The University, in the exercise of its competences, should establish rules and procedures to deal with the tasks of the different management areas. In the area of Academic Management, the regulations governing the procedure for the elaboration and approval of the teaching proposals of the Doctorate have been elaborated and processed, which will serve as a framework for the departments and university institutes of the University, proposing bodies of the proposals, as for the various central services.

Royal Decree 1393/2007 of 29 October 2007 (BOE of 30/10/2007) develops the structure of the official university teaching of Grade, Master and Doctorate, in accordance with the general lines of the European Space Higher education (SEES) and in accordance with the provisions of art. 37 of the Organic Law 6/2001, of 21 December, of Universities, in its new wording given by the Organic Law 4/2007, of 12 April, amending the previous one.

The structure of the teaching of Doctorate (third cycle) is regulated by the aforementioned Royal Decree 1393/2007 and repeals the previous regulations; the Royal Decree 55/2005, of 21 January, establishing the structure of the University teachings and regulates the official undergraduate studies of Grade, and Royal Decree 56/2005, of January 21, which regulates the official university studies of Postgraduate.

The Subcommittee on Graduate Studies, with the aim of dealing with new proposals for teaching teaching, as well as modifications or deletions of existing ones, has elaborated and approved, in its regular session of date 13 July 2009, the regulations on the procedure for the elaboration and approval of the proposals of teaching of Doctorate, for the course 2010-2011. This agreement has been reported favourably by the Commission on Academic and Doctoral Management, in session held with the same date and approved by the University's Governing Council, dated October 1, 2009.

As soon as it is concerned and in order to comply with the provisions of Article 10.2 of Law 3/2004 of 25 February 2007, Royal Decree-1393/2007 of 29 October 2007 on the teaching of Doctorate in the UPV/EHU, as well as to the referred to in Article 243.1.b) of the Statutes of the UPV/EHU,

Proceed to the publication in the "Official Journal of the Basque Country" and in the "Official State Gazette" of the regulations on the procedure for the elaboration and approval of proposals for teaching teaching, academic year 2010-2011 ,in the terms set out in the Annex to this resolution. REGULATIONS ON THE PROCEDURE FOR THE ELABORATION AND APPROVAL OF PROPOSALS FOR DOCTORAL TEACHING

Academic Course 2010-2011

I. Introduction

This regulation is the fifth edition to be prepared for the approval of official university masters since the Ministry of Education and Science approved the reform of university teaching in 2005. for adaptation to the EEES.

The Organic Law 6/2001, of 21 December, of Universities, modified in turn by the Organic Law 4/2007, of April 12, contemplates, both in its explanatory statement and in its article 87, the need to articulate progressively measures for integration into the European Higher Education Area (SEES).

As the development of Law 4/2007, the Royal Decree 1393/2007, of 29 October, is published, in which the requirements that must be fulfilled the teaching of degree, master and doctorate, as well as the procedures of verification by the Council of Univerisities and authorisation by the Basque Government, which must follow the requests for these teachings.

Therefore, the present regulation has as its sole objective the adequacy of the proposals for implantation and modification of Doctorates to the aforementioned royal decree and the criteria that establish both ANECA-National Agency of Quality and Accreditation-, as UNIQUAL-Agency for Quality Assessment and Accreditation of the Basque University System-for the evaluation and positive verification of the titles, as well as the necessary requirements of the University for its implementation

General requirements

Article 1. Purpose and structure of doctoral teaching.

1. According to Royal Decree 1393/2007, on which the present regulatory framework is based, the whole set up by the previous training period and by the IP (PhD studies) is called the 'Doctorate Programme'.

2. Doctoral teaching, which aims at the advanced training of students in research techniques, may incorporate courses, seminars or other activities aimed at research training and will include the preparation and presentation of the corresponding doctoral thesis, consisting of an original research work.

3. Given that higher studies are structured in three different cycles (grade, master and doctorate), the UPV/EHU will consider the "Doctorate Programmes" as simple two-stage unions and this name only will be used when it is essential (quality mentions, etc.).

4. The name of a "Doctorate Programme" will be in line with that of the PhD lessons it includes.

5. Students from the "Doctorate Programme" will be considered both those in the research phase (doctoral candidates) and those who are in the prior learning phase.

Article 2. The title of Doctor.

1. The completion of the doctoral teaching will give the right to obtain the degree of doctor or doctor, with the name of the RUCT (Register of Universities, Centers and Titles).

