RUSSIAN FEDERATION FEDERAL LAW On making changes to Articles 1 and 14 of the Federal Act " On State regulation of coal production and the peculiarities of social protection workers of the coal industry organizations " and certain legislative acts of the Russian Federation adopted by the State Duma on 7 July 2010 Federation 14 July 2010 Article 1 Enroll in Federal Act No. 81 of 20 June 1996 on State regulation of coal production and use, social protection OF THE PRESIDENT OF THE RUSSIAN FEDERATION 3033; 2004, N 35, sect. 3607; 2006, N 25, 100 2647) The following changes: 1) in article 1: a) to supplement the fifth paragraph with the following new paragraph: " Gas-freeing-the extraction and withdrawal of explosive gases in order to reduce their coal mine content, " (b) Article 14, paragraphs 5 to 13 should read as follows: Article 14. State regulation of safe maintenance mining (reprocessing) of coal (combustible) coal (shale) 1. The rules and conditions for the safe conduct of mining operations, which are obligatory for the fulfillment of the coal production (oil shale) coal mining organizations, are determined by federal laws and other regulatory legal acts of the Russian Federation, including: technical regulations. 2. Mine ventilation and gas-freeing operations are carried out in mining (oil shale) coal (oil shale) in order to reduce the amount of explosive gases in the mines, coal seams and worked out permissible norms. The permissible norms for the content of explosive gases in the mine, coal seams and the resulting space where gas-freeing is mandatory are established by the Government of the Russian Federation. ".
