RUSSIAN FEDERATION federal law on social protection of citizens who work in chemical weapons adopted by the State Duma on October 11, 2000 year approved by the Federation Council October 25, 2000 year (as amended by the federal laws of 25.07.2002 N 116-FZ;
from 22/08/2004, no. 122-FZ; from 24.07.2009 N 213-FZ;
from 25.11.2013 N 317-FZ; from 14.10.2014 N 307-FZ) this federal law establishes the legal framework for the social protection of citizens working with chemical weapons under a labour agreement (contract), the armed forces of the Russian Federation and the staff of internal affairs bodies, State fire service employed in jobs with chemical weapons (hereinafter referred to as the citizens engaged in work involving chemical weapons), as well as citizens who received occupational diseases as a result of the above mentioned works. (As amended by the Federal Act of 25 N 116-FZ), Chapter 1. GENERAL PROVISIONS Article 1. Working with chemical weapons, chemical weapons Work relate to work with harmful working conditions and in accordance with their degree of danger are divided into two groups.
The first group works with chemical weapons include: 1) research and development work, which uses toxic chemicals related to the chemical weapons Convention;
2) work on defusing and detoxification of chemical munitions, tanks and devices, detoxification of toxic chemicals in industrial areas experienced, experimental-industrial and industrial facilities to destroy chemical weapons;
3) maintenance and inspection of chemical weapons related to the sampling of toxic chemicals, relating to chemical weapons, as well as the destruction of individual chemical munitions, tanks and devices that are in a dangerous condition;
4) work towards the Elimination of chemical weapons production facilities.
The second group works with chemical weapons include: 1) maintenance of chemical weapons that are not related to sampling of toxic chemicals, relating to chemical weapons;
2) transporting chemical weapons destruction sites;
3) works to ensure safe storage and maintenance of technological equipment used for the production of chemical weapons;
4) scientific and technical works on demilitarization and detoxification of chemical munitions, tanks and devices, detoxification of toxic chemicals in industrial areas experienced, experimental-industrial and industrial facilities to destroy chemical weapons, as well as the exercise of State supervision in the area of chemical weapons destruction; (As amended by the Federal law of 14.10.2014 N 307-FZ) 5) scientific and technical works on the Elimination of chemical weapons production facilities, as well as the exercise of State supervision in the area of chemical weapons destruction; (As amended by the Federal law of 14.10.2014 N 307-FZ) 6) health works on the storage and destruction of chemical weapons, the Elimination of chemical weapons production facilities;
7) fire safety when carrying out works on the storage and destruction of chemical weapons, the Elimination of chemical weapons production facilities.
List of toxic chemicals, relating to chemical weapons, as well as a specific list of industries, occupations and jobs with harmful working conditions, work which entitles citizens employed in jobs with chemical weapons on social guarantees stipulated by this federal law, shall be established by the Government of the Russian Federation. (As amended by federal law from 22/08/2004, no. 122-FZ), Article 2. Requirements for citizens employed in jobs with chemical weapons to work with toxic chemicals, relating to chemical weapons, are citizens who have reached the age of 20 years who meet the qualification requirements and have no medical contraindications.
Article 3. Financing costs associated with the implementation of this federal law, financial security events on social support of citizens employed on the works stipulated in article 1 hereof, is spending commitment of the Russian Federation.
Funding arrangements for these costs shall be determined by the Government of the Russian Federation. (Article in the Editorial Office of the Federal law dated 22/08/2004, no. 122-FZ), chap. II. MEASURES of SOCIAL SUPPORT for CITIZENS who work in chemical weapons, as well as CITIZENS who received OCCUPATIONAL DISEASES as a result of THESE WORKS (name of chapter as amended by federal law from 22/08/2004, no. 122-FZ), Article 4. The wages of citizens employed in jobs with chemical weapons to citizens engaged in work involving chemical weapons, are guaranteed increased pay, earning the monthly allowance, the amount of which increases with seniority of continuous operation with chemical weapons, and the annual reward seniority.

Official salaries and tariffs, as well as allowances and annual remuneration for seniority shall be determined as prescribed by the Government of the Russian Federation, and the terms of the relevant contracts. (As amended by federal law from 22/08/2004, no. 122-FZ), Article 5. Shorter working hours and annual paid leave citizens employed in jobs with chemical weapons to citizens employed on the works stipulated by part 2 of article 1 of this federal law, establishes short 24-hour working week and paid annual leave of 56 calendar days.
Citizens engaged in activities provided for by article 1, paragraph 3 of this federal law, shall be established by a shortened 36-hour working week and paid annual vacation for a period of 49 days.