2. The title of the title to which the doctorate will be taught will be: Doctor or Doctor from the University of the Basque Country/EHU.

3. Also, in accordance with the rules for the issue of certificates, information shall be included which specifies the name of the teaching of the doctorate, as well as other universities involved in the organisation of the teaching by convention for the case of interuniversity doctorates and the discipline in which the doctoral thesis has been drawn up.

Article 3. Prior training period.

The period of prior training of doctoral teaching must be made up of one or more university masters of initiation to research (with direct access to a doctorate).

Article 4. Requirements for access to the IP.

1. To access the investigation period one of the following requirements must be met:

a) Haber exceeded the corresponding previous formative period (university master).

b) Be in possession of an official Master's degree, or another of the same level as an institution of higher education of the SEES that empowers you to start the PhD research period.

(c) to be in possession of a certificate of foreign countries to the EEES provided that the title establishes a level of training equivalent to that of the degree of Master's degree (official) and that it empowers, in its country of origin, to initiate the Research period of the doctorate. This admission shall not, in any event, involve the approval of the prior title or its recognition for other purposes than for the purposes of taking up the doctorate.

d) Be in possession of a degree of Graduation or Graduation of a duration, in accordance with the rules of Community law, of 300 or more credits (cases of Medicine, Veterinary, etc.).

e) Licentiates, architects or engineers provided that they are in possession of the Diploma of Advanced Study (DEA) or have attained the proficiency of research.

2. For admission to the research period, it will be necessary, also, the conformity of a doctor or doctor to assume the work of the director of the thesis, the authorization of the responsible department, as well as the forecasts of access established by the Doctorate management regulations.

3. In addition to the requirements referred to in paragraph 1 of this Article, each doctoral teaching may lay down specific access requirements which it considers appropriate, which may include, inter alia, the obligation to have completed or to take up simultaneously one or more specific subjects, contained in the formative period of the doctorate, the overcoming of level tests or the overcoming of a personal interview.

4. The Academic Commission of the Doctorate may also require the completion of other courses, seminars, etc., necessary to complete the training of the PhD.

Article 5. Content and duration of the investigation period.

1. The research period aims at the elaboration, presentation and defense of the doctoral thesis, consisting of an original research work. It may also contain courses, seminars and other research-oriented activities.

2. The main aim of the doctorate is to carry out the doctoral thesis under the supervision of a director, but it must also include specific training objectives aimed at ensuring:

a) knowledge of a specific field of study and the methodology associated with it.

b) the ability to perform critical analysis, and to evaluate and synthesize new and complex ideas.

c) the ability to communicate the results of their scientific, cultural or social work to the academic and professional community.

3. The estimated duration of the research period for a full-time student will be 3 academic courses. The educational objectives of the doctorate (including the completion of the doctoral thesis) must be present this duration.

4. Courses, seminars or other training activities which are programmed, although not governed by credits, may be compulsory activities for all students of doctoral teaching.

Article 6. Participating bodies responsible for doctoral teaching.

1. The initiative to propose doctoral teaching corresponds to the University Departments and Institutes, either individually or jointly. If the proposal is joint, the responsibility for the organisation and development of these lessons will be for a single Department or University Institute.

In all cases, they must have the agreements of the Councils of the Departments concerned. In the case of proposals attached to a University Institute, they must also have the participation of the departments of the UPV/EHU.

2. The following bodies shall exist in each doctoral teaching:

a) A department or university institute responsible for their organization and development.

(b) An academic commission constituted, at least, by a president and 2 members representing the departments involved. All of them must be doctors.

c) A responsible who will be a professor or professor of the UPV/EHU with complete dedication and who will chair the academic commission.

3. The competencies of the Doctorate's Academic Commission will be:

a) Name the person responsible for the doctoral teaching.

b) Define the contents of the doctoral teachings, the competencies to be achieved by the students and the methodology.

c) To ensure compliance with what, in the field of doctoral teaching, establishes language regulations in due course.

d) Establish and approve the selection criteria for students.

e) Make the selection and admission to the investigation period. Admission shall be subject, in any case, to the admission of the department and to the formalisation of the corresponding registration in the relevant administrative unit of the UPV/EHU.

f) Determine, if necessary, and in agreement with the director of the thesis, the training complements that the student will have to perform.

g) Give the go-ahead to the doctoral thesis projects, prior to their approval by the Department.

