The Council of Ministers, at its meeting of 20 May 2010, and on a proposal from the President of the Government, has adopted the Agreement establishing the Second National Plan for the Alliance of Civilizations.

The publication of the said Agreement, which is annexed to this order, is generally known.

The Secretary General of the United Nations formally launched the Alliance of Civilizations on July 14, 2005, turning the project presented on September 21, 2004 by the President of the Spanish Government to the Assembly. For the purposes of the initiative, the High Representative for the Alliance of Civilizations has presented two Biannual Action Plans, June 2007-June 2009 and June 2009-June 2011. The Council of Ministers, at its meeting on 11 January 2008 and on a proposal from the President of the Government, approved the First National Plan for the Alliance of Civilizations.

From the experience of the I Plan, the II National Plan for the Alliance of Civilizations for the period 2010-2014 continues the task of promoting the development of projects and actions aimed at promoting mutual knowledge and respect for cultural diversity, to promote understanding and the transmission of civic values and a culture of peace. The aim is to develop the concrete objectives pursued by the initiative, integrating them in all the public policies at sectoral level and in the objectives of public and private institutions that are linked to this II Plan.

In its virtue, on the proposal of the President of the Government, the Council of Ministers at its meeting of 20 May 2010 agrees:

1. Background: The Alliance of Civilizations initiative

The Secretary General of the United Nations formally launched the Alliance of Civilizations on July 14, 2005, turning the project presented on September 21, 2004 by the President of the Spanish Government to the Assembly. The fundamentals of the Alliance of Civilizations are contained in the report of the High Level Group, presented in November 2006 to the Secretary General of the United Nations. The report proposes concrete measures in four key areas: education, youth, migration and the media.

The Alliance has since April 2007 with a High Representative for the Alliance of Civilizations, the former President of Portugal, dr. Jorge Sampaio, and a New York-based Secretariat. The Alliance formed a Group of Friends of the Alliance of Civilizations, composed of more than one hundred states and international organizations.

The Alliance of Civilizations aims to create a political space to fight against the lack of understanding and communication between cultures and religions. It must have a multipolar, multilateral and global vocation, in order to create common lines of action both in the institutional and civil society fields for:

Reinforcing mutual understanding between different cultures, reaffirming a paradigm of mutual respect and mutual recognition among them.

Counteract the influence of those who promote intolerance and confrontation.

To achieve equity between equality and diversity, which allows for the social, economic and political integration of all.

Recommend practical and preventive measures to help reduce the risks that extremism can bring to global stability.

Promote the idea that security is indivisible and the global cooperation indispensable for international stability and human development.

For the purposes of the initiative, the High Representative for the Alliance of Civilizations has presented two Biannual Action Plans, June 2007-June 2009 and June 2009-June 2011. In these plans, the High Representative has proposed to the member states of the Group of Friends the elaboration of "National Strategies for Intercultural Dialogue" and "Letters of Partenariat". Spain led this exercise with the I PNAC in January 2008, which has served as a model for the development of other national plans.

Together with the National Plans for Intercultural Dialogue, Regional Strategies and Cities Diplomacy are two other areas of action proposed by the High Representative for the Development of the Alliance of Civilizations at international level.

The Global Forums of the Alliance have also consolidated the initiative as a platform for dialogue and cooperation, facilitating initiatives and collaborative projects. The I Forum of the Alliance of Civilizations was held in Madrid in 2008 and the II Forum in Istanbul in 2009. They both brought together numerous states and international organizations, as well as important representatives of the political, academic, religious and business world. The Third Forum in Brazil in May 2010, the IV in Qatar in 2011 and the V in Austria in 2012 will deepen the initiative.

2. Balance of the I National Plan

The Council of Ministers, at its meeting on 11 January 2008, and on a proposal from the President of the Government, approved the I National Plan for the Alliance of Civilizations (Order PRE/45/2008 of 21 January 2008, BOE of 13 January 2008). 2008).

