In accordance with Article 32 of Decree 801/12972 on the management of the activity of the State Administration in the field of International Treaties, this General Secretariat has provided the publication of the Verbal Note for the temporary suspension of the Exchange of Letters of 26 March 1962 on the abolition of visas between Spain and Bolivia, in compliance with Council Regulation EC No 1932/2006. On March 6, 2007, the Embassy of Spain in La Paz directed the Ministry of Foreign Affairs and Cults of the Republic of Bolivia to the following Verbal Note:

JFM/aq/No. 57/2007. The Embassy of the Kingdom of Spain salutes very carefully the Honorable Ministry of Foreign Affairs and Cults of the Republic of Bolivia, and has the honor to put in its knowledge that the Spanish Government has decided to suspend temporarily, and with effect from 1 April 2007, the application of the exchange of letters establishing an agreement between the governments of Spain and Bolivia on the abolition of visas between the two countries, signed at La Paz on 26 March 1962, The provisions of Article 6 (6), which reads as follows:

"Any of the two governments may temporarily suspend the execution of this Agreement for reasons of public order, and the suspension shall be notified immediately to the other Government by diplomatic means."

The entry into force of a Regulation of the European Community whose compliance is unavoidable for Spain for reasons of the primacy of Community law constitutes a cause of public order which motivates the temporary suspension of the implementation of the Agreement.

However, and unless the Bolivian Government expresses its disagreement, the said suspension shall not affect the holders of diplomatic and service passports or their valid equivalent and in force.

The Embassy of the Kingdom of Spain takes the opportunity to reiterate to the Ministry of Foreign Affairs and Cults of the Republic of Bolivia the testimony of its highest consideration.

The application of the Exchange of Letters of 26 March 1962 will be suspended from 1 April 2007, as set out in the text of the Note.