h) Resolve, if applicable, admission claims.

i) To play the competencies that correspond to the academic field of doctoral teaching.

j) Propose to the department the directors of theses, in accordance with the current regulations.

k) Carry out all the necessary tasks for the good development and functioning of the PhD teaching and regularly report to the councils of the departments concerned.

l) Elevate the Graduate Studies Subcommittee and the Doctorate Subcommittee on how many issues it creates to improve the quality of doctoral teaching.

m) To assume the functions of the Commission that will carry out the system of quality assurance of the doctorate stipulated in the procedure that, to this effect, has developed the University.

n) To assume all of those powers granted to you, in accordance with the Doctorate Management Regulations

Article 7. Duties of the person responsible for doctoral teaching.

1. Role of teacher or responsible teacher:

a) Track the PhD teachings.

b) Solve the incidences in the development of the doctoral teachings advised by the academic commission of the same.

c) Develop proposals for collaboration agreements with other institutions, agencies or entities, public or private, that are required.

d) Make requests for external grants and grants that are necessary for the development of these teachings.

e) All other tasks necessary for the good development and operation of doctoral teaching.

Article 8. Joint organization of a university doctorate with other Spanish or foreign universities.

The UPV/EHU will be able to organize doctoral teaching with other Spanish or foreign universities by subscribing to the corresponding interuniversity collaboration agreement.

Article 9. Requirements for inter-university doctoral degrees (joint-organization doctorates between two or more universities).

1. The doctorate shall be jointly organised and developed and all documentation shall expressly contain its inter-university character and shall include the participating universities.

2. The proposal for a doctorate will have to be approved by the competent bodies of the organizing universities and the corresponding autonomous communities, which will have to authorize their implementation, in accordance with the current regulations.

3. In these doctorates the following governing bodies will be created:

a) University PhD coordinator.

b) Responsible for PhD in each University.

(c) Interuniversity Academic Commission (Follow-up Commission), which will be integrated, at least, by the PhD responsible for each university.

4. Each university may have a different number of places to be offered.

5. The access criteria and the selection commission will be unique.

6. A collaboration agreement between the universities participating in the organization and development of the doctoral teaching will have to be signed. The Convention shall specify at least which university shall be responsible for the custody of the students ' files and for the issue and record of the title and the procedure for amending or extinguishing curricula. (art. 3.4 R. D. 1393/2007).

Article 10. Teachers.

1. Teachers who participate in the doctoral course must have the title of a doctor. The teaching staff in charge of the doctoral thesis must have an accredited research experience, in accordance with the current regulations.

2. The assignment of a teaching assignment related to the management of the doctorate teaching and the quality mentions of the doctoral programs, will be done according to the regulations of credits for other teaching activities, Female researchers and regulated management by the Vice-rectorate of Professors.

3. Each thesis addressed and defended in the UPV/EHU, between 1 October of one year and 30 September of the following year, will impute 6 credits to the directors as a whole, with a uniform distribution between them. 7.5 appropriations will be charged in the case of European theses or under the protection of the protection system. The appropriations shall be allocated evenly between the second and the third academic year after the defence. In any case, the maximum of credits to be charged to a teacher for this concept will be 9 credits within an academic year.

Article 11. Participation of teachers from other universities or professionals from public and private institutions or bodies, companies and industries, in the UPV/EHU programmes.

The doctoral proposals may include the collaboration of teachers from other Spanish or foreign universities, for which the prior consent of the interested party and the competent organ of the university of provenance.

In addition, professionals or researchers, researchers, with the degree of Doctor, who are not university teachers, will be able to collaborate under the supervision of the Academic Commission of the Doctorate and whenever they comply with the requirements laid down in the Doctorate Management Regulations. In this case, the person responsible for the doctorate must necessarily obtain the authorization of the entity or institution to which he belongs.

Article 12. Content and requirements of the proposals for doctoral teaching.

Doctoral teaching proposals will include the following information:

1. Description of the title.

1.1 Denomination of doctoral teachings. The designation of doctoral teaching must be sufficiently generic to be maintained in the course of the various academic courses, regardless of the possible modifications of the activities carried out and the lines of investigation that they contain.

1.2 Participating Departments or Institutes and Department or Responsible Institute. If there are several participating departments or university institutes, it should be noted which of them will be responsible for the organization and development of the teachings.

