RUSSIAN FEDERATION FEDERAL law on the approval of the Federal programme for the development of education adopted by the State Duma March 15, 2000 year approved by the Federation Council of the year March 29, 2000 (as amended by federal law from 26.06.2007 N 118-FZ) in accordance with article 1 of the law of the Russian Federation "on education" the federal programme for the development of education is the organizational basis of State policy of the Russian Federation in the field of education.
Article 1. Adopt the federal programme for the development of education (attached).
Article 2. The Government of the Russian Federation provide the means for the implementation of the federal programme for the development of education in the development of draft federal laws on the federal budget for 2001-2005 years.
Article 3. This federal law shall enter into force on the day of its official publication.

N 51-FZ INTRODUCTION Federal Education Development Programme (hereinafter the programme) in accordance with the Education Act of the Russian Federation is the organizational basis of State policy of the Russian Federation in the field of education. The program determines the strategy priority development of education system and measures for its implementation. The main goals and objectives of the programme are developing relevant regional programmes that take into account cultural, socio-economic, environmental, cultural, demographic and other characteristics of the region and are aimed at addressing issues under the legislation of the Russian Federation in the field of education administered by the constituent entities of the Russian Federation.
The realization of the objectives of the programme through both the current funding from the budgets of all levels required for sustainable functioning of the system of education of the Russian Federation (hereinafter referred to as the education system), and the supplementary financing Programme activities and projects directly aimed at addressing the challenges of development system based on the achievements of science and practice (innovation).
The decision to develop the programme adopted by the Decree of the Government of the Russian Federation from October 14, 1992 N 787 "on organization of the competition to design a Federal programme for the development of education".

Public customer is the Ministry of education of the Russian Federation.
Executors and accomplices are public authorities, State education authorities, local self-government bodies, founders of educational institutions, educational institutions of various forms, types and species research organizations.

research and development of scientific and technical activities of the organizations of the system of education, integration of science and education;
improving the system of licensing, certification and accreditation of educational institutions;
ensuring quality control in education;
development of the system of training and re-training of educators and scientific-pedagogical employees;
improving the system of State attestation of scientific and scientific-pedagogical employees and activities of the higher attestation Commission of the Ministry of education of the Russian Federation;
development of complex measures on State social support educators and all categories of pupils and students;
implementation of a complex of priority of fundamental and applied research and development on the problems of education, implementing innovative projects and programmes;
conception and creation of conditions for the introduction of a new structure of general education on the basis of full-scale pedagogical experiment;
improving the system of continuous education;
Organization of the preparation and publication of educational, scientific and methodical literature;
Organization of centralized funds education system libraries at the expense of the budgets of all levels;

The system of measures for the implementation of the programme includes comprehensive measures to ensure the implementation of the planned Programme directions of development and the achievement of expected results. The activities listed in subsection 2 of section III and section IV partially and in accordance with which the Ministry of education of the Russian Federation forms the coordinating joint action plan for the implementation of the programme with other relevant federal executive authorities and bodies of State power of the constituent entities of the Russian Federation, are not included in the list of activities.

Expected results the implementation of the programme are the preservation and development of the education system for the benefit of the individual, society and the State.
Organizational arrangements for the implementation of the programme, its resourcing and monitoring of the implementation of the programme shall be established by the Government of the Russian Federation.
Mechanism for the implementation of the programme involves annual working papers: formation of the list of priorities arising from the activities of the programme, with the definition distinguishing between the performers, and funding sources;
coordinating joint action plan of the Ministry of education of the Russian Federation with other federal executive authorities and bodies of State power of the constituent entities of the Russian Federation.
Monitoring of the implementation of the programme implemented by the Government of the Russian Federation in accordance with the legislation on education.
Section i. status and BASIC PROBLEMS of EDUCATIONAL DEVELOPMENT Subsection 1. Brief description of levels education system 1. 2. preservation and development of a unified educational space in the Russian Federation, taking into account the particularities of the plurinational State;
the formation of democratic, public-public management of education;
improvement of interaction between State authorities, local self-government bodies and public organizations in the development of the education system;
delineation of competencies in the field of education between the State authorities and bodies of local self-government in accordance with the law on education, other normative legal acts and contracts relating to specific aspects of joint competence;
achieving effectiveness and high quality of education, scientific and technical activities of educational institutions;
support and development of mechanisms of integration of educational systems of the States-participants of the Commonwealth of independent States and the provision of State assistance in meeting the educational needs of compatriots;
development of equal, mutually beneficial, socially and economically viable cooperation education system of the Russian Federation with the education systems of foreign States and international organisations.
In the process of achieving the objectives of the programme, you will accomplish the following objectives: to provide and strengthening the safeguards system priority in practice education in the life of the State and society;
the restructuring of the education system, aimed at improving the educational content, its organizational forms, methods and technologies;