The I Plan provided for 57 actions grouped in four areas and aimed at:

Favor mutual knowledge and appreciation of diversity;

Promoting civic values and a culture of peace;

To improve the integration and training of immigrants, with special attention to youth;

And the promotion and dissemination of the Alliance of Civilizations initiative.

Among its actions are integration policies in the field of immigration, promotion of youth associationism, cultural promotion, respect for religious pluralism, management of diversity. Other relevant measures are the creation of the International Institute for the Alliance of Civilizations with the University of the United Nations, the impetus of research projects on the Alliance of Civilizations in the framework of the National Plan of I + D + i, as well as educational exchange programs, and the presence of the Alliance of Civilizations in the training programs of the Armed Forces and the Corps and Security Forces.

The website of the National Plan for the Alliance of Civilizations (www.pnac.es) systematically collects the actions linked to the I PNAC and incorporates in a regular way news of its development. The ministerial departments involved have also opened a channel dedicated to the Alliance of Civilizations.

In the I Plan have developed actions the Ministries of Foreign Affairs and Cooperation; Justice; Defense; Interior; Education; Work and Immigration; Environment, Rural and Marine Environment; Health and Social Policy; Culture; Science and Innovation; and Equality.

In the development of the I PNAC they have also participated: House Africa, House America, Arab House, House Asia, Mediterranean House, House Sepharad-Israel, as well as the Royal Elcano Institute, the Instituto Cervantes, the European Institute of Mediterranean, the Carolina Foundation, the Pluralism and Coexistence Foundation, the Three Cultures Foundation and the Euroarab Foundation of High Studies.

These institutions have a very prominent role in the development of the II National Plan for the Alliance of Civilizations.

The participation of the Spanish Federation of Municipalities and Provinces has been particularly significant.

Numerous civil society organizations and projects have acted within the framework of the I Plan and use the logo of the National Plan for the Alliance of Civilizations.

The ongoing actions of the I PNAC are incorporated into the II National Plan.

3. The Second National Plan

From the experience of the I Plan, the II National Plan for the Alliance of Civilizations (II PNAC) for the period 2010-2014 continues the task of promoting the development of projects and actions aimed at promoting the mutual knowledge and respect for cultural diversity, to promote understanding and the transmission of civic values and a culture of peace. The aim is to develop the concrete objectives pursued by the initiative, integrating them in all the public policies at sectoral level and in the objectives of public and private institutions that are linked to this II Plan.

The Second PNAC is based on the commitment to international legality, in full respect for Human Rights without discrimination on the grounds of sex, race, culture or religion, and in support of multilateralism that represent the United Nations.

The Plan moves the objectives of the Alliance to Spanish foreign and cooperation policy, to the policies of the Public Administrations to frame them in a strategic vision in order to strengthen the existing ones, to design other new policies and fill potential gaps by giving them all of greater visibility.

The development of the second PNAC requires the active participation of the Autonomous Communities and local administrations, so the government will encourage the adoption of regional and local strategies or plans for the Alliance of Civilizations.

The II PNAC assumes the commitment to introduce gender mainstreaming in the four priority areas of action of the Alliance of Civilizations: Youth, Education, Migration and the Media.

Education systems must form in the universal respect of human rights, cultural diversity and gender equality, as well as transmit the precise intellectual tools to address the challenge of a world interdependent. It is necessary to infuse values related to tolerance, solidarity and respect for the "others". To impart an inclusive, civic and peace education. A global and intercultural education; an education that puts the person and his integral development at the center of the educational system and a teaching for employment. An education that spreads the richness of different cultures, appreciation of cultural diversity and highlights the importance of their interaction in today's world.

The II PNAC will coordinate strategies and actions that underline the positive aspects of immigration, fight against trafficking in human beings, launch anti-discrimination projects and outbreaks of xenophobia, support to the immigrant associations, the schooling of their sons and daughters and the promotion of programs of civic education and coexistence.

