RUSSIAN FEDERATION FEDERAL LAW on amendments and additions to the Federal law "on social protection of invalids in the Russian Federation and the Russian Federation law" on State pensions in the Russian Federation "adopted by the State Duma on June 18, 1999 the year approved by the Federation Council July 2, 1999 year Article 1. To amend the Federal law "on social protection of invalids in the Russian Federation" (collection of laws of the Russian Federation, 1995, no. 48, art. 4563) the following changes and additions: in the third part of article 1, the words "a person under the age of 16 years is set, the category of" child-invalid "were replaced by the words" a person under the age of 18 years is set, the category of "child-invalid";
supplement article 4 subparagraph 20., to read: "20) establishing a unified system of accounting in the Russian Federation of persons with disabilities, including children with disabilities, and the Organization on the basis of this system of statistical monitoring of the socio-economic situation of persons with disabilities and their demographic composition.".
Article 2. To the law of the Russian Federation on State pensions in the Russian Federation (RSFSR Congress of people's deputies and the Supreme Soviet of the RSFSR, 1990, no. 27, art. 351; Gazette of the Congress of people's deputies of the Russian Federation and the Supreme Soviet of the Russian Federation, 1992, N 11, art. 531; Collection of laws of the Russian Federation, 1995, N 5, art. 346; 1997, no. 3, art. 363; N 19, art. 2188) the following revisions: in paragraph "b" of article 92 and the second part of article 102, the words "of a disabled child up to 16 years of age" were replaced by "disabled child";
Article 113: in the first part the words "disabled children up to 16 years of age" were replaced by the words "disabled children";
in the second part of the phrase "child up to 16 years of recognized disability" should be replaced by the words "child under the age of 18 years is recognized invalid.
Article 3. Rights, benefits and guarantees established by the legislation, including the present Federal law, for disabled children under the age of 18 years and their parents (or persons acting in loco parentis), are available to those aged 16 to 18 years with disability and their parents (persons acting in loco parentis).
Article 4. Funding provided for in this federal law, is financed from the federal budget.
Article 5. The President of the Russian Federation and to entrust the Government of the Russian Federation to bring its normative acts in compliance with this federal law.
Article 6. This federal law shall enter into force on January 1, 2000 year.