1.3 Academic Commission.

1.3.1 President.

1.3.2 Vocals.

1.4 Professor responsible for the teachings.

1.5 Organization of the teachings. It must refer to the type of organisation of doctoral teaching, whether it is an exclusive organisation by the UPV/EHU, or an interuniversity doctorate in which case the participating universities and the coordinating university.

2. Justification of the teachings.

2.1 Teachings that are replaced, if any.

2.2 Number of doctoral candidates currently active in the development of doctoral theses.

3. Objectives.

3.1 Basic skills of qualifications. At least the following basic competencies established by the Ministry shall be ensured (Article 3.4 of Annex I Royal Decree 1393/2007), for the teaching of Doctorate, and those other in the Spanish Qualifications Framework for Higher Education:

a) That students have demonstrated a systematic understanding of a field of study and the mastery of research skills and methods related to that field.

b) That students have demonstrated the ability to conceive, design, implement, and adopt a substantial process of research with academic seriousness;

c) That students have made a contribution through an original investigation that expands the boundaries of knowledge by developing a substantial corpus, which is worth the publication referenced at the level of national or international;

d) That students be able to perform critical analysis, evaluation, and synthesis of new and complex ideas;

e) Let students know how to communicate with their colleagues, with the academic community as a whole and with society in general about their areas of knowledge;

f) That they are able to promote, in academic and professional contexts, technological, social or cultural advancement within a knowledge-based society.

3.2 General and specific qualifications of qualifications.

4. Access and admission of students.

4.1 Systems accessible to pre-registration information and accessible procedures for the reception and guidance of students.

4.2 Admission criteria and selection of doctorands (investigation period).

4.3 Determine, where appropriate, the special conditions or tests for access to doctoral teaching.

4.4 Accessible systems of support and guidance for students once enrolled.

5. Planning of the teachings.

5.1 Content of the formative period. It shall be indicated which of the possibilities referred to in Article 3.1 is the training period, specifying where appropriate the name of the individual (official) university masters.

5.2 Training supplements to be overcome, if any, depending on the student's research training.

5.3 Research period.

5.3.1 Research lines.

5.3.2 Criteria for assigning doctorands to the thesis and job direction.

5.3.3 Courses, seminars or other activities, if any, aimed at research training which, although not governed by credits, may be required.

5.4 Mobility networks, if any (by convention).

6. Academic staff.

6.1 Professor in charge of doctoral thesis management. They must hold the degree of doctor or doctor and accredited research experience, as set out in the Doctorate Management Regulations.

6.2 Other human resources required and available to carry out the proposed teachings.

6.3 Of the available human resources, it will be indicated, at least, of their academic status, their involvement with the University and their teaching and research or professional experience.

7. Material resources and services. -Justification that the material means and services available (spaces, facilities, laboratories, scientific, technical or artistic equipment, library and reading rooms, new technologies, etc.), are adequate to ensure the development of planned training activities, observing the criteria of universal accessibility and design for all.

8. Expected results.

9. Quality assurance system. -The University will establish the general criteria and procedures of the Quality Assurance System for the teaching of PhD. However, the teaching of a doctorate must necessarily refer to a specific system for the title in question.

10. Implementation schedule.

10.1 Title implantation Cronogram.

10.2 Procedure for adaptation, if any, of students from existing studies to the new curriculum.

10.3 Teachings to be extinguished by the implementation of the corresponding proposed title.

Article 13. Presentation and approval of proposals.

1. The proposals for doctoral studies shall be submitted in accordance with the procedure and within the time limits laid down by the Vice-Chancellor or the competent Vice-Chancellor in the field of Graduate Studies, by completing the documents listed as Annex to this regulation.

2. The person responsible will present the proposal for doctoral teaching to the councils of the Departments or Institutes that correspond, as defined by the organization or participation in them.

3. The person responsible, after obtaining the approval by the councils of the Departments or Institutes, will present the proposal, with the information indicated in the previous article, in the General Records of the UPV/EHU addressed to the Vicerrectorate Academic Management, who will submit it to the consideration of the Subcommittee on Graduate Studies.

4. The proposals received will be verified by the Vicerrectorate of Academic Management (Negotiated of Plans of Graduate Studies), to initiate the procedures provided by the Department of Education, Universities and Research of the Basque Government. and, where appropriate, request the relevant reports.

5. In the light of the proposal, the Subcommittee on Graduate Studies will produce a report to be submitted to the Commission for Academic and Doctoral Management, in order for it to prepare the proposal for the approval of the Governing Council.