It is necessary to promote the responsible use of the media and to combat emissions and publications that feed hostile, violent or discriminatory perceptions and stereotypes. Journalism schools should enhance a better understanding of international social reality, particularly in the areas where religion and politics overlap. 4. Objectives of the II PNAC

The objectives of this II PNAC are fully framed in the inspiring principles of the Alliance of Civilizations that are guided by the mandate of the Charter of the United Nations, by the Universal Declaration of Human Rights of 1948 and other related international agreements.

Diversity is a basic feature of society and a driving force of progress that reflects the great wealth and legacy of humanity; by its very nature different cultures and civilizations interact and evolve in relationship with each other. There is no hierarchy of cultures; all of them have contributed to the evolution of humanity. The history of humanity is a history of cultural exchanges and interpellings.

Intercultural dialogue and cooperation are linked to the social, economic, educational and environmental development of all peoples. Poverty leads to hopelessness, a sense of injustice and alienation, which, combined with political demands, can fuel extremism. The Second PNAC will promote gender equality and the recognition of women's rights in all areas at both national and international levels, highlighting international standardization of parameters of gender-based violence. In the framework of the Strategic Plan for Equal Opportunities, the II PNAC will promote projects and actions aimed at full equality between men and women. With the aim of increasing the empowerment of women, the second PNAC will encourage the development of international networks so that the exchange of experiences and good practices will help to break stereotypes and cultural prejudices, facilitate the development of mutual knowledge and promote the encounter.

The II PNAC is linked to the Plan of Action for the Development of the Gypsy Population (2010-2012) to help correct the imbalances between the Roma population and the population as a whole in Spain and Spain. to promote various forms of participation, inclusion and social development in order to promote the full exercise of rights and access to goods and services by the Roma population.

4.1. The external action of Spain in the framework of the II PNAC. The foreign action of the State will continue its work of support and dissemination of the initiative of the Alliance of Civilizations in the framework of the II PNAC. After the launch phase, the current stage is marked by the objective of its consolidation at international level and the potentiation of its global reach, according to the universalist vocation of the initiative. To address these objectives, the external action will be articulated through the following axes of action:

The consolidation of the initiative within the framework of the United Nations system, as a genuine instrument for its service to promote dialogue and intercultural cooperation. To this end, development will be enhanced within this framework of a comprehensive agenda for the proper management of cultural diversity, as the central element of a cultural peace and the fourth pillar of sustainable development. In this regard, the appropriate attention shall be given to the Alliance by the main bodies of the United Nations and, in particular to the General Assembly, through the reports presented by the Secretary-General of the United Nations and the debates to be organized in accordance with Resolution L64/14 of 10 November 2009 on the Alliance of Civilizations.

The strengthening of the universal character and the global vocation of the initiative through its promotion and the expansion of its Group of Friends, incorporating countries from those regions in which the Alliance is less represented, in Africa and Asia, as well as international organizations and other actors relevant to the dialogue between cultures and religions.

Support for the work of the High Representative for the Alliance of Civilizations and the development of the II Plan of Action (2009-2011) presented to the United Nations General Assembly. Initiatives aimed at ensuring the sustainability of the Alliance of Civilizations will also be supported.

The contribution to the development of the Regional Strategies of the Alliance of Civilizations in which Spain participates, in particular the Regional Strategy for the European Southeast and the Mediterranean Regional Strategy, as well as the Promoting future Regional Strategies in other geographical areas as a way to develop the Alliance on a global scale. It will also support the development of National Plans for the Intercultural Dialogue of the Member States of the Group of Friends, following the recommendations of the High Representative for the Alliance of Civilizations and the recognition expressed by the General Assembly in the aforementioned Resolution on the Alliance of Civilizations regarding this path of action.

It will support the development of the Diplomacy of Cities and the enhancement of international cooperation as key areas of action at international level to disseminate the principles of the initiative and link the civil society of different countries and cultural traditions. Special attention will be given to the initiatives and projects of the Alliance of Civilizations, as well as to its catalytic role and coordinator of efforts and initiatives, favoring Spanish participation in partnerships and other forms of cooperation This is an added value of the initiative as a platform for dialogue oriented to action with the participation of multiple actors. It will also support the celebration of the World Alliance Forums and the Spanish participation in them.

