The discretionary public transport services of passengers by road, provided with vehicles of less than ten seats, including that of the driver, and provided with documented transport authorisation by card of the class VT, they are subject to the system of administrative authorisation, subject to the tariff system and the conditions of application provided for in Articles 18 and 19 of Law 16/1987 of 30 July 1987 on the Management of Land Transport, and Articles 28 and 29 of its Rules of Procedure, adopted by Royal Decree 1211/1990 of 28 September 1990.

The increase in operating costs since the approval of the current Order FOM/2182/2008, of July 22, on the tariff regime of these services, whose structure and amounts have been duly analyzed, advises your update and the subsequent revision of the application fees, maintaining your maximum rate character.

Even if the competition for the fixing of these tariffs is, in principle, the responsibility of the General Administration of the State according to the national scope of the authorization it enables for the provision of these services, the delegation of powers in the autonomous communities operated by the Organic Law 5/1987, of 30 July, allows the latter to fix the rates corresponding to the services performed by vehicles residing in its territorial scope, taking into account the special circumstances in which they are present.

In the process of drafting this order have issued reports the National Council of Land Transports and the National Committee for Road Transport, in accordance with the provisions of Article 29.4 of the the Land Transport Management Act.

In its virtue, I have:

Article 1. Object and scope of application.

The purpose of this order is to establish the mandatory tariff framework for the application of the inter-urban public transport services of passengers by road, carried out by vehicles provided with authorisation. documented in VT class card.

Article 2. Maximum rates.

Inter-city public transport services on a discretionary basis for road passengers carried out by vehicles provided with documented authorisation of the VT class shall be made subject to the following charges maximum (including taxes):

Price per kilometer run or fraction: 0.51 euros.

Price per kilometer run or fraction for night and Sunday services and national, regional and local holidays, 0.61 euros. This fee shall apply to night services which are provided between 23 hours and 6 hours on working days, and to services provided from 0 hours to 24 hours on Sundays and public holidays at national, regional and local level.

Wait time price: 12.92 euros. It shall be computed by fractions of fifteen minutes, at a rate of EUR 3,23 each fraction.

Minimum of perception: 2.82 euros. The minimum level of perception shall not be cumulable on routes to which the ordinary fare per kilometre travelled has been applied.

Article 3. Recruitment scheme.

Services shall be contracted in full-car arrangements and the tours shall be read in closed circuit to the point of departure for the shortest route, if the contrary is not expressly agreed.

When you hire the service you will set the routes, places and weight of the luggage.

Article 4. Official model.

The vehicles covered by this order shall be provided with a form containing the applicable tariffs, in official format, the format and conditions of which are specified in the Annex to this order, which shall be placed in place. visible from the interior of the vehicle.

Article 5. Luggage.

In any case, the user shall be entitled to the free carriage of his luggage, which, once the total number of places is used, shall not exceed 50 kilograms for vehicles of up to four places, and 60 kilograms for those of higher capacity, provided that the volume of the luggage allows them to be placed in the carrier or placed in the vehicle's baca, without contravening the traffic and traffic rules and regulations.

When the total number of places is not used, these figures may be increased by 30 kilograms for each empty seat, provided that the shape, dimensions and nature of the luggage makes it possible to transport them inside the vehicle.

The excess baggage over the above figures shall be paid at a rate of EUR 0,05 per 10 kilograms or fraction and kilometre travelled, with the carrier being free to admit when the excess exceeds 50 per 100 of those figures.

Article 6. Autonomic regulations.

The autonomous communities in which the system of delegations provided for in Organic Law 5/1987, of 30 July, of the delegation of State powers in the Autonomous Communities in relation to the road and cable transport, may freely fix the tariff arrangements for the services referred to in this order, in accordance with the second subparagraph of Article 5 (d) of that organic law, applying this scheme to all services are started in the corresponding stand-alone community, whichever is the place where those finish.

Single repeal provision. Regulatory repeal.

Order FOM/2182/2008 of 22 July on tariff arrangements for inter-city services for the public transport of passengers in passenger cars, as well as the provisions of equal or lower terms, is hereby repealed. rank object to the provisions in this order.

The Directorate-General for Road Transport will dictate the instructions that are necessary for the execution of this order.

This order is dictated by the powers that Article 149.1.21 of the Constitution attributes to the State in the field of land transport.

This order will take effect the day following your publication in the "Official State Bulletin".

Official Rate Table Model

(d) The perceptions expressed are of a maximum nature and may be reduced by mutual agreement, except for the minimum of perception, the amount of which shall be compulsory.

e) Irregularities or violations observed by users must be brought to the attention of the Land Transport Inspection Services, and may be reflected in the existing claims book in the vehicle.
