(hereinafter referred to as the Protocol), with the following statement: The Russian Federation understands that the provisions of article 4 of the Protocol should be applied in such a way as to ensure the inevitability of liability for the commission of offences under the Protocol, without prejudice to the effectiveness of the Protocol.