Public diplomacy actions will be promoted to promote and disseminate the principles, objectives and projects of the Alliance of Civilizations at the international, national and local levels.

In the framework of international cooperation, the following objectives will be met:

Support for cooperation projects aimed at promoting the objectives of the Alliance of Civilizations located in Africa, Asia and Eastern Europe, the Mediterranean and the Middle East, aimed at improving coexistence and mutual knowledge, the promotion of civic and peace values, as well as projects in the fields of youth, education and migration.

Dissemination of the initiative of the Alliance of Civilizations in the framework of Spanish Cooperation with Latin America, in particular on the management of cultural diversity in specific social groups as indigenous peoples, Afro-descendants or differentiated cultural communities in the Ibero-American space.

Promotion of intercultural dialogue and respect for cultural diversity through the multilateral and bilateral way, aimed at improving the management of the cultural diversity in those areas where problems are detected, preferably through collaboration with UNESCO and other international organizations.

Integrating the objectives of the Alliance of Civilizations in Education and Awareness for Development activities and promoting a Network of Communicators for the Culture of Peace and Development, focused on creation and development of a network of media professionals and academic and research institutions aimed at promoting mutual knowledge, respect and positive assessment of diversity and the promotion of a culture of peace.

4.2. Participation of civil society. -The II PNAC aims to promote the participation of civil society by facilitating the incorporation of private entities and citizens whose objectives, projects and projects can be incorporated into the public institutions. and action plans are framed in the initiative of the Alliance of Civilizations. The management of diversity in local environments requires the development of measures and actions of comprehensive social intervention and intercultural mediation. 5. Areas of action

The objectives of the II PNAC will be developed in the following priority areas:

The Plan will promote the implementation of the Observatory of Religious Pluralism; it will encourage the conduct of studies of opinion on religious pluralism, attitudes and knowledge in the Spanish society of the plural reality; and will support the knowledge of religions and cultures in schools as well as through teacher training.

The Pluralism and Coexistence Foundation, in coordination with the relevant ministries, will develop the following projects:

Elaboration of educational materials that promote tolerance, respect for pluralism and positive assessment of cultural diversity.

Incorporation of religious pluralism into television programs.

Training in religious pluralism and respect for diversity for bodies and security forces of the State, health personnel and prison institutions.

Momentum of systems for the formation of religious personnel of foreign origin and promotion of a university degree for the formation of religious personnel of minority confessions.

The II PNAC will promote the knowledge of cultural diversity, traditions, artistic and expression forms, as well as aid to their understanding and appreciation of diversity as a positive and creative. Casa Sefarad-Israel will promote in Spanish society a greater knowledge of Jewish culture and will make it known to the diasporic Judaism an image of Spain as an open and plural country. It will also facilitate the meeting between civil societies in Spain and Israel in fields such as education, art, culture, the memory of the Holocaust, science or innovation.

Asia House will push forward programs on governance and cooperation in Asia, as well as the holding of meetings, seminars and studies on Asian communities in Spain. Work meetings between journalists and representatives of civil society and governmental organizations working in the culture of peace, inter-religious and intercultural dialogue, gender equality and human rights will contribute to the to these ends. The Menéndez Pelayo International University will continue to organize the International Meetings on the Dialogue of Cultures. Through courses and seminars, expert meetings and academic exchanges, it will boost the objectives of the Alliance. It will continue to develop jointly with the Library of Alexandria research projects. It will sponsor meeting activities of the Aytowns between the cities of the two sides of the Strait.

5.2. Youth. -In the field of youth policies, the II PNAC aims to promote projects and actions aimed at promoting better mutual knowledge and contacts between young people between different cultures and traditions, with the aim of promote respect for human rights and cultural diversity.