6. The Governing Council shall, in the light of the report of the Academic and Doctoral Management Committee, agree, where appropriate, with the approval of the doctoral studies and shall simultaneously raise them to the Council of Universities and the Social Council, for the approval of the implementation of the relevant lessons to be submitted to the Autonomous Community after its report.

Collaboration agreements with universities, agencies, institutions and public or private entities

Article 14. Types of Conventions.

1. Interuniversity collaboration for the joint organization of doctoral teaching.

2. Collaboration for the performance of research, financing or any other work deemed appropriate.

Article 15. Processing.

1. The processing of collaboration agreements for the organization and development of doctoral (interuniversity) teaching, as well as those of other types of collaboration (research work in other entities, financing, etc.) carry out, in accordance with the provisions of this Regulation, pursuant to Article 25 (g) of the Rules of Procedure of the Governing Council of the UPV/EHU (BOPV 5 December 2005).

2. The agreements referred to in paragraph 1 of the previous Article shall present a draft together with the proposal for the doctoral teachings, as well as the declaration of intent or protocol of actions up to the corresponding subscription. a convention which shall, in any event, be dealt with and signed within the time limits laid down in the Decree of the Authority of the Autonomous Community.

3. The conventions referred to in paragraph 2 of the previous Article shall be submitted and, if appropriate, approved by the Subcommittee on Graduate Studies.

4. From the Negotiation of Plans of Graduate Studies, the necessary reports will be obtained to those organs or services with competences in the subject matter of convention

Article 16. Authorization and signature.

1. The agreements defined in Article 14 (1) shall be submitted to the Commission for Academic and Doctoral Management, prior to the study of the Subcommittee on Graduate Studies, for approval and shall be signed by the Rector. The Governing Council shall be informed of its approval and an original copy shall be sent to the General Secretariat for registration.

2. The conventions referred to in Article 14 (2) shall be submitted to the Subcommittee on Graduate Studies for approval and shall be signed by the Vice-Chancellor or the Vice-Chancellor for Academic Management, without prejudice to the fact that, for reasons of opportunity or convenience, make it advisable to intervene in the firm of the Rector or Rector. The Governing Council shall be informed of its approval and an original copy shall be sent to the General Secretariat for registration.

Additional disposition first.

The restructuring and suppression of doctoral teaching is a matter for the Subcommittee on Graduate Studies, on a proposal from the departments or institutes involved.

Additional provision second.

Each academic year will be responsible for the teaching of the doctorate, the number of places they offer, the lines of research in which the doctoral theses can be performed and the possible directors.

Transitional disposition.

In the course of 2010-2011 the offer of teaching of Doctorate will govern according to the regulation of the university teaching established in R. D. 1393/2007, of April 29, without prejudice to the students who had already started in previous courses of Doctorate lessons, in accordance with previous orders, can continue their training according to them, until September 30, 2015, in which they will be definitively extinguished.

First disposition first.

This legislation will be applicable to the processing of proposals for doctoral teaching that are implemented, such as new degrees or modifications of existing ones, from the academic year 2010/2011, inclusive.

Final disposition second.

The Subcommittee on Graduate Studies will approve, on the proposal of the Vice-Chancellor or Vice-Chancellor of Academic Management, the procedures that guarantee the quality of the teaching of Doctorate, both in its elaboration and in the monitoring and evaluation process. It shall also establish how many administrative-academic provisions it deems necessary.

Third end disposition.

The Vice-Chancellor or the Vice-Chancellor responsible for the interpretation and resolution of how many issues are raised in the application of this legislation, as well as for the development of complementary standards to be developed by the Present rules.

Final disposition fourth.

Of the aspects not foreseen in this legislation or in that which develops it, it will be in accordance with the legislation in force.

Final disposition sixth.

The Subcommittee on Graduate Studies is empowered to make the adaptations to the present legislation for the elaboration of new proposals and modifications of Doctorate teaching in the following academic courses.

Final disposition seventh.

The teaching proposals of the Doctorate will be presented in the forms that the Vicerrectorate of Academic Management, in accordance with the necessary requirements for the evaluation and verification of the teachings, will produce to this effect. by ANECA and UNIQUAL, as well as for their approval by the Department of Education and Research of the Government, the type-approval by the Ministry and its implementation in the UPV/EHU.
