RUSSIAN FEDERATION FEDERAL LAW on the budget of the social insurance fund of the Russian Federation to the year 2000 adopted by the State Duma on December 1, 1999 the year approved by the Federation Council of the year December 23, 1999 (as amended by the federal laws of 27.12.2000 N 150-FZ;

Article 2. Article 4. on July 1, 2000 year amounting to 2967.1 million. rubles, of which the compulsory social insurance against industrial accidents and occupational diseases 924.8 million. rubles;
on October 1, 2000 year amounting to 2711.9 million. rubles, of which the compulsory social insurance against industrial accidents and occupational diseases 924.8 million. rubles;
on January 1, 2001 year amounting to 2856.5 million. rubles, of which the compulsory social insurance against industrial accidents and occupational diseases 1017.3 million. rubles.
To forward excess of income over expenditure in the budget of the Fund for the year 2000 amounting to 1978.4 million. rubles on the formation of normative circulating funds on January 1, 2001 year of compulsory social insurance against industrial accidents and occupational diseases 914.4 million. rubles.
Article 7. Establish that in 2000 year providing insurance benefits Fund for victims and other expenses on compulsory social insurance against industrial accidents and occupational diseases can be funded from General Revenue Fund budget.
Article 8. Employers organizations and citizens (natural persons), carrying out their employment under an employment agreement (contract), recorded as policyholders in the executive bodies of the Fund.
Application for registration as a policyholder is served by the Organization to the executive body of the Foundation within 10 days after its State registration, and citizen (physical person) within 10 days after the conclusion of the labour agreement (contract) with the first of hired workers.
Banks and other lending institutions offer settlement and other accounts upon presentation of a document certifying organizations registered as insured.
Article 9. The Fund and its executive bodies collect indisputably amounts of arrears and penalties by sending to the Bank or other credit institution, which opened the account of the remitter, collection orders (orders) to withdraw from the account of the remitter is a legal person and a listing in the appropriate executive body of the Foundation funds.
Send order (order) of the executive body of the Fund on the enumeration of arrears and penalties must contain indication of the payer's account of the Fund, which must be made mandatory payment enumeration and the amount to be transferred.
Recovery of arrears and penalties may be ruble settlement (current) and (or) currency accounts the payer of the Fund, except for the credit, the budget and the deposit (if not the depositary contract expired) accounts.
Article 10. Establish that the charging of default interest on arrears of mandatory transfers to the Fund, as well as the application of financial sanctions to the payers of insurance payments and banks when they breach the order of payment (transfers) of premiums into the Fund and registration as policyholders are carried out in accordance with the first part of the tax code of the Russian Federation. Implementation of the activities of the organization without registration as insured in the executive body of the Fund shall entail the recovery of a fine amounting to 10 per cent of payments accrued in favor of workers during the period of such activities, but not less than 20 thousand rubles, and the implementation of the activities of the organization without registration as insured in the executive body of the Fund more than 90 days, a fine of 20 per cent of payments accrued in favor of workers during the period of such activities.

Article 11. Establish that in 2000 year penalties on arrears on payments to the Fund transfers, formed as a result of delays in financing from the budgets of all levels of budget organizations or delays payment of works on public order, including defence (works, services), financed from the federal budget, according to the contracts (contracts), is calculated from the date of actual receipt of money resources on accounts of such organizations when confirmation of the governmental customer of the availability of the corresponding budget debt.
Article 12. Establish that the Foundation has the right to provide year 2000 insurance contribution payers deferment (installments) repay the amounts owed by compulsory transfers to the Fund, taking into account the financial status of these taxpayers on the basis of agreements entered into by the Fund and insurance payers of contributions for a period not exceeding one year, subject to the timely payment of current payments into the Fund.
For the duration of the agreements on the debt amount of fines on obligatory enumerations are not credited to the Fund.
Article 13. Install that if during the execution of the budget of the Fund of income in excess of the amounts specified in article 2 of this federal law, as well as in the case of reducing the actual cost of the benefit specified in article 5 hereof, the Fund is allowed to invest in additional financing costs of recuperation for children, spa services and health improvement for workers and their families, veterans of the great patriotic war, as well as to purchase Christmas gifts for children.
Article 14. Establish that the Fund is allowed to use the debt service on payers of insurance premiums, Government securities, as well as bills of credit and other organizations.
Article 15. The Government of the Russian Federation to reimburse the federal budget debt Fund for expenditure on allowances, sanatorium-and-spa treatment and rehabilitation, in accordance with the law of the Russian Federation on the social protection of citizens exposed to radiation due to the Chernobyl catastrophe "in the amount of 689.5 million. rubles, including arrears amounting to 177.6 million. The order, terms and conditions of repayment of such indebtedness shall be established by the Federal law on the federal budget for the year 2001 and the Federal law on the budget of the social insurance fund of the Russian Federation for the year 2001.