The II PNAC will support the youth association movement and its social participation, as well as the promotion of programs that enable autonomy and promote equal opportunities for young people.

Promote the adoption of specific measures, in particular in the field of education, aimed at encouraging the children of immigrants, by developing inclusive policies that make equal opportunities possible in a plural society:

Learning programmes of the language and culture of the host country and programmes for the maintenance of the culture of the country of origin and intercultural training actions.

Programs to raise awareness and promote equal treatment and non-discrimination.

5.3. Migration. -In the field of migration, the II PNAC will promote the actions of the Spanish Observatory of Racism and Xenophobia, created by the Organic Law 4/2000, of 11 January, of Rights and Freedoms of Foreigners in Spain and its Social integration, to which it assigns functions of study and analysis, and with the capacity to raise proposals for action in the fight against racism and xenophobia.

In the framework of the Strategic Plan for Citizenship and Integration, the second PNAC will promote the development of awareness-raising and anti-racism and xenophobia, especially in the field of education and society, which In the context of shared values, in intercultural dialogue, in the prevention of discriminatory phenomena and racial or ethnic violence. The following lines of action will be supported specifically:

Initiatives and programmes to manage diversity in local environments, as well as to promote the active participation of the immigrant population in all areas of social life and public affairs.

Support actions for immigrant women to encourage their participation and leadership in their respective communities and in Spanish society in general.

Measures to prevent gender-based violence through the empowerment and protection of immigrant women.

Actions aimed at strengthening equal opportunities for migrant men and women, promoting the development of women's rights in the area of immigrants ' cultures of origin.

The Plan will promote projects to combat racism, xenophobia and intolerance in the educational and cultural fields that will deepen in the prevention of discrimination and racial or ethnic and religious violence, which will have The following aspects are considered:

Elaboration, development and implementation of Local Awareness Plans aimed at promoting equal opportunities and equal treatment, involving public and private institutions and local and regional bodies.

Educational programmes of an extracurricular nature that encourage mutual knowledge, respect for diversity, promote intercultural coexistence and promote equal opportunities and the fight against racism and xenophobia.

Promotion, maintenance and dissemination of cultures and languages of origin, as well as the promotion of knowledge of the cultures and languages of the host country among immigrant communities.

Incentive of intercultural dialogue and inter-community relations through the promotion of spaces of civic coexistence, mainly leisure spaces and leisure times, which include the participation of immigrant women.

Programs of study, research and training of professionals on migration and interculturality and the fight against racism, xenophobia, and intolerance from a gender perspective.

From the perspective of improving security in diversity, the Plan will boost the training actions of the State Security forces and bodies in the values of the Alliance of Civilizations.

Support the Operation "Pass of the Strait", given its function as a bridge between two continents, its people and its culture, managed from diversity and in accordance with the principles of the Alliance.

The II PNAC will continue to drive opinion studies on the Muslim community of immigrant origin in Spain, and in general on immigration.

It will continue to support the associative movement of immigrants and their social participation, as well as the promotion of programs that enable autonomy and promote equal opportunities for immigrants.

In the framework of the Fund to Support the Welfare and Social Integration of Immigrants, the II PNAC will promote the following actions:

Programs to train professionals in care and management of diversity in the field of education.

Programs for the formation of youth intercultural mediators; adaptation of youth information network professionals for work with immigrants; transfer of knowledge and good practices.

Training programs on equal treatment and non-discrimination for public employees and decision-makers.

Intercultural coexistence management programs: social and neighborhood mediation; conflict management and prevention.

5.4. Media. -The II PNAC will promote the responsible use of the media and fight entertainment programs that feed hostile, violent or discriminatory perceptions and stereotypes. The Spanish media, in terms of dialogue among civilizations, has a dual responsibility: to promote a better understanding of other cultures among Spanish citizens and all the inhabitants of Spain and also promote a better understanding of Spanish culture in other countries.

