Ceases to be in force from January 1, 2009 year-the Federal law dated 06.10.2003 N 131-FZ of the RUSSIAN FEDERATION FEDERAL LAW on amendments to the Federal law on general principles of organization of local self-government in the Russian Federation "adopted by the State Duma on February 14, 1997 year, Article 1. To amend the Federal law on general principles of organization of local self-government in the Russian Federation "(collection of laws of the Russian Federation, 1995, no. 35, St. 3506; 1996, N 17, art. 1917) the following additions: 1. in paragraph 3 of article 6: to complement the new second paragraph to read as follows: "in the constituent entities of the Russian Federation, federal cities, Moscow and St. Petersburg in order to preserve the unity of the city economy subjects of reference within their territories of municipalities, including those established by the Federal law, objects of municipal property, income sources of local budgets will be governed by the laws of the constituent entities of the Russian Federation-Federal cities of Moscow and Saint Petersburg.";

2. In article 12:1) paragraph 1 complement the fourth paragraph as follows: "The inner city territories of the cities of Moscow and Saint Petersburg local self-government is exercised in preserving the unity of the urban economy in accordance with the statutes and laws of constituent entities of the Russian Federation-Federal cities of Moscow and Saint Petersburg. The population of the urban settlements are included in the constituent entities of the Russian Federation-Federal cities of Moscow and Saint Petersburg, may not be deprived of the right to exercise local self-government ";
2) para 3 second paragraph be supplemented as follows: "in the constituent entities of the Russian Federation, federal cities, Moscow and St. Petersburg, merging or converting the inner city municipalities, setting or changing their territories implemented laws of constituent entities of the Russian Federation-Federal cities of Moscow and Saint Petersburg in accordance with their statutes, and taking into account the views of the people of the Territories concerned.".
3. paragraph 2 of article 14 to complement the second sentence to read as follows: "in the constituent entities of the Russian Federation, federal cities, Moscow and St. Petersburg in accordance with the statutes and laws of constituent entities of the Russian Federation-Federal cities of Moscow and St.-Petersburg might not be created for elected municipal local government cities Moscow and St. Petersburg.
Article 2. Public authorities of cities of federal importance Moscow and St. Petersburg, within a period of three months from the date of entry into force of this federal law to align their legislative and other normative acts, including the statutes of the constituent entities of the Russian Federation-Federal cities of Moscow and Saint Petersburg, in line with the present Federal law.
Article 3. This federal law shall enter into force on the day of its official publication.
