/2007 of 19 October 2007 referred, for the determination of the scope of this rule, to an order given by the Minister of the Interior, in which the municipal and municipal population centres benefiting from the measures referred to in the Royal Decree-Law. Order INT/3357/2007 of 20 November (B.O.E. No. 279, of 21 November 2007), has determined the territorial scope of application of the Royal Decree-Law, so that, in application of the provisions of the second provision of that rule, and in the light of the assessment of damages carried out by the Delegation of the Government in the Valencian Community, in collaboration with the competent territorial administrations, it is up to this royal decree to determine the amounts of the credits that have to finance the measures that have to be executed. In this way, by means of this real development decree, the credit that is to be provided in the budgets of the Ministry of Public Administration is determined, in order to finance the grants to cover the damages infrastructure and municipal facilities and road network referred to in Article 2 of Royal Decree-Law 10/2007 of 19 October 2007. In addition, in this royal decree the appropriations for the actions provided by the Ministry of the Environment are contemplated, in terms of the financing of the actions that are being carried out by the The Hydrographic Confederation of Júcar, managed by the Directorate General of Water, and in the public maritime-terrestrial domain, whose sphere of competence lies in the General Directorate of Costas. Finally, the appropriations entered for the financing of the actions of the Ministry of Agriculture, Fisheries and Food, in particular the actions in infrastructure owned by the Communities of Regantes, and the measures to be taken to restore plant health normality to crops, in compliance with the provisions laid down in the third and sixth provisions of the Royal Decree-Law. In its virtue, on the proposal of the Ministers of the Interior, Economic and Finance and Public Administrations, and after deliberation by the Council of Ministers at its meeting on 11 January 2008,

D I S P O N G O:

Article 1. Scope of application.

This royal decree applies to the measures to be implemented in the territorial area provided for in Order INT/3357/2007 of 20 November, determining the municipal terms and population centres to which they are implementation of the measures envisaged in Royal Decree-Law 10/2007 of 19 October 2007 adopting urgent measures to repair the damage caused by the intense storms of rain and wind and floods which have affected the Community Valencia during the 11 to 19 October 2007.

Article 2. Damage to municipal infrastructure and road network of provincial deputies.

For the granting of grants to projects implemented by local authorities in the municipal and population centres referred to in Article 1 of Royal Decree-Law 10/2007 of 19 October 2007, In order to comply with the provisions of Article 2 of the Royal Decree-Law of 20 November 2007, the amount of the appropriation to be provided in the budget shall be EUR 20,150 000. of the Ministry of Public Administration.

Article 3. Repair of damage caused in the public hydraulic domain and in infrastructure of State ownership in the area of the Hydrographic Confederation of the Júcar.

For the repair of damage caused in the hydraulic public domain and associated areas, as well as to repair damage caused in public infrastructure of State ownership in the area of the Hydrographic Confederation The Júcar, managed by the Directorate General of Water, will provide credits in the budget of the Ministry of Environment, Directorate General of Water, in total amount of 11,400,000 euros.

Article 4. Actions of the Ministry of the Environment in actions on the marine-terrestrial public domain.

For the repair of damage to beaches and other infrastructure in the maritime-terrestrial public domain, credits will be provided in the Ministry of the Environment's budget to the amount of 9,150,000 euros.

Article 5. Repair of damage to public infrastructure owned by the Communities of Regantes.

For the financing of the actions to be undertaken by the Ministry of Agriculture, Fisheries and Food, in compliance with the provisions of the additional provision of Royal Decree-Law 10/2007 of 19 October 2007, In order to repair infrastructure owned by the Communities of Regantes, a credit of EUR 4,000,000 shall be provided in the budget of that Department.

Article 6. Restoration of the plant health of the affected crops.

For the restoration of plant health normality in the crops referred to in the sixth additional provision, a credit shall be provided in the Ministry of Agriculture, Fisheries and Food amounting to EUR 50,000.

Article 7. Preferential lines of credit.

For the application of the provisions of Article 11 of Royal Decree-Law 10/2007, of October 19, the Institute of Official Credit is instructed, as a state financial agency, to implement a line of loans amounting to EUR 25,000,000, under the conditions and conditions laid down in that provision, and in the rules laid down for its development.

Article 8. Financing of appropriations.

The appropriations which, in accordance with this royal decree, are to be made available, for the total amount of EUR 44,750,000 in the budget of the corresponding Ministerial Departments, will be financed from the Fund. Contingency for budgetary implementation, in accordance with the provisions of Article 50 of Law 47/2003 of 26 November.

Single end disposition. Entry into force.

This royal decree will enter into force on the day of its publication in the "Official State Gazette".
