Article 5. Establish that in 1999 year federal part of the employment fund is formed by 20 percent of royalties from compulsory insurance contributions to the Employment Fund and amounts to 2396.9 million. rubles.
Invest the Federal part of the Employment Fund for the following purposes: (percentage) grants the territories with the critical situation of the labour market pilot projects 80.0 in areas with critical situation 11.1 labour market research activities on employment population 1.0 preparation and improvement of professional skill of workers of territorial bodies of employment service 1.0 implementation of informational and advertising and publishing activities 1.2 maintenance loan of the International Bank for reconstruction and development 0.7 formation reserve for emergencies in individual Territories 5.0 Ministry of labour and social development of the Russian Federation shall have the right to redistribute during 1999 year means the Federal part of the employment fund based on the results of the execution of the revenue side of the budget.
Article 6. Grant in 1999 year, the Ministry of labour and social development of the Russian Federation the right to acceptance of decommissioning funds to be transferred to the federal portion of the employment fund, from the accounts of the territorial bodies of the State employment service.
Article 7. Resolved in 1999 year, the Ministry of labour and social development of the Russian Federation and territorial bodies to provide employment service organizations, taking into account their financial condition of hire purchase arrears on insurance and employment contributions accrued foam on the basis of agreements concluded by the territorial authorities of the employment service and insurance payers of contributions in a manner and under conditions determined by the Government of the Russian Federation.
Suspend the accrual of interest charges on arrears on insurance contributions to the Employment Fund for organizations that have concluded such agreements, for the period of their validity, subject to timeliness of payment of current charges.
Article 8. Agricultural producers, agro-industrial complex enterprises and organizations provide installment repayment of debts on insurance premiums in the amount of employment fund, established on January 1, 1999 year, for a period of five years, subject to timely enumeration of these organizations current payments to the employment fund. Repayment shall be made in equal instalments commencing January 1, 2000 year.
Write off penalties and fines for late payment of insurance contributions to Fund the employment of agricultural commodity producers, enterprises and organizations of the agro-industrial complex in the amounts established in January 1, 1999 year.
Article 9. Establish that in 1999, the Ministry of labour and social development of the Russian Federation confirms the amount of income and expenses of the Fund for employment entities of the Russian Federation within the means prescribed by this federal law.
Article 10. Establish that the provisions of articles 4-7, 9 of this federal law prior to the entry into force of the Federal law on the budget of the State Employment Fund of the Russian Federation to the year 2000.
Article 11. Set the list of payments which have not accrued insurance premiums to the employment fund, approved by the Government of the Russian Federation.
Article 12. This federal law shall enter into force on the day of its official publication.