The role of the media as agents in the prevention of conflicts and the peaceful resolution of them, as well as active agents of education and dissemination of positive and enriching values, will be enhanced, expanding spaces that promote intercultural understanding and religious pluralism.

The incorporation of activities and tools that provide an adequate knowledge of the international and social reality, of the management of diversity and media literacy, in the programs will be encouraged. and plans for studies of educational institutions and universities in the fields of teacher training and information science professionals in accordance with the current curriculum. The intercultural training of professionals contributing to the development of television series and radio programmes will also be encouraged.

The signing of collaboration agreements with the associations and federations of publishers, press, radio, television and other media and information will be promoted to develop the following aspects:

The role of television and radio networks is essential in bringing knowledge between cultures closer and encouraging a positive assessment of cultural diversity. For its global reach, RTVE International has a central position in the external projection of the values advocated by the Alliance of Civilizations.

New technologies, and especially satellite and Internet television, provide an opportunity to serve as a meeting point and channel between people from diverse cultures Social networks create a way of communication and direct knowledge among citizens. All this can help promote 'citizen diplomacy', the direct interaction between citizens of different countries and cultures. Spain will encourage the creation of a Portal of Alliance of Civilizations 2.0.

From Spain, greater participation will be promoted in the Rapid Response Mechanism for the Media (MRRM) with the Secretariat of the Alliance of Civilizations in New York. The participation of Spanish and Spanish-American professionals and experts in the Global Expert Finder will be developed. This Mechanism will be disseminated among Spanish media professionals and its Spanish version will also be enhanced.

6. Organization

The II PNAC has a medium and long-term strategic orientation, extending its duration to a four-year period (2010-2014), without prejudice to the fact that biannual activities should be evaluated.

The actions and projects that the different institutions can incorporate into the II PNAC will be linked to the actions foreseen in the Plan. The following criteria will be applied to select projects:

Feasibility, visibility and concrete practical application.

Interest for other countries or global vocation with the possibility of extending to other areas.

Participation of associations and non-governmental institutions and local institutions.

Participation of public or private institutions in different religious and cultural fields.

In each Ministry, within two months, an action plan will be approved that will include the specific projects, programs and activities to be developed, indicating also those corresponding to the I Plan nature must remain in progress or could not be started. Without prejudice to the competences of the Ministry of Foreign Affairs and Cooperation in relation to the initiative of the Alliance of Civilizations, the Coordinator of the National Plan for the Alliance of Civilizations will assume the task of providing unity (a) criteria for government action and shall be the point of contact with those responsible for the action plans of each Ministry, as well as those that may be established in other public administrations or other institutions.

For the Coordination of the Plan, a Coordination Committee is maintained in the General Administration of the State, made up of officials from each Ministry, and a Support and Follow-up Committee formed by the Houses and Institutions. scientific, academic, cultural and social participants directly involved in the Plan. The Office of the Plan shall have the necessary means to fulfil its purposes.

The Plan of Action of each Ministry, with the favorable report of the Ministry of Economy and Finance and the report of the competent ministries in the areas of action of the Plan in which it is based, will have to Framework of the Austerity Plan of the General Administration of the State for the period 2011-2013, including a memory in which the economic impact of the concrete actions to be developed is recorded.

At the end of two years, under the direction of the National Coordinator, a review of the implementation of the II PNAC and its perspectives will be carried out for the following two years, with particular evaluation of the following aspects:

(a) Incorporation of the various public administrations and of the Spanish society as a whole to the II PNAC.

Participation of local powers.

Presence of projects linked to organizations and institutions of non-profit associative base.

Projects driven by academic and scientific institutions.

b) Development and visibility of projects and actions of public and private institutions whose objectives coincide with the Alliance of Civilizations:

Projects aimed at promoting mutual knowledge and appreciation of diversity and promoting the understanding and promotion of civic values and a culture of peace, developed in the main fields of action of the Alliance: education, youth, migration and media.

Projects linked to equality policies, in particular those aimed at equal opportunities and Corporate Social Responsibility.
