RUSSIAN FEDERATION FEDERAL law on amendments and additions to article 23 and 51 of the Federal law "on military conscription and military service", adopted by the State Duma of the year June 21, 2001 (as amended by the Federal law dated 07/06/2006, no. 104-FZ), Article 1. To amend the Federal law of March 28, 1998, N 53-FZ "on military conscription and military service" (collection of laws of the Russian Federation, 1998, no. 13, p. 1475; N 30, art. 3613) the following changes and additions: 1. Article 23: the title shall read as follows: "article 23. Exemption from conscription.
Citizens are not liable for military service ";
subparagraphs "d" and "e" of paragraph 1 should be deleted;
to complement the new paragraph 2 as follows: "2. The right to be exempted from conscription are citizens: a) having provided for the State system of certification of PhD degree or a doctorate;
b) are sons (brothers): soldiers killed (deceased) in connection with the performance of their duty, and citizens, conducted military training, dead (dead) in connection with the performance of duty during the period of military duties;
citizens who died as a result of injury (injury, trauma, blunt trauma) or diseases received in connection with the performance of their duty, after leaving the military, either after the military duties. ";
paragraph 2 as subclause 3.
2. In paragraphs 4 and 5 of article 51, the words "sub-item" e "article 23, paragraph 1" were replaced by "subparagraph" b "paragraph 2 of article 23". (Para. 2 lost effect in relation to the amendment of article 51, paragraph 5-the Federal law dated 07/06/2006, no. 104-FZ), Article 2. This federal law enters in force from September 1, 2001 year.