strengthening the educational function of education, aimed at the formation of civic education, hard work, morality, respect for human rights and freedoms, and love for the motherland, the family environment;
restoration and development of scientific and technical creativity of students;
organizational and methodological provision of public child and youth organizations;
ensuring the improvement of the system of State attestation of scientific and scientific-pedagogical employees carried out the highest Attestation Commission;
improving the regulatory and legal framework in the field of education;
monitoring the status of the education system, improving the working methods and mechanisms for predicting the development of education and training tailored to the needs of individuals, society and the State, updated, taking into account the socio-economic conditions of the mechanisms of employment of graduates of educational institutions of vocational education;
consolidation and improvement at all levels of the democratic foundations of the management of education;

The programme is being implemented in 2000-2005 and provides for normal operation and sustainable development of the education system.
At the same time in 2000-2001 years it is planned to implement a set of measures for the conservation and maintenance of the education system and to prepare conditions for its further development. The most important aspects of the program in these years are the prevention of crisis processes in the educational system, the adoption of urgent measures to normalize the work of educational institutions, regardless of their forms, types and species, the education system as a whole, improving the regulatory legal and statistical base in the field of education, the restructuring of the system of training specialists.
In 2002-2005 years it is expected to move to sustainable evolutionary development of the education system that meets the interests and needs of the individual, society and the State.
In 1994-1999 years draft programme provided for a transition to a balanced development of education in the new political and socio-economic conditions. The main objectives of the specified phase was to identify and implement a range of measures aimed at the preservation of the education system, to implement the programme of structural and content change, create a regulatory legal framework, mechanisms of change and development of the education system. Expected results the implementation of the programme are: the entry into force of the Federal law on the approval of the State educational standard of basic education and the introduction of a full set of federal and national and regional components of the State educational standards for initial, primary and secondary (full) general education, including special;
high-quality general education content;
restructuring and development of the system of educational institutions of general education, reducing the number of these educational institutions, working in two shifts, stopping their work in three shifts;
the increase in the number of educational institutions of general education, their offices and branches, classes (groups) for capable and gifted students, including in rural areas, in the far North, the far East and in Siberia.

4. primary vocational education the basic directions of development of elementary vocational education are as follows: ensuring the preservation of initial vocational training and the development of its core educational, cultural and professional functions;
implementation of training qualified personnel in all major areas of socially useful activity, based on the self-determination of the individual and its orientation to satisfaction of developing needs of society;
development of methods of forecasting needs in personnel by sectors and regions;
the preservation and development of the educational system elementary vocational training establishments, including the innovative (high schools) and other types of elementary vocational training establishments, especially concerning the perspective directions of socially useful activities;
develop mechanisms to interest enterprises in development of initial vocational training;

scientific-methodical maintenance of initial vocational education and training for students, including students with disabilities.
Expected results the implementation of the programme are: to meet the needs of citizens in high quality professional educational services with simultaneous increase of their educational level, the inclusion of youth in full productive work;
meeting the needs of society in the reproduction of workers skilled in all major areas of socially useful activities;
the introduction of a new list of professions, the successor of the State educational standards, sample curricula and basic training programs, including special list, standards, plans and programs for students with disabilities;
enhancing the competitiveness of graduates of educational institutions of initial vocational training in the labour market: the restructuring of the educational system elementary vocational training establishments;
the establishment of educational institutions of elementary professional education inter-district counselling services for farmers and other agricultural experts for training in the skills required in the constituent entities of the Russian Federation;
expansion of the range of educational services provided by educational institutions of elementary professional education, and training in the teaching and training of unemployed citizens and retrenched workers;

enhancing the content of secondary vocational education, optimizing the structure of training;
development of normative and methodological framework for secondary vocational education;
formation mechanism of prediction, monitoring and regulation of training specialists with secondary vocational education, in accordance with the needs of the citizens and the labour market;

