Expired-the Federal law dated 23.02.2013 N 15-FL U.S.A. FEDERAL tobacco restraint Act passed by the State Duma on June 21, 2001 year approved by the Federation Council of the year June 29, 2001 (as amended by the federal laws on 31.12.2002 N 189-FZ;

from 26.07.2006 N 134-F3; from 08.11.2007 N 258-FZ;
from 22.12.2008 N 268-FZ) this federal law defines legal bases of restricting the smoking of tobacco in order to reduce morbidity.
Article 1. Basic concepts for the purposes of this federal law uses the following concepts: tobacco products for smoking, chewing or snuffing, packed into consumer containers, including filter cigarettes, cigarettes without filter, cigarettes, cigars, cigarillos, pipe tobacco, tobacco smoking, tobacco smoking nibs;
smoking tobacco-smoke inhalation smoldering tobacco products;
nicotine is a substance contained in tobacco;
the resin is one of the products of combustion of tobacco, arising in the process of smoking and contributing to the emergence of diseases;
ambient tobacco smoke is tobacco smoke contained in the ambient air closed rooms in which smoking tobacco.
Article 2. The legislation of the Russian Federation on limiting tobacco legislation of the Russian Federation on limiting tobacco consists of this federal law and other federal laws and other regulatory legal acts of the Russian Federation.
Article 3. Regulation of tobacco production, wholesale and retail sale of tobacco products tobacco products 1. (Repealed-the Federal law dated 08.11.2007 № 258-FZ)

3. Each package (bundle) of tobacco products must contain warnings about the dangers of tobacco use-the principal warning label about the dangers of tobacco smoking, additional inscription about the dangers of tobacco smoking and information on tar and nicotine content in cigarette smoke.
On one more side of package (packs) of tobacco products must be placed the main inscription warning about the dangers of tobacco smoking, the authorized federal enforcement authority on health. On the other side more packages (bundles) of tobacco products must be placed one additional inscription about the dangers of smoking tobacco in accordance with the following rules: each tobacco manufacturer selects from the list box, which was approved by the Federal Executive Body in the field of health, four options for additional inscriptions on the dangers of smoking tobacco;
each of the selected options of additional inscriptions on the dangers of smoking tobacco should be placed on an equal number of packages (bundles) of tobacco products.
The main inscription on the warning about the dangers of tobacco use and additional inscription about the dangers of smoking tobacco (without specifying the author health warnings-federal health authority) on the package (bundle) of tobacco products must be not less than 4 per cent of each larger parties (bundles) of tobacco products.

4. Prohibited the retail sale of cigarettes containing less than 20 cigarettes in each Pack (a Pack), unit retail sales of cigarettes and cigarettes, as well as the sale of tobacco products using machines.
5. Prohibited the retail sale of tobacco products in health care organizations, cultural organizations, sports organizations and in the territories and on the premises of educational institutions, as well as less than a hundred meters from the border territories educational institutions. On the territory of the Russian Federation prohibits the manufacture and import of cigarettes and cigarettes without an indication of the maximum retail selling price, month and year of manufacture of each package (bundle) (excluding tobacco products, is not taxable or exempt from taxation in accordance with the legislation of the Russian Federation on taxes and fees). 7. it is prohibited to retail cigarettes and cigarettes without having to specify each package (bundle) of the maximum retail selling price, month and year of manufacture (except for tobacco products that are not taxable or exempt from taxation in accordance with the legislation of the Russian Federation on taxes and fees). 9. it is prohibited to retail sale of tobacco products, including tobacco pipes, smoking, chewing, sucking, snuff, Hookah, without consumer packaging. Article 5. Advertising of tobacco and tobacco products tobacco advertising and tobacco products is carried out in accordance with the legislation of the Russian Federation on advertising.
Article 6. Article 7. Promotion of knowledge about the dangers of tobacco smoking 1. Federal Executive authorities on health, federal bodies of executive power on education and federal bodies of executive power on culture through mass media are obliged to regularly carry out promotion of knowledge about the dangers of smoking tobacco.
2. In order to implement the provisions of this Federal Act, educational and professional educational programmes should include topics related to the study of human exposure to smoking tobacco. Not allowed demonstration of the smoking of tobacco in a newly created television films, movies and performances, if such action is not an integral part of the artistic intent, and demonstration of tobacco public and political figures in the media.
Article 8. Measures to reduce tobacco smoking, the Government of the Russian Federation is developing measures to reduce tobacco smoking and ensures their implementation.
Article 9. Bringing of normative legal acts in accordance with this federal law to the President of the Russian Federation and the Government of the Russian Federation to bring its normative acts in compliance with this federal law.
Article 10. The entry into force of this federal law this federal law shall enter into force six months after the date of its official publication, with the exception of items 2 and 3 of article 3 and paragraph 2 of article 7 of this federal law.
