Royal Decree 380/2015, of 14 May, regulates and establishes the procedure for the direct grant of grants from the "Program of Incentives To Efficient Vehicle (PIVE-8)", which is to promote a decrease in consumption national energy through the incentive of the modernization of the park of vehicles tourism (M1) and commercial (N1) with models of high energy efficiency, with less consumption of fuels and emissions of CO2, all in the frame of the Energy Saving and Efficiency Plan 2011-2020.

The renovation of the vehicle fleet has been shown as one of the most efficient measures for reducing energy consumption, with additional positive environmental and road safety effects. In this sense, the experiences of the Efficient Vehicle Incentives Program, in its eight calls, the last one established by the Royal Decree 380/2015, of 14 May, will allow to replace a total of approximately 1,185,000 old vehicles by the same new vehicle units.

Royal Decree 380/2015, of 14 May, regulating the direct grant of grants from the "Program of Incentives To Efficient Vehicle (PIVE-8)", with 225 million euros, establishes the duration of the Plan PIVE-8 until 31 December 2015 or until the end of the funds. Since the IDAE is expected to have a balance of funds as of 31 December 2015, and in order to increase the improvements in energy efficiency up to now, this royal decree extends the temporary limit of availability. of the budget allocated in Article 3 of Royal Decree 380/2015 of 14 May 2015, in such a way that it remains possible to admit applications to subsidise the purchase of new vehicles of categories M1 and N1 of high energy efficiency up to 31 July 2016 or until the available budget is exhausted if the latter happens with before.

By this royal decree, it is therefore necessary to amend certain aspects of Royal Decree 380/2015 of 14 May, which regulates the direct grant of subsidies from the "Program of incentives to the vehicle". efficient (PIVE 8) ", in order to maintain the continuity of the programme, for the purposes of the admission of reserves, until 31 July 2016 or until the funds are exhausted.

This royal decree is dictated by the state competence in terms of bases and coordination of the general planning of economic activity provided for in Article 149.1.13. of the Constitution.

In its virtue, on the proposal of the Minister of Industry, Energy and Tourism, prior to the report of the Ministry of Finance and Public Administrations and after deliberation of the Council of Ministers, at its meeting of November 27, 2015,

Single item. Amendment of Royal Decree 380/2015 of 14 May, governing the direct grant of grants from the "Efficient Vehicle Incentives Programme (PIVE-8)".

Royal Decree 380/2015 of 14 May, which regulates the direct grant of subsidies from the "Efficient vehicle incentive programme (PIVE 8)" is amended as follows:

One. Article 3 (3) is worded as follows:

" 3. In any event, the budget available for the implementation of this programme shall be deemed to be exhausted, when the last budget reserve is made available for the amount corresponding to the budget, the possibility of continue to make reservations. "

Two. Article 4 (6) is worded as follows:

" 6. Those acquisitions of vehicles which are not carried out in accordance with the above requirements shall not be eligible. In addition, the applicant for the aid must be entitled to the vehicle, as reflected in the final movement permit, with a date before 1 October 2016 for the acquisition to be eligible. Acquisitions made at points of sale not attached to the programme or those not accompanied by the documentation referred to in Article 9 shall not be eligible either. '

Three. Article 7 is worded as follows:

" Article 7. Deadlines.

The programme shall take effect from the day following the date of publication in the "Official State Gazette" of the royal decree and end on 31 July 2016 for the purposes of admission of reserves, or, if it occurs earlier, when the available budget set out in Article 3 is exhausted.

Four. Article 9. (h) is amended as follows:

" (h) Photocopy of the Circulation Permit of the purchased vehicle, in the name of the beneficiary and dated before 1 October 2016, or photocopy of the Provisional Circulation Permit issued by the General Directorate of Traffic. In cases where a temporary permit is issued for vehicles whose registration begins with the letter P, the contribution of photocopy of the definitive Circulation Permit shall be required within the time limit of the correction provided for in Article 8 (i) of this Royal The final permit must have been issued with a date prior to 1 October 2016. '

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