Subsection 3. Public and social guarantees students the basic directions of development of public and social guarantees students are: ensuring the realization of the right of citizens to free general secondary, including complete education, initial vocational education and supplementary education for children;
increased accessibility resulting free for the first time (on a competitive basis) of secondary, higher and postgraduate vocational education with the implementation of additional guarantees of the right to education of children-orphans and children deprived of parental care;

Expected results the implementation of the programme are: the execution of the law on education in parts of the State and social guarantees to learners;
development of social infrastructure of educational institutions and other organizations of the system of education;
the introduction of normative legal acts relating to increase the responsibility of teaching staff of educational establishments and parents (legal representatives) for training, education, protecting the life and health of pupils;
the enactment of laws and regulations aimed at protecting the personal and property rights of students in educational institutions for orphans and children deprived of parental care (legal representatives);
creation of conditions for the protection of life, preserving and strengthening the health of pupils, the formation of the healthy way of life;
creation of conditions for nutrition students;
protecting students from games and toys for children, with negative impact on physical and mental health and not meet the psychological, pedagogical, ethical and sanitary and environmental requirements;

Scientific support programme for the development and implementation of innovative projects Programme requires considerable scientific-methodical support, which included a target within the funding measures envisaged by the program, as well as cost estimates of the Ministry of science and technology of the Russian Federation and the Ministry of education of the Russian Federation. Funding research and development work programme at the expense of federal budget should grow from 6 million. roubles in 1999 to 150 million. rubles in 2005 year. medium-term, long-term forecasts of development of the educational system, forecasts the demand for professionals, taking into account the interests of the individual, society and the State;
scientific justification medical, pedagogical, psychological, ergonomic and other requirements of State educational standards, training and development of procedures for their implementation;
new educational technologies and training methods, including distance;
priority government support, the preservation and development of the leading research centers and scientific schools, conducting research on education;

