RUSSIAN FEDERATION FEDERAL LAW on amendments and additions to the Federal Act "on State regulation of production and turnover of ethyl alcohol and alcohol production" adopted by the State Duma December 25, 1996 year approved by the Federation Council December 26, 1996 year Article 1. To amend the Federal law "on State regulation of production and turnover of ethyl alcohol and alcohol production" (collection of laws of the Russian Federation, 1995, no. 48, art. 4553) the following amendments and supplements: 1. Part two article 1, after the words "and other food products with content of ethyl alcohol produced from food raw materials, more than one and a half per cent of the units of alcohol" add the words "(except beers)".
2. Part four of article 6 shall be amended as follows: "for issuing licenses for the production and circulation of ethyl alcohol, including alcohol solutions, the applicant pays the fee in the manner and amount that are established by federal law. Before the adoption of the Federal law specified fee shall be paid in the manner and amount established by the Government of the Russian Federation. "
3. Article 13 shall be amended as follows: "s t a t b I 13. Taxation and labelling of alcoholic production calculation and payment of taxes and levies on alcoholic beverages are manufactured in a manner and under conditions determined by legislative acts of the Russian Federation.
Alcoholic beverages with an alcohol content of more than 6 per cent is subject to mandatory marking of excise stamps or special marks.
Sample brands, order and size of their payment shall be established by the Government of the Russian Federation. "
Article 2. This federal law shall enter into force on the day of its official publication.
The Government of the Russian Federation to introduce the State Duma of the Federal Assembly of the Russian Federation draft Federal Act on the collection for issuing licences for the production and circulation of ethyl alcohol and alcohol production "until March 1, 1997 year.
The President of the Russian Federation and to entrust the Government of the Russian Federation to bring its legal acts in compliance with this federal law.