Article 6. Medical care for citizens employed in jobs with chemical weapons (as amended by the Federal law of 25.11.2013 N 317-FZ) Citizens engaged in work involving chemical weapons, are provided with medical assistance, including specialized medical care provided by medical organizations in outpatient and inpatient, with the payment of the cost of travel to the place of examination or treatment (there and back) on the territory of the Russian Federation in the amount and under the procedure established by the Government of the Russian Federation. (As amended by the federal laws from 22/08/2004, no. 122-FZ; from 25.11.2013 N 317-FZ) Article 7. The provision of drugs for medical use by citizens who work in chemical weapons (as amended by the Federal law of 25.11.2013 N 317-FZ) Citizens employed on the works envisaged in part two of article 1 hereof, in the treatment on an outpatient basis are provided for medical use of drugs prescribed by doctors in the amount and under the procedure established by the Government of the Russian Federation. Sanatorium-and-spa treatment of citizens employed in jobs with chemical weapons to citizens employed on the works envisaged in part two of article 1 hereof, offset by the cost of vouchers to sanatorium organization and cost of transportation to the place of treatment (there and back) on the territory of the Russian Federation in the amount and under the procedure established by the Government of the Russian Federation. (Article in the Editorial Office of the Federal law dated 22/08/2004, no. 122-FZ) Article 9. (Repealed-the Federal law from 24.07.2009 N 213-FZ), Article 10. Provision of office premises citizens employed in jobs with chemical weapons to citizens engaged in work involving chemical weapons, is guaranteed the provision of office accommodation facilities within the norms established by the legislation of the Russian Federation for the period of the citizens with chemical weapons, without the right to privatize these facilities.
Procedure for granting and release of office premises shall be established by the Government of the Russian Federation.
Article 11. Measures of social support for citizens who have been granted occupational diseases as a result of chemical weapons work (name of the article as amended by the Federal Act of 22/08/2004, no. 122-FZ) citizens who have received occupational diseases resulting from exposure to toxic chemicals, relating to chemical weapons, regardless of the timing of the works with chemical weapons, guaranteed compensation in accordance with the legislation of the Russian Federation.
Citizens who have received occupational diseases as a result of work with chemical weapons, shall enjoy the following guarantees: (as amended by federal law from 22/08/2004, no. 122-FZ) 1) medical support for the main disease in out-patient and in-patient medical public health organizations and municipal health care system, as well as medical examination and treatment in public health organizations that provide specialized medical assistance compensation for the cost of travel to the place of examination or treatment (there and back) on the territory of the Russian Federation in the amount and under the procedure established by the Government of the Russian Federation; (As amended by the federal laws from 22/08/2004, no. 122-FZ; from 25.11.2013 N 317-FZ) 2) providing drugs for medical use of prescription medications in the treatment of the underlying disease in out-patient conditions not below standards set by the Government of the Russian Federation; (As amended by the federal laws from 22/08/2004, no. 122-FZ; from 25.11.2013 N 317-FZ)

3) in the case of medical indications annual provision in the workplace, and broken-in social protection bodies at place of residence permits in Spa organizations, compensation for the cost of travel to the place of treatment (there and back) on the territory of the Russian Federation in the amount and under the procedure established by the Government of the Russian Federation; (As amended by federal law from 22/08/2004, no. 122-FZ) 4) retirement or change of place of work of medical care in medical organizations to which these citizens were attached during the work with chemical weapons; (As amended by the Federal law of 25.11.2013 N 317-FZ) 5) reimbursement for manufacture and repair of dentures (except for the cost the cost of precious metals and porcelain fused to metal) in medical organizations in the public health system or municipal health care system in the amount and under the procedure established by the Government of the Russian Federation; (As amended by the federal laws from 22/08/2004 yr. N 122-FZ; from 25.11.2013 N 317-FZ) 6) compensation payment of occupied dwellings (flats-total area of dwellings in communal apartments-occupied residential area) in the amount and under the procedure established by the Government of the Russian Federation. (As amended by federal law from 22/08/2004, no. 122-FZ) the social guarantees are provided to the citizens who have received occupational diseases as a result of work with chemical weapons, on the basis of the opinion of the medico-social institution together expertise and specialized medical institution specially authorized federal executive body in the field of health. (Part five lapsed federal law from 22/08/2004, no. 122-FZ), chap. III. FINAL PROVISIONS Article 12. Bringing of normative legal acts in accordance with this federal law to the President of the Russian Federation and the Government of the Russian Federation to bring its normative acts in compliance with this federal law.
Article 13. The entry into force of this federal law this federal law shall enter into force on January 1, 2001 year.
