Russian Federation On Amendments and Additions to the Federal Law On Production and Consumption Waste and Federal Law " About licensing separate activities " Adopted by the State Duma on 22 November 2000 Approved by the Federation Council on 20 December 2000 (In the wording of Federal Law from 08.08.2001 N 128-FZ Article 1. To make the Federal Law of 24 June 1998 N 89-FZ "On the waste of production and consumption" (Russian Federation legislature, 1998, N 26, sect. 3009) the following changes and additions: 1. Article 1 complete the following paragraph: " scrap and wastes of coloured and (or) ferrous metals-deteriorated or lost consumer properties of non-ferrous and (or) ferrous metals and their alloys, wastes, in the process of production of non-ferrous and (or) ferrous metals and ferrous metals and their alloys, as well as the unrecoverable matrimony created during the manufacture of these products. ". 2. In article 13, paragraph 3, the words "ferrous and ferrous metals" should be deleted. 3. Supplement article 13-1 as follows: " Article 13-1. Requirements for handling scrap and waste coloured and/or ferrous metals and their disposition 1. Natural persons may be carried out in accordance with the procedure established by the legislation of the Russian Federation, the alienation of scrap and non-ferrous metals arising from the use of non-ferrous metal products at home and their right to property, According to the list of non-ferrous metal scrap and wastes approved by the State authorities of the constituent entities of the Russian Federation. 2. Legal persons and individual entrepreneurs may deal with scrap and waste of non-ferrous metals and their alienation if there are documents confirming their ownership of the scrap and waste. 3. The Government of the Russian Federation sets the rules for the handling and disposal of non-ferrous metals and their alienation. 4. The Government of the Russian Federation shall, within two months, bring its normative legal acts into conformity with this Federal Act. Article 4.
