According to Article 17.1.q of Royal Decree 184/2008 approving the Statute of the State Aviation Safety Agency (EASA), it is the role of the Governing Council to approve the agreements, agreements and agreements it considers appropriate or necessary for the performance of the purposes of the Agency. "

Likewise, according to article 17.1.u, it is the declaration of the innecessity of goods and rights attached to the Agency for the fulfillment of its purposes, proposing to the Ministry of Economy and Finance its disaffection, and if they are affected, their disposal.

Furthermore, Article 25 of the Statute provides that the Director is the highest executive body of the Agency, and it is for the Director, inter alia, to implement the budget of the Agency under Article 26. the Agency, organise, monitor and monitor the application of public charges and prices, approve and commit expenditure, as well as recognise and pay obligations, thereby giving the Governing Council an account.

Royal Decree 184/2008 of 8 February, approving the Statute of the State Aviation Safety Agency, hereinafter the AESA, establishes as governing bodies of the EASA the President, the Council Rector, and as an organ executive, the Director of the Agency, who shall be responsible for the management and day-to-day management of the Agency.

Once the Agency has been put into operation, the delegation of some of the necessary powers should be delegated to ensure the smooth functioning and efficiency of the administrative procedures which the Agency support.

Accordingly, in accordance with the provisions of Article 13 of Law 30/92 of 26 November of the Legal Regime of Public Administrations and of the Common Administrative Procedure, meeting the AESA Governing Council, in accordance with the provisions of the additional provision of the Law 6/1997 of 14 December 1997 on the Organization and the Functioning of the General Administration of the State, and Article 26 of Royal Decree 184/2008 of 8 February 2008 The Statute of the State Aviation Safety Agency is hereby approved, by the said Council:

First. Delegation of powers.-The exercise of the following powers, attributed by the EASA Statute to its Board of Directors, is delegated to the Director of EASA:

1. The approval of agreements, agreements and conventions which it considers appropriate or necessary for the purposes of the Agency, the amount of which does not exceed EUR 3,000,000 (3 million).

2. The declaration of unnecessariness of goods and rights attached to the Agency for the fulfillment of its purposes, proposing to the Ministry of Economy and Finance its disaffection and, in the event of being affected, its disposal as prescribed in the Law 33/2003 of 3 November. The amounts of more than EUR 3,000,000 must be authorized in advance by the AESA Rector Council, and the amount of more than EUR 20,000,000 must also be authorized by the Council of Ministers, on a proposal from the Ministry of Economy and Finance.

Second. -This delegation includes the powers to decide and resolve any incident that arises after the agreements, covenants and conventions or the declaration of the need for goods and rights attached to the the Agency.

Third. -The delegation regime established is without prejudice to the powers of management and control that correspond to the President and the Governing Council.

Fourth. -The delegations contained in this resolution shall enter into force on the day following their publication in the Official Gazette of the State.