development and implementation of targeted financial and social support for rural teachers;
improving the effectiveness of the performance appraisal system pedagogical, scientific-pedagogical employees, directors of educational institutions and education authorities at all levels;
improving the legal framework of labour relations in the education system.
Expected results the implementation of the programme are: the provision of educational institutions of all kinds and types of pedagogical workers;
employment of pedagogical, scientific-pedagogical and other employees of educational institutions and other organizations of the system of education;
creation of normative legal and scientific-methodical base for personnel;
monitoring of the staffing of the education system;
to prevent outflow of pedagogical, scientific-pedagogical and other employees of educational institutions from the educational system;
teacher credentialing update;
upgrading the qualifications of teaching staff, including through a system of postgraduate education;
implementation of international treaties of the Russian Federation on cooperation in the exchange of pedagogical and scientific-pedagogical personnel;
increased participation of educational institutions and other organizations of the system of education in international academic mobility programs;
improvement of professional skills and the quality of work of pedagogical, scientific-pedagogical and other employees of educational institutions and other organizations of the system of education.
Subsection 2. Logistical support for educational institutions in the maintenance and development of material and technical base of educational institutions is an essential condition for the successful implementation of the educational process. Educational institutions are experiencing shortfalls. Institutions of higher education as compared to the 3.6 million is not enough training-square metres of laboratory space.
Buildings and structures in educational institutions were built in different periods, more than 30 per cent of the area currently falls on buildings built before the revolution, ill-adapted for the training process and in poor condition. Classes are held in two or three shifts.
It is necessary to carry out their reconstruction, replacing the engineering communications, equipment and furniture. On the restoration of buildings and utilities, are in a dangerous condition, requires a lump sum of more than 1.5 billion. rubles. But in recent years, the funds for repairs to educational institutions do not detract.
In the past decades the natural decline in training areas were offset by the expense of building new educational-laboratory buildings. But the sharp decline in investment, which in comparison with the year 1990 declined by more than 20 times, the specified source of the maintenance and development of material base of educational institutions gradually wane.
As of January 1, 1997 year under construction there were about 300 educational facilities with the remainder of the estimated cost of 3.4 billion. rubles. In recent years, using extrabudgetary funds and sponsors, investors, and other sources not prohibited by the law enter part of educational facilities in operation, to reduce the balance of the estimated cost. On January 1, 1999 year unfinished are about 250 objects of the education system, which must be fully completed for 2.8 billion. rubles.
The basic directions of development are: the preservation and development of material and technical base of educational institutions and other organizations of the system of education in accordance with the requirements of State educational standards, social norms and standards;
transition to new standards and mechanisms to equip educational institutions and other organizations of the system education teaching tools, equipment, educational Visual AIDS, equipment, laboratory and scientific equipment, devices, computing, information and copy printers, printed educational and methodical production with use of modern forms of economy in the form of tenders, competitions and tenders;
development and implementation of a set of measures to support producers of educational, scientific and production equipment of educational purpose, soft and rigid tools and other equipment of educational institutions and other organizations of the system of education;
construction and repair of buildings and structures of the organizations of the system of education;
equipping educational establishments protective equipment ensuring protection of pedagogical and other employees of the education system, students in times of emergency and martial law;
optimization of the nomenclature of the educational tools, training of laboratory and scientific equipment;
development of new building codes, design standards of all kinds and types of educational institutions.
Expected results the implementation of the programme are: the development of material and technical base of educational institutions;
the establishment of healthy and safe working conditions and training;
increase the number of trained buildings and constructions of educational institutions to implement their tasks;
development and production of advanced models of teaching aids, Visual AIDS, scientific instruments and equipment;
raising the level of educational institutions and scientific organizations of educational-laboratory and research space, modern scientific equipment, appliances, computing and information technology;
provide education mainly in one shift;
strengthening of material and technical base of educational institutions including boarding schools for orphan children;
development of material-technical base of the enterprises of the education system, producing educational, scientific, and technical products, furniture, building materials, as well as organizations involved in renovation and construction of buildings and structures belonging to organizations of education;
empowerment financing education, vocational training, in particular by attracting funds from sources not prohibited by the law.
Subsection 3. Social support of employees of educational institutions and other organizations of the system are the basic directions of development education: development of normative legal acts on the protection of the pedagogical and other employees of the education system in order to ensure their labour conditions and social guarantees;
development and implementation of measures to improve the unified wage scale for public sector workers in part of compensation of employees of educational institutions;
establishment of types of material support of pedagogical and other employees of the education system, the rules of provision and incentives in this area;
development of proposals on improving the pensions of pedagogical and other employees of the education system;
design and realization of scientific-organizational and technical measures to enhance the sustainability of educational institutions and education systems as a whole in emergency situations.
Expected results the implementation of the programme are: to improve public prestige and relevance of labour organizations, academic and other staff in the education system;
increase public and social status of these workers;
implementing targeted social support for these workers;
improving pension specified employees;
development of a system of incentives and supporting the improvement of professional skills of pedagogical, scientific-pedagogical and other employees of the education system.
Section v. FINANCIAL SECURITY PROGRAM total financial expenses necessary for the development of the education system and the implementation of innovation activities of the programme are based on the law on education in the part of the funding for education and measures to ensure State guarantees teaching and other members of the organizations of the system of education to students.
The budgets of all levels of public spending on education in this period did not allow fully finance the social costs of protected articles (payroll) and does not provide coverage for a significant part of the cost of food, utilities, maintenance of buildings and facilities owned by educational institutions. Funds for the development of educational institutions, enhancement of their educational and material base of the budget almost. Allocated funding doesn't allow you to comply with the provisions of the legislation in the field of education to ensure the educational process at the level of modern requirements, implementation of social norms and standards, the provision of State guarantees teaching and other educators, learners.
To ensure a gradual increase in allocations from the budgets of all levels how on the functioning of the education system (the "education" section of the functional classification of expenditures of the Russian Federation) and in the implementation of established Program activities and projects (innovation) with the achievement of the 2005 year, the estimated financing needs.
Financial support for the educational system and established Program activities must be carried out in two main areas: increase of the budget financing through this mechanism, subject to increase efficiency in the utilization of allocated to educational institutions and other organizations of the system of education in the budget;
creating conditions to attract additional extra-budgetary sources of funding education without lowering standards, regulations and the absolute size of budget financing.
Structure of expenditures from the federal budget and extra-budgetary resources to the Programme activities and projects (innovation), capital investments by year are shown in table 2.
Subjects of the Russian Federation in accordance with regional programmes for the development of education, as well as local government bodies within their competence will be funded established Program activities and projects at the expense of the budgets of the constituent entities of the Russian Federation and local budgets.
The volume of investments and other expenditures for the implementation of the programme may be adjusted annually based on the capabilities of the respective budgets and other sources not prohibited by the law.
